The paper considers the necessity of developing a new approach to achieving coordinated interactions between economic agents in the framework of the transport and logistics system (TLS) of a smart city; the following reasons being stressed: first, in the context of digitalization in logistics, the current approaches do not fully meet the present and future needs of evolutionary development; secondly, the current theoretical foundations of coordination do not allow to radically change its key indicators and ensure higher rates of economic growth, as well as an improvement in the quality of human life; thirdly, the current trend in the formation of TLS does not allow us to propose a more balanced vector of its development to provide adaptive coordination with the norms and rules of interaction of economic agents now. In spite of a great variety of research approaches, there is a need to propose a new approach to achieve adaptive coordination of flow processes within the framework of evolutionary-institutional economic theory leading to a higher level of interaction and economic growth

Subject. The article considers functioning and development of process flows of transportation and logistics system of a smart city. Objectives. The study identifies factors and dependencies of the quality of human life on the organization and management of stream processes. Methods. I perform a comparative analysis of previous studies, taking into account the uniquely designed results, and the econometric analysis. Results. The study builds multiple regression models that are associated with stream processes, highlights interdependent indicators of temporary traffic and pollution that affect the indicator of life quality. However, the identified congestion indicator enables to predict the time spent in traffic jams per year for all participants of stream processes. Conclusions. The introduction of modern intelligent transportation systems as a component of the transportation and logistics system of a smart city does not fully solve the problems of congestion in cities at the current rate of urbanization and motorization. A viable solution is to develop cooperative and autonomous intelligent transportation systems based on the logistics approach. This will ensure control over congestion, the reduction of which will contribute to improving the life quality of people in urban areas.

The article develops the theoretical and methodological base of research of institutional risks of economic agents and on this basis processes technologies of management of institutional risks of innovative activity. The authors prove the theoretical and methodological approach to research the institutional risks based on interdisciplinary and institutional approaches; offer theoretical and methodical approach to decrease the institutional risks of subjects of innovative activity and also consider the directions and technologies of decrease the institutional risks of subjects of innovative activity. It is offered to consider the general theory of risk and the statements of the institutional economic theory as a theoretical and methodological basis of the concept of institutional risk development. A generalized algorithm of institutional risks management at the level of the economic agent is presented. The following groups of methods of institutional risks decrease are considered: avoidance, insurance, compensation, localization, and distribution (dissipation) of risk. A three-level theoretical model of management of institutional risks of innovative activity is offered. Directions of institutional risks decrease of innovative activity are offered.

The phenomenon of economic growth is studied by economists and statisticians in various aspects for a long time. Economic theory is devoted to assessing factors of growth in the tradition of R. Solow, R. Barrow, W. Easterly and others. During the last quarter of the century, however, the institutionalists, namely D. North, D. Wallis, B. Weingast as well as D. Acemoglu and J. Robinson, have shown the complexity of the problem of development on the part of socioeconomic and political institutions. As a result, solving the problem of how economic growth affects inequality between countries has proved extremely difficult. The modern world is very diverse in terms of development level, and the article offers a new approach to the formation of the idea of stylized facts using cluster analysis. The existing statistics allows to estimate on a unified basis the level of GDP production by 174 countries of the world for 1992—2016. The article presents a structured picture of the world: the distribution of countries in seven clusters, different in levels of development. During the period under review, there was a strong per capita GDP growth in PPP in the middle of the distribution, poverty in various countries declined markedly. At the same time, in 1992—2016, the difference increased not only between rich and poor groups of countries, but also between clusters.

The article examines the relationship between attracting foreign capital in the form of foreign direct investment and ensuring economic development. In particular, the analysis of the current structure of the economy is indicated, its raw material character is pointed out and, based on other researches, the necessity of its reform is substantiated, as Ukraine will remain a low-income country if the current trend continues. This is due to the fact that countries with a raw material structure of the economy are characterized by a low level of economic complexity, and therefore are not able to generate high levels of income in society. As a result, the expediency of stimulating the attraction of investment resources into the country’s economy, in particular in the form of foreign direct investment, is substantiated. The dynamics of attracting foreign direct investment to Ukraine and a number of other countries for the period from 1991 to 2019 is analyzed and the key negative factors that deter foreign investors from investing in the economy of Ukraine are indicated. As a result of the analysis, divergent trends in the economic development of Ukraine and other analyzed countries (Poland, Czech Republic, Slovakia, Turkey, Romania, Hungary) were identified, which contributed to economic stagnation and restrained economic growth and development. Taking into account the analysis, as well as based on the concept of investment and innovation growth, it is proposed to use the experience of Israel to improve the country’s investment attractiveness and stimulate foreign capital inflows by adapting the Yozma program to Ukrainian realities. According to our estimates, the adaptation of this program to the Ukrainian economy will attract about $ 350 million over a five-year period of venture capital alone. In addition, programs such as YOSMA can also be implemented at the regional or even local level. We believe that the use of this tool will improve the investment attractiveness of the country, as well as provide sufficient financial resources to modernize the domestic economy and ensure rapid economic growth.

Аnnotation Purpose. To increase the efficiency of technological processes of grain harvesting by large-scale agricultural producers due to the rational use of combine harvesters available on the farm. Methods. In the course of the research the methods of system analysis and synthesis, induction and deduction, system-factor and system-event approaches, graphic method were used. Results. Characteristic events that occur during the harvesting of grain crops, both within a single production unit and the entire agricultural producer are identified. A method for predicting time intervals of use and downtime of combine harvesters of production units has been developed. The roadmap of substantiation the rational seasonal scenario of the use of grain harvesters of large-scale agricultural producers is developed, which allows estimating the efficiency of each of the scenarios of multivariate placement of grain harvesters on fields taking into account influence of natural production and agrometeorological factors on the efficiency of technological cultures. Conclusions 1. Known scientific and methodological approaches to optimization of machine used in agriculture do not take into account the risks of losses of crops due to late harvesting, as well as seasonal natural and agrometeorological conditions of each production unit of the farmer, which requires a new approach to the rational use of rational seasonal combines of large agricultural producers. 2. The developed new approach to the substantiation of the rational seasonal scenario of the use of combined harvesters of large-scale agricultural producers allows taking into account the costs of harvesting of grain and the cost of the lost crop because of the lateness of harvesting at optimum variants of attraction of additional free combine harvesters. provides more profit. 3. The practical application of the developed road map will allow large-scale agricultural producers to use combine harvesters more efficiently and reduce harvesting costs. Abstract: Soil is a major and important natural resource, which not only supports human life but also furnish commodities for ecological and economic growth. Ecological risk has posed a serious threat to the ecosystem by the degradation of soil. The high-stress level of heavy metals like chromium, copper, cadmium, etc. produce ecological risks which include: decrease in the fertility of the soil; reduction in crop yield & degradation of metabolism of living beings, and hence ecological health. The ecological risk associated, demands the assessment of heavy metal stress levels in soils. As the rate of stress level of heavy metals is exponentially increasing in recent times, it is apparent to assess or predict heavy metal contamination in soil. The assessment will help the concerned authorities to take corrective as well as preventive measures to enhance the ecological and hence economic growth. This study reviews the efficient assessment models to predict soil heavy metal contamination.

The current report presents the development and application of a novel methodological approach for computer-based methods of processing and analysis of proliferative tissues labeled by ABC-peroxidase method using 3, 3′-diaminobenzidine (DAB) as chromogen. This semiautomatic method is proposed to replace the classical manual approach, widely accepted as gold standard. Our method is based on a visual analysis of the microscopy image features from which a computational model is built to generate synthetic images which are used to evaluate and validate the methods of image processing and analysis. The evaluation allows knowing whether the computational methods applied are affected by the change of the image characteristics. Validation allows determining the method’s reliability and analyzing the concordance between the proposed method and a gold standard one. Additional strongness of this new approach is that it may be a framework adaptable to other studies made on any kind of microscopy.

At present, the totality of global environmental and economic threats and challenges has put the world economic science in front of the need to find a new way of developing the world economy. The new model of economic growth must satisfy two main criteria: firstly, to find a qualitatively new direction of growth, and secondly, to ensure the preservation and improvement of the quality of the environment for human life, that is, to ensure new economic growth without negative consequences for the environment. Many modern scientists see the solution of these problems in a relatively new direction in the economy, which has existed for just over 30 years - the "green" economy. Their opinion is shared by leading politicians and civil servants of the world's economic powers. The directions of the "green" economy system are considered: introduction of renewable energy sources; improvement of the waste management system; improvement of the water resources management system; development of "clean" transport; organic farming in agriculture; energy efficiency in housing and communal services; conservation and effective management of ecosystems. As a result of the analysis, key ones were identified directions in which the green economy is moving, systematized basic support tools that divided into price and non-price, in more detail characterized by price with the separation of financial tools that experts focus on international organizations for sustainable development. The main elements of the state are defined green growth strategies and analyzed the situation harmonization of the influence of developed countries on the development of "green" economy. An understanding of the essence and description of the goals of "green" technologies is proposed, which implies work not with the consequences, but with the causes of environmental problems. Considered the "green" experience of developed countries and global companies. In conclusion, the author emphasizes that the concept of a "green" economy is an innovative development project, but to achieve sustainability it is necessary to use the experience of other companies. One of the main problems was noticed, this is the use of pseudo environmental friendliness by companies for their own commercial purposes.

Timber forests have many functions and play an essential role in human life. This means that the existence of timber forests provides many benefits for human life. Economic development activities actively implemented throughout the province of West Kalimantan have resulted in more and more areas of timber forest and rubber plantation areas being converted into oil palm plantations. The rampant development of oil palm plantations carried out by investors and those carried out independently by each resident, in essence, provides a significant enough job opportunity for the population in each area that continues to grow. Job opportunities created through economic development offer opportunities to every working population to earn income, fulfilling various life needs is mainly directed to fulfilling family nutritional consumption. If the family's nutrition is guaranteed, then the average life span of the population can be longer. In addition to meeting his family's needs, this income can also be used to finance children's education belonging to the school-age group. If the income earned by each family is large enough, then the family should be able to live in prosperity. This means that timber forest and rubber plantation areas privately owned by the community have been converted into oil palm plantations, significantly contributing to the economic growth of districts/cities in West Kalimantan province and improving the community's welfare.
