Abstract This paper contributes a novel way to theorise the power of narratives of nuclear weapons politics through Kenneth Burke's concept of entelechy: the means of stating a things essence through narrating its beginning or end. The paper argues that the Manhattan Project functions narratively in nuclear discourse as an origin myth, so that the repeated telling of atomic creation over time frames the possibilities of nuclear politics today. By linking Burke's work on entelechy with literature on narrative and eschatology, the paper develops a theoretical grounding for understanding the interconnection of the nuclear past, present, and future. The paper supports its argument by conducting a wide-ranging survey of academic and popular accounts of the development of the atomic weapon in the US Manhattan Project. It reveals a dominant narrative across these accounts that contains three core tropes: the nuclear weapon as the inevitable and perfected culmination of humankind's tendency towards violence; the Manhattan Project as a race against time; and the nuclear weapon as a product of a fetishized masculine brilliance.

Chapter 1 reviews the historical roots and development of fundraising in the UK, highlighting important milestones and key issues that have emerged over time and that remain contentious today. Noting that asking is as old as giving, the standard origin myth of fundraising - which states that fundraising began in the US in the late 19th/early 20th century - is rejected as a-historical, overly-reliant on a ‘Great men’ explanation, and relevant only for explaining how for-profit consultancy came into being in specific countries. An alternative approach to charting the history of fundraising, focused on purpose and impact rather than people and processes, is illustrated with ten examples of the outcomes of fundraising over the centuries.

Iraq's experience with chemical weapons provides ample lessons for nation-states looking to redress their conventional military shortcomings. Nation-states are likely to learn from Saddam that chemical weapons are useful for waging war against nation-states ill-prepared to fight on a chemical battlefield as well as against internal insurgents and rebellious civilians. Most significantly, nation-states studying Iraq's experience are likely to conclude that chemical weapons are not a “poor man's nuclear weapon” and that only nuclear weapons can deter potential adversaries including the United States.

In this study, we explore the long-term trends of floodplain population dynamics at different spatial scales in the contiguous United States (U.S.). We exploit different types of datasets from 1790–2010—i.e., decadal spatial distribution for the population density in the US, global floodplains dataset, large-scale data of flood occurrence and damage, and structural and nonstructural flood protection measures for the US. At the national level, we found that the population initially settled down within the floodplains and then spread across its territory over time. At the state level, we observed that flood damages and national protection measures might have contributed to a learning effect, which in turn, shaped the floodplain population dynamics over time. Finally, at the county level, other socio-economic factors such as local flood insurances, economic activities, and socio-political context may predominantly influence the dynamics. Our study shows that different influencing factors affect floodplain population dynamics at different spatial scales. These facts are crucial for a reliable development and implementation of flood risk management planning.

Abstract Purpose This phase 1 open-label study evaluated the uptake kinetics of a novel theranostic PET radiopharmaceutical, 18F-rhPSMA-7.3, to optimise its use for imaging of prostate cancer. Methods Nine men, three with high-risk localised prostate cancer, three with treatment-naïve hormone-sensitive metastatic disease and three with castration-resistant metastatic disease, underwent dynamic 45-min PET scanning of a target area immediately post-injection of 300 MBq 18F-rhPSMA-7.3, followed by two whole-body PET/CT scans acquired from 60 and 90 min post-injection. Volumes of interest (VoIs) corresponding to prostate cancer lesions and reference tissues were recorded. Standardised uptake values (SUV) and lesion-to-reference ratios were calculated for 3 time frames: 35–45, 60–88 and 90–118 min. Net influx rates (Ki) were calculated using Patlak plots. Results Altogether, 44 lesions from the target area were identified. Optimal visual lesion detection started 60 min post-injection. The 18F-rhPSMA-7.3 signal from prostate cancer lesions increased over time, while reference tissue signals remained stable or decreased. The mean (SD) SUV (g/mL) at the 3 time frames were 8.4 (5.6), 10.1 (7) and 10.6 (7.5), respectively, for prostate lesions, 11.2 (4.3), 13 (4.8) and 14 (5.2) for lymph node metastases, and 4.6 (2.6), 5.7 (3.1) and 6.4 (3.5) for bone metastases. The mean (SD) lesion-to-reference ratio increases from the earliest to the 2 later time frames were 40% (10) and 59% (9), respectively, for the prostate, 65% (27) and 125% (47) for metastatic lymph nodes and 25% (19) and 32% (30) for bone lesions. Patlak plots from lesion VoIs signified almost irreversible uptake kinetics. Ki, SUV and lesion-to-reference ratio estimates showed good agreement. Conclusion 18F-rhPSMA-7.3 uptake in prostate cancer lesions was high. Lesion-to-background ratios increased over time, with optimal visual detection starting from 60 min post-injection. Thus, 18F-rhPSMA-7.3 emerges as a very promising PET radiopharmaceutical for diagnostic imaging of prostate cancer. Trial Registration NCT03995888 (24 June 2019).

Abstract The paper’s goal is to assess whether and, if so, the extent to which prevalence in disability of adults near retirement ages in the US increased over time compared to their peers in England and examine income group differences in the relative trends. This study uses 2002-2016 Health and Retirement Study (HRS) and English Longitudinal Study of Ageing (ELSA) focusing on adults aged 55-64. Annual percent changes over the period of 2002-2016 for limitations in instrumental activities of daily living (IADL) and activities of daily living (ADL) are estimated for each survey (HRS and ELSA) using multivariable logistic regressions to adjust for individual-level characteristics While disability prevalence of adults ages 55-64 in England improved over the years of 2002-2016 (annual % change= -2.01 for IADL; - 2.53 for ADL), disability prevalence of US adults has not improved and in fact even worsened in terms of IADL (annual % change= +1.35). There are substantial variations in the IADL/ADL trends by income groups. In the US, the adverse trends in disability were more pronounced among the lowest income groups (annual % change in IADL=1.76 for bottom 20% vs. -2.08 for top 20%; annual % change in ADL=1.08 for bottom 20% vs. -2.08 for top 20%). In England, the disability status improved over time for all but the lowest income group. We will examine further to identify specific factors contributing to divergent/convergent trends in disability between the US and England.

Nuclear weapon free zones (NWFZs) were an important development in the history of nuclear nonproliferation efforts. From 1957 through 1968, when the Treaty of Tlatelolco was signed, the United States struggled to develop a policy toward NWFZs in response to efforts around the world to create these zones, including in Europe, Africa, Latin America, and the Middle East. Many within the U.S. government initially rejected the idea of NWFZs, viewing them as a threat to U.S. nuclear strategy. However, over time, a preponderance of officials came to see the zones as advantageous, at least in certain areas of the world, particularly Latin America. Still, U.S. policy pertaining to this issue remained conservative and reactive, reflecting the generally higher priority given to security policy than to nuclear nonproliferation.

AbstractThe Comprehensive Nuclear Test Ban Treaty (CTBT) will not be effective until all the 44 states listed in its Annex 2 ratify it. A special link has been established between the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) and the CTBT. The disarmament obligation set by Article VI of the NPT, which has not yet been complied with, remains highly controversial. The relevant subsequent practice of the states parties to the NPT shows that the ratification of the CTBT is to be considered the first of the practical steps towards compliance with Article VI. However, as the practical steps do not set any legally binding norms, there is no legal obligation to ratify the CTBT, not even for the 44 states listed in Annex 2 whose ratification is essential. The paper deals with the position of nuclear powers party to the NPT that have not yet ratified the CTBT (most prominently the US and China) and demonstrates that these states should at least provide detailed motivation for their conduct. Otherwise, other states parties to the NPT could consider them as not complying in good faith with Article VI of the NPT and invoke the inadimplenti non est ademplendum rule to justify breaches of their own obligations under the same treaty.

Radio frequency identification (RFID) has been viewed as a promising technology for quite some time. Initially developed a couple of decades ago, the technology has been accompanied by predictions of imminent widespread adoption since its beginnings. A majority of retailers and other users are now using or planning to use the technology. This paper employs a combination of the technology-organization-environment (TOE) model and the 3-S (substitution, scale, structural) model to analyze the long journey of RFID adoption in retail. Top retail executives in the US and Europe were interviewed to investigate RFID adoption patterns based on differences in technological, organizational, and environmental circumstances. As the retail industry is moving into a post-adoption era, these results demonstrate the current stage of retail RFID adoption, identify factors playing important roles over time as motivators or impediments, and provide some insight into the slow pace of adoption.
