This article will explore the potential of the tourism sector in the districts of the Republic of Buryatia, Irkutsk region and Tyva, RF at the Russian-Mongolian border is based on a combination of a huge amount of diverse natural resources. The area in whole has rich water resources, including lakes, rivers, waterfalls and mineral springs, with well-preserved mountainous landscapes, in harmony with a centuries-old cultural and ethnic heritage of locals. Also, the Okinsky District has a unique location adjacent to the border between the Russian Federation and Mongolia. Despite its remoteness, the area might be considered as an attractive destination with great recreational prospects. However, several problems have been identified which impede severely active promotion of tourism. It is noteworthy that these are typical not only for the Okinsky district but common within many remote areas of the Russian Federation. Ways of solving the problems have been suggested to develop the tourism industry along with provision of environmental sustainability of the area and well-being of the local population.

This article discusses the prospects for the development of sustainable tourism as an element of the network system in Okinsky District, Republic of Buryatia, RF. Before COVID-19-related restrictions, the number of tourists in this area increased annually, which was associated with the attractiveness of this terrain for visitors. The potential of the tourism sector of Okinsky District comes from the combination of a large number of natural resources. The area has rich water resources, including rivers, lakes, waterfalls, and mineral springs, with well-preserved mountainous landscapes accompanied by a centuries-old cultural and ethnic heritage. Due to Okinsky District’s specific border location and remoteness, the area has a very large number of places for recreation. The objective of our work is to clarify key factors hindering the development of tourism in the district. The study is aimed at examining the state of natural objects and determining their importance for locals, vacationers, and the district as a whole. In this regard, a problem integrity scope and a networked approach to the accompanying analysis reveal the mechanisms that contribute to the conservation of biological diversity of natural objects and their rational, scientifically grounded use in the tourism industry in accordance with the principles of sustainable development. The set of problems that impede the active promotion of tourism were identified. However, these problems are typical not only for the studied district but also many other remote areas of the Russian Federation.

The article considers the problematic issues of the development of the tourism industry in the Russian Federation. In the context of global challenges, the tourism sector of the Russian Federation retains significant potential to accelerate growth and strengthen its role in the development of the economy. On the example of individual tourist projects, the author summarizes and identifies possible areas of activity of public authorities. The study makes comprehensive proposals for the development of the tourist destination at the territorial level, including in the preparation of strategic documents, the adoption of regulatory measures on the business activities of the self-employed in the tourism sector, increasing the revenue base of local budgets through the development of tourism through the introduction of an additional fee.

The article analyzes the impact of tourism on improving investment climate in the region. The main factors of investment attractiveness of the developing areas of tourism are considered, among which the ability of the tourism industry to develop on almost any site with a variety of conditions and resources of activity that is related to diversity of tourist activities; and the multiplier effect of tourism development which contributes to the development of related sectors of activity. The article presents the results of a study of various aspects of the formation of the national innovation system for the development of tourism. In particular, characterized are the features of the implementation of the cluster approach to the development of tourism in the territories of the Russian Federation, among which the most outstanding are: the lack of experience in the implementation of the cluster approach or unsuccessful attempts to copy foreign experience; priority areas in the development of only one type of clusters — the territorial-production; imperfection of the regulatory framework. These problems, according to the authors, exist along with the typical problems of tourism clusters, which include inadequate specialized infrastructure and services; the poor state of the key tourist sites; failure to comply with quality standards (or their absence) for services offered to tourists. According to the analysis of the legal documentation in the tourism sector of the Russian Federation and monitoring of the development of tourist areas in the article substantiated is the conclusion about the need to tough public policy, defining legal boundaries and strategic guidelines for the development of tourism on the innovative type, as well as the need to adjust the existing practice of tourism territories, which currently does not increase the investment attractiveness of regions.

The purpose of the article is to study the history of the cooperation between twinned regions – the Irkutsk region and the Gyeongsangbuk-do province, which has lasted for 25 years. The data on the activities and projects organized during this period has been provided. Regional cooperation plays an important role in international relations. One of its purposes is to expand and strengthen interaction between two countries. The article examines the experience of cooperation between twinned regions – the Irkutsk region and the Gyeongsangbuk-do province – and studies the role of interregional interaction in relations between the Russian Federation and the Republic of Korea. The regions cooperated actively in 2016–2018 and later the cooperation was suspended due to the spread of COVID 19. Most of bilateral contacts have been in cultural and educational sphere. At the same time, there is a predominance of the events organized by the Korean side, which is along the lines of the “soft power” strategy of the Republic of Korea. And although the Irkutsk region and the Republic of Korea cooperate in economy, tourism, education and other fields, the role of the Gyeongsangbuk-do province is very insignificant in this process. Despite the fact that at each privat meeting the heads of the regions declare their intention to implement joint projects in the economic and medical sector no significant results have been achieved in this direction so far. Thus, the current relations between the regions do not play a significant role in the development of relations between the Russian Federation and the Republic of Korea and are mainly aimed at promoting the culture of their own country in the territory of the partner region.

The relevance of the research is determined by the problem of interethnic relations in the multi-ethnic and multi-confessional regions of the Russian Federation. The purpose of the article is to describe the attitude of the local population to wards migrants of different cultures in their settlements in the Republic of Tatarstan in 2017. The leading approach in studying this problem is multi paradigmatic methodology. The article incorporate the attitude of the local population to the presence of migrants in the Republic of Tatarstan in 2014-2017, provides the comparative data on major cities and towns of the Republic, helps grasping the issue. The authors paid special attention to the general level of pupils. The results of the article can be useful for ethnologists, social and cultural anthropologists, political scientists, as well as for the representatives of the bodies responsible for the inter-ethnic interaction.

Nowadays, one of the most urgent tasks of the socio-cultural policy of the Russian Federation is to solve the problems of preservation and actualization of the cultural heritage as an important factor in the spiritual and material life of people. The study emphasizes that the issues of preservation and the development of the cultural heritage have always been significant for Russia and the Crimea. So, these issues have become particularly relevant as a result of the events of 2014 − the reunification of the Crimea with Russia and the introduction of various measures against the Crimean Republic of “anctions” nature, which caused an active search for additional resources for the regional development – including the field of culture. According to the developed approach of this article, the cultural heritage can be not only an integral part of history in modern conditions, as well as the Keeper of spirituality, etc., but also a source of the development of territories. At the same time, the author emphasizes that the cultural heritage itself, without “the involvement” in a variety of socio-cultural practices, cannot be a factor of the regional development. Particular attention is paid to the assessment of the regulatory framework of the Russian Federation and the Republic of Crimea in terms of preservation, the usage and the promotion of the cultural heritage. The author notes that this practical importance of the cultural heritage as a resource acquires in the relevant social and constructive practices, and above all – in tourism, are increasingly supported by the point of view in the domestic expert cultural community. The article describes the features of the representation of the cultural heritage of the Crimea. The author provides a description and analysis the number of measures that can attract the cultural heritage to the tourist activities of the region. At the same time, the author notes a certain positive effect of the use of the cultural heritage as a resource of tourism, draws attention to a number of problems that require the consideration and the solution. The conclusions emphasize that the cultural heritage and tourism are interrelated elements of the socio-cultural sphere. However, if the cultural heritage is considered as a resource for the development of territories at the level of the Federal legislation, then the usage of the cultural heritage will be still fragmented in practice. It has a mosaic character, and so it needs to be formed a systematic, interdepartmental approach. Therefore, there is an urgent need to create special platforms for the interaction of the government and the business nowadays in Russia and in its regions, including the Republic of Crimea. It is necessary to use mechanisms of the inter-sectoral coordination between tourism agencies and cultural entities, the purpose of which should be to support and to present a holistic socio-cultural environment of the territories through the implementation of their cultural potential, by means of tourist activities as well.

This article emphasizes the main role and importance of developing and maintaining intercultural relations between states. Intercultural communication appears in all spheres of modern society, being a major factor in the creation of cultural processes. Knowledge of other cultures is the step that allows recognizing the nature of the differences and treating others with a sense of mutual understanding and tolerance. It is necessary for a genuine intercultural dialogue, especially in the tourism industry. The author considers the concept of "cultural values" and "literary tourism"; the role and place of literature in the formation of human consciousness are defined. The author also considers the processes of creating "image" of the territory under the influence of literary tourism and the processes of establishment of inter-cultural and inter-state friendly relations between the Russian Federation and the Republic of Armenia. The stages of development and strengthening of literary relations between states are characterized in the article. Famous literary figures who contributed significantly to the enrichment of both their national literature, and in the development of relations between the two countries are specified.

In the context of the postindustrial economy, the development of the territory is increasingly associated with two keys of territorial resources of the present – culture and tourism. Tourism is a massive sociocultural and socioeconomic phenomenon and one of advanced economic sectors, yielding rather substantial incomes, which are central to the resource for social and economic deve-lopment, ensuring social stability and mutual understanding of people. In this article, the author identi-fies the essential features of tourism and its sociocultural aspects. By way of the fundamental condition of the effective tourism development and the resource of the region development, it is pointed out the assurance of its permanent, seasonally independent character, which can be achieved by attracting culture as a resource of tourist industry. Special attention should be given to the tourism as an object of state cultural politics. The study analyzed the international, federal and regional normative legal documents, which is regulated in the tourism sector. By way of argument it is enumerated the legal documents of the Republic of Crimea. The main problems and prospects are analyzed. The increasing popularity of tourism, as a factor of regional development, is closely connected with culture as an object of tourist interests and wit the key of tourist resources. The author cites the number of problems in local tourism, as one of the foundations, which are indicate the disunity of the tourist industry and the cultural sphere. To solve these problems, it is necessary to envisage the development of mechanisms and to attract extrabudgetary funds, the interac-tion of all departments and social subjects, interested in the development of culture and its usage, as well as a regional development resource, by means of involving cultural heritage objects to the tourism industry. In the conclusion it is emphasized that cultural potential of the regions is not only formed the so-ciocultural identity of the population, but also it is underlined the successful branding of territories and the formation of their positive image, which can affect their tourist attractiveness. At the same time, there is such kind of tourism that allows culture, in the highly profitable sphere, to act not only as an aesthetic resource, but also to make a profit. That is to say that active interaction of tourism and culture of the socioeconomic level of the regions has been risen. The social sustainability has been ensured due to the growth of employment and well-being of the population. The development of trade, as well as transport, construction, food and other spheres, and the development of regional infrastructure are ensued. In addition, the effective attractions of culture, as a resource of tourism, are allowed not only to develop rapidly, but also to stimulate the tourism sector itself and to broadcast the unique cultural resources of the territory in the worldwide space.

The article examines the spiritual needs of the population, evaluates the possibilities of their satisfaction through the indicator of consumer spending of households on recreation and cultural events. The specificity of the research topic lies in the fact that this indicator only partially reflects the material well-being of the family, not fully showing the satisfaction of its primary needs. At the same time, an assessment of consumer spending on recreation and cultural events gives an idea of the quality of life, the material capabilities of the population capable of spending money on leisure, and the degree of realization of spiritual needs. At the same time, the lack of opportunities for cultural leisure creates the preconditions for the emergence of other, socially maladapted forms of behavior. It has been established that in assessing the spiritual needs of the population, the value orientations and the desire of an individual to join cultural samples, having accumulated and realized their cultural capital, come to the fore. The dynamics of the selected indicator is presented for the period 2010-2018 both in the Russian Federation as a whole and in the regional context. It was determined that consumer spending on recreation and cultural events increased in the Russian Federation as a whole (by 0.9%) and the Republic of Bashkortostan (by 1.6%). On the one hand, the growth of the indicator indicates an increase in the value of the spiritual needs of the population. On the other hand, it testifies to the limited material opportunities of households to spend funds on recreation and cultural events. This may be due to a general decline in the cultural level of the population, devaluation of spiritual values and stereotypes of behavior. A set of measures in the field of spiritual and cultural development of an individual at the federal and regional levels is proposed, including such strategic priorities as an increase in the number of visits to cultural organizations, as well as the development of digital technologies in this area. It was noted that the managerial impact should be aimed at the reconstruction and construction of the cultural and educational infrastructure, its material and technical support, as well as the promotion of talented youth and the training of personnel for this area.

Infant mortality is an important indicator of the social well-being of society and reflects the state of the national health system as a whole. According to official statistics, the infant mortality rate in the Russian Federation has reached a significant decrease in recent years, but in comparison with the leading countries of the world it still remains high. The study found that in the Russian Federation infant mortality has a territorial differentiation, which indicates different policies of the executive authorities of the regions in the direction related to the reduction of infant mortality. The review article contains data on the dynamics of infant mortality in the Republic of Ingushetia and other republics of the North Caucasus Federal District. A significant decrease in the infant mortality rate in the Republic of Ingushetia is shown as a result of the effective interaction of state authorities at all levels. The need for an integrated approach in the system of management decisions for the development of the perinatal service in the regions of the Russian Federation has been proved.
