The substantiation of the mechanism of payment of temporary basic income for unemployed Russian citizens registered with the state employment service is proposed. The introduction of this mechanism is considered as a possible experiment for testing transitional forms of universal basic income in the Russian Federation. The modeling was carried out using the R1-4 simulation expert model of GDP reproduction of the Russian economy, which is adapted to assess the effect and costs of the proposed hypothetical “Conditional Basic Income (CBI) Program”. The functioning of the CBI Program after one-time start-up costs for its launch is ensured in the future by the annual multiplicative increase in the consolidated budget income of the Russian Federation.

The analysis of the structure of industrial production in Russia, the level of profitability by type of activity, an analysis of R & D expenses, as well as trends in the development of industrial production and its prospects are given . To identify and support the key role of the state in regu-lating influence on the Russian economy as a whole, and on the development of industrial poten-tial of the country. Formed the main directions of development and implementation of industrial policy in the Russian Federation.


The article is devoted to the important role of clusters in the innovative development of the economy. The article reviews the particularities and regulatory support of the modern clustering policy of the Russian Federation. The results of the activities of 25 pilot innovative territorial cluster-leaders of the Russian Federation in terms of investment potential in 2012-2018 were estimated in the article. The original method of identification of the innovative territorial clusters was suggested in the article, its main advantages being universalism, comprehensiveness and credibility. Using this methodology, the authors of the article identified the territorial industrial clusters and ranged them according to their innovation potential

This article is devoted to the state of legality in the credit and banking industry of the Russian economy. Despite the attention paid to its improvement, the situation in it remains unfavorable, the number of crimes committed are significant. According to the Prosecutor General’s Office of the Russian Federation, since 2015, more than 70,000 reports of criminal encroachments related to banking have been received annually by law enforcement agencies. As a result of their consideration, only 36.7 thousand criminal cases were initiated in the expired 2016. The widespread use of the facts of embezzlement of bank money by banks and their customers. Crimes of this category in 2015-2016 were found in most regions of the country. For their commission, organized criminal groups were often created, in the unlawful schemes of which «one-day firms» were involved. In order to facilitate the implementation of criminal intentions, the information constituting bank secrecy was illegally divulged, and financial accounting and reporting documents were falsified. Illegal actions of bank employees often led to a revocation of the credit organization’s license and its subsequent bankruptcy. Negative influence on the state of legality in the sphere in question is rendered by unlawful banking activity and illegal withdrawal of funds abroad. The effectiveness of disclosure of related crimes remains low. According to information provided by the prosecutors of the constituent entities of the Russian Federation, in 2016 year, according to the results of the preliminary investigation and inquiry, only 30.2 thousand criminal cases of the analyzed category were sent to the court (12.6%).

The article discusses the implementation of the digital economy in Russia related to the economic security of our country. The digital economy brings both substantial positive results and many problems. The article shows main advantages and disadvantages of the introduction of the digital economy and the conclusion about the necessity of their joint consideration in the implementation of digital projects in the Russian economy to ensure the economic security of the state.

The existing global integration and the current trends in the development of the world leaders of innovative entrepreneurship show that the most promising way of development of the Russian economy is the formation of an innovative corporate sector that has effectively established the reproduction of full-cycle innovations. In modern economic conditions, it is the intellectual capital of corporations that is the basis of the innovation economy, and therefore the core of the knowledge economy. However, at present, innovation activity in the Russian Federation is not the main factor in the growth of the national economy. Over the past few years, the state leadership has been paying great attention to issues related to the state of the scientific and technical sphere, as well as to the formation of an effective innovation policy in Russia. The necessity of implementing the results of scientific research in various industries of the Russian Federation is noted. The article evaluates the innovative activity of Russian companies, highlights their strengths and weaknesses, and shows the role of intellectual capital in the innovative development of the Russian economy using the example of the oil and gas industry. The priority value of the corporate research and design complex (on the example of Rosneft) in the reproduction of the company's intellectual capital as a basic unit for making any scientific and technical decisions and producing organizational and managerial innovations in the production areas of economic activity is determined and justified. The study highlights the current problems and promising directions for the development of corporate intellectual capital in basic industries as a key factor in the innovative transformation of the real sector of the Russian economy.

This report was prepared by the staff of the Institute for Economic Forecast of the Russian Academy of Sciences and the Financial University under the Government of the Russian Federation. It gives suggestions to implement priority measures to facilitate the transfer the Russian economy to the direction defined by the Decree of the President of the Russian Federation (est. May 7, 2018). The report also highlights priority directions of the economic policy, primarily in investment activity, development of the domestic market, as well as financial and organizational support for the suggested actions.

Since the recognition of the independence of the Republic of South Ossetia by the Russian Federation in 2008, in addition to the political aspects, the issues of economic revival of the young state have become acute. The development of the Russian economy is inextricably linked with cooperation and support from the main geostrategic partner, the Russian Federation. The problems of inadequacy in the assessment of the activities of economic entities in the Russian economy are exaggerated in scientific thoughts and public consciousness for quite a long time and, in fact, have acquired a constant and increasingly deepening process. The unresolved nature of these problems have the adversely affects on the economic and social growth of the state, hinders its development. The identified issues were raised in 2004 in the monograph "Actual problems of assessing the activity and investment of business entities in modern Russia," the main provisions of which served as material for writing and defending a doctoral dissertation at the Academy of National Economy under the Government of the Russian Federation (Moscow, 2008). And, now, after a long period of time (about 10 years), one can say that the problems and shortcomings in the Russian economy raised in the monographs and the thesis are not only not solved, but they are even more deepened. Authors in the article from critical positions assess the current situation with the objectivity and adequacy of assessing the activities of economic entities, tax administration by the state of small business functioning, the impact of these problems on investment flows in the Russian Federation.
