The article considers the problematic issues of the development of the tourism industry in the Russian Federation. In the context of global challenges, the tourism sector of the Russian Federation retains significant potential to accelerate growth and strengthen its role in the development of the economy. On the example of individual tourist projects, the author summarizes and identifies possible areas of activity of public authorities. The study makes comprehensive proposals for the development of the tourist destination at the territorial level, including in the preparation of strategic documents, the adoption of regulatory measures on the business activities of the self-employed in the tourism sector, increasing the revenue base of local budgets through the development of tourism through the introduction of an additional fee.

The main mechanism for the tourism industry development both in the country and in the certain region is investment. The authors define the investment attractiveness estimation of the regions for the domestic tourism development as a system of indicators that comprehensively reflect the potential for investment, based on the investor’s strategic objectives and accounting for profitability, future cash flows and the level of risk. The article contains a number of basic methodological provisions that must be taken into account when elaborating a system of such indicators. For today the investment attractiveness estimation system of the regions for the domestic tourism development does not yet exist, whereas for many other industries and spheres of the economy, such systems have been developed to a sufficient extent. The scientific literature gives insufficient attention to the issue of assessing the regional investment attractiveness of the tourism sector. The authors make an attempt to create the universal system of parameters and estimated indicators, allowing to form understanding of the degree of tourism sector investment attractiveness of particular entities in the Russian Federation. The article offers the tourism investment attractiveness estimation model for the Russian regions based on the data of the Federal State Statistics Service. This model has been tested on the example of three entities of the Russian Federation - Altai, Krasnodar and Perm regions. The obtained results indicate that the proposed system of indicators and the evaluation model is fairly objective and representative. The developed tourism investment attractiveness estimation model for a region can be widely applied in the practice of all participants of the investment process in the course of justifying and making decisions on investment activity in the tourism development in specific regions. Also, the offered model and the system of indicators will be useful in planning and creating regional programs for the tourism development

The article analyzes the impact of tourism on improving investment climate in the region. The main factors of investment attractiveness of the developing areas of tourism are considered, among which the ability of the tourism industry to develop on almost any site with a variety of conditions and resources of activity that is related to diversity of tourist activities; and the multiplier effect of tourism development which contributes to the development of related sectors of activity. The article presents the results of a study of various aspects of the formation of the national innovation system for the development of tourism. In particular, characterized are the features of the implementation of the cluster approach to the development of tourism in the territories of the Russian Federation, among which the most outstanding are: the lack of experience in the implementation of the cluster approach or unsuccessful attempts to copy foreign experience; priority areas in the development of only one type of clusters — the territorial-production; imperfection of the regulatory framework. These problems, according to the authors, exist along with the typical problems of tourism clusters, which include inadequate specialized infrastructure and services; the poor state of the key tourist sites; failure to comply with quality standards (or their absence) for services offered to tourists. According to the analysis of the legal documentation in the tourism sector of the Russian Federation and monitoring of the development of tourist areas in the article substantiated is the conclusion about the need to tough public policy, defining legal boundaries and strategic guidelines for the development of tourism on the innovative type, as well as the need to adjust the existing practice of tourism territories, which currently does not increase the investment attractiveness of regions.

This article will explore the potential of the tourism sector in the districts of the Republic of Buryatia, Irkutsk region and Tyva, RF at the Russian-Mongolian border is based on a combination of a huge amount of diverse natural resources. The area in whole has rich water resources, including lakes, rivers, waterfalls and mineral springs, with well-preserved mountainous landscapes, in harmony with a centuries-old cultural and ethnic heritage of locals. Also, the Okinsky District has a unique location adjacent to the border between the Russian Federation and Mongolia. Despite its remoteness, the area might be considered as an attractive destination with great recreational prospects. However, several problems have been identified which impede severely active promotion of tourism. It is noteworthy that these are typical not only for the Okinsky district but common within many remote areas of the Russian Federation. Ways of solving the problems have been suggested to develop the tourism industry along with provision of environmental sustainability of the area and well-being of the local population.

The article analyzes the structure and dynamics of tourist flows using the official website of Federal agency for tourism of the Russian Federation. For the last three years domestic tourism has experienced the structural shifts towards internal and entrance tourism. The tourist market extreme operation caused by the number of events and factors has significantly reduced imports in tourism The new reality has led to restructuring of domestic tourism. The authors research the inbound tourist flows, and define the leading countries by the number of arrivals in the Russian Federation. The article define key factors promoting growth international tourist attraction of Russia. The diversification of the international tourism product, transport availability and issues of visa maintenance, observance of the international standards and improvement of tourist service quality are among them. It is noted that creating competitive advantages of the tourist territory and its consumer value are not defined by just qualitative infrastructure. It become the part of economy of impressions. Obtaining adequate statistical information, including volumes of an inbound and outbound tourist flows, is still an important issue. It affects the effective managing the tourism industry and, finally, its competitiveness in the domestic and international markets.

This article provides the first legal justification for the thesis that involvement of regional authorities in development of the tourism industry is an international obligation of the Russian Federation in the field of sustainable tourism development. The key to its effective implementation should be a differentiated legal regulation of the powers of state bodies at various levels. In the study of the powers of the Russian Federation and its subjects in the field of sustainable tourism development, analysis and synthesis methods were used, as well as a combination of comparative and formal legal methods. The study revealed legislative separation of competencies and powers between the Russian Federation and its entities in the tourism sector does not fully comply with international obligations of the state. The concentration of “tourist” powers in the hands of the federal authorities will not allow achieving the Sustainable Development Goals in the tourism sector of the economy, and also significantly reduces effectiveness of state tourism policy.

The article is devoted to the analysis of the current state of the hotel market in the Krasnoyarsk region. Today the Krasnoyarsk region is a region of domestic tourism, almost 90% of the tourist flow in the region is formed by residents of the region and other regions of Russia. The degree of development of infrastructure and tourism industry differs significantly in the districts and cities of the region. The structure of the hotel market of the Krasnoyarsk region is represented mainly by chain hotels and private hotels. As a result of the analysis, it was found that, compared to 2019, in 2020, the total number of collective accommodation facilities in the Krasnoyarsk region decreased by 2.9%, the number of hotels decreased by 5.9%, the number of specialized accommodation facilities increased by 3.8%. The capacity indicator and the demand index of the hotel market of the Krasnoyarsk region indicate a steady growth until 2019 and stagnation in 2020, which corresponds to the general socio-economic situation in the Russian Federation. The revenues of the collective accommodation facility of the Krasnoyarsk region have constantly increased: in 2019 they increased by 23.6% compared to 2017 and decreased by 17.46% in 2020. Despite the negative socio-economic processes in the country and the world, the hotel market of the Krasnoyarsk region retains a significant potential for accelerating growth and strengthening its role in the development of the region's economy.

The article discusses the methodological foundations of the classification of investments in enterprises of the tourism industry of the Russian Federation. Considered the need for implementation and identified key factors of innovation in the tourism sector. The most important and significant factors directly influencing the intensity of innovation in the functioning of subjects of the tourism sector include the following: the increase in the level of competition in modern tourism is a direct consequence of the transition of subjects of the tourism sector from aggressive price competition to the principles of competition as part of increasing the quality level and optimal ratio quality and price indicators; The rapidly growing needs of modern society are forcing tourism enterprises to form more sophisticated, rich and diverse products and offer the most unified and, at the same time, extraordinary services; the active development of information, technical and communication technologies stimulate the subjects of the tourism sector to introduce and apply the latest achievements of science and technology to improve performance indicators and meet the needs of tourists; the intensification of globalization processes is the reason for the diversification of the production of tourism services and the unification of tourism enterprises at the national and international levels. It has been established that innovation in the field of tourism needs to be understood as a qualitatively new product that comprehensively allows to meet the existing and potential needs of tourists and get the maximum effect (socio-economic, financial, etc.). It is determined that the state and development of the industry determine the possibilities for implementing innovation and investment activities of a separate tourism enterprise, based on its internal needs and available resources. It was found that the generalization and complex systematization of classification elements and features, as well as the formation of a scientifically based list of innovations used in the operation of companies in the tourism sector, has significant practical significance, since it determines the potential ability to give a detailed idea of the characteristics of a particular innovation.

This article provides a detailed analysis of the development of the business tourism industry as the fastest growing economy in the world. Currently, about 65% of events with the participation of entrepreneurs are held in Europe, approximately 22% – in Asia. The share of Asian countries in this business is expected to grow at a faster pace. The business tourism sector will grow accordingly. The article considers the competitive advantages of the Russian Federation as a center for the development of the international business tourism industry. It is noted that traditionally the most popular venue for events is Moscow, where the infrastructure for business tourism is most developed. Business trips to St. Petersburg are in demand. High business activity are distinguished by Samara and Yekaterinburg, the Volga region, primarily Kazan.In the course of the analysis, it was revealed that 165 cities of the Russian Federation have the ability to hold major events, congresses and conferences. Modern congress venues are now actively developing in Kazan, Yekaterinburg, Krasnoyarsk, Novosibirsk. It was noted that according to official estimates, Russia’s share in the world market of international congress events is less than 1%. This is very small, given that we occupy a share of approximately 3% in world trade. As a result, it was concluded that the presence of the Russian Federation in the international business tourism market is insufficient, as well as the need for certain decisions in this area.
