The article analyzes the work of the outstanding Kazakh poet Otezhan Nurgaliev and the ideas of the German philosopher Martin Heidegger about the power of words and the essence of poetry in his work “On Poets and Poetry. Hölderlin. Rilke. Trakl ” on the basis of theoretical and methodological research in domestic science and world philosophy, it is also assessed whether the prerequisite for the emergence of language and the basis of the beginning of being is poetic. In the poet’s poems and reflections, the subtext of symbols and poetic images related to the spiritual being and social reality of society are traced, their significance in understanding the realities of modern society and modernity are determined. In the collection of poems «School of Athens» Otezhan Nurgaliev opened to Kazakh readers the wisdom of world philosophy and the ancient era from a new side in the language of poetry, which is close to its national reality. This approach was mastered by the poet through world philosophy and literature, as well as oriental culture, national spirituality, turkic traditions, and folk wisdom published at that time.

The article is devoted to one of the least studied problems in the domestic science of international law, namely diplomatic and consular protection of state’s citizens abroad, especially in cases where the latter are endowed with dual and sometimes multiple citizenship. This problem involves a close intertwining of both political and legal norms used in the implementation of this field. The author distinguishes between diplomatic and consular protection, highlights common features and peculiarities of each of them. Diplomatic measures are clearly outlined, covering all possible procedures by which one state informs another of its claims (protest, negotiations, investigation, etc.). The choice of means of diplomatic protection is influenced by the nature of the rights of the person who has suffered damage from a foreign state; the amount of damage caused, both for the person and for the state of his/her citizenship, as well as the risks of aggravation or deterioration of relations between states. Some legal aspects of citizenship of the European Union and the specifics of protection of the rights and interests of its citizens according to the "delegated" protection and the "governing state" are highlighted.

Based on an analysis of the provisions of the legislation, the law enforcement acts of the courts, the  essence of the legal phenomenon of abuse, as well as the problems associated with the application of provisions on abuse of law in the field of labor legal relations, are investigated. Based on examples from judicial practice, the  paper substantiates the absence of a formally defined approach to the application of the principle of inadmissibility  of abuse, as well as its superficial understanding. The paper reveals the issues of theoretical heterogeneity of the  intersectoral concept of abuse of law in domestic science, as well as the understanding of the concept of "abuse"  and its elements existing in the science of labor law. In addition, the possibility of highlighting this type of abuse  as abuse of power (opportunities) is being considered. The expediency of the development of an integrated cross[1] sectoral system of views and legal norms in relation to abuse in law is substantiated, giving answers to questions  about the place of abuse in the system of legal behavior, its means and the system of effective measures of  responsibility.

The article is devoted to the description of thanatological competence as mastering thanatological knowledge for making professional decisions in psychological practice and education. The relevance of the development of thanatological competence in the training of practical psychologists is due to the socio-cultural, professional and individual psychological aspects, which are amplified due to the coronavirus pandemic. The author provides information on the foreign experience of implementing programs to improve the thanatological competence of specialists in helping professions (doctors, psychologists, teachers), provides data on their effectiveness and difficulties in their implementation. Domestic experience is represented by educational disciplines only in some higher educational institutions and private thanatotherapy courses. At the same time, a number of studies reveal the relevance of the development of thanatological competence among future psychologists and a request to include this issue in the educational program, taking into account the coverage of the cognitive, activity and value-motivational component of thanatological issues. The main difficulties in the implementation of courses and disciplines of thanatological orientation are not only the ethical aspects of covering the issues of death in the educational program, but also the insufficient representation of research on death, dying and loss in domestic science. In conclusion, the author outlines the prospects for the implementation of the thanatopsychological direction in science, practice and educati on.
