The contribution to the development of urban statistics, demography, history of famous Odessa scientists and public figures Apollon Skalkovsky (1808-1898) and Anton Borinevich (1855-1946) is analyzed in the article. A parallel was made between the activities of both scientists, as well as their influence on the development of branches of domestic science.

The article has been prepared on the basis of many years of research at the Central Scientific Research Institute of Urban Development in the 1970s and 1990s and later works, including those carried out at the Central Scientific Research Institute of Construction of the Ministry of Construction of Russia. The ecological prerequisites of urban planning and the principle of the formation of the natural-ecological frame of the territories of cities as a planning basis for their improvement and landscaping are considered. Taken into account studies of 2019-2020. Since the beginning of the new century, the professional environment has been discussing the negative trends of modern urban planning and urban improvement, accompanied by the loss of their individual appearance. This takes place in the conditions of a market economy and world processes of globalization, which in our subject area are usually called "urbanism". This situation is typical for most cities, and not only for megalopolises, but also for small historical cities. It is shown that excessive unification and depersonalization of the urban environment can be overcome by relying on the fundamental achievements of domestic science and practice. It is also necessary to use systemic, socially oriented and environmentally oriented approaches to the planning and improvement of cities with the formation of interconnected systems of natural and green areas. They should include historical buildings, architectural ensembles and architectural monuments, valuable natural landscapes, historical gardens and parks.

The theme of integrating people with special needs into society is extremely relevant both for the entire civilized world and for our country in particular. The introduction refers to the signing by the Republic of Kazakhstan of the Convention on the Rights of People with Disabilities at the UN headquarters. However, today there is no full-fledged integration of people with disabilities into society. As it is known, cinematography is a modern herald of value orientations, it has educational functions, and also endows a viewer with ability to see beauty in everything. However, domestic science has not yet investigated the image of an "exceptional" hero in cinema, which is a person with a disability. Therefore, the purpose of this article is to provide scientific coverage of inclusive cinema in Kazakhstan and the image of an “exceptional” hero. The study used theoretical methods such as bibliographic, descriptive, analytical, systematic, chronological and statistical. The results examine the impact of inclusive cinema on the transformation of public opinion, as well as instilling humanity in society. The discussion contains official data on shooting of 248 feature films for the period of independence of the Republic of Kazakhstan of which only 17 are devoted to the theme of disability. The article shows the dynamics of the creation of films about disability in the Republic of Kazakhstan, highlights modern inclusive cinema in Kazakhstan on the example of the films “To be or not to be” (2014) and “The girl and the sea” (2017) directed by Aziz Zairov and Mukhamed Mamyrbekov. In conclusion, it is suggested that inclusive cinema can serve as a “beacon” of value orientations for society and a guide in understanding and accepting citizens with disabilities. It also proposes a forecast of development of the trend of creating pictures about people with disabilities.

The paper assesses the influence of science–business cooperation on the activity of firms, analyzes the factors of interaction of Russian companies with academic organizations and universities in the research sphere, identifies barriers to the development of cooperation between business and science. It has been established that companies whose source of innovation was external R&D were more likely to grow over the past 5 years and to create new products. However, a significant effect of the impact of cooperation with domestic research organizations was found only for the dynamics of exports. It is shown that cooperation with domestic science is more typical for high-tech industries and large Russian businesses. The factor inducing firms to outsource research is a significant level of competition. The high cost of external research services and their insufficient quality hinder the development of scientific and production cooperation. One can point to such a barrier as low interest of research organizations in the volume of orders that firms can offer. This is caused by weak institutional change in the Russian science, preservation of its orientation at the state and major players, which significantly limits the opportunities for institutional interaction of small innovative firms with science. It has been shown that the state quite effectively “pushes” companies to interact with research organizations and universities, but the results of such interaction are often unsatisfactory for firms.
