With various kinds of progress in recent years, the City of Bukittinggi Government is still faced with various problems/problems, one of which is the problem of waste management and sanctions against people who dispose of littering places. This study examines the impact of littering on environmental sustainability and imposing sanctions on people who dispose of garbage carelessly "studies in the City of Bukittinggi" How not, now the waste problem is still a conversation between the community and the city government, even though Payakumbuh is a city in the region West Sumatra, but the amount of waste produced is very large, so that waste is a fairly heavy problem in this city. One of the solutions provided by the government regarding waste management is by building a Regional Final Disposal Site (TPA) and giving sanctions to people who dispose of litter.

Batununggal Indah housing still faces obstacles in waste management due to the low awareness of the community to separate and sort waste. Therefore, this area is the target of implementing waste management assistance carried out by the Bandung City Environment and Sanitation Service (DLHK) in collaboration with the City Government of Kawasaki, Japan. This study aims to evaluate the implementation of the waste management program in Permai and Jelita Clusters by identifying activities, changing community behavior and calculating changes in the amount of waste that is disposed of at the final disposal site. The evaluation results show that the main activity that has been carried out is a social approach in the form of workshops and counseling. Measurement of waste generation shows a decrease in the weight of generated waste that is disposed of at the final disposal site, indicating that waste separation has been practiced. This decrease is still insignificant because the community has not consistently carried out sorting behavior, so it needs sustainable encouragement.

COVID-19 is a pandemic disease that has infected many cities in Indonesia, the impact caused by the spread of COVID-19 involves many aspects including economic, social, cultural, tourism and many more. Based on the problems mentioned above, this article is intended to describe the impact of COVID-19 on tourism in the city of Bandung which is one of the tourism city in the province of West Java, this article is also intended to recommend what policy should be made by the government of the Bandung City to restore tourism to the condition before the COVID-19 outbreak. This study uses a model building method with a descriptive analysis approach. The results revealed that tourism is one of the sectors most affected by the COVID-19 outbreak in the city of Bandung, efforts to restore tourism from COVID-19 must be comprehensive and sustainable. Bandung City Government and tourism entrepreneurs are demanded to carry out communication and coordination to develop tourism recovery policy instruments which include internal recovery efforts such as disaster management, organizational capacity building and external recovery efforts such as tourism relaxation policy and tourism promotion. With the availability of mineral resources in the form of coal in the city of Samarinda, it is an advantage for the city government in increasing regional income in the form of taxes and royalties, but with the existence of coal mining activities that have obtained an operating permit from the Samarinda City Government, it has triggered a conflict between the Samarinda City Government. with the local community. This conflict-related relationship cannot be separated from the ecological impacts caused by coal mining activities, in which the government has no commitment to maintaining the quality of the community's environment. In this study, the author wants to analyze how the dynamics of the conflict that occurs between civil society and the Samarinda City Government related to coal mining activities in Samarinda City. In the preparation of this study the authors used qualitative methods. he result of the research is that there is public distrust of the Derah Government in establishing relationships, in the aspect of negotiating the principle that there are differences in views between the government and residents regarding land management, and the needs of residents who are hindered due to the impact of coal mining.

The partnership between the Regional Government and the private sector is a step that the Government can take as an effort to cover up the limitations in waste management in the city of Pekanbaru. The dynamics of rapid population growth have had consequences for increasing the volume of garbage to approximately 1,100 tons per day. The Pekanbaru City Government then took steps to implement partnerships with the private sector as an effort to manage waste management. However, the involvement of the private sector in dealing with waste issues actually showed a failure in 2015. In 2018, the Pekanbaru City Government again planned to submit waste management to the private sector. Therefore, this study tries to focus on two formulations of the problem, which is why the Pekanbaru City Government again delegates the authority to manage waste in the city of Pekanbaru to the private sector? And what is the right scheme for government and private partnerships in carrying out waste management in Pekanbaru City? To answer the above questions, this research was escorted by the Reinventing Government theory of David Osborne and Ted Gaebler and also the theory of Public Private Partnership. Through the case study method, this research will explore the partnership between Pekanbaru City Government and the private sector in waste management in Pekanbaru City. The results showed that the objective of the partnership between the Regional Government of Pekanbaru and third parties in waste management in the city of Pekanbaru was to overcome the inability of the Pekanbaru City Government to provide facilities and infrastructure, garbage fleets, human resources and budget constraints. Thus, the logic of this partnership leads to one of the lines of thought offered by Osborn regarding the Catalytic Government (Steering Rather Than Rowing). The scheme of success of the partnership of Pekanbaru City Government and the private sector in waste management needs to pay attention to process factors, partner factors and structural factors. Thus, waste management in the city of Pekanbaru requires a paradigm shift, from being limited to disposal to become a focus on management and utilization.

Analysis of Waste Utilization in Final Disposal Site (FDS) for Metropolis City: A System Dynamic Approach (Study case: FDA's Surabaya)Waste is a global problem that requires special attention. Surabaya which is one of the second largest metropolis city in Indonesia is not immune to these problems. The increasing number of urban dwellers, the greater the amount of waste generated. Surabaya city waste system boils down to the Final Disposal (TPA) located in District Benowo increasingly mounting. In this study, created a dynamic mode that runs the current conditions in the landfill and trash utilization alternatives that can be considered one of the strategic proposal for the city government in dealing with the production of the higher junk. Based simulation models, it was found that in the next 10 years the amount of waste in the landfill has reached 1,000,000 tons from 416,000. Proposals drawn up strategic utilization, such as the utilization of methane gas as a result of the decomposition of organic waste. based simulation model of dynamic, during 10 years of waste in landfill produces methane, an average number of 6.86 thousand tons per day. Methane gas is an alternative to fossil fuel energy. The amount of methane per day, equivalent to the energy potential of billion dollars worth of 54.65-66.8.

AbstractWaste becomes one of the crucial problems, even including cultural problems, because the impact will disrupt all aspects of life. Most landfills are operated using an open dumping system even though the landfill is designed with a sanitary landfill system. Therefore proper handling is needed to reduce the risks associated with waste problems. One of the waste handlings that can be done is with a sustainable waste management system, which is the concept of zero waste. This is in line with the efforts of the SDGs' target to state that the country as a whole can reduce waste generation through prevention, reduction, recycling, and reuse. This study uses a descriptive qualitative method with a technical approach to the analysis of literature studies in examining zero waste-based waste management systems through several case studies, namely the City of Canberra, South Korea, Sweden, Brazil, Japan, and Germany. The results showed that implementing the waste management system with the concept of zero waste required the collaboration of all parties not only stakeholders, and indirectly the cultural characteristics of the community played an important role to realize the concept of zero waste because of the need for high public awareness. And essentially all parties, both the government and the community want to reduce the amount of waste from both sources and landfills and improve the recycling system to create an ideal city. Keywords: Municipal Waste, Waste Management, Zero Waste AbstrakSampah menjadi salah satu permasalahan yang krusial bahkan termasuk masalah kultural karena dampak yang ditimbulkan akan mengganggu semua aspek kehidupan. Sebagian besar tempat pembuangan sampah dioperasikan dengan menggunakan sistem open dumping walaupun TPA tersebut didesain dengan sistem sanitary landfill. Oleh sebab itu diperlukan penanganan yang tepat untuk mengurangi resiko terkait masalah sampah. Salah satu penanganan sampah yang dapat dilakukan adalah dengan sistem pengolahan sampah berkelanjutan yaitu konsep zero waste. Hal ini sejalan dengan upaya target SDGs menyatakan bahwa negara secara menyeluruh mampu mengurangi timbulan sampah melalui pencegahan, pengurangan, daur ulang, dan pemakaian kembali. Penelitian ini menggunakan metode deskriptif kualitatif dengan pendekatan teknis analisis studi literatur dalam mengkaji sistem pengelolaan sampah berbasis zero waste melalui beberapa studi kasus yaitu Kota Canberra, Korea Selatan, Swedia, Brasil, Jepang, dan Jerman. Hasil penelitian menunjukkan bahwa untuk menerapkan sistem pegelolaan sampah dengan konsep zero waste diperlukan kerjasama semua pihak tidak hanya pemangku kepentingan, dan secara tidak langsung komitmen masyarakat berperan penting untuk mewujudkan konsep zero waste karena perlunya kesadaran masyarakat yang tinggi. Dan pada hakekatnya semua pihak baik pemerintah dan masyarakat menginginkan untuk mengurangi jumlah sampah baik dari sumber maupun TPA dan meningkatkan sistem daur ulang untuk mewujudkan kota yang ideal.Kata Kunci : Sampah Kota, Pengelolaan Sampah, Zero Waste

This study aims to analyse (1) Semarang City Government policies in managing and empowering street vendors, (2) implementation of local regulations in managing and empowering street vendors, and (3) the impact of implementing policies in structuring and empowering street vendors. for their welfare. This research uses a qualitative approach and case studies and research takes place in South Batan and Penggaron. Data taken from observations, interviews, and literature studies. The results of the study were analyzed with qualitative analysis techniques from Miles & Huberman and Creswell. From the research analysis and field findings, the following results were obtained. First, the Semarang City Government manages and empowers Street Vendors by referring to regional regulation No. 11 of 2000. Second, the structuring policy carried out by the city government only focuses on the implementation of relocation and elimination of business locations. Empowerment activities managed by the government are facilitating access to capital, business facilitation assistance, trade facilities, institutional development, and limited promotion through creative product exhibitions. Third, the policies on structuring and empowering street vendors have direct and indirect impacts on the welfare of street vendors, especially in South Batan. Based on the results of the study it is recommended that the arrangement of street vendors be carried out by taking into account the interests of the community of road access and also paying attention to the future of street vendors.

The city of Makassar is in a coastal area. Cambayya village in Makassar is densely populated and has complex waste problems. Limited land access and narrow road access make it difficult to transport waste. People’s habit of throwing garbage into the sea leads to the accumulation of garbage on the coast of Cambayya and causes various forms of environmental pollution. A form of waste management that uses composting methods is needed to handle organic waste. This study aims to find an alternative piece of composting technology to handle waste coastal area conditions. This study uses qualitative methods, namely Analytical Hierarchy Process which is descriptive, refers to data and utilizes theory as a support. The sample is chosen using the purposive sampling method. Furthermore, the analytical hierarchy process approach and a comparison matrix involving four criteria are used, namely, economic, social, environmental and technical criteria. Thirteen sub-criteria are also used. Stakeholders from the government, community, and academia are interviewed, and direct observation and documentation (evidence in data collection during interviews) are used. This study found that communal composting technology is the most appropriate type of composting for coastal areas such as Cambayya, Makassar, because the amount of waste processed is higher than other technologies such as individual and hallway composter. This reduces the amount of waste disposed at the final waste disposal site, transforming community waste management habits, saving time, increasing the community’s income from the sale of compost.

The city of Bandar Lampung as the capital of Lampung Province causes a high number of movements so that traffic jams cannot be avoided on several roads in the City of Bandar Lampung. Responding to these problems, the city government of Bandar Lampung has carried out many flyovers as an effort to increase road capacity to meet high demand and is projected to continue to increase. The Teuku Umar flyover in Kedaton sub-district is one of the three flyovers built in 2017-2018. Jalan Teuku Umar has quite a variety of activities, namely the center of trade, education and health activities. This research was conducted to determine the impact caused by the construction of flyovers on traffic performance in both internal and external areas using a VCR projection on the affected roads. This research also considers land use in the vicinity of the projection, which is carried out using the Origin and Destination Matrix data, population projections, vehicle ownership projections, and road capacity. The results of the research analysis explain that the time limit for road services on existing roads / underpasses and flyovers is still stable with a VCR <0.85 is 15 years. However, the condition of the flyover section remains saturated, so the government in 2033 makes it important to limit building intensity.

The environmental office of the City of Bukittinggi as the main mover in responsible waste management and encourages the community to be involved in solid waste management, that the waste problem will not be solved if only relying on the government, needs community support and participation, one of them is by establishing a waste bank. This study aims to describe how waste management is carried out by the City Government of Bukittinggi. The method used in this study is descriptive qualitative, data collection techniques using interviews, observation and documentation. To test the validity of the data found in the field with source triangulation techniques. The researcher used management theory by John F. Mee. Based on the results of the study, it can be concluded that the waste management carried out by the City Government of Bukittinggi has been going well. This can be seen from the application of a management perspective that plays an important role in the overall process of waste management starting from planning, organizing, giving motivation and supervision. But in the waste management process by the City Government of Bukittinggi there are still some problems and shortcomings in the management process, namely in the planning and organizing process.
