Food security issues are among the priority areas for the development of the regions of the Arctic zone, both on the territory of the Russian Federation and abroad. The sustainable development of the territory largely depends on the satisfaction of the basic needs of the population. For a detailed and comprehensive assessment of the situation on this issue, a qualitative methodology is required, which will most objectively reflect the state of food security in the regions of the Arctic zone. The study analyzes the existing methods of assessing food security, justifies their main advantages and disadvantages. The authors propose their own methodology for assessing the food security of the regions of the Arctic zone, which uses the most common indicators used in previous methods, and is also based on the main socially significant features of the regions of the Arctic zone (small population, limited opportunities for food production).

Ensuring food security and promoting the development of agriculture are included in the priority goals of sustainable development of the Arctic zone of the Russian Federation until 2035. The structural complexity and multidimensionality of food security in the region requires a clear methodology for its assessment. The article presents the results of a study of food security in the regions of the Arctic zone of the Russian Federation. This study is based on an analysis of the advantages and disadvantages of existing methods for assessing food security in the regions of the Arctic zone of the Russian Federation. The authors proposed a methodology for assessing the food security of the regions of the Arctic zone of the Russian Federation, which makes it possible to translate a phased multivariate analysis (the methodology was tested on the example of the Chukotka Autonomous Region).

After analyzing the documents of the strategic planning of the Russian Federation, the state policy of the Russian Federation in the Arctic until 2035, the author makes an attempt to consider current legal problems in the field of environmental management and environmental protection in the region, ensuring the sustainable development of the Arctic zone of the Russian Federation. The article highlights the main threats and risks of ensuring the environmental safety, including when applying innovative, genomic technologies in the field of agriculture. In conclusion, a summary is made about the need to amend the legislation of the Russian Federation in terms of ensuring the environmental safety and sustainable development of the Arctic zone of the Russian Federation

The article is devoted to the analysis of the normative and legal legislation designed to regulate the development of the Arctic zone of the Russian Federation in the aspect of ensuring the economic security of this macroregion. The analysis of the main federal and regional regulations has been carried out, Arctic preferences for business and the population have been singled out and systemized in the context of individual subjects and municipal entities, which are inherently a strong basis for ensuring the economic security of the macroregion. The analysis of legislative acts regulating the development of the Arctic zone and the legal relations between its subjects showed that today there are more than 500 regulatory legal acts in force, which, however, do not form a reliable legislative basis for the sustainable development of the Arctic territories. Today, there is a need for a single normative legal act with a full list of additional preferences in relation to legal entities that carry out economic activities in the Arctic (tax breaks, certain forms of state support, etc.), as well as to individuals who live and work in the territory (benefits for residents of the Far North, as well as for the small indigenous peoples of the North).

В статье рассматривается содержание транспортно-логистических задач в Арктике, а также перспективы международного сотрудничества. Изучен опыт других стран – Канады, США – в использовании дронов в логистике и доставке грузов. Раскрыта сущность использования беспилотных летательных аппаратов в логистике Арктической зоны, охарактеризованы преимущества и недостатки дронов на сегодняшний день и специфика их использования в Арктической зоне. Предложено использовать дроны в таких направлениях, как мониторинг состояния окружающей среды; контроль реальной загруженности логистических площадок на земле; транспортировки и перевалки грузов. Предлагается создать базу для оценки эффективности бюджета развития дронов для обеспечения логистических процессов в Арктической зоне РФ. Для этого проведено экономическое обоснование использования дронов в Арктической зоне в виде расчета чистого дисконтированного дохода и срока окупаемости проекта по использованию БПЛА в Арктической зоне. В качестве фактора экономии выступает меньшая потребность в топливе по сравнению с традиционными видами транспорта, используемыми в Арктике. Выделены проблемы и перспективы развития беспилотных перевозок в Арктической зоне. Сделан вывод о возможностях и изменениях развития в логистической деятельности в Арктической зоне в ближайшие годы. The article discusses the content of transport and logistics tasks in the Arctic, as well as the prospects for international cooperation. The experience of other countries – Canada, the United States – in the use of drones in logistics and cargo delivery was studied. The essence of the use of unmanned aerial vehicles in the logistics of the Arctic zone is revealed, the advantages and disadvantages of drones today and the specifics of their use in the Arctic zone are described. It is proposed to use drones in such areas as monitoring the state of the environment; monitoring the real workload of logistics sites on the ground; transportation and transshipment of goods. It is proposed to create a basis for evaluating the effectiveness of the budget for the development of drones to support logistics processes in the Arctic zone of the Russian Federation. For this purpose, an economic justification for the use of drones in the Arctic zone was carried out in the form of calculating the net discounted income and the payback period of the project for the use of UAVs in the Arctic zone. As a factor of economy, there is less need for fuel in comparison with traditional modes of transport used in the Arctic. The problems and prospects for the development of unmanned transportation in the Arctic zone are highlighted. The conclusion is made about the opportunities and changes in the development of logistics activities in the Arctic zone in the coming years.

The article is devoted to the approaches to achieve sustainable development of the Arctic territories. Measuring sustainability is one of the important aspects in the formation of state and corporate policies. Sustainable development of the region requires to solve three issues: 1) to improve the quality of life of the population; 2) to reduce social inequality; 3) to reduce the anthropogenic pressure on ecosystems. The article analyzes two author’s methods: compiling a sustainable development rating of the Russian Federation’s regions, fully or partially included in the Arctic zone of the Russian Federation, and companies operating in the Arctic zone of the Russian Federation (Polar Index); development of a sustainable development rating for the regions and companies of the Barents Euro-Arctic Region (Barents-Polar Index). These studies will be useful to representatives of companies and the leadership of the Russian regions to move towards sustainable development based on the “green” economy.

The article is devoted to the study of modern theoretical and legal problems of ensuring biological security in the Arctic zone of the Russian Federation. The published Draft of Federal law No. 850485-7“On biological security of the Russian Federation”provides an opportunity to take a closer look at the problem of legal provision of biological security in relation to the most vulnerable ecosystems, and, first of all, the Arctic. The article considers the most important features and potential risks of the Arctic zone of the Russian Federation of critical importance from the point of view of biological hazards, the features (specificity) of biological safety problems from the point of view of organizational-legal features and, in particular, from the perspective of environmental law. It is proved that, given the special situation of the Arctic zone of the Russian Federation, in addition to the base Federal law“About biological safety” required a specific law on biological and ecological safety of the Arctic zone of the Russian Federation, which should be generated on a slightly different model than the draft Federal law «On biological safety”, to wear the most specific, applied nature.
