Currently, there is a significant increase in personal and commercial road transport in the Russian Federation, which is why the issue of building new roads, bridges, tunnels, and other crossings is becoming more acute. Since often during the construction of these facilities, one of the main tasks is to minimize the construction period of the object, the process of intensifying production processes comes first. Based on the fact that the absolute leader in the use of reinforced concrete as the main building material, it is important and necessary to observe all the quality characteristics of this material both at the stage of laying the concrete mixture in the formwork, and in the process of maintaining the hardening concrete until the termination of heat-and-humidity care for it. In this regard, in order to optimize the temperature factor of hardening concrete in the construction of transport infrastructure facilities, it is necessary to provide measures at the design stage to consider the influence of the temperature gradient of hardening concrete on the operational properties of building structures. The article presents the main methods for considering the temperature factor of the hardening concrete of the constructed structures, developed by the authors of the work, the use of which will ensure the defect-free concreting of objects, including in an accelerated time.

The article considers the problem of heavy cargo transporting as an integral part of functioning of industry in the country. The transportation of such types of cargo is regulated by the legislation related to the national transport infrastructure. There have been considered the ways of transporting heavy sea containers by road transport in the Russian Federation. Definitions of the divisible and indivisible cargo, the maximum mass of the road train have been given, the indicators of the maximum permissible mass of the vehicle and the axle load on the roads of Russia, approved by legislative acts of the Russian Federation, have been presented. The issues of the correct choice of freight vehicles and compliance with the rules for transportation of heavy cargo, in particular compliance with the permissible total weight and axle loads, have been considered. There has been proposed the method for calculating axle loads and the solution to the problem of redistributing axle loads by moving the seat of the towing vehicle, transporting a heavy sea container by train being used as the example. The obtained values make it possible to estimate the possibility of carrying heavy cargo without violating standards approved by the legislation of Russia

The purpose of the study is to analyze the current system of transport taxation and develop proposals for its improvement. The article is devoted to the identification of ways to improve the system of taxation of transport tax on road transport in the Russian Federation, including the optimization of the current method of calculating the tax.Materials and methods. The article analyzes the literary sources of normative, reference and scientific literature on the organization of transport taxation. Based on the analysis of normative legal documentation the method of calculation of the transport tax on the automobile transport oper-ating in the Russian Federation is opened, shortcomings are revealed and the directions of its im-provement are designated. The statistical analysis of indicators of the taxation by the transport tax in the Russian Federation and Nizhny Novgorod Region is carried out. The authors also present statis-tical data on fuel prices in dynamics for three years, interrelation between the increase in the cost of fuel and the increase in fuel excises has been found. A generalization of the accumulated experience in the field of transport tax taxation in Russia and in foreign countries is given. The source data for this research were the materials of the report in the forms: 5-TN (2014-2017), NOM-1 (2014-2018), Internet information resources – бензин.рф and www.gks.ru.Results. This article highlights the features of the current system of taxation of transport tax, the importance of transport taxation for the formation of regional budgets. The inexpediency of replacing the transport tax with fuel excise is justified. The modified method of calculation of the transport tax on automobile transport, including for hybrid cars is developed. The values of the coefficients of environmental friendliness, market value, weight are proposed. In the process of analysis of statistical indicators of taxation the general trend of growth of tax revenues from individuals, reducing revenues from organizations was revealed. The tendency of fuel cost and fuel excise rates increase is established. The percentage ratio of the formation of the tax base for transport tax between taxpayers – legal entities and individuals is established. Conclusion. The use of the proposed methodology in practice will contribute to the implementation of the following regulatory principles of taxation: fairness, economic feasibility; as well as create the prerequisites for improving the environmental situation in the country by redirect-ing part of the funds from taxation to environmental funds. In this aspect, it is assumed that in view of the application of environmental coefficients, taxpayers will seek to upgrade their vehicles with more environmentally friendly, technical re-equipment of vehicles with modern and high environ-mental standards units. If the purpose of transport taxation is given, part of the collected funds can be directed to the development of transport infrastructure. The development of the tax system is an important area of the tax policy of the Russian Federation, as the optimization of the tax burden will contribute to the development of business, which will certainly have a positive impact on the financial and economic performance of enterprises in all spheres of activity.

The level of transport infrastructure development directly affects the rate of economic growth. In 2018, in Russia, 67.1 % of the total volume of transported goods were delivered by road transport. However, we cannot talk about the full realization of the road transportation system since 57.6 % of public roads do not meet regulatory requirements. The available statistics indicate that, first of all, attention should be paid to the condition of the roads. The article analyzes the system for road maintenance in the constituent entities of the Russian Federation, considers the main regulatory documents governing the activities of road work suppliers and executive authorities in the field of road maintenance. The article examines and analyzes the advanced foreign experience in the field of technologies for servicing roads in the winter. As the result of analysis, the authors propose introducing performance-based contracts into the field of the road sector. The creation of an economically feasible form of performance-based contracts can lead to a decrease in the cost of road maintenance by 10-40 %.

The development of a modern city and the increase of its transport infrastructure, in particular metro facilities, has a significant impact on the urban environment and requires the development and implementation of a set of special protective measures. Moreover, if the construction of metro station complexes is carried out, as a rule, in relatively free areas with minimal impact on the surrounding buildings, then during the construction of tunnels and tunnel structures, engineering communications, buildings and structures located on the earth’s surface, including transport facilities, architectural monuments and cultural heritage objects fall into the zone of their influence. The effectiveness of design solutions for the protection of objects that are in the zone of influence of the construction of underground structures is largely determined by the degree of reliability of the assessment of geotechnical conditions and the results of the survey of the technical condition of building structures. Analysis of the causes of the formation and development of emergency situations and incidents arising in the construction and operation of underground structures shows that they are mainly the result of the use of unreliable initial engineering-geological and hydrogeological conditions, significantly changing due to intensive urban development. The resulting barrage effect, changes in groundwater levels and directions that are not taken into account at the design stage, can be accompanied by significant deterioration of soil properties and the General stress-strain state at the base of existing buildings and structures. This suggests the need for careful study of the properties of soils at significant depths, the development of forecasts of possible changes of the state of the soil massif and hydrogeological conditions, the implementation of a comprehensive survey of the bases of closely spaced buildings and structures, and significantly larger volume of engineering-geological surveys compared to the current regulations.

Research objective: studies of economic and transport infrastructure development in the Arctic and Northern Territories of Russia. Research methodology: analysis of transport infrastructure in the Republic of Sakha (Yakutia) and the types of railways used in Russia. Results: economic development of any region is proportional to the development of the road transport infrastructure and logistics. When a conventional railway is operated in the Arctic conditions, it is not always possible to maintain a cargo turnover that would ensure its efficient use, and transshipment from one mode of transport to another is very problematic. A new type of railway is proposed, i.e. a light railway. Conclusions: the proposed new type of transport offers all the main advantages of narrow gauge railroads (high speed of construction, efficiency, etc.) and helps to eliminate their main disadvantage, i.e. the need for transloading when moving from a narrow gauge to the conventional one with the width of 1520 mm, along with a significant reduction in capital costs.

In many countries economic policy has been paying increasing attention to the modernization and development of transport infrastructure as a measure of macroeconomic stimulation. Tunnels as an important component of transport infrastructure save a lot of logistical costs. It stimulates increasing freight and passenger traffic as well as the risks of the consequences of unforeseen overloads. The objective of the paper is to suggest the way to reduce operational risks of unforeseen moving load by modeling of the stress-strain state of a transport tunnel under growing load for different conditions and geophysical parameters. The article presents the results of a study of the stress-strain state (SSS) of a transport tunnel exposed to a mobile surface load. Numerical experiments carried out in the ANSYS software package made it possible to obtain diagrams showing the distribution of equivalent stresses (von Mises – stresses) according to the finite element model of the tunnel. The research results give grounds to assert that from external factors the stress state of the tunnel is mainly influenced by the distance to the moving load. The results obtained make it possible to predict in advance the parameters of the stress-strain state in the near-contour area of the tunnel and use the results in the subsequent design of underground facilities, as well as to increase their reliability and operational safety. This investigation gives an opportunity not only to reduce operational risks at the design stage, but to choose an optimal balance between investigation costs and benefits of safety usage period prolongation.

Целью исследования является обоснование продвижения государственного регулирования рынка местной сельскохозяйственной продукции в виде закупочных интервенций в регионах. Проведен анализ существующих зарубежных и отечественных государственных закупочных интервенций, дано обоснование закупочных интервенций в регионе, а также выработаны предложения по продвижению закупочных интервенций с федерального центра в регионы. This article was written in connection with a September 2018 release of the latest edition of a Regulation of the Russian Fed-eration Government on government purchasing interventions of agricultural products. An aim of the authors of the article is substantiation of promotion of the state regulation of a market of the local agricultural products in the form of the purchasing interventions in regions. The authors analyzed the existing for-eign and domestic government purchasing interventions, comments on the latest version of the Regulation of the Russian Federation Government on the govern-ment purchasing interventions, the substantiation of the purchasing interventions in the region and de-velopment of proposals to promote the purchasing interventions from the federal center to the regions. Relevance of the promotion of the purchasing interventions from the federal center to the regions fol-lows from Russian particularity: remoteness of the regions from the center, weak regional transport infrastructure, necessity to replicate a federal technology of the state regulation of the agricultural product market in the regions of the Russian Federation. In the Republic of Sakha (Yakutia), repeated attempts were made to create compensation funds of the regulation of agricultural product prices. However, in the region there is no full-fledged intervention fund effectively influencing sales of the agri-cultural products. Consequently, in conditions of the Republic, where a shortage of the agricultural products, raw materials and food is acute, implementation of the commodity intervention is the neces-sary condition for the regulation of the agricultural market. For the Republic of Sakha (Yakutia), in our opinion, it is advisable to carry out the commodity interventions concerning beef, meat of young horses, venison, fish, dairy products, game, fruits of wild plants and even for rough and succulent fodder for livestock. The latter are relevant due to droughts and floods that regularly occur in a area of the region. Manufacturing costs of the local products will always be higher than the ones of imported food, given the harsh natural and climatic conditions, the remoteness of agricultural commodity producers from the sale markets in the conditions of absence of the transport infrastructure. In this regard, the prices of the local products should be regulated by the state in order to support the local producers. Obviously, the government regulation should not replace market functions or impede operation of its laws. Its main task is to mitigate undesirable consequences of manifestations of market power. One of the main regula-tory methods is the commodity intervention.
