The construction industry is high-tech and is one of the key areas for the strategic development of regions in terms of their digitalization. The construction complex provides regions with infrastructure of various levels from design documentation to commissioning, as well as reconstruction and major repairs of buildings. The article adopts an isolated regional approach, which is due to the need to assess specific territories by the level of readiness for digitalization of the construction complex. The purpose of the research is to determine the level of readiness of Russian regions for the digitalization of the construction complex by forming a rating of regions according to the indicator “the level of readiness of the region for digitalization of the construction complex”. To build the rating, the fuzzy sets method was applied using a triangular membership function, which allows to describe the influence of various processes on the formation of digitalization processes in the construction complex of the region. When forming the rating, a scale of fuzzy variable values is set which allows one to classify regions by levels, namely very low, low, medium, high, and very high. The generated rating is illustrated according to the specified scale. Based on the rating, the leading regions and outsider regions are identified by the formed indicator. It was determined that Moscow and Saint Petersburg are highly prepared for the digitalization of their construction complexes, and 53 regions of Russia are potentially prepared. In the future, it will be possible to create a rating of Russian regions on the level of readiness for digitalization of the construction complex with a two-year lag. Then, using the DEA shell analysis method, a quantitative assessment will be carried out that allows you to form performance boundaries and, against the background of four years, adjust the data to identify the most realistic picture. Also, the rating methodology considered by the authors allows us to scale this research to the international level, which will allow us to assess the level of digital development of construction complexes in other countries. The proposed rating algorithm is suitable for other sectors and complexes of the economy. It is enough to determine the main aggregate indicator and select groups of factors.

Since 2019, the Kaliningrad Region has run a regional programme for digital transformation as part of the national initiative The Digital Economy of the Russian Federation. The programme seeks to improve the quality of life by creating information infrastructure and streamlining public administration. The regional Ministry of Digital Development has presented a report on programme implementation, which placed emphasis on economic performance. The study employed the questionnaire survey method to carry out a sociological analysis of the regional population as a participant in digital transformation. Quota sampling was used to select 384 respondents. Slightly over a half of the population had a positive attitude to digitalisation, and about 20 per cent believed that the digital economy led to the degradation of society. The development of a high-tech economy was named the main advantage of digitalisation and proliferation of digital surveillance, its distinct disadvantage. Kaliningraders reported heavy use of digital technology. Yet, the low indices of digital literacy and personal information protection raise concerns. The findings, which supplement the regional digitalisation report with sociological data, may help in planning and delivering activities within the regional digital transformation programme.

Aim. To study the prevalence of carotid (CA) and femoral artery (FA) atherosclerosis among Russian population, mainly in middle age group, using a representative sample of one of the Central Russian regions.Material and methods. The analysis included participants of the ATEROGEN-Ivanovo study (sub-study of the ESSE-RF conducted in the Ivanovo region) aged 40-67 years, who were invited for CA and FA ultrasound to assess plaque presence. A total 1102 people were examined, which was >80% of the original sample.Results. The age of subjects was 54 [48; 60] years (men, 28%). Only 11,2% of participants took statins; 30,9% had low cardiovascular risk (CVR), 35,6% — moderate CVR, 21,8% — high CVR, and 11,8% — very high CVR. The incidence of at least one plaque in CA or FA was 73,6%. The prevalence of CA atherosclerosis was 76,4% in men and 59,1% in women, FA atherosclerosis — 54,9% and 28,3%, respectively. Furthermore, plaques were detected already at the age of 40. The incidence of plaques significantly increased with age, with the exception of carotid atherosclerosis in men, a significant increase in the incidence of which stopped at 45 years of age.Conclusion. Among the Ivanovo population aged 40-67 with a predominance of low-to-moderate CVR patients, there is a high prevalence of carotid and femoral atherosclerosis, which indicates a high potential for using ultrasound for diagnosing subclinical atherosclerosis in assessing CVR in people of this age range.

In November 1868, the Ministry of Enlightenment of Russia approved the Charter of the Russian Chemical Society (RCS), one of the Founding Members of which had been Dmitri Mendeleev. The first report on Mendeleev Periodic Table of Chemical Elements was delivered during a meeting of the RCS in March 1869. Therefore 1869 is considered by the world science as the year of discovery of the Periodic Law and formulation of the Periodic Table of Chemical Elements. Year 2019 is the 150th anniversary since Dmitry Mendeleev discovered the Periodic System, and the United Nations proclaimed this year to be the International Year of the Periodic Table of Chemical Elements (IYPT2019). After a series of transformations, in 1992 the RCS became the Mendeleev Russian Chemical Society. In 2019, the RCS is holding anniversary events. The extraordinary Mendeleev Congress on General and Applied Chemistry is one of them. It will be held in Saint Petersburg in September 2019 and will host approximately 3,000 foreign and Russian participants. English-speaking symposia, conferences and round tables on current issues of strategic development of science and technology are planned as a part of the Congress.

The pathway to a low-carbon future is circular. Circular economy and the optimization of resources used in the energy system can be seen as a way to improve energy self-sufficiency. In St. Petersburg, stakeholders of International Innovation Forum and International Economic Forum 2018 have discussed foreign experience and circular economy in Russia, and found several solutions. Representatives from Business Finland partnership shared their experience – how environmentally friendly technologies become profitable business. FIRO-O, OptiKom, Charity second-hand store “Spasibo”, Baltika Brewery (Carlsberg group) and St. Petersburg Urban Eco-Cluster are given as successful examples of circular economy principles in Russia and St. Petersburg. Moscow and Saint Petersburg have different programs under the local authorities’ support in the sphere of environmentally-friendly development. Infrastructure of the Russian regions needs more attention and support from all the stakeholders: the business, the government and the society. The triangle cooperation (business-government-society) is needed. Russian company’s cooperation and integration into the global networks of ecologically responsible businesses could lead to the easier and faster solutions.

The work is devoted to the analysis of the development of machine-building complex in the Orenburg region. The main problems of regional engineering are associated with a constant investment deficit and the scarcity of financing programs aimed at modernization and innovative technical and technological updating of the engineering complex. The potential of small enterprises in high-tech industries is very high. These industries require the use of highly skilled labor, including researchers and scientists, which is very important for the preservation and development of the intellectual capital of the region. Small business in mechanical engineering is able to make a powerful leap forward in improving the business sector as a whole. A significant problem of regional engineering is the marked predominance of industrial engineering products and the extremely weak availability of engineering products for the population. In order to correct this imbalance, it is necessary to place engineering industries in small and medium-sized cities: Buzuluk, Buguruslan, Sorochinsk, Kuvandyk, Sol-Iletsk, Abdulino, which have a favorable transport position and favorable conditions for specialization and cooperation. In these centers at small enterprises, it is possible to organize the production of consumer engineering products, as well as components based on cooperation with larger engineering enterprises.

The current development stage of globalization process and market reforms in the industrial sector of the national economy requires from scientists and practitioners to design qualitatively new approaches to formation of the strategic development in different economy branches for geopolitical evaluation of threats and challenges. Technological backwardness in Russia increases comparing to developed countries. The poor participation of Russia in international scientific and technical exchange is explained by inconsistent government policy on development and use of intellectual potential, modernization and improvement of manufacturing industry competitiveness, promotion of high-tech products at foreign markets. Reported problems are observed in the pharmaceutical industry, industrial-technological system, which is now almost destroyed, leading to a critical level of dependence on drug imports. However, the pharmaceutical industry as one of the most high technology industries can lead to innovation development in Russia.

Modern machine-building enterprises are actively introducing digital technologies at all stages of technological preparation of production. Great attention is paid to the rational choice of the type of machine tools. This article deals with the model for choosing the type of machine tools in the required amount. The determining factors here are quantity, productivity and types of retaining devices, rate of expenditure of machine and labour forces, production volume of details, etc. The model can be used in the development of a decision support system for the technological elaboration of design documentation.

This article examines the roles of men and women in living-organ kidney transplantation and provides indepth analysis of an issue by considering alternative perspectives. The main purpose of an article is to identify the roles of women and men during donor-recipient interactions in living-organ kidney transplantation in the Republic of Kazakhstan. The article is based on the theories of Alice Eagle about ‘culture and biology interconnection mechanism’ and Sylvia Walby about the ‘Patriarchy system’. In terms of resources, statistical data from RSE on PCV "Republican center for coordination of transplantation and high-tech medical services" of the Ministry of health Of the Republic of Kazakhstan, database of the Ministry of Digital Development, Innovations and Aerospace Industry of the Republic of Kazakhstan, and data related to the donors and recipients from Hospital №7 in Almaty between 2012 and 2016 have been used. The paper considers the importance of gender equality in living-organ kidney transplantation and presents the possible ways of reslving a problem.
