“The President's Prerogative”? The Cabinet Appointment Process in Ghana and the Implications for Gender Parity

Abstract This article seeks to understand why Ghana, unlike several other African countries, has seen relatively few women appointed as ministers to the cabinet since the transition to democracy. We draw on Annesley, Beckwith, and Franceschet's 2019 book Cabinets, Ministers and Gender, which provides an in-depth analysis of the cabinet appointment process in seven democracies (but no African cases) and demonstrates that the cabinet appointment process is gendered—that is, men and women have different (and unequal) opportunities to be appointed as cabinet ministers. This article covers Ghana's Fourth Republic, during which women's presence in cabinets has increased slowly but steadily. We rely on media reports from five recent presidential administrations and semistructured, in-depth interviews with selected informants, as well as other primary and secondary sources. We find that while Ghana has a fairly empowered president who could appoint a gender parity cabinet, the formal and informal rules governing the selection of cabinet ministers—for example, those related to regional balance and “minister MPs”—work against more women in the cabinet.

If sensationalized media reports are any indication, the men’s fashion industry has entered into an exciting phase of expansion and evolution. As the market diversifies to become increasingly vibrant and varied, prominent ready-to-wear labels continue to showcase evermore divergent and gender-blurring designs in what is celebrated as an anything-goes period in menswear. To examine whether these clothing trends and industry transitions have lasting real world implications, this research seeks to give voice to fashion-conscious male consumers - the subject of scarce qualitative scholarship. Insights gleaned from 20 in-depth interviews with young Canadian men point to contemporary shifts not only in shopping habits and tastes, but also in hegemonic masculinity. Responding to romantic assertions that there are “no rules” in twenty-first century fashion, findings examine the extent to which long withstanding Western menswear conventions prevail. Through illuminating the lived experiences of sartorially savvy males aged 19 to 29, this study uncovers how Generation Y men navigate gender norms and expectations while crafting an idiosyncratic sense of style. Ultimately, this research enriches existing industry and theoretical understandings of how young men approach fashion.

Despite substantial improvements over the past 23 years in many key areas of sustainable development, the world is not on track to achieve the goals as aspired to in Agenda 21, adopted in Rio de Janeiro in 1992, and reiterated in subsequent world conferences, such as the World Summit on Sustainable Development held in Johannesburg in 2002. While there have been some achievements in implementing Agenda 21, including the implementation of the chapters on “Science for Sustainable Development” and on “Promoting Education, Public Awareness and Training”, for which UNESCO was designated as the lead agency, much still remains to be done. This decade had seen the idea of a “green economy” float out of its specialist moorings in environmental economics and into the mainstream of policy discourse. It is found increasingly in the words of heads of state and finance ministers, in the text of G20 communiqués, and discussed in the context of sustainable development and poverty eradication. The research paper focused to establish a relationship between sustainable development and green economics. The research paper is descriptive and analytical in nature. The data collected from secondary sources such as report from niti aayog, IMF indicators, RBI reports, newspapers, journals. The research design was adopted to have greater accuracy and in depth analysis of the research study. The statistical tools for the analysis are also being used.

Scholarship on marriage migrants has examined the impact of class and gender ideology of receiving countries on their marital satisfaction. However, little is known about the role of transnational background in explaining women’s feelings of gratitude for husbands. Drawing on qualitative in-depth interviews with marriage migrant women residing in the eastern side of Seoul, Korea, this article explores the micro-level cognitive processes in understanding women’s gratitude for their husbands. Categorizing marriage migrants into two groups, ‘gratified’ and ‘ungratified’ wives, the author demonstrates how the gratified wives’ feelings of contentment is mediated by their active comparison of Korean husbands with local men in their homelands, and how these viewpoints conversely affect their aspirations for return. Bringing the sociology of emotion into an explanation of marriage migrants’ marital satisfaction, this study aims to develop a transnational frame of reference as an underlying dynamic for comprehending marriage migrants’ (in)gratitude.

Cervical cancer rates in Sub-Saharan Africa (SSA) are amongst the highest worldwide. All three of the Human Papillomavirus (HPV) vaccines (9-valent, quadrivalent and bivalent HPV vaccine) provide primary protection against the most common cancer-causing strains of HPV (types 16 and 18) that are known to cause 70% of cervical cancers. Over the last five years, there has been an increase in Sub-Saharan African countries that have introduced the HPV vaccine. The majority of research has been conducted on supply-side barriers and facilitators to HPV vaccination uptake in SSA, yet little research has been conducted on demand-side or end-user perspectives of, and decisions around, HPV vaccination. In order to complement existing research, and inform current and future HPV vaccination implementation approaches, this qualitative systematic review explored Stakeholders’ understandings of HPV vaccination in SSA. This review searched the following databases: Embase (via Scopus), Scopus, MEDLINE (via PubMed), PubMed, EBSCOhost, Academic Search Premier, Africa-Wide Information, CINAHL, PsycARTICLES, PsycINFO, SocINDEX, Web of Science, and the Cochrane Controlled Register of Trials (CENTRAL) and found a total of 259 articles. Thirty-one studies were found eligible for inclusion and were analyzed thematically using Braun and Clarke’s methods for conducting a thematic analysis. The quality of included studies was assessed using the Critical Appraisal Skills Programme (CASP) checklist. Three major themes emerged from this analysis; knowledge of HPV vaccination and cervical cancer is intertwined with misinformation; fear has shaped contradictory perceptions about HPV vaccination and gender dynamics are relevant in how stakeholders understand HPV vaccination in SSA.

Background: Despite scientific literature and media reports of rising cases of suicide and attempted suicide in different parts of Pakistan, the extent of this problem remains unknown, particularly from outside the main urban centres of the country. Aims: To report data on Suicidal Behaviour (SB) from Malakand Division, a rural and marginalised part of Khyber Pakhtunkhwa (KPK) province, explore aetiological factors and propose preventive strategies. Methods: This study followed an explanatory, mixed-method study design. The first part quantitative [QUANT] comprised of police reports on suicidal behaviour, from 2001 till first 8 months of 2018. Detailed analysis of only data from 2013 was undertaken, as data prior to 2013 contained insufficient information. The second part that is, qualitative (QUAL) consisted of in-depth interviews with relevant stakeholders. A mixed method of inductive and deductive analytical approach was used. Results: From 2013 until the first quarter of 2018, the police recorded 1,645 attempts of both males and females of which 144 (8.75%) resulted in fatalities. Suicide attempts rose by 83.4% over the 5 years and 8 months. Approximately, 43.3% of the attempts were attributed to ‘depression’. Domestic abuse was reported in 49.6% of cases. Of the total victims, 1,049 (63.7%) were females, whereas 60.1% were married. Ingestion of the organophosphates poison (pesticide) was reported in 53.2% ( n = 999) of suicide attempts. In more than 90% of the non-fatal suicide attempts, victims were booked under punitive laws. Poor socio-economic status, inter-personal stressors, violence against women and mental illnesses were the major causes of suicidal behaviour in Malakand [QUAL]. Investment in human development, strengthening of the healthcare system, de-stigmatisation of mental illnesses and women empowerment could possibly prevent suicidal behaviour in Malakand [QUAL]. Conclusion: SB in Malakand Division is steadily increasing. The increase is more evident in vulnerable populations such as women and the younger population. ‘Psychosocial stressors’ and ‘depression’ were the main causes of suicidal behaviour. A broad-based, proactive, multi-sectorial approach is needed to prevent SB in the region.

This paper examines databases of female experts as tools to promote gender parity in the sources consulted and cited by journalists. To do this, we conducted a search of databases available online (n = 88) and carried out in-depth interviews with people in charge of these databases (n = 4) as well as a survey among female scientific researchers included in the database of the Association of Women Researchers and Technologists of Spain (AMIT) (n = 919). The main results reflect the great potential of these tools but indicate that, to be effective, they require fluid communication with the media and a design that allows their incorporation into the regular routines of journalists. In Spain, their impact is still low and, as in the rest of the world, there is great fragmentation of resources accompanied by very weak interaction among the different initiatives. Resumen Se presenta un análisis de las bases de datos de mujeres expertas como herramientas para fomentar la paridad de género en las fuentes que consultan y citan los periodistas. Para informar nuestro trabajo, hemos llevado a cabo una búsqueda de las bases de datos disponibles online (n=88). En un segundo momento, la completamos con la realización de entrevistas en profundidad con las directivas al frente de estas bases (n=4) y con la realización de una encuesta a expertas científicas que participan de la base de datos de la Asociación de Mujeres Investigadoras y Tecnólogas de España (AMIT) (n=919). Los principales resultados reflejan el alto potencial de estas herramientas e indican que, para que resulten eficaces a la hora de sumar diversidad en la selección de fuentes expertas, requieren una comunicación fluida con los medios y un diseño que permita incorporarlas a las rutinas habituales de los periodistas. En España su impacto aún es bajo y, al igual que ocurre a nivel global, se aprecia una alta fragmentación de los recursos junto a un nivel casi nulo de interacción entre las distintas iniciativas.

As one of the critical elements of democracy, a functional political party plays major roles in the political process of a state. One such role is the provision of a platform by which its members emerge as elected officials in government. A critical dimension of Nigeria’s democratic experience in the Fourth Republic is the issue of conflict of interests among party oligarchies and party members elected to political office. This article attempts to interrogate the causal factors of this development by analysing the triggers of divergences within political parties whose members supposedly share similar ideological leanings. Specifically, the article considers the causes and effects of the issues thrown up in the aftermath of the emergence processes of the principal officers in the two chambers of parliament of the eighth National Assembly. This it does in the context of the normative interpretation of “party supremacy”.  As samples, we isolate three cases, after which the qualitative method is employed to elaborate on the data gathered from secondary sources.

This paper examines the treatment of women by men in two areas of male-dominated employment: specific professions and non- traditional ‘manual’ employment such as construction, transport, and other trade workers. Based on data from secondary sources, and in-depth interviews with non-traditionally employed women in Northern Ireland, the paper is divided into three main parts. The first section assesses the extent of harassment and discrimination towards women in male- dominated professions; the second provides a similar account of the treatment of non-traditionally employed women in Northern Ireland. Evidence suggests that there is a dichotomy in the treatment of women between the two areas discussed - given that men and women in ‘manual’ employment seem to sustain a more ‘peer-like’ relationship than their counterparts in some male-dominated professions. Thus, in the third section of the paper, while attempting to avoid the trap of dualism, I posit reasons for the existence of such a dichotomy.
