Padang is a city on the coast of Sumatra island in the province of West Sumatra that has the potential to be threatened from a tsunami originating from the Mentawai megathrust. Various attempts have been made by the Padang City Government to anticipate casualties if a tsunami really occurs. One such effort is in the form of building shelter or TES (Temporary Evacuation Sites). Unfortunately, until now the data on the capacity of existing shelter and the number of shelter needed have not been found. In addition, the maintenance of existing shelters has the potential to become a burden on the Padang city government budget. The Mayor of Padang once complained about the need for the budget to build and maintain the shelter building so that it could function properly when needed. Therefore it is necessary to conduct a study regarding the optimal amount of shelter and how to optimize its function. Determination of the optimal number of shelter begins by identifying factors that influence the determination of the location of the shelter through questionnaires and interviews. This study also examines the alternative use of shelter and maintenance techniques so that the constructed shelter can be effective and efficient according to its function but still economical or not a burden on the government budget.

ABSTRAK Taman Wisata Alam Grojogan Sewu merupakan kawasan konservasi yang telah memberikan banyak manfaat bagi pemerintah dan aktivitas perekonomian setempat khususnya sebagai lokasi pariwisata alam. Namun pada akhirnya kegiatan wisata alam telah cenderung menjadi kegiatan wisata massal. Penelitian ini bertujuan untuk mengetahui daya dukung wisata alam yang didasarkan pada jumlah optimal pengunjung di areal wisata dan upaya untuk mengoptimalkannya. Metode yang digunakan adalah penilaian daya dukung efektif, penilaian persepsi para pelaku wisata (wisatawan dan penyedia sarana serta jasa wisata), kajian identifikasi keunggulan untuk pengembangannya dan penentuan strategi kebijakan publik melalui Analisis Hierarki Proses (AHP).  Hasil penilaian menunjukkan bahwa daya dukung efektif wisata alam adalah 1.002 wisatawan per hari yang lebih tinggi daripada daya dukung aktualnya (926 wisatawan per hari). Wisatawan mendapatkan kepuasan dalam berwisata (95%) dan ingin kembali berwisata di Grojogan Sewu (92%). Hasil analisis AHP bahwa perlu dilakukan peningkatan kapasitas ekonomi kreatif masyarakat lokal dalam menghasilkan produk dan jasa wisata. Kata kunci: daya dukung, wisata alam, Grojogan Sewu ABSTRACT Grojogan Sewu’s Nature Park is a conservation area which has provided many benefits to the government and the local economic activity especially as a nature tourism site. But in the end, a nature tourism activities have tended to be a mass tourist activities. This study aims to determine the carrying capacity of the natural attractions that are based on the optimal number of visitors in the area of ​​tourism and the efforts to optimize it. The methods used are an effective carrying capacity assessment, an assessment of perceptions of tourism stakeholders (traveler and tourist facilities and tourist services), a review of the identification and a determination of excellence for the development of public policy strategies through Analytical Hierarchy Process (AHP). Assessment results show that the effective carrying capacity of nature is the 1.002 tourists per day higher than the actual carrying capacity (926 travelers per day). They get a satisfaction traveled (95%) and want to get back traveling (92%). AHP analysis result that is necessary to improve the capacity of local creative economy in providing products and services tourism. Keywords: carrying capacity, nature tourism, Grojogan Sewu

The aim of this study is to formulate a model for developing marine tourism by empowering the potentials of the Mandeh tourism area community. This is because the community involvement in tourism development is still low and still at the level of independent participation. With a community-based approach the community's sense of belonging is expected. This study uses a qualitative descriptive approach to get detail picture of the experiences of individuals in the development of community-based marine tourism. The determination of informants was obtained by purposive sampling techniques, such as the government and tourism stakeholders, tourists and the coastal communities of the Mandeh tourism area. In order to obtain valid data basedon reality, data triangulation is used, while data analysis techniques used is interactive analysis. The results of this study indicate that the Mandeh region has potential resources that can be developed by empowering the community as implementing actors. The recommended alternative model for developing marine tourism uses the empowerment of community approach and emphasizes full involvement of the community in the process of developing marine tourism, such as diving, swimming, crossing the islands using speedboad transport services, and inviting tourists to see coral reef in the sea.

Masalah peningkatan volume sampah menjadi polemik besar di Masyarakat kota Cimahi, terutama terkait dengan kesulitan membuang sampah. Saat ini, Kota Cimahi hanya menyediakan 21 tempat Pembuangan Sampah (TPS) yang tersebar di 15 kelurahan dengan 1 TPA di Legok Nangka. Tentunya dengan jumlah penduduk yang tinggi, sangat diperlukan untuk ditambahkan lagi TPS dan TPA dalam  menanggulangi permasalahan sampah yang dihadapi. Keterbatasan lahan membuat Pemerintah Kota (Pemkot) Cimahi kesulitan untuk menyediakan tempat pembuangan akhir sampah (TPA), sehingga masalah yang diangkat pada penelitian ini, yaitu bagaimana menentukan lokasi dan jumlah TPA yang optimal serta total biaya minimum terkait dengan jumlah TPA yang optimal. Tujuan penelitian ini memberikan usulan dalam penentuan lokasi dan jumlah TPA yang optimal serta mengetahui jumlah total biaya minimum. Berdasarkan permasalahan tersebut, maka peneliti mencoba untuk menyelesaikan permasalahan dengan metode cluster (pengelompokkan). Pada prinsipnya metode cluster merupakan metode pengelompokkan dari lokasi fasilitas jamak berdasarkan penugasan permintaan pelanggan untuk penentuan potensial lokasi fasilitas karena banyaknya pelanggan dan lokasi fasilitas. Pada penelitian ini, metode cluster merupakan metode pengelompokkan jumlah masyarakat pada setiap kelurahan terdekat. Penduduk masyarakat untuk setiap wilayah kelurahan di kota Cimahi dibagi ke dalam 15 Kelurahan dan dikelompokkan untuk mendapatkan lokasi dan jumlah TPA yang optimal. Hasil penelitian ini adalah penentuan jumlah lokasi TPA yang optimal di Wilayah Kota Cimahi berdasarkan 15 kelurahan atau 15 TPS hanya diperlukan 1 TPA yang dapat dibangun lokasi tersebut yaitu di sekitar daerah Baros dan Cigugur Tengah. Total biaya yang dikeluarkan per harinya yaitu sebesar Rp 369,414,- terdiri dari biaya transportasi sebesar Rp 238.770 ditambah Biaya tetap (sewa lahan) sebesar Rp 130.644,-.   The problem of increasing trash volume has become a major polemic in the Cimahi city community, especially related to the difficulty of disposing of trash. At present, Cimahi City only provides 21 trash disposal sites (TPS) in 15 villages with 1 TPA in Legok Nangka. The high population, it is necessary to add more TPS and TPA in overcoming the trash problems faced. Land limitations make the Cimahi city Government  difficult to provide TPA, so the problem raised in this study, namely how to determine the location and number of optimal TPA and the minimum total costs associated with the optimal number of landfill. The purpose of this study is to propose in determining the location and number of optimal TPA and knowing the minimum total cost. Based on these problems, the researcher tries to solve the problem with the cluster method (grouping). In principle, the cluster method is a method of grouping from multiple facility locations based on the assignment of customer requests for the determination of potential location of the facility due to the large number of customers and the location of the facility. In this research, the method cluster is a method of grouping the number of people in each of the closest kelurahan. Community residents for each village chief area in the city of Cimahi are divided into 15 villages and grouped to get the location and number of optimal TPA. The results of this study are the determination of the optimal number of TPA locations in Cimahi City area based on 15 villages, only 1 TPA can be built that location is around the Baros and Cigugur Tengah areas. The total costs per day are Rp. 369,414, - consisting of transportation costs of Rp. 238,770 plus fixed costs (land rent) of Rp. 130,644.

The purpose of this study is to know the function of public relations in maintaining, maintaining internal and external relations within the city government Bukittinggi. The research was motivated by negative issues circulating from the public among the Bukittinggi city government. The achievements of the City Government of Bukittinggi in a short time together with the problems that came, such as the fire of the Pasar Atas trade center which is the economic hub of the city of Bukittinggi, the central convection fire market Aur Kuning which is the largest wholesale and retail navel in West Sumatra. This study uses descriptive qualitative research methods. Data collected in the form of words, pictures and script interviews, notes in the field, photos, personal documentation and other official documentation. The results of this study reveal that the Public Relations Section for the Government of the city of Bukittinggi is a very important and very necessary need in the government. Especially related to meeting the community's need for information. The function of public relations is to communicate and inform the public about work plans, performance, and results achieved by the government. And establish a harmonious relationship with various parties. The function of public relations in the Bukittinggi city government is also to absorb aspirations from public reaction

E-government uses information technology to change government relations with citizens, the private sector, and other institutions. The importance of identifying e-government performance cannot be separated from the use of the website. Thus, assessing the website quality is very important as it helps determine the quality of e-government services and improve service processes. In almost two years of implementing e-government in West Sumatra, there has been no evaluation of the provincial and district/city government websites, which are the primary tools for implementing e-government today. In the Covid-19 pandemic period, the website's role has become more critical as a means for the public to get the latest information regarding developments in handling the pandemic. This study focuses on assessing and evaluating the level of maturity (maturity assessment) of the provincial and district/city government websites in implementing e-government and its relationship in response to the Covid-19 pandemic. Forty websites were assessed for their e-government maturity in this study. The website consists of 19 district/city websites, one provincial webpage, and 20 websites for handling Covid-19 for each district/city and province. The maturity assessment was measured using the United Nations (UN) e-government maturity model. This study found that government websites are still at stage 1 and stage 2 maturity models. Meanwhile, the Covid-19 handling website is on stage1. It is hoped that the government in West Sumatra will pay more attention to improving e-government through websites in the current pandemic era.

With various kinds of progress in recent years, the City of Bukittinggi Government is still faced with various problems/problems, one of which is the problem of waste management and sanctions against people who dispose of littering places. This study examines the impact of littering on environmental sustainability and imposing sanctions on people who dispose of garbage carelessly "studies in the City of Bukittinggi" How not, now the waste problem is still a conversation between the community and the city government, even though Payakumbuh is a city in the region West Sumatra, but the amount of waste produced is very large, so that waste is a fairly heavy problem in this city. One of the solutions provided by the government regarding waste management is by building a Regional Final Disposal Site (TPA) and giving sanctions to people who dispose of litter.

This study aims to determine and analyze the performance of the Medan city government budget forthe period 2011-2015 seen from the variance of income, income growth, the ratio of spending variance andgrowth in expenditure. This is useful to find out how much the government is able to achieve the budgetrealization that has been set at the beginning of the budget year and how much the growth is. The resultsshowed that the Medan city government budget was quite good, this could be evidenced by an analysis ofregional income, which absorbed more than 60% of the planned income budget, corrected negative urbanincome growth of -017%, direct expenditure ratio of 82.02% and the rest of the indirect shopping sector, whilethe average level of decentralization in the last 5 years was 34.49%.

Social problems in youth become a matter that is always considered and reviewed by the government for the development of the personality of these young people. This study aims to analyze the policy formulation of Regional Regulation No. 1 of 2019 concerning Youth Development in South Tangerang. Youth Development Policy Formulation departs from youth issues including unemployment, youth behavior that is at risk of crime, thuggery, and drug abuse, there is no legal umbrella governing youth development in the city of southern Tangerang and youth infrastructure. The method used is descriptive with a qualitative approach. This research uses the theory of the Riant Nugroho formulation stage, while the stages start from policy issues, forming a formulation team, pre-policy process, public process 1, formulation of draft 1, public process 2, formulation of draft 2, special focus, final draft and determination of policy . In the policy formulation stages Riant Nugroho prioritizes the stages in formulating a policy regulation or law. The results showed that the stages in formulating youth development policy formulation by the south tangerang city government had been implemented well so as to produce a youth development policy in south tangerang. Not only the stages of formulation that are of concern from the internal side, youth also experience obstacles such as cross-regional Cooperation Organizations that have not been synchronized in terms of youth development and empowerment programs as well as inadequate infrastructure facilities that encourage youth development and empowerment.

Artificial Neural Networks is a computational paradigm in which the way it works mimics the biological nerve cell system based on the characteristics of the function of the human brain. One method used in Artificial Neural Networks is a backpropagation algorithm that is widely used, especially in dealing with the problem of identification, prediction, recognition of complex patterns because this method is able to predict what will happen in the future based on patterns that existed in the past. Songket is one of the works of skilled hands of the original Silungkang craftsmen, Sawahlunto City, West Sumatra who have varied and unique patterns and motifs. Sawahlunto City Government, West Sumatra prioritizes the development of Silungkang songket craft business, which is a regional specialty, to enter the export market. At the initial stage, the regional government's priority is to increase the production of crafters by facilitating the development of micro, small and medium enterprises (MSMEs), especially those engaged in songket, to continue to be developed by improving quality and creativity. The city of Sawahlunto can help several parties such as the government, micro, small and medium enterprises in making good handling and decision making efforts to increase the production of Songket Silungkang MSMEs in Sawahlunto City.

This research is dedicated to determination of legal mechanisms for protection of the rights of minors and ensuring their security on the Internet. Analysis is conducted on the frameworks documents and recommendations of international organizations aimed at ensuring security of minors on the Internet, as well as the domestic framework documents and normative acts on the subject matter. The relevance of this topic is substantiated by the new trends in the process of providing safe information content to minors on the international level, as well as the need for implementation of the proposed recommendations and use of the developed mechanisms in the Russian Federation. The author outlines the new trends in legal policy associated with ensuring security of minors in the online space. They are justified by the supranational nature of the Internet and impossibility to solve the problem of security autonomously within the single country. The novelty of this research consists in determination of the key issues of current domestic legal framework, as well as in actualization of modern mechanisms for ensuring information security of minors on the Internet considering the global experience. The conclusion is made on the need to develop and adopt the new strategy of Information security of minors, which would reflect the entirety of principles essential for ensuring security of minors in the online space. The authors propose to perpetuate the legal instruments and measures that have proven effective and produce positive results in compliance with requirements of information security of minors. At the same time, the basic principles established in the current policy documents of should be extended by the main promising trends outlined in the article.
