The article is devoted to the analysis of the normative and legal legislation designed to regulate the development of the Arctic zone of the Russian Federation in the aspect of ensuring the economic security of this macroregion. The analysis of the main federal and regional regulations has been carried out, Arctic preferences for business and the population have been singled out and systemized in the context of individual subjects and municipal entities, which are inherently a strong basis for ensuring the economic security of the macroregion. The analysis of legislative acts regulating the development of the Arctic zone and the legal relations between its subjects showed that today there are more than 500 regulatory legal acts in force, which, however, do not form a reliable legislative basis for the sustainable development of the Arctic territories. Today, there is a need for a single normative legal act with a full list of additional preferences in relation to legal entities that carry out economic activities in the Arctic (tax breaks, certain forms of state support, etc.), as well as to individuals who live and work in the territory (benefits for residents of the Far North, as well as for the small indigenous peoples of the North).

In 2021, the Russian Federation will assume the chairmanship of the Arctic Council. This fact confirms the special attention of the country’s leadership to the unique geostrategic region. In December 2020, President of the Russian Federation Vladimir Putin, at an online meeting with volunteers and finalists of the contest “Volunteer of Russia”, noted that Russia would grow with the Arctic and the territories of the North. Many Russian citizens’ lives and the state’s success in the international arena depend on this territory’s development. One of the most important mechanisms for achieving the stated goals is national projects (NP), which should make a significant contribution to the development of the country’s territory. The purpose of the study is to assess NP in the subjects that are entirely related to the Arctic zone: Murmansk region, Nenets Autonomous okrug (NAO), Yamalo-Nenets Autonomous okrug (YANAO), and Chukotka Autonomous okrug (CHAO). In the course of the work, general scientific research methods were applied: comparative analysis, data comparison, induction, deduction, etc. The study results showed that, despite all the differences in economic and geographical position, financial condition, population, and regional development priorities, all Arctic regions have similar problems that hinder the effective development of territories. Without solving the problems indicated in the work, it is impossible to expect a qualitative «breakthrough» and implement the NP’s goals.

Living in adverse climatic and geographical conditions of the Arctic zone of the Russian Federation requires mobilization of the adaptive mechanisms of the central nervous system in humans. The parameters of the event-related potential P300 serve as indicators of brain bioelectric processes associated with the mechanisms of information perception and processing. This study aimed to establish the parameters of the event-related potential P300 in 16–17-year-old schoolchildren living in different regions of the Arctic zone of the Russian Federation based on a comparative analysis. The auditory event-related potential P300 was evaluated in subjects living in the Nenets Autonomus Okrug (NAO), Yamalo-Nenets Autonomous Okrug (YNAO) and the Arkhangelsk Region (AR). P300 latency and amplitude were recorded by the Encephalan-131-03 electroencephalograph (Medicom MTD, Russia) in the frontal (F3, F4), central (C4, C3), parietal (P3, P4), mid-temporal (T3, T4), and anterior temporal (F7, F8) areas of the brain using the oddball method. In schoolchildren living in AR and YNAO, the amplitude-latency parameters of P300 did not differ significantly. Subjects living in NAO, the majority of whom are representatives of the indigenous peoples of the North (the Nenets), had a longer P300 latency than their peers from other regions. Р300 amplitudes in schoolchildren from all the regions under study were statistically identical. The author comes to the conclusion that longer information processing time, according to the P300 data, reflects the adaptive psychophysiological characteristics of the population with a long historical experience of living in the North.

The article discusses current issues of Arctic governance. The main motives of the growing interest of the world community to this region are revealed. Comparative analysis of the conceptual framework and key priorities of the Arctic policy of the Russian Federation and other circumpolar powers based on a study of their national Arctic strategies. It was determined that the main difference between the Russian model of managing the Arctic zone lies in the priority of exploitation of natural resources on the basis of creating an optimal configuration of the main factors of industrial production, while the policy of foreign northern countries is aimed primarily on the sustainable development of the Arctic territories and at achieving their social sustainability through the comprehensive development of Arctic local communities. In our opinion, it is advisable for the Russian Federation to apply such a model where the state vector of Arctic policy is oriented, first of all, to the social component of territorial development as for the basis for a comprehensive balanced development of the Arctic zone and for ensuring the country’s national security. Namely, – the implementation of the model of sustainable development of the Arctic territories, the main elements of which are rational and careful nature resource use in the Arctic zone, limitation of negative environmental impact and conservation of the biodiversity of the Arctic territories, orientation on the national policy not only on the indigenous peoples of the North, but also on the local population living here, improving the quality, conditions and standard of living, as well as close mutually beneficial international cooperation on municipal, regional and global levels.

The relevance of the article is determined by the increasing role of the Arctic transport system in the economy of the Russian Federation: involvement of territories of the Arctic zone of the country in economic activities, an increase in their social and economic potential. The development of the northern territories is directly related to existing and future capabilities of the Arctic transport system, for successful functioning of which it is necessary to provide it with feeder transport network. The objective of the work is to determine the scenarios according to which development of these feeder roads can be carried out. When writing the article, the methods of systemic, comparative, and statistical analysis were particularly used. The paper clarifies the definition of the Arctic transport system. It is noted that scenarios for development of feeder routes to it should be linked to its general development, as well as to the development of the Arctic zone of the Russian Federation. The European and Ural Arctic subregion is highlighted, where development of feeder routes is most important in connection with the growth of economic activity on Yamal Peninsula. With reference to the works of domestic and foreign authors, strategic planning documents of the Russian Federation, it is assumed that according to the degree of achievement of target indicators of traffic volumes along the Northern Sea Route, optimistic and pessimistic scenarios for formation of feeder network can be activated. The final implementation of one of those scenarios is determined by political, natural, and other risks. When developing scenarios for formation of transport feeder network to the Arctic transport system, the emergence of new modes of transport should be considered. New modes of transport can provide linking of remote objects to the trunk transport networks or eliminate the gaps emerging in them. The use of new modes of transport in the Russian Arctic should be carried out only after testing at specialized test sites, where their safety for transportation of passengers and goods, as well as for the environment, will be determined. The work was carried out within the framework of the comprehensive program of fundamental scientific research of the Ural Branch of the Russian Academy of Sciences for 2018–2020 and is associated with the need to increase the capacity of the main ports of the European and Ural Arctic and the volume of traffic along the Northern Sea Route.

The article examines some aspects of state financial regulation of regional development, which is the most important aspect of economic security and is largely associated with the legal features of the regulation of this activity, the implementation of state development programs for the regions of the Arctic zone of Russia (AZRF). The financial regulatory mechanisms are analyzed, which include the system of financial support, tax, budget, investment, insurance and other economic mechanisms. Analysis of the content of the levels and the corresponding mechanisms of state financial regulation made it possible to determine the directions of influence on the subjects of financial regulation. It was established that financial regulation is presented in the form of a set of mechanisms and instruments of influence, which is based on state priorities related to the implementation of an effective financial policy in the Russian Arctic, ensuring the economic security of the regions, and achieving national interests. It was found that direct budget financing is the main mechanism for supporting and stimulating the development of the Russian Arctic. This mechanism is implemented on the basis of state programs of the Russian Federation financed from the federal and regional budgets. It has been established that there is legal uncertainty regarding the issues of financial regulation of the AZRF development. Until now, there is no law "On the Arctic zone of the Russian Federation", which would have fixed the object of state policy in the Arctic, including state financial policy. In the conclusion of the article, it is concluded that there are restrictions on the implementation of programs for the socio-economic development of the regions of the Russian Arctic. Direct budget financing does not allow achieving the set goals, therefore, a set of measures is needed to find investors among large state corporations or private and foreign companies.

Food security issues are among the priority areas for the development of the regions of the Arctic zone, both on the territory of the Russian Federation and abroad. The sustainable development of the territory largely depends on the satisfaction of the basic needs of the population. For a detailed and comprehensive assessment of the situation on this issue, a qualitative methodology is required, which will most objectively reflect the state of food security in the regions of the Arctic zone. The study analyzes the existing methods of assessing food security, justifies their main advantages and disadvantages. The authors propose their own methodology for assessing the food security of the regions of the Arctic zone, which uses the most common indicators used in previous methods, and is also based on the main socially significant features of the regions of the Arctic zone (small population, limited opportunities for food production).

The article is devoted to the approaches to achieve sustainable development of the Arctic territories. Measuring sustainability is one of the important aspects in the formation of state and corporate policies. Sustainable development of the region requires to solve three issues: 1) to improve the quality of life of the population; 2) to reduce social inequality; 3) to reduce the anthropogenic pressure on ecosystems. The article analyzes two author’s methods: compiling a sustainable development rating of the Russian Federation’s regions, fully or partially included in the Arctic zone of the Russian Federation, and companies operating in the Arctic zone of the Russian Federation (Polar Index); development of a sustainable development rating for the regions and companies of the Barents Euro-Arctic Region (Barents-Polar Index). These studies will be useful to representatives of companies and the leadership of the Russian regions to move towards sustainable development based on the “green” economy.
