The dynamics of the development of the domestic industrial complex shows significant changes in the organization and management of enterprises in recent years. Undoubtedly, global changes in industrial technologies in developed countries have had a significant impact, taking into account digital transformation, intelligent automation and artificial intelligence. In the present conditions, the Russian industrial complex faces a difficult task-to find the necessary resources to improve its own industrial production and thus maintain the ability to compete with foreign manufacturers. The resolution of this issue is complicated by the weakening Russian economy crisis and the growing sanctions pressure from Western partners against the background of a reduced to a minimum investment inflow. The imposed sanctions packages against the Russian economy not only hinder foreign investors, but also act as obstacles to the supply of modern technologies and high-tech industrial equipment to our country, as well as reduce opportunities for organizing cooperation between foreign and domestic developers. In fact, the goals of such sanctions are considered to be the maximum isolation of Russia’s industrial and economic systems for the gradual weakening of our country’s economy.

The current challenges and threats undermine economic security of the most production enterprises, primarily as the result of such environmental factors, as sanctions and declining oil prices, which in turn significantly affects the whole Russian economy, heavily dependent on energy resources exports. These external factors also threaten the financial stability and create prerequisites for crisis situations at the enterprises, ultimately undermining their economic security. The paper reveals the close relationship between such concepts, as sustainability and economic security, and shows the role of financial strategy as one of the tools to ensure sustainable development of an enterprise under the mentioned conditions. The research findings are considered through the case study of high-tech enterprises within the defence-industrial complex of this country.

The article deals with the management of innovative development of economic systems. Enterprises of high-tech sectors of the economy were selected as the object of the study. It is proved that innovative trans-formations in the chosen industry are inevitable and this industry is undergoing significant transformations caused by large-scale digital processes. It is proved that the effectiveness of the innovative development of the industry is associated with the monitoring of its main development indicators, and therefore a system for evaluating the innovative development of high-tech industries based on key indicators is proposed.

Sustainable development the industrial complex is impossible without the creation and maintenance of an innovative climate. The article presents a study of the patterns and trends of structural changes in the Russian economy. The authors describe the model of structural-dynamic processes, justify the thesis that the dynamics of economic indicators and structural technological changes are in a certain correspondence. In conclusion, the authors identify a number of reasons for Russia’s lagging behind developed countries.


New technology trends, mainly related to the development of Industry 4.0 and the digital economy, have created significant prerequisites for changing the priorities of industrial policy. This topic is particularly relevant for countries with economies in transition or developing economies, including Russia. The accumulated structural gap, expressed in the level of industries' digitalization, indicates a low willingness of industrial enterprises to introduce digital and related advanced technologies. The data obtained show that this gap is especially pronounced (more than 50% of the average for the EU countries) in the manufacturing industry, oil and gas industry, and transport. In mining, this gap approaches 70%. These circumstances predetermined the need to identify the strategic vector of Russian industrial policy against the background of the developing modern technologies that predetermine the adjustment of industrial policy priorities. To assess the potential of industrial transformation, the authors conducted a comparative analysis of changed targets for the formation of industrial policy in the developed countries and Russia. The analysis showed a sharp evolution in the priorities of industrial policy in Russia – those changed six times during the period from 2014 through 2019. The strategic policy focus has shifted from supporting projects in the production of high-tech civilian and/or dual-use products by enterprises of the military-industrial complex and the transition of enterprises to the best available technologies to supporting the digital economy and artificial intelligence technologies. Based on the results, the researchers suggested the development of industrial policy instruments adapted to the new priorities.

Topicality. Modern regional economic systems require a radical change in the strategy of innovative development, which, among other strategies, acquires a special meaning and needs to identify its features and priorities in the implementation of the directions of development of regional systems.The innovation activity strategy should be decisive among other strategies and should be designed to change the technical and technological base of regions, to influence information resources of a certain type of economic development and not only to technological upgrading, but also to a fundamental change in the entire resource base of the region in which priority will be be provided with the latest developments in the high-tech field.Aim and tasks. Identify the peculiarities of the strategy of innovation activity of regional economic systems, indicate the purpose of such strategy, its means and tools for practical implementation and outline the possible expected results in the near future.Research results. Based on practical materials collected when writing articles, found that under current conditions is extremely necessary strategy for active response to the innovation of modern regional economic systems.The lagging behind of leading countries in the field of innovative technologies becomes extremely critical and leads to economic and even military expansion of Ukraine.More developed countries that exploit the weakness and insecurity of our country pursue aggressive trade policies, impose their far better products than they are driven by economic dependence on. Ukraine needs a major innovation of the technological basis on an innovative basis, and regional economic systems must play a leading role in such an upgrade.Conclusion. Thus, the strategy of innovation activity of regional economic systems should be active, perhaps even aggressive and aimed at achieving strategic priorities in the creation of intellectual products.

In the modern conditions of economic development, the development of the industrial complex is being transformed with emphasis on digital technologies and high-tech production. The article considers new principles of the implementation of the state’s economic policy taking into account the challenges of the fourth industrial revolution, as well as the results of the analysis of the main indicators of industrial development, both in the world and in Russia in particular, including the assessment of the current state of innovation and technological activity of the industrial sector of the Russian economy. At the same time the authors pay special attention to the analysis of modern trends in the development of industry in countries with both a high level of high-tech production and a low level. The paper analyses the prospects of Russian industry development to justify the need for technological breakthrough strategies and technological modernization of industrial enterprises. 


The article discusses the task of development of the Russian industry is not only to ensure the transition of the economy to the trajectory of sustainable development, but also to change the quality of economic growth. Here, an important role belongs to the state scientific and industrial policy which determines the overall economic strategy and the most promising basis for development. Experience shows that the priority development of the resource-based industries that have become the leading sectors of the Russian economy to date is unable to solve the problem of economic upsurge fundamentally and for the long haul. Creating new high-tech products is a complex and multifaceted process that includes scientific, technical, production, economic and social aspects, and the functioning in the market conditions requires improving the organization and management of production in the lower tier of the national economy, i.e. at the enterprise level. In the process of development of new products, certain production and management relations are established between the business units of the enterprise and between related firms, which relations reflect the links between the direct manufacturers of products, management staff, as well the organization of joint activities of participants in the production of new products. Economic growth should be based on the priority development of the group of export-oriented industries capable of being a stable, long-term driving force of development, the most promising basis for the growth of the Russian economy due to intensive factors. High-tech enterprises of the defense industry being part of the High-Tech Complex (HTC) of Russia basically form the backbone of such industries.

Products of the polymer industry today are everywhere. They have penetrated both our daily life and the development of high-tech industries. In the current reality, new technologies are developing at a rapid pace and pose new challenges to the polymer industry. However, with the growth of production and consumption of plastics, the problem of recycling waste from the polymer industry has gradually become more acute. This article analyzes the production of plastics, their utilization and assesses the prospects for further development of the industry in developed countries. Separately, the issues of solving these problems in Europe are studied as a model of managing the recycling process and possible borrowing the experience for the Russian economy.

В статье приводятся аналитические данные по эффективности диверсификации процессов переработки сырья агропромышленного комплекса, указана необходимость модернизации промышленного оборудования, в соответствии с развитием современных технологий в области цифровизации промышленных процессов переработки сырья. Также приведен сравнительный анализ курдючного жира относительно бараньего и говяжьего жира. Показана эффективность переработки животного жира, с последующим гранулированием, после предварительного копчения на опытной установке и целесообразность гранулирования в плане удобства пользования для потребителя. The article provides analytical data on the efficiency of diversification of the processing of raw materials in the agro-industrial complex, indicates the need to modernize industrial equipment, in accordance with the development of modern technologies in the field of digitalization of industrial processes for processing raw materials. A comparative analysis of fat tail fat versus lamb and beef fat is also provided. The efficiency of animal fat processing, followed by granulation, after preliminary smoking in a pilot plant, and the feasibility of granulation in terms of ease of use for the consumer are shown.

Since 1970, humanity has been spending more resources than our planet is able to restore, in fact, we live in debt. Examining trends in the indicator of environmental debt in different countries, the authors of the article show that the modern economic system, a prerequisite for the existence of which is a high rate of economic growth, does not solve the constantly accumulating global problems (inequality, poverty, hunger, waste growth, environmental pollution), but constantly enhances their severity. The study presents methods for calculating the ecological footprint and ecological debt, and also found that the ecological debt burden in the economy of modern Russia is significantly higher than the average in the world. The comparison of the Human Development Index and environmental debt carried out in the article, made it possible to assess whether the current situation corresponds to the material conditions of life within the ecological means of the Earth, and the socio-economic conditions of well-being. It was found that for the most part of the countries is outside the one planet prosperity quadrant, since the environmental debt in more developed countries is higher, and a low debt value is characteristic only of countries with a low Human Development Index. In the course of the study of green (“ecological”) investments, the authors revealed a discrepancy between their value in the Russian economy and the requirements of economic security (threshold value of 5 % of GDP). We suppose that partial neutralization of threats in this area is possible due to the state policy of «green loans», proposed for implementation in the Russian economy. The authors argue the conclusion about the need to modify the system of social reproduction towards its environmental friendliness and inclusiveness.
