As a result of anthropogenic destruction of natural biogeocenoses, a decrease in biodiversity occurs, leading to instability and degradation of both individual elements and the biosphere as a whole. In coal-mining regions, there are two equivalent environmental problems: land degradation as a result of mining and an increase in production and consumption waste. The unfavorable ecological situation affects the state of the ecosystem of the regions as a whole, which negatively affects the health of the population. In this regard, the development of predictive models of the state of disturbed lands - their reclamation and return to the national economic turnover - are relevant. The purpose of this work is to develop principles of rational nature management during land reclamation in the Kemerovo region, disturbed as a result of opencast mining of mineral deposits. The principles of rational use have been developed, their implementation will contribute to the improvement of the ecological situation. The mechanisms of implementation include: an integrated approach to solving the problems of land reclamation and disposal of solid household waste in a coal-mining region; forecasting and regulation of the introduction of alien objects; introduction of environmentally friendly technologies to minimize emissions of xenobiotics into the biosphere and decontamination of MSW processing products.

In the paper the influence of surface mining on the environment is presented. The sizes of mining areas and depression funnels has been shown. Also are presented the amount of cover materials and the quantity of water pumped out from the mines in five regions of brown coal mining in Poland.Various conceptions of land reclamation are discussed, from the method of pioneer vegetation in the years of 1950 - 1970, trough selective excavation of the humus soil in the years 1970 - 1980, to conception of the direct introduction of the final type of vegetation.In the lost part of the paper three models of agricultural land remediation are discussed, as well as the yields of the cultivated plants on recultivated former mining areas.

The results of control over the boundaries of coal-mining enterprises, assessment of the degree of self-growth of dumps, monitoring of the state of vegetation near objects of coal mining and dust load of the area are shown.

Being the leading coal mining region in Russia, Kuzbass has significant experience in training specialists in geology, mining industry, ecology and nature management. Therefore, the states-partners of Russia such as Tajikistan, Kirgizia and Uzbekistan are interested in training their specialists for mining industry at Kuzbass universities. In accordance with the Russian state policy for internationalization of Russian higher education it has resulted in sharp increasing of the number of international students at the universities of Kuzbass. A survey of the international students’ attitudes carried out at Kemerovo State University, the leading regional university, indicates the necessity to arrange their sociocultural and educational support aimed at their socialization and sociocultural adaptation to the conditions of educational environment of the university. The main principle of sociocultural and educational support of international students is based on the consolidation of different university departments in their organization of educational, scientific, cultural events to create favorable conditions for sociocultural adaptation of international students and their successful achievements in higher education programmes. Moreover, students’ intercultural communication promotes business relationships with representatives of the leading coal mining countries.

In present-day conditions the main goal of social and economic development of any territory is the growth of living standards including improvement of ecological situation by carrying out nature protection measures. Increase of negative impact on environment and sometimes uncivilized use of natural potential of the region are the main reasons why society concerns the problems of environment preservation. Improvement of ecological situation is one of the most important factors of development of the region now, at the same time providing balance of interrelation between public needs and natural resources. As a result the question of the need to provide conditions for improvement of environment in a region, especially in a coal-mining region, in the course of its development, becomes more and more urgent. That’s why environmental monitoring should become one of the instruments of execution of such approach, which today, undoubtedly, means a lot in the solution of environmental problems, however is not always systematic and does not consider all features of a mining region. The need of careful studying and forecasting of an ecological state of the coal-mining region becomes logical and obvious.

The paper discusses the main disadvantages of strip and underground mining methods and possibilities of eliminating the disadvantages through introducing a combined technology of coal deposit mining. Combined coal mining technology is the method comprising elements of several geotechnologies, for example, underground and strip mining, as well as, possibly, underwater mining, borehole and other techniques of deposit mining. The combined coal mining technology provides for unified layout for opening, development, production and processing of reserves for the whole LoM on the basis of general technological solutions made in advance. Such complex solutions for opening and development of deposit reserves within the opencast and underground mining contour allows minimizing the volume of openings and reducing the time for commissioning, investment costs, as well as decreasing the costs for aerage, drainage, rock mass hauling and land reclamation. Substantiation of deposit opening options should comprehensively take into account technical, organizational, and economic factors [34–37]. Analysis of the options as exemplified by the Makar’evskoe coal deposit development in Kuzbass allows to conclude that the combined method is promising and promotes increasing optimal volumes of coal production, while reducing the deposit development time by about 15 %, and increase the net present value compared to underground and opencast mining options more than 5 times.

The research features integration of Russian economy into the model of sustainable development proposed by the United Nations Organization. The authors considered the main goals of sustainable development and their prospects in Russia. The paper focuses on the case of Kuzbass (Kemerovo region) as a typical resource-type mining region. The authors studied how the local authorities implement the sustainable development concept, solve demographic problems, preserve biodiversity, and protect forests. The research involved elements of systematic and integrated approach. The authors believe that the sustainable development of a mining region depends on the implementation of the best available technologies, energy efficiency, creating green spaces, and production safety. The research also featured the role of coal mining enterprises in the formation of the regional model of sustainable development and achieving the main target priorities of sustainable development in accordance with the UN Program. The article describes the roadmap of the sustainable development model for Russian territories, as well as regional national projects, e.g. digital platforms in coal mining and environmental protection. The authors emphasize the need for reclamation of disturbed lands by coal mining companies.

Political democracy should be equivalent to the economic development of the quality of democracy, economic democracy if not upright, even the owner of the ruling power and money, which is parallel to force global corporatocracy. Consequently, the economic oligarchy preservation reinforces control of production and distribution from upstream to downstream and power monopoly of the market. The implication, increasingly sharp economic disparities, exclusive owner of the money and power become fertile, and the end could jeopardize the harmony of the national economy. The loss of national economic identity that makes people feel lost the “pilot of the state”. What happens then is the autopilot state. Viewing unclear direction of the economy, the national economy should clarify the true figure.

Current situation and agricultural management on the non-black earth area of Russia arebeing gradually worsen by the negative natural factors such as a significant increase of weather based climatic abnormal risks, deterioration of agro-meliorative conditions of agricultural lands because of colonization by tree and shrubbery vegetation and secondary bog formation, hidden degradation of soil fertility. When combined with functional loss of ameliorative complex and meliorative systems amortization, regional agriculture adaptation possibilities were rapidly limited. Production shortfall due no abnormal weather conditions for particular field crops was 19…48% during last five years, level of business realization of bioclimatic potential on a field was decreased by 7…12%.The complete realization of regional agricultural adaptive potential to weather based climatic changes and limitation of greenhouse gases emissions is possible on a basis of regeneration ofalll functions and aspects of ameliorative complex management. Toward this goal the coordinated actions of federal and regional management of Agricultural Complex, Scientific and Educational institutions, project foundations and managers are needed in a relation to human resources, scientific and regulatory supply. Any incomplete treatment in these fields inherent in visual negative consequences for food security and social economic development of rural areas of non-black earth zones not only at the current historical moment, but in a future also. Fundamental influence of solving of these problems deserves to scientific supply of innovative ameliorative complex, renewal of which should be based on principals of resources and energy preservation, nature management, computerization and digitalization management. During a long term research it was established that increase of average vegetation period temperature by lоСhas increased productivity of winter wheat, barley and summer wheat in average on 0,7 tons per ha, winter wheat and oat on 0,4 tons per ha, potatoes – 8,2 tons per ha, edible roots-6,4 tons per ha, cabbage 9,8 tons per ha, dry basis of herbage of multi and one age grasses–0,5 and 0,7 tons per ha. Increase of СО2 Concentration from 0,35 to 0,45% during last twenty years contributed into grow of yield in regional agriculture which can be estimated as 0,3 tons per ha per measure; searching remedy for agroclimatical risks decreasing production became drainage and irrigation systems (decrease 3…5 times);new method of reclamation of abandoned areas with transformation of biomass of tree and shrubbery vegetation into biochar makes it possible to decrease СО2 emissions up to times and get an adverse balance of СО2;secondary reclamation of lands covered by trees and shrubbery on area of 22ha used for vegetables and area of 37ha used for forage crops could supply a farmer with work and revenue sufficient for maintenance of one child what is on the major facts of population declaim in rural areas.
