On the basis of data provided by the Department of architecture and urban planning of the city of Rostov-on-don, the problem of the choice of the territory for complex development that will be in priority for the construction of high-rise and unique buildings is solved. The objective of the study was the development of a methodology for selection of the area and the implementation of the proposed method on the example of evaluation of four-territories complex development. The developed method along with standard indicators of complex evaluation considers additional indicators that assess the territory from the position of high-rise unique building. The final result of the study is the rankings of the functional priority areas that takes into account the construction of both residential and public and business objects of unique high-rise construction. The use of the developed methodology will allow investors and customers to assess the investment attractiveness of the future unique construction project on the proposed site.

Regularities of high-rise construction (implemented projects and developments) in Saint Petersburg and the Saint Petersburg agglomeration since the foundation of the city in 1703 till the 1950s are considered. Based on these regularities, a single spatially developed system of vertical dominants is formed. High-rise construction in the city and its suburbs started in the 1710s and continues up to the present time. In the considered decades (1703–1950s), high-rise construction mostly performed urban-planning functions (with vertical and symbolic dominants), relying on patterns of the visual perception of man-made landscapes under development. Since the 1710s, the construction of vertical dominants (mainly temples, spires of towers, lighthouses, etc.) of five ranks (depending on the altitude range and in relation to the background development) was conducted in territories of the entire agglomeration. These dominants were arranged in landscapes of the city and suburbs with almost mathematically precise accuracy and according to special regulations. Such dominants obtained particular descriptive and silhouette characteristics in accordance with the conditions of spatial perception. In some periods of city development, attempts were made to create monuments (symbolic dominants) of specific height and include those in the spatial system of high-rise dominants as significant elements of the city silhouette.

The article considers the modern practice of urban innovation, based on the principles of biosphere compatibility. The project solution of providing organizational and technological reliability of construction from the point of view of the possibility of realizing the functions of a biosphere compatibility city and introducing innovative constructive and architectural and planning solutions is analyzed. In relation to the construction project, the formalization of the methodology for calculating the indicators of the biosphere compatibility of cities and settlements, the quantitative indicators of the implementation of the functions of the city are determined. The obtained results of numerical analysis of the realization of city functions can predict the development of urban areal, assess the comfort and safety of the urban environment from the standpoint of biosphere compatibility of construction objects in order to harmonize the characteristics of the life cycle of these projects with the characteristics of the microenvironment of their implementation. The basis of such tools is: multifactorial, multicomponent modeling and multicriterial selection of alternatives for building construction for projects, provided that the level of biosphere compatibility is used as the leading analytical coordinate of such simulation. These models, implemented in the format of modern construction, will serve as a basis for organizational and technological and environmental expertise of projects.

The article presents the results of research on the complexity of development of St. Petersburg districts. Differentiation analysis was carried out according to the indicators of housing commissioning, commissioning of educational facilities, and the ratio of housing commissioning and commissioning of educational facilities per 1000 square meters of housing. Based on the ranking results, there were identified three groups of districts: those with balanced commissioning of housing and educational facilities, those with an excess of commissioning of housing over commissioning of educational facilities, and those with an excess of commissioning of educational facilities over housing commissioning. The study based on the proposed methodology makes it possible to take into account the heterogeneity of the integrated development of the city territory for various factors. Testing the methodology by the example of matching the speed of housing construction and the creation of the most important social infrastructure facilities in the context of the administrative districts of St. Petersburg in the period of 2011-2018 allowed assessing the heterogeneity of the complex development of the city territories in terms of provision of the population with educational facilities. The results obtained can be used as analytical material for adjusting priorities of investment in housing and civil construction and forming programs for the integrated development of the city districts.

Since the city is a historically developed complex system, the development of its territory in the existing buildings requires a detailed study and consideration of all the features of the territories within the boundaries of the element of the planning structure (quarter, microdistrict) or its parts. Urban planning activity in the city is carried out in accordance with the developed and approved urban planning documentation. In the process of exercising the authority by the municipality in the field of urban development, when changing strategic directions, setting new tasks, and changing the economic situation, it becomes necessary to amend the urban planning documentation. The presence of a set of documents of territorial planning and urban planning zoning allows to increase the investment attractiveness of the city territory, ensures transparency of adopted urban planning decisions, on the basis of which, any interested person can choose the direction of development of a particular territory. Therefore, the development of the urban environment should be carried out in a comprehensive manner, taking into account all areas of development and features of the territory and take into account the changes arising in the process of urban planning, including in urban planning documentation.

The article views the tower building as one of the modern methods of planning residential areas. The uniqueness and signifi cance of the vertical form in the composition of the city at all historical stages of its existence are noted. The author considers the evolution of the tower as an element of the composition from the unique to the mass use and the formation of the reception of urban planning composition. Due to its infl uence on the surrounding space, panoramas and silhouett es of the city, tower building retains its special urban planning value. Recently, in almost all Russian major cities, there has been an interest in this planning technique, which is increasingly called high-rise buildings and has an ambiguous assessment in a historic city. The article discusses modern examples of tower building in Samara and analyzes the problems of its urban planning application.

Lots of documents governing the construction, urban planning and territory improvement have been enacted a long while ago and basically give little consideration to changes going on and current state of affairs. They are mainly related to the average cost of living in the country. This necessitates the development of a methodical base of increasing the output of the work of construction. The basic criteria for the evaluation of the appeal of objects while constructing are high-rise complexes. A method for the calculation of land needs for the general plan of an investment construction project with a yard (or condominium). The research carried out showed that urban planning standards are not really stuck to, i.e. should be. On top of that, the objections of land adjoining property are the painfully missing.

Evinç Doğan (2016). Image of Istanbul, Impact of ECoC 2010 on The City Image. London: Transnational Press London. [222 pp, RRP: £18.75, ISBN: 978-1-910781-22-7]The idea of discovering or creating a form of uniqueness to differentiate a place from others is clearly attractive. In this regard, and in line with Ashworth (2009), three urban planning instruments are widely used throughout the world as a means of boosting a city’s image: (i) personality association - where places associate themselves with a named individual from history, literature, the arts, politics, entertainment, sport or even mythology; (ii) the visual qualities of buildings and urban design, which include flagship building, signature urban design and even signature districts and (iii) event hallmarking - where places organize events, usually cultural (e.g., European Capital of Culture, henceforth referred to as ECoC) or sporting (e.g., the Olympic Games), in order to obtain worldwide recognition.
