Optimization of modes of electrical networks provides for the determination of rational values of reactive powers of controlled sources, voltages of reference nodes and transformation coefficients of adjustable loop transformers, at which the minimum costs associated with the production, transmission and distribution of electricity are ensured and all the specified operating and technological constraints are met. As a result of a lot of work performed by specialists from all over the world on the development of methods and algorithms for optimization the modes of electrical networks, at present, the methods for optimization of reactive powers and voltages of nodes are quite developed. At the same time, the algorithms for optimization of transformation coefficients of transformers, taking into account the provision of permissible voltage levels and minimum energy losses in closed electric networks by ensuring the optimal distribution of power flows in them, requires corresponding improvement. In this regard, this work proposes a new algorithm for optimization of modes of electrical networks on transformation coefficients of adjustable loop transformers. The results of researched the effectiveness of the proposed algorithm are presented.

The article considers the feasibility of changing the structure of a distribution electrical network by transferring points of electricity transformation as close to consumers as possible. This approach is based on installation of pole-mounted transformer substations (PMTS) near consumer groups and changes the topology of the electrical network. At the same time, for groups of consumers, the configuration of sections of the low-voltage network, including service drops, changes. The efficiency of approaching transformer substations to consumers was estimated by the reduction in electrical energy losses due to the expansion of the high-voltage network. The calculation of electrical losses was carried out according to twenty-four hour consumer demand curve. To estimate the power losses in each section of the electrical network of high and low voltage, the calculated expressions were obtained. For the considered example, the electrical energy losses in the whole network with a modified topology is reduced by about two times, while in a high-voltage network with the same transmitted power, the losses are reduced to a practically insignificant level, and in installed PMTS transformers they increase mainly due to the rise in total idle losses. The payback period of additional capital investments in option with modified topology will be significantly greater if payback is assessed only by saving losses cost. Consequently, the determination of the feasibility of applying this approach should be carried out taking into account such factors as increasing the reliability of electricity supply, improving the quality of electricity, and increasing the power transmission capacity of the main part of electrical network.

In this article, we propose a new method for determining the maximum load of electric consumers in urban electric networks, which differs from existing methods in more accurate and reliable determination of the maximum loads. Based on the determination of the maximum loads of the objects of urban electrical networks, it is concluded that the proposed methods are determined by high accuracy and minor errors.

When calculating the modes of electric networks, an L-shaped circuit is used to replace one phase of the transformer with bringing its parameters to high voltage (HV), neglecting losses in the HV winding. More precisely, they can be taken into account using a T-shaped substitution scheme. In order to determine the error of the use of the L-shaped scheme in comparison with the use of the T-shaped scheme, the method of conditionally constant coefficients (CPC) was used, which was adapted to calculations using the L-shaped substitution scheme. By the method of the CPC, studies of the modes of the module "double-winding transformer - load (DTN)" were carried out in order to determine the error in calculating the total power losses of the transformer when using the L-shaped equivalent circuit in comparison with the T-shaped one. It was shown that the error in calculating losses for a 25 kVA transformer was 2%. The research results presented in this article are recom-mended to be applied in existing electrical networks for a more accurate calculation of modes and losses in transformers when using the L-shaped equivalent circuit

Ways for the use of energy storage systems (ESS) in electrical networks are considered. The formalization of the general approach to solving the problems of efficient use of ESS in electrical networks is performed. The article shows the mathematical models for evaluating the effectiveness of using ESS and determination of the ESS optimal configuration, including regulation modes of electric networks. The operation of the electrical network with an connected group of four ESS is considered. The standard IEEE 33-node 12.6 kV network was used as a base model. A new target function has been proposed. This function is based on the benefit of installing the ESS and consists of the annual cost of buying / selling electricity by ESS, the annual cost of reducing active losses in the electricity grid due to the operation of the ESS and the corresponding investment costs. The results of optimization calculations using the proposed objective function are given. A comparative analysis of the obtained results was performed. The estimation of the components of the function of the benefit of using ESS under the condition of elimination of deviations of voltage levels in separate nodes of the electric network from the normalized values is performed. Emergency modes in electrical networks, arising for various reasons, lead to a break in the transmission of electrical energy on the way from the generating facility to the consumer. In most cases, such time breaks are unacceptable (the degree depends on the class of the consumer). Therefore, an effective solution is to both deal with the consequences, use emergency input of the reserve, and prevent these emergency situations by predicting events in the electric network. After analyzing the source [1], it was concluded that there are several methods for performing the forecast of emergency situations in electric networks. It can be: technical analysis, operational data processing (or online analytical processing), nonlinear regression methods. However, it is neural networks that have received the greatest application for solving these tasks. In this paper, we analyze existing neural networks used to predict processes in electrical systems, analyze the learning algorithm, and propose a new method for using neural networks to predict in electrical networks. Prognostication in electrical engineering plays a key role in shaping the balance of electricity in the grid, influencing the choice of mode parameters and estimated electrical loads. The balance of generation of electricity is the basis of technological stability of the energy system, its violation affects the quality of electricity (there are frequency and voltage jumps in the network), which reduces the efficiency of the equipment. Also, the correct forecast allows to ensure the optimal load distribution between the objects of the grid. According to the experience of [2], different methods are usually used for forecasting electricity consumption and building customer profiles, usually based on the analysis of the time dynamics of electricity consumption and its factors, the identification of statistical relationships between features and the construction of models.

The article deals with the fundamental, inherent in most of the countries of the world transformation of state power, its formation, functioning and division between the main branches as a result of the decentralization of such power, its subsidiarity. Attention is drawn to the specifics of state power, its func- tional features in the conditions of sovereignty of the states, their interconnec- tion. It is emphasized that the nature of the state power is connected with the nature of the political system of the state, with the form of government and many other aspects of a fundamental nature.It is analyzed that in the middle of national states the questions of legitima- cy, sovereignty of transparency of state power, its formation are acutely raised. Concerning the practical functioning of state power, a deeper study now needs a problem of separation of powers and the distribution of power. The use of this principle, which ensures the real subsidiarity of the authorities, the formation of more effective, responsible democratic relations between state power and civil society, is the first priority of the transformation of state power in the conditions of modern transformations of countries and societies. It is substantiated that the research of these problems will open up much wider opportunities for the provi- sion of state power not as a center authority, but also as a leading political structure but as a power of the people and the community. In the context of global democratization processes, such processes are crucial for a more humanistic and civilized arrangement of human life. It is noted that local self-government, as a specific form of public power, is also characterized by an expressive feature of a special subject of power (territorial community) as a set of large numbers of people; joint communal property; tax system, etc.

The article summarizes the main approaches in the definition of business valuation the economic entity. In the process of business valuation, taking into account the risks of financial and economic activities necessary to obtain information on what stage the owner implements the business will receive income. The most difficult task is the impossibility of accurate prediction in determining the level of income and the determination of a discount rate capitalization of future incomes due to the instability of the economy, both in the country and around the world.
