This article aims to examine professional public accreditation of educational programs as a means of ensuring that higher education remains relevant to the current socio-economic public needs in the context of shifting requirements of the labour market, digitalization of most areas of life, and new challenges in technical and technological development. The study actualizes new approaches that can be used in assessing the quality of educational programs implemented in the field of environmental management, energy, and environmental protection. A systems approach views professional public accreditation of educational programs as a set of measures. They aim to ensure the compliance of educational programs with the requirements of professional standards and employers’ expectations. An institutional approach enabled to identify the subjective characteristics of the examined phenomenon. We also used methods of problem analysis, comparative analysis, data collection, and statistical processing. The result of the study is the established need to develop professional public accreditation of educational programs in the system of independent assessment of education quality, which would make it possible to estimate the significant characteristics of an educational program and to determine whether its implementation in a specific timespan is necessary. This study can contribute to the development of the specific practices of professional public accreditation of educational programs, including in the field of rational and sustainable use of natural resources, and it can facilitate the development of the legal, theoretical, and organizational foundations of this type of public activity.

Novelty/Originality of this Study: We made an attempt to analyse the role of professional public accreditation of educational programs in the system of higher education quality assessment. We studied its advantages and disadvantages, differences from other accreditation procedures, and we suggested the directions of its improvement taking into consideration the current legislation, interests of education organizations, students, their representatives, and employers.

Research background: Despite a fairly long tradition of measuring students’ assessment of the quality of obtained university education, there are still many unresolved issues in this area. The aim of the study: to theoretically substantiate the concept of a profile of graduates’ satisfaction with university educational programs including several parameters. The satisfaction profile serves as a criterion of the quality of education, at the same time reflecting students’ subjective assessment of the learning outcomes received at the university that they correlate with their expectations at the stage of admission. The concept is proposed in association with the monitoring of university graduates’ satisfaction with educational programs developed and tested as part of the research work at the Russian State Social University. Methods: graduate satisfaction is assessed using quantitative (questionnaires, the results of which are processed in SPSS) and qualitative (interviews) research methods. The proposed and tested method for the assessment of university graduates’ satisfaction with educational programs can serve as a basis for the development of university systems for monitoring graduates’ satisfaction with educational programs and education quality management and the satisfaction profile can become a universal criterion of education quality assessment not only in Russian but also in foreign universities. Results and novelty: The novelty and significance of the study results lie in the fact that the rating of educational process factors significant for graduates’ satisfaction provides information that can be used for successfully placing the direction of training in the market of educational services. Moreover, two ratings of the importance of the identified factors are constructed. The first one reflects the respondents’ direct assessment that can be used in advertising and information campaigns in the market of educational services. The second rating shows indirect assessment providing a more adequate image of the real impact of various factors on graduates’ satisfaction with educational programs; the results of this rating can be used in the intra-university quality management.

All pre-entrepreneurial development training programs collect data on the participating individuals as baseline data. This paper’s research question is whether the baseline data of youths can be analyzed to establish comparative gender characteristics. The analysis, data compared gender characteristics to identify customized gender training programs and policies; and as a mechanism for monitoring these characteristics as individuals develop into entrepreneurs. Data from youths being trained after an insurgency in a developing country were used and analysis was conducted with the help of SPSS ver. 21. Findings were that male youths were significantly more interested than female youth in the training. Significant correlations of assosiated chararctertisitcs among the youths were found to be similar across gender, although some were gender related. ANOVA revealed a significant difference in education, meals eaten per day and savings with varying levels of effect among male and female youths, with male youths scoring higher than the females. Education mediated monthly income and savings among female youths; however, among male youth its mediation was on the number of dependents they had. Finally, a binary logit regression showed that both genders were predictable using their education, quality of house they reside in, number of dependents and amount of savings but with varying direction of likelihood and extent. Implications of the study are discussed in the paper.

The EngineeriNg educaTors pEdagogical tRaining (ENTER) project aims at creating a novel multicultural and international approach for formal post-graduate professional and pedagogical education for engineering educators. It is focused on low cost and convenience, thus strongly based on e-learning technologies, whenever feasible, and designed with the objective of being internationally recognized and accredited. It is proposed a hierarchy of 3 structured educational programs for engineering educators, in the context of the European Qualifications Framework for Lifelong Learning. The methodology and quality assessment system of the developed programs are based on a multi-criteria approach and provide an adequate level of engineering educators training.

 This research aimed to develop scientific-based Wopipopu Book media as a means of visual learning style for students at grade IV elementary school and to know the feasibility of the Wopipopu Book  media. This research was conducted at SD Negeri Kebon Jahe, Kecamatan Serang, Serang, involving 23 students at grade IV in a limited trial. This research and development used a model modified by Sugiyono. This model consists of 6 stages namely problem analysis, data collection, product design, design validation, design revision, and product trial. The instruments of this research were questionnaires for media validation by lecturers and questionnaire for students. Based on the result of data analysis, it was concluded that the quality of Wopipopu Book learning media was categorized as very feasible with a percentage of 92.8% from 2 material experts, feasible with a percentage of 75.8% from 2 linguists, and 91.5% from 2 media experts. Furthermore, the percentage of students’ response to Wopipopu Book in the trial was 84.64% with excellent category.

This study aimed to develop a thematic-based big book media as a means of visual learning styles of students in grade IV Elementary Schools. This research was conducted in Elementary School in class IV several 20 students with details of 10 students in a limited trial. In the learning process still using conventional methods, the use of media is not optimal and there are no media that contains some learning material. This type of research uses a model modified by Sugiyono. This model consists of 6 stages, namely problem analysis, data collection, product design, design validation, design revision, and product trials. The instrument used was a questionnaire sheet for media validation by lecturers and teachers as well as student questionnaire sheets. Based on data analysis, it can be concluded that the quality of the developed big book media is in the proper category with a percentage of 80% of media experts, a very feasible category with a percentage of 88% from 2 material experts, and 93.33% of linguists. Student responses to the big book media in the trial with 10 respondents amounted to 85.4% with a very good category. The article discusses conceptual approaches to develop a system for assessing the quality of education in accordance with the Federal State Education Standards. This task is relevant because of the requirements of regulatory documents defining the transition from education quality control methodology to education quality management methodology as a strategic direction in building an education quality assessment system from school to federal level. We consider faults of the traditional model of the school system for assessing the quality of education, the requirements for developing a modern system of quality assessment and their implementation in the author’s methodology. The need for an automated system for assessing the quality of education for the implementation of the presented model is noted. An example of the implementation of the model for assessing the quality of education in the new software product 1C:Education quality assessment. School is described, the features of implementation in this program of a three-level quality assessment system (student level, class level, school level) are discussed.

The article presents an analysis of the decisions of the National Agency for Higher Education Quality Assurance on the accreditation of educational programs of the following specialities: 017 Physical Culture and Sports, 014 Secondary Education (Physical Culture, Human Health). Considering the significant differences between the previous accreditation procedure carried out by the Ministry of Education and Science of Ukraine (until 2019) and the current accreditation procedure carried out by the National Agency for Higher Education Quality Assurance the analysis of accreditation cases is particularly relevant. In the course of the research, the analysis of accreditation cases that took place in the period from November 2019 to November 2020 was carried out. It included the assessment of educational programs, curricula, self-assessment documents, reports of the expert groups, conclusions of branch expert council and decisions of the National Agency. Generalized data on the evaluation of educational programs according to individual criteria is presented. The article presents an analysis of the main shortcomings identified in the process of assessing the quality of educational programs at the stage of field accreditation procedure and, at the stage of assessment of the accreditation case by the branch expert council of the National Agency for Higher Education Quality Assurance. It is shown that the main reason for the decision of the National Agency for Higher Education Quality Assurance on conditional (deferred) accreditation of the educational programs was the presence of significant shortcomings in the structure and content of educational programs, as well as in the processes related to teaching and learning. It was also shown that only half of the educational programs in the field of sports, which passed the accreditation procedure in the period from November 2019 to November 2020 met the requirements for ensuring the quality of the educational process. This indicates that the internal quality assurance systems of Ukrainian higher educational institutions were not ready for the new requirements set by the National Agency for Higher Education Quality Assurance.

The article explores the issues of the objective approach to managing the educational process allowing to effectively update and monitor it. The study is aimed at organizing the processes of control and management of the quality of educational programs with reduced time costs. The authors have researched the processes of methodological support of the educational process and the corresponding documents of an educational organization. An information system for monitoring and managing the quality of educational programs has been developed. The authors have developed models of the problem area, allowing one to determine the bottlenecks in organizing education quality control. The results of the study are meant for the internal audit of educational services and carrying out the procedures of public control, accreditation, or licensing of an educational organization. They allow for the quantitative evaluation of the educational program content and unambiguous interpretation of the obtained result. For this, the authors have developed an objective system for assessing the quality of educational programs. The assessment includes a set of objective indicators with a certain significance: for example, compliance with certain standards, the use of relevant peer-reviewed literature, agreed forms of education, a point-rating system, etc. All criteria are divided into blocks, each of which has a corresponding conformity assessment system. The developed assessment scale unifies the quality monitoring procedure, reduces subjective evaluations, and ensures less time-consuming monitoring of the quality of an educational program at the different stages of its life cycle.

The article reviews the existing system of control of universities’ activity in the Russian Federation. The authors single out two blocks of this system (internal and external) along with three components of external control of universities’ activity (state control; professional control; public control). The article describes the characteristic features of particular forms of state control over universities’ activity (state accreditation of educational programs, federal state control of education quality; federal state supervision over education); public control over universities’activity (public accreditation of educational programs, independent assessment of education quality); professional control over universities’ activity (professional and public accreditation of educational programs, assigning rating to universities); internal control over universities’ activity (self examination in higher educational institutions, internal control of a university as an economic entity, internal assessment of education quality). The article examines the effectiveness of control procedures applied to the main objects of control (educational programs, quality of students training, conditions of educational activity, target results of activity) and singles out the following basic trends of improving the control over universities’ activity: the increased importance of assessing the effectiveness of educational programs implementation and informal control procedures based on expert evaluations and sociological surveys. The following major directions of improving the system of control over universities’ activity in Russia are suggested: developing the state and professional system of control; establishing the audit trails of an educational system; creating the mechanisms of acknowledging the results of control by the inspectors and auditors of different level; shifting the emphasis of state control from formal methods to the check of substantive aspects (quality) of the educational process; developing the tools and methods of professional control over universities’ activity; adapting the indexes of universities global ratings to the special national features of higher educational institutions; developing the internal monitoring of effciency and quality of educational programs’ implementation and informal types of internal independent assessment of education quality.
