A Glance at Persian, European, and Russian Historical Sources on the Manghit Dynasty in the 19th Century

Historians confront numerous difficulties while doing research on Central Asia, particularly concerning the contemporary period. Historical developments in the relations between Iran and Central Asia, especially following the rise of the Soviet Union, have led to the creation of high walls separating Iran from those countries, and have made research and information exchange impossible. Historical sources for this period are scarce and inaccessible, and researchers cannot easily access the little that exists in the form of manuscripts kept in the archives of Iranian libraries. Moreover, the writers of the Qajar period have dealt with only a very small sample of the events that took place in that part of the world, and then mostly with those occurring along the Iranian borders. Thus, they reveal little about developments inside Transoxiana.

The Khanate of Khiva, one of the Uzbek khanates of Central Asia, refers to a political entity in the region of Khorezm from the early 16th century until 1920. The term itself, which was not used by locals who instead used the name vilayet Khwārazm (“country of Khwārazm”), dates from 18th-century Russian usage. Khorezm is an ancient center of sedentary civilization with a distinct culture and history that came under Uzbek rule as the latter migrated southward from their pasturelands on the steppe beginning in the early 16th century. In contrast to the related dynasties in Transoxiana, the Khanate of Khiva retained a greater degree of pastoralism, though the state was still fundamentally built on sedentary agriculture. Though no doubt affected by historical variations in the volume and routes of the overland caravan trade, Khiva remained a key center for transregional trade throughout its history, especially with the growing Russia Empire to the north. Political structures in Khiva remained weak and decentralized until the 19th century, when the Qongrat dynasty succeeded in transforming the khanate into the most centralized state in the region. Among the legacies of the khanate is its promotion of a distinctive Turkic literary culture, which interacted fruitfully with the dominant Persian culture of neighboring regions. As with other states in Central Asia, by the second half of the 19th century Khiva became a target of the expanding Russian Empire, which conquered Khorezm in 1873. While the tsarist state initially preserved a portion of the khanate under Qongrat rule as a protectorate, after the Bolshevik Revolution this state was soon dissolved and absorbed into the Soviet Union.

After the collapse of the Soviet Union, the large international companies of the Xinjiang Uighur Autonomous Region (XUAR) began to emphasize collaboration with the former Soviet republics because of opportunities for new markets and raw materials. There are several basic problems, however, demanding serious research into such trade prospects:(1) The definition of economic and technological variants in the division of labor among Russia, Central Asia, and the People's Republic of China (P.R.C.), including the roles of Kazakstan and Xinjiang.(2) Defining needs and prioritizing units of production, labor, transportation, etc.(3) Macropolitical and macroeconomical forecasts of the situations in Russia, Central Asia, and China.(4) Research on the optimum forms of cooperation.

International politics, like nature, is a system of processes. There are no simple causes and effects of historical developments. The record of the past tends to determine the present — until circumstance intervenes. Peoples, like individuals, are at the mercy of what is called chance, and an apparently meaningless combination of circumstances may frustrate the culmination of long-developed tendencies. Tendency is conservative of past forms, and circumstance may appear formless, but their balanced interplay is the source of novel forms. It is only within the frame of reference of these three terms — tendency, circumstance and novelty — that forecasting future developments can derive its warrant from an exact science of prediction. The basic conflict between the United States and the Soviet Union is the central issue of world politics. Sir Halford Mackinder's celebrated theorem — the juxtaposition of the continental empire of Eurasia and the Oceanic Powers, and the contest over the vast rimland interposed be-between the “heartland” and the littoral of Eurasia — is today as brilliant a summation of the world strategic problem as it was forty years ago when it was first propounded.

The article assesses archival materials on the festival movement in the Soviet Union in 1950s, including its peak, the 6th World Festival of Youth and Students held in 1957 in Moscow. Even now the Moscow festival is seen in the context of international cultural politics of the Cold War and as a unique event for the Soviet Union. The article is to put the 6th World Festival of Youth and Students in the context of other youth festivals held in the Soviet Union. The festivals of 1950s provided a field for political, social, and cultural experiments. They also have been the crucible of a new way of communication and a new language of design. Furthermore, festivals reflected the new (althogh relative) liberalism in the Soviet Union. This liberalism, first of all, was expressed in the fact that festivals were organized by the Komsomol and other Soviet public and cultural organisations. Taking the role of these organisations into consideration, the research draws on the documents of the Ministry of culture, the All-Russian Stage Society, as well as personal documents of the artists. Furthermore, the author has gained access to new archive materials, which have until now been part of no research, such as documents of the N. Krupskaya Central Culture and Art Center and of the central committees of various artistic trade unions. These documents confirm the hypothesis that the festivals provided the Komsomol and the Communist party with a means to solve various social, educational, and cultural problems. For instance, in Central Asia with its partiarchal society, the festivals focuced on female emancipation. In rural Central Asia, as well as in other non-russian parts of the Soviet Union, there co-existed different ways of celebrating. Local traditions intermingled with cultural standards prescribed by Moscow. At the first glance, the modernisation of the Soviet society was succesful. The youth acquired political and cultural level that allowed the Soviet state to compete with the West during the 6th World Festival of Youth and Students. During the festival, however, it became apparent, that the Soviet cultural scheme no longer met the dictates of times. Archival documents show that after the Festival cultural and party officials agreed to ease off dogmatism and to tolerate some of the foreign cultural phenomena.

December 14, 1960 marks the 60th anniversary of the adoption on the initiative of the USSR of the Declaration on the granting of independence to colonial countries and peoples by the XV Session of the UN General Assembly (GA). The author analyzes the significance of this act for the subsequent process of liberation of peoples from colonial rule from the perspective of the historical developments of the next six decades. The author comes up with a new interpretation of the diplomatic tactics chosen by the Soviet Union at the UN as well as in the confronting imperialist countries elsewhere on the timing of granting independence, ensuring the territorial integrity of the emerging young states, the presence of foreign bases and zones of extraterritorial jurisdiction on their land. The article provides a comparative analysis of the texts of the declaration proposed for consideration by the GA by the Soviet Union and the adopted version of the Declaration of the UN GA Resolution 1415 (XV). The author analyzes the situation in the world after the dismemberment of the USSR, from the perspective of the degree of completion of the decolonization process. He comes to the conclusion that in place of traditional colonialism, a project of a new global coloniality is being introduced, which preserves the fundamental and essential characteristics of actual colonial rule: external dependence and economic exploitation.

But the world system couldn`t work while the two opposite systems — socialist and capitalist were in hard confrontation. After collapse of the Soviet Union and the European socialist community the nature of intergovernmental relations and behavior of the international community did not change. The power always was and still is the main tool of international communication.

AbstractMissionaries have flocked to the Kyrgyz Republic ever since the collapse of the Soviet Union. Evangelical-Pentecostal and Tablighi missions have been particularly active on what they conceive of as a fertile post-atheist frontier. But as these missions project their message of truth onto the frontier, the dangers of the frontier may overwhelm them. Based on long-term ethnographic fieldwork amongst foreign and local Tablighis and evangelical-Pentecostals, this article formulates an analytic of the frontier that highlights the affective and relational characteristics of missionary activities and their effects. This analytic explains why and how missionaries are attracted to the frontier, as well as some of the successes and failures of their expansionist efforts. In doing so, the article reveals the potency of instability, a feature that is particularly evident in missionary work, but also resonates with other frontier situations.

In the wake of India's May 1998 decision to resume nuclear testing for the first time since 1974, as well as arch-rival Pakistan's subsequent response, the attention of the world again has focused on nuclear nonproliferation policy as a means of maintaining stability in politically troubled regions of the world. The 1990s proved to be an uncertain time for nonproliferation policy. Pakistan acquired nuclear capabilities. Iraq displayed its well-known intransigence by refusing to allow International Atomic Energy Agency (IAEA) arms inspectors access to facilities suspected of manufacturing nuclear weapons. North Korea maintained a nuclear weapons program despite opposition from many Western nations. Troubling questions about nuclear holdings persisted in Argentina, Brazil, and South Africa. New nuclear powers were created in Belarus, Kazakhstan, Russia, and Ukraine after the disintegration of the Soviet Union. Even the renewal of the Treaty on the Non-Proliferation of Nuclear Weapons in 1995 failed to assuage the concerns of Western powers fearful of aggressive measures undertaken by rogue nuclear proliferants.

The Security Council discussed this question at its 1022nd–1025th meetings, on October 23–25, 1962. It had before it a letter dated October 22, 1962, from the permanent representative of the United States, in which it was stated that the establishment of missile bases in Cuba constituted a grave threat to the peace and security of the world; a letter of the same date from the permanent representative of Cuba, claiming that the United States naval blockade of Cuba constituted an act of war; and a letter also dated October 22 from the deputy permanent representative of the Soviet Union, emphasizing that Soviet assistance to Cuba was exclusively designed to improve Cuba's defensive capacity and that the United States government had committed a provocative act and an unprecedented violation of international law in its blockade.

Especially as a consequence of the termination of the Cold War, the détente in the relations between East en West (Gorbachev's ‘new thinking’ in foreign policy matters) and, finally, the disappearance of the Soviet Union, the number of UN peace-keeping operations substantially increased in recent years. One could even speak of a ‘proliferation’. Until 1988 the number of operations was twelve (seven peace-keeping forces: UNEF ‘I’ and ‘II’, ONUC, UNHCYP, UNSF (West New Guinea), UNDOF AND UNIFIL; and five military observer missions: UNTSO, UNMOGIP, UNOGIL, UNYOM and UNIPOM). Now, three forces and seven observer missions can be added. The forces are MINURSO (West Sahara), UNTAC (Cambodia) and UNPROFOR (Yugoslavia); the observer groups: UNGOMAP (Afghanistan/Pakistan), UNIIMOG (Iran/Iraq), UNAVEM ‘I’ and ‘II’ (Angola), ONUCA (Central America), UNIKOM (Iraq/Kuwait) and ONUSAL (El Salvador). UNTAG (Namibia), which was established in 1978, could not become operational until 1989 as a result of the new political circumstances in the world. So, a total of twenty-three operations have been undertaken, of which almost fifty percent was established in the last five years, whereas the other half was the result of decisions taken by the United Nations in the preceding forty years (UNTSO dates back to 1949). In the meantime, some ‘classic’ operations are being continued (UNTSO, UNMOGIP, UNFICYP, UNDOF, and UNIFIL), whereas some ‘modern’ operations already have been terminated as planned (UNTAG, UNGOMAP, UNIIMOG, UNAVEM ‘I’ and ‘II’, and ONUCA). At the moment (July 1992) eleven operations are in action – the greatest number in the UN history ever.
