The development and spread of digital technologies lead to serious qualitative changes not only in the field of industrial production. They have a strong impact on the social development of society, including education. The new technological (digital) revolution requires an individualized approach to meeting the economic and social needs of society. The digital revolution focuses on the quality of education based on the comprehensive development of each individual. Moreover, the tools of information and communication technologies used in the education system change depending on the conditions and settings of socio-economic development of the territory. Digital technologies have penetrated all spheres of society’s life, which requires a new quality of education from every employee. In the modern world, a computer can replace about 62% of employees, and only 13% of people have a high level of intellectual literacy that surpasses computer systems [1]. The existing education system needs serious changes, since the system of modern training of workers is inferior to the level of training of workers who worked in the 90s. Moreover, the changes that are being made should also be individualized depending on the socio-economic requirements of the territory. The article identifies the main problems of socio-economic development of the Chuvash Republic. A number of projects are proposed that contribute to the development of the region’s territory in the context of digital transformation.

The socio-economic development of the country is the goal of every state. An important element in achieving this goal is the availability and application of a macroeconomic generalizing indicator that reveals the purpose of public policy. The main aim of the study is to identify the socio-economic characteristics of the organization of life in the countries of Scandinavia, using the macroeconomic generalizing indicator RAZ (the name of the indicator is based on the first part of the Russian word “razvitie” translated as “development”), proposed by the authors. The authors consider this indicator as suitable for cross-country comparisons of the quality of life and an objective estimation of development of the society from the point of view of focusing on the maximum disclosure of person's abilities and personal development. The research was based on the methods of analysis, synthesis, comparison, generalization and modeling, as well as on the case-study method. The use of these methods made it possible to identify the characteristics of the socio-economic organization of life and characteristics defining quality of life (human birth, education and medical care) in their composition, and also the indicators corresponding to them characterizing qualitative changes — levels of human birth rate, education and medical care. The generalized estimation of the specified characteristics defining quality of life, it is offered to make by means of a macroeconomic generalizing indicator. For its calculation a set of the quantity indicators defining quality of life (population in the country, number of the persons trained in an education system and number of healthy people) is generated. The authors make an assessment of the macroeconomic generalizing indicator and the set of the quantity indicators defining quality of life (the population in the country, the number of healthy people and the number of people studying in the education system).The study has developed an approach to calculating defining quality of life indicators using the System of National Accounts according to the data of the European Bureau of Statistical Research and the official websites of the national statistical services of the countries of Scandinavia and Switzerland as a country that has indicators close to the leading values of the countries of Scandinavia. These estimates can be used for comparative analysis purposes. The study compiled a rating of countries according to the macroeconomic generalizing indicator. According to calculations, Norway occupies a leading position. The lowest rank is observed in Sweden. There are changes in the quality of life in society, and this complex phenomenon requires an objective assessment. Generalizing indicator of the development provides such an assessment. The indicator allows us to evaluate the set of characteristics that determine the quality of life, which is not yet taken into account in cross-country comparisons, and to compare them. It has been established that the lack of development of the conceptual apparatus and the unavailability of important statistical information complicate the principle of compiling the indicator and lead to an inaccurate calculation of the macroeconomic generalizing indicator at this study stage. Nevertheless, it was found out that the calculation could be made in relation to the following levels: humanity (world), country, region or city. Further research is planned to study substantiation of the conceptual device of formation of RAZ as indicator for cross-country comparisons of quality of life and an objective estimation of development of the society, as well as for using it as a modelling element of social and economic systems. Besides, it is necessary to develop additional characteristics that take into account the influence of a person’s life expectancy on the quality of his life, as well as in clarifying the conceptual apparatus for forming a macroeconomic generalizing indicator RAZ for building a rational organization of people's place of residence. This approach creates new theoretical and methodological foundations for scientific knowledge of the socio-economic development of the countries and allows us to analyze the quality of life as a base which moves development of the countries in different historical periods and to see the development of the world in the future in a different way.

The three industrial revolutions: mechanization, electrification and automation are important milestones marking great socio-economic development steps of mankind. Currently, along with the industrial revolution 4.0, "digital transformation" is the most mentioned keyword in the world of policy makers, the community of scientists and businesses, because it has been changing the socio-economic basis. In the process of digital transformation, many new problems have arisen in Vietnam, requiring research and answers, many challenges and challenges to socio-economic development in Vietnam. Implementing digital transformation in the fields of economy, health, education, contributes to improving the quality of life, however, digital transformation has not yet met the requirements of socio-economic development in Vietnam today, thereby building solutions to promote the digital transformation process in Vietnam in order to develop breakthroughs and quickly catch up with the development of the modern production force. The article analyzes and clarifies the current situation of digital transformation in Vietnam, thereby contributing to providing more scientific bases for the Vietnamese government's decisions to perfect the digital transformation policy to meet the requirements of development of the country in the new era.

The current trend of socio-economic development is digitalization, which affects all spheres of the economy and society, including education. The article examines the features of digitalization of the Russian education system, notes the contradictory nature of the changes especially related to the introduction of digital technologies. The risks of introducing distance education, including for consumers of educational services, are identified. The author emphasizes the lack of elaboration of legal norms for effective regulation of the process of digitalization of Russian education. The scientific validity and economic feasibility of the implemented format of digitalization of Russian education and possible consequences of its transformation are evaluated.

Nowadays, all sectors of the Russian economy are feeling a certain stress caused by the development of digital technologies. There is no doubt that the competitiveness of both individual companies and the state as a whole depends on what positions the domestic economic entities will occupy in the processes of digital transformation. The subject of the research is the specific features and prospects for the development of digitalization processes in Russia. The purpose of the research was to assess the potential benefits and possible challenges to the Russian economy in implementing innovative technology programs. The paper pays special attention to the specifics of the development of digital technologies in the financial sphere. It is concluded that the impact of digital technologies on the socio-economic development of society is ambiguous and a further study of foreign and domestic experience of digitalization and the development of innovative technologies is needed.

Forces of globalisation and economic competition enhanced by, among others, the digital technologies, are radically transforming the social context. Digital technologies are characterised by a powerful and pervasive Internet as well as the related information and communication technologies. Globalisation is facilitated by the universally accessible, reliable and inexpensive communication assisted by these digital technologies. However, there is growing and valid scepticism regarding the digitally influenced socio-economic emancipation. This scepticism is mainly driven by a lack of understanding of digital literacy as a holistic process of creating the necessary social, economic and political changes within a given context. The understanding of digital literacy therefore needs to join a number of seemingly divergent views of digital technology when dealing with these technologies’ benefits in socio-economic emancipation. This understanding of digital literacy should therefore be shaped and focused more on understanding how digital literacy impacts the poor and marginalised, especially in looking at the socio-economic welfare of these marginalised sections of the society. This article discusses digital literacy by firstly looking at the shortcomings of the available definitions and approaches and then recommends a socio-economic development-orientated definition. The article brings to the fore the most critical digital literacy issues for socio-economic development. These issues are important; they ensure that digital literacy is not viewed in isolation, but rather in terms of its outcomes and consequences, especially with regard to socio-economic development.

The purpose of this paper is to study the main directions of improving higher education in the Republic of Uzbekistan and to develop optimal solutions that contribute to the achievement of high results in this area of the economy. In the modern period, under the influence of the processes of globalization and universal digitalization, serious qualitative changes are taking place in the world economic system, which are reflected in the development of all sectors and spheres of the economy, including the education system. Materials and methods. In this paper, methodological conclusions and fundamental provisions for the development of the higher education system are used. The information base of the research is made up of materials from official statistical sources, data from periodicals. When writing the paper, methods of analysis, synthesis, special methods of working with computer networks and computer databases were used. Results. This paper highlights the basic directions of the development of the higher education system in the Republic of Uzbekistan in the context of the global digitalization of the economy. The paper shows that in the modern period in the Republic of Uzbekistan the training of highly qualified personnel is the primary task in the development of the country. The author notes that the development of higher education is implemented on the basis of a whole set of government documents and is aimed at optimizing the higher education system in order to achieve high indicators in the world educational ranking. In addition, the paper shows that a large role in the development of higher education is played by the demands of the economic and social sphere, science, the technological complex, the labor market, as well as the predicted needs of their further development. The author also states that taking into account all interrelated factors in the development of economic, social and technological processes will make it possible to form an optimal system of higher education in a single socio-economic complex of the country. In this paper the author suggests that digital technologies are individualizing the educational process, diversify, and develop students’ independence. Thus, the quality of education improves, and it is not only the full and high-quality fulfillment of the requirements of the curriculum: classes begin to meet the personal interests and needs of students and graduate students. As one of the conclusions of this study, the author noted that the main task of modern higher education in the Republic of Uzbekistan is to ensure the quality of education on the basis of maintaining its fundamentality and compliance with the current and future needs of the individual, society and the state, the effective use of the advanced pedagogical and digital technologies. Conclusion. This paper presents the results of studying the development of the higher education system in the Republic of Uzbekistan, studied the best practices in this area and outlined the main directions for further improving this sector of the national economy.

The article describes the impact of digital technologies on the level of social and economic development of the society, provides a rating of the largest IT companies in terms of the volume of business capitalization. The necessity of digital transformation of the management of the socio-economic development of society and organizations is substantiated. The problems of transition to a digital basis for managing the economy in the Russian Federation are revealed. The model of IT strategy formation for digital transformation of business processes at the enterprise is formed. As a tool for selecting the most preferred IT strategy of an enterprise in any industry, a matrix of possibilities for implementing an IT strategy for the enterprise is proposed.
