The relevance of the work theme is due to the high importance of public relations in the field of state social policy. The ongoing digitalization of public administration as a global trend also affects the sphere of social support, which causes the transformation of social services provided by the state, the modernization of the process of interaction between power struc-tures and the population through the use of digital platforms. The purpose of the research is to consider certain legal and organizational features of this process realization in Russia and foreign countries. The methodological basis of the research includes dialectical method, which allowed us to examine digitalization and the social sphere of public administration as influencing each other and dynamically developing phenomena; analysis and synthesis, through which the main features of the digital transformation of public ser-vices are characterized; the comparative legal method, through which the approaches to the organization and regulation of the process of introducing digital platforms in the process of providing of social support measures are considered. In the course of studying this topic, we pay special attention to the formal legal method in order to describe and explain the legal regulation of the social security sphere, as well as the digitalization of public admini-stration. Based on the conducted research and taking into account foreign experience, we conclude that the need for further modernization of the social s system in Russia in the conditions of digitalization in part of solving the identified organizational and legal issues.

The following conclusions can be drawn from the theoretical analysis and the results of the expert survey. Firstly, it is substantiated that social marketing is an effective mechanism for public administration of social organizations in Ukraine, and that public relations and social advertising are the leading technologies. Secondly, it is determined that the leading task of public relations in public administration is to develop concepts of social advertising and the formation of a positive image of the social service through information and advertising campaign on social services. Thirdly, it has been found that the more effective means of advertising the activities of social organizations are: TV and radio advertising; placement of articles in specialized (local printed) editions; booklets, memos, other handouts, and the main issues that should be covered in social advertising are: addiction, socio-economic problems, medical problems, problems of vulnerable sections of the population.

The paper gives a brief overview of the main regulatory legal acts of the Republic of Kazakhstan - the Criminal Executive Code (2014), the laws of the Republic of Kazakhstan “On Crime Prevention” (2010), “On Probation” (2016), “On Special Social Services” ( 2008), Decrees of the President of the Republic of Kazakhstan “On the Concept of the legal policy of the Republic of Kazakhstan for the period from 2010 to 2020” (2009), “On approval of the Comprehensive Strategy for the social rehabilitation of citizens released from prison and registered with probation services in the Republic of Kazakhstan for 2017-2019” (2016), Order of the Minister of Internal Affairs of the Republic of Kazakhstan “On the Approval of the Rules for Conducting Educational Work with Sentenced to Deprivation of Liberty” (2014), which disclose the rules governing the process of re-socialization and post-penitential adaptation of convicts. Based on the comparative legal method, such features of its legal regulation are distinguished, in contrast, for example, from Russia, such as the adoption of an independent document regulating the process of post-penitential adaptation of convicts of Kazakhstan, the institutionalization of additional forms and bodies in the system of the penal system of the Republic of Kazakhstan (Employment in Colonies” Internet blog, probation services, voluntary organizations of convicts), the lack of an organizational and legal basis for activities of non-governmental organizations, volunteer associations for social support of convicts in the Republic of Kazakhstan.

The article examines social service. The aim of the article is to pose a problem in terms of understanding the legal category of social services, determining its place in the system of legal relations and industry, identifying areas for development of legislation for provision of social services, both within the framework of its provision by entities related to public institutions and in the social sphere. The leading approach to the study of this problem is analysis, synthesis, formal legal method and comparative legal method. The authors suggest that an indication of intersectoral nature of relations requires legislative determination and establishing principles for interaction of these industries. The analysis allows to conclude that relations in the field of social services in the framework of development of socio-economic relations, with the modern legislative vector, seek to enter the sphere of economic, private, entrepreneurial relations, introducing into this category an element of publicity.

Problems of legal regulation of local finances are considered in the works of lawyers, economists, sociologists, public administration specialists, from different positions of their formation, distribution and use in public relations, but in modern conditions of budgetary relations, namely – formation of budgets of united territorial communities, introduction of decentralization in regional governance, administrative reform, orientation of Ukraine to European standards and values of life, the concept of legal regulation of local finances, in particular, budget relations needs to be updated. Scientific publications investigate the problems of defining local finances as a basic basis for local government, which ensures the reproduction of the budget process and the development of regions, their constituent elements and purpose. However, at present the scientific discussion on the legal significance of local finances, their constituent elements, sources of formation and use continues, because in the modern economy a significant part of financial resources is formed and redistributed through budgets, which include budgets of united territorial communities. which, finally, as a legal institution is not defined. The development of local self-government from the standpoint of the government’s proposed decentralization of power provides for the purpose of creating high-quality living conditions for citizens, providing them with the necessary public services, development of material and social base of the region. These tasks are implemented in the presence of appropriate economic development of the territory, its financial support, which depends on the sources of budget and extrabudgetary funds and areas of their use.

The article aims to explore the relationships that arise with respect to intellectual property rights in sports. The objectives of the article are to establish points of contact between intellectual property law and sports, as well as a detailed analysis of relevant public relations in terms of intellectual property law and sports law. To achieve the objectives of the article, the authors used a number of scientific methods, among which the main methods are analysis, synthesis and comparative-legal method. The authors of the study concluded that modern sport is developing in close intertwining with intellectual property rights, because only in this way can a sports spectacle be conveyed to a wide range of spectators and consumers in a broad sense. In addition, the range of points of contact between intellectual property and sports law is constantly growing and such can now be called not only patents and trademarks in sports, but also copyright, "image" rights, know-how in sports and the like.

The subject of this article was the issues related to the protection of the rights of citizens in the field of compulsory social insurance in the conditions of digitalization. It is shown that in order to ensure effective and safe conditions for the use of digital technologies, it is necessary to include universal basic approaches in the legal regulation. Relevance of the study. Given the significant budget expenditures on the digital transformation of government bodies and social policy, the large number of recipients of state support measures, the urgent need for digital services, the initiatives taken by the state to create a single platform for targeted social support of citizens (social treasury) within the emerging domestic ecosystem are of particular interest. Research objectives. The objectives of the study are to analyze the current state of digitalization of the processes of assigning and providing basic support measures, to establish and identify guidelines and needs of legal regulation, to study potential opportunities for implementing a platform approach in the field of social security to improve the efficiency of state budgetary activities. Conclusions. The legal guidelines for improving the processes of providing social support measures are strategic planning documents, the full implementation of which requires a comprehensive study and the creation of the necessary regulatory framework. To date, the principle of targeting and the targeted nature of budgetary funds in relation to the provision of social support measures has not been properly implemented, and therefore the comprehensive state social policy does not fully ensure the achievement of the goals and objectives. The introduction of an innovative model of the social treasury, the primary source of information for which will be the reference data of the federal population register, will bring the process of budget administration in the field of social security to a qualitatively new level, reduce the risks of non-fulfillment by the state of its obligations, will contribute to strengthening the culture of publicity and openness of management decision-making processes, the development of accountability of authorities at all levels to society for achieving national development goals.

In today´s world there is urgency to improving the scope of government (municipal) services, updating their delivery mechanisms by bringing them in line with modern requirements of society, under the influence of the rapidly developing information technology. State policy in Russia in the sphere of state (municipal) services includes a range of activities, the implementation of which aimed at improving the legal regulation of this sector, the introduction of new forms of state (municipal) services, streamlining the organization of supply and improving the quality of the services. These activities are implemented in stages within the framework of state reforms that are going on in Russia for more than a decade. The article analyzes a specific budget measures and administrative reforms in state (municipal) services. The analysis of the concepts "public service" and "public function" within the legal format allowed the author to distinguish between measures to improve the organization of state (municipal) social services provided by the state (municipal) institutions and public services provided directly by state executive bodies ( "administrative " services). For example, in the area of social services the ratio of the planned amount of state (municipal) services and their financial security remain key issues. In order to improve "administrative" services innovation in recentyears are rapidly introduced new forms of delivery of these services, which are key objectives of the possibility of application for state (municipal) services in electronic form, as well as creating a network of institutions authorized for the provision of public ( municipal) "administrative" services — multipurpose centers. However, the general unsolved problem within the scope of public administration (municipal) services is improving their quality and accessibility.

The association between perceived social support and happiness was investigated in women who are members of various associations in Malaga (Spain) that work with immigrant women. Based on the Social Convoy model, the association between sources of support, frequency of support, satisfaction with support, and happiness reported by women were examined. The main social support predictor of happiness was satisfaction with the support received. Thus, the best predictors of happiness were emotional support from the family and instrumental support from the indigenous population and associations. The best predictor of frequency of support was the frequency of informational support received from social services. These results may prove useful for developing lines of action or interventions centred on the social network and the functions that social support can fulfil among immigrant women.
