The article is a comprehensive study of the problems of legal provision of environmental safety in the Russian Federation. The work of the authors was built taking into account the insufficient formation of the legal institution of environmental safety in Russian environmental law. This necessitated the use of an interdisciplinary approach, which allows us to fully consecrate the issues studied. The authors draw attention to the fact that initially environmental safety was not considered by Russian legislators and scientists as an integral part of national safety. The authors conclude that the inclusion of measures designed to ensure environmental safety in a single system for ensuring national safety should contribute to their improvement and development, since they are now becoming a priority. At the same time, the authors note the problem of the terminological inconsistency of the main strategic documents in this area - the National Safety Strategy of the Russian Federation and the Strategy of Ecological Safety of the Russian Federation for the period up to 2025, which, in their opinion, may negatively affect the effectiveness of legal support for environmental safety in Russia.

This research is a continuation of the comprehensive study of foreign economic activity of the Russian Federation, conducted by the authors over the past several years. The article is devoted to the typology of Russian regions on import statistics, taking into account their sectoral characteristics. At the same time the main direction of the article is focused on solving problems of rationalization of import substitution, which became urgent after the geopolitical fallout of 2014. The methodology presented in this study is the author's uniquely designed method of typology of regions based on import statistics. The method includes a combination of integrated assessments of homogeneity/heterogeneity of regional import’s structure by seven commodity groupings used in Russian state statistics, and the graphical visualization of their results. The results of the typology are the following: the identification of several groups of regions, unequal in size, but relatively homogeneous in imported goods. The most representative group includes regions with predominant expenditures on imports of machine-building products (57 of 82 regions of the Russian Federation). This group of regions and the machine-building sector of the national economy were the basis for recommendations on the development of international cooperation and import substitution. Other groups of imports were not left without analysis.

The article deals with problematic issues of strategic planning of spatial development of the Russian Federation taking into account environmental protection, environmental safety, rational use of natural resources, and environmental rights of citizens On the basis of socio-ecological and economic approach to territorial management, the necessity of building a modern model of spatial development of the Russian Federation is shown, taking into account various factors and conditions, including natural resources and environmental ones. When considering the environmental component of the spatial development strategy in terms of challenges and threats, goals, tasks and directions, their lack of coherence and inconsistency with the provisions of economic and environmental security strategies and other strategic planning documents are revealed. The article substantiates the proposals for a systematic environmental-based spatial development strategy, improvement of legal and other mechanisms for the implementation of conceptual and other strategic planning documents.

The article is a study of the process of formation of the organizational and legal mechanism for ensuring environmental safety in the Russian Federation, as well as an analysis of a number of urgent problems arising in the implementation of the state environmental policy by the country. The authors’ study is interdisciplinary in nature and includes not only a legal analysis of regulatory acts adopted by the Russian state in order to ensure environmental safety, but also some assessments of an economic and natural-scientific (environmental) nature related to the functioning of resource-extracting sectors of Russian industry and their impact on state of the environment. Considerable attention is paid to the worldview aspects of the topic under study. The role of the territories of the Russian Federation not disturbed by economic activity in maintaining the sustainability of the global ecosystem is emphasized.

The article deals with the establishment, formation and development of the Institute of the presidency in the Russian Federation. It is shown that this legal institution was established in complex political, legal and social conditions under the influence of international and national factors. Two main historical and legal stages of the establishment and formation of the Russian presidential Institute are considered. It is noted that the specifics of the Russian institution of the presidency were formed under the influence of, among other things, received and successive legal norms, which predetermined the formation and functioning of a new and unique legal institution for the Russian state. The article analyzes the consequences of modern constitutional changes in the political and legal status of the head of state and their subsequent impact on the state mechanism of the Russian Federation.

The article is devoted to the study of problematic issues of ensuring environmental safety in the Russian Federation as an urgent task of the state and society, on the solution of which the national security of the country and the possibility of its sustainable development largely depend. The role and importance of environmental safety in the system of national security of Russia is analyzed, the necessity of forming and implementing a long-term state policy in the field of environmental protection and rational use of natural resources is proved. On the basis of environmental monitoring data, the current state of the environment is characterized, especially in areas of intensive industrial production (the Urals, Siberia, the Arctic), negative anthropogenic factors are identified that violate the ecological balance in the territories of active resource extraction, and the environmental threats arising in this connection are analyzed. It is noted that in the context of increasing economic activity and global climate change, compliance with environmental safety requirements becomes a factor capable of ensuring sustainable economic development.

The article proposes the author`s approach to the solution of the issue of the efficiency of the use of the damage prevention institution in practice. The authors review the regional practice of application of administrative suspension, civil law termination and prohibition of activities of environmental law breachers. Various protection means are compared. The authors conclude that administrative suspension of activities aimed at fulfillment of its main function of interception of environmental offenses requires the law to be supplemented in terms of cases on the need for immediate offense repression. The paper justifies the expediency of application of the presumption of offender`s guilt in effect in respect of other misdeeds provided in the Civil Code of the Russian Federation. Prevention of damage to the environment as a complex legal institution needs its implementation mechanisms to be improved in practice.

The article is devoted to the study of modern theoretical and legal problems of ensuring biological security in the Arctic zone of the Russian Federation. The published Draft of Federal law No. 850485-7“On biological security of the Russian Federation”provides an opportunity to take a closer look at the problem of legal provision of biological security in relation to the most vulnerable ecosystems, and, first of all, the Arctic. The article considers the most important features and potential risks of the Arctic zone of the Russian Federation of critical importance from the point of view of biological hazards, the features (specificity) of biological safety problems from the point of view of organizational-legal features and, in particular, from the perspective of environmental law. It is proved that, given the special situation of the Arctic zone of the Russian Federation, in addition to the base Federal law“About biological safety” required a specific law on biological and ecological safety of the Arctic zone of the Russian Federation, which should be generated on a slightly different model than the draft Federal law «On biological safety”, to wear the most specific, applied nature.
