The article examines social service. The aim of the article is to pose a problem in terms of understanding the legal category of social services, determining its place in the system of legal relations and industry, identifying areas for development of legislation for provision of social services, both within the framework of its provision by entities related to public institutions and in the social sphere. The leading approach to the study of this problem is analysis, synthesis, formal legal method and comparative legal method. The authors suggest that an indication of intersectoral nature of relations requires legislative determination and establishing principles for interaction of these industries. The analysis allows to conclude that relations in the field of social services in the framework of development of socio-economic relations, with the modern legislative vector, seek to enter the sphere of economic, private, entrepreneurial relations, introducing into this category an element of publicity.

The relevance of the work theme is due to the high importance of public relations in the field of state social policy. The ongoing digitalization of public administration as a global trend also affects the sphere of social support, which causes the transformation of social services provided by the state, the modernization of the process of interaction between power struc-tures and the population through the use of digital platforms. The purpose of the research is to consider certain legal and organizational features of this process realization in Russia and foreign countries. The methodological basis of the research includes dialectical method, which allowed us to examine digitalization and the social sphere of public administration as influencing each other and dynamically developing phenomena; analysis and synthesis, through which the main features of the digital transformation of public ser-vices are characterized; the comparative legal method, through which the approaches to the organization and regulation of the process of introducing digital platforms in the process of providing of social support measures are considered. In the course of studying this topic, we pay special attention to the formal legal method in order to describe and explain the legal regulation of the social security sphere, as well as the digitalization of public admini-stration. Based on the conducted research and taking into account foreign experience, we conclude that the need for further modernization of the social s system in Russia in the conditions of digitalization in part of solving the identified organizational and legal issues.

The article analyzes the impact of the transformation of professional activities of specialists working in the social sphere on the new approaches development to providing their continuous education. It is proved that continuous education is a professional improvement that is realized through specialists’ acquiring relevant competencies in the process of their development. It has been emphasized that there is a need for sociological support for the specialists' continuous education working in the social sphere, which includes the formation of competencies that develop a sociological imagination, the ability to construct social problems and ways to solve them in the field of social work. It has been found that sociological imagination plays a dual role in the practice of social work: on the one hand, it enables specialists to adequately perceive their professional role, to make aware of their functions following the new social reality, and on the other – to take into account the status features of different recipients of social services in an unstable social environment. The conceptual model of specialists' professional skill development working in the social sphere in the context of continuing education has been proposed. It considers the specific features of providing social and rehabilitation services in the conditions of decentralization of the social service system, and workers' training rendering social and rehabilitation services according to various programs, taking into account the peculiarities of social agencies and institutions. The paper presents the subject matter of classes contained in a curriculum developed by the authors’ educational program for conducting professional skill development courses for employees of territorial social service centres (provision of social services) and geriatric boarding houses in the Kharkiv region. The interconnection between the specialists' professional skills development working in the social sphere and the development of normative and legal, social, methodological, management, communicative and empathetic, conflictology and ethical competencies has been substantiated following the provisions of sociological imagination put forward by P. Sztompka.

It is noted that changes in the social sphere are necessary not because the social service system does not cope with its tasks, but because the changed reality, social problems and needs of older people make new demands on it.

The paper presents an analysis of the occupational standards development abroad and in Russia. It focuses on interdepartmental occupational standards for social service providers. While creating occupational standards for social services as an integrated industry it is advisable to consider the design of whole system and its macro-level effects in a document called “sectoral qualification framework”. It is pointed out that 1) real professional activity in social sphere has a clear humanitarian focus, and its objects are radically different population groups; 2) the complexity of the social work is often associated with the interaction between various professionals and their activity have to be interdepartmentally organized. The author identifies the factors influencing development and implementation of professional standards in different countries and consider the main strategy directions of development and application of occupational standards of education and social service providers in Russia.

Social entrepreneurship is a new direction in the field of civil law science. Its development is associated with the provision of social services by state institutions and private legal entities, individual entrepreneurs. The paper analyzes the issues of interaction of private and public principles in the framework of legal regulation of this sphere of legal relations by civil law and social security law. Social protection of citizens can be represented by small and medium-sized businesses. The article analyzes the social service as a type of civil service, the article presents its features. The service is provided by a social entrepreneur. The article draws conclusions about the development of legislation, about the requirements of new legal acts.

Nowadays the modernization transformations of social services for the public sphere highlight the need of service management. The basic principles of innovation management and innovation culture are determined as a factors of social efficiency of service management. The development of private organizations that specialize in providing analog service to the public requires the state to operate on competitive basis. Therefore, to better address issues such as the provision of quality public social services and competitive functioning of the social care system is an important to develop service management. It is extremely difficult to shift to service management in public organizations. Therefore, it is obvious that the introduction of administrative innovations and innovation culture in public social service will stimulate the development and efficiency of service management in the social sphere. The paper gives a brief overview of the main regulatory legal acts of the Republic of Kazakhstan - the Criminal Executive Code (2014), the laws of the Republic of Kazakhstan “On Crime Prevention” (2010), “On Probation” (2016), “On Special Social Services” ( 2008), Decrees of the President of the Republic of Kazakhstan “On the Concept of the legal policy of the Republic of Kazakhstan for the period from 2010 to 2020” (2009), “On approval of the Comprehensive Strategy for the social rehabilitation of citizens released from prison and registered with probation services in the Republic of Kazakhstan for 2017-2019” (2016), Order of the Minister of Internal Affairs of the Republic of Kazakhstan “On the Approval of the Rules for Conducting Educational Work with Sentenced to Deprivation of Liberty” (2014), which disclose the rules governing the process of re-socialization and post-penitential adaptation of convicts. Based on the comparative legal method, such features of its legal regulation are distinguished, in contrast, for example, from Russia, such as the adoption of an independent document regulating the process of post-penitential adaptation of convicts of Kazakhstan, the institutionalization of additional forms and bodies in the system of the penal system of the Republic of Kazakhstan (Employment in Colonies” Internet blog, probation services, voluntary organizations of convicts), the lack of an organizational and legal basis for activities of non-governmental organizations, volunteer associations for social support of convicts in the Republic of Kazakhstan.

Social service settings offer numerous complexities in their staffing, consumers, and payer mix that require careful consideration in designing dissemination and implementation efforts. However, social services’ unique access to vulnerable populations with health problems may prove vital in efforts to improve the health status of many of our citizens and reduce health disparities. While a number of well-developed, blended dissemination and implementation models are being used in social service settings, they all require additional documentation, research, and field experience. Nonetheless, the lessons learned in the social services may help organizations in other sectors better implement health interventions with complex consumers in complex settings.

The paper reveals the essence and significance of digital socialization of older people, the importance of overcoming social exclusion by older citizens in terms of access to digital technologies. The purpose of the paper is to reveal the role of social service centers for the population, which act as agents of digital socialization of older people (based on the materials of a sociological study). The objects of the study were elderly people receiving social services in the Primorsky Center for Social Services of the Population, and senior citizens who were trained in computer literacy courses. The authors set the fol-lowing tasks: to determine elderly people’s interest in mastering computer literacy and how effective the “Internet ABC” program is. In addition, it was sup-posed to establish the importance of integrated cen-ters of social services for the population in ensuring computer literacy of pensioners. As a result of a sociological study, it was found that older people show a significant interest in modern information technologies. Computer courses organized on the basis of the center for social services help elderly people to get information about state and municipal services, work with the websites of the Pension Fund of the Russian Federation, the Social Insur-ance Fund, Public Services and Multifunctional Cen-ter.
