- The Author, in this paper, first of all reconstructs the essential historical phases of the theoretical and practical renewal process which preceded and accompanied the 180 law approval, that established the psychiatric hospitals closing. He then describes the Italian psychiatric reform characteristics, underlining how it produces the emerging of needs of new interpretation and intervention methods about psychic sufference: in this perspective psychotherapy has a crucial role and the italian law in psychotherapeutic training regulation is a further support. Particularly systemic psychotherapy proposes common basic principles with regard to the psychiatric reform and can represent an useful instrument for developping innovative concepts and practices. The rapid technology development and information made public (community) being so critical to the policies was taken by the government. This requires police institution to maintain of security guards, public order, enforce the law, provides protection, aegis and service to the community. Public Relations (PR) is an agency which have a duty to understand and evaluate a variety of public opinion in order to help to create harmony between particular agencies with the public. In order to increase quality of human resources in Police Department are required personnel with the ability in resolving problems the happens in society. In resolving these problems, that needed cooperation between police department, college and the community. The contribution of college to police department and the community with conducting the devotion to the community in cooperation Polresta Tangerang. The method in use in devotion community is by providing training of the role of public relations to Polresta Tangerang members through zoom cloud meeting. The role of public relations training aimed at giving public knowledge include similarity in communication, public relations function, basic principles of public relations, the management of the community and management of media relations may be good quality police. The evaluation of the training be concluded that the training that performed capable of increase understanding participants on the role of public relations.

This Community Service and Empowerment Program offers solutions to overcome problems encountered in Sedayu, especially the under-five health problems, such as the lack of knowledge about the provision of MP ASI according to World Health Organization (WHO) standards, the lack of utilization of quality local foods for MP-ASI and many the provision of instant breastfeeding by mothers in infants, the provision of MP-ASI is less appropriate with the duration, frequency, texture and variation according to age stage and the lack of attention of parents related to the growth of infants. The data shows that there are many toddlers in Sedayu who suffer from malnutrition and even malnutrition and stunting (short). The purpose of this community service is to improve the community's knowledge about the making of MP ASI by optimizing the existing local wisdom. The hope of this program can improve the knowledge, behavior and health status of children under five. The target of this program is the mother of the students from the students of  TK ABA Argomulyo, TK ABA Sedayu and TK Tapen, Sedayu Subdistrict, Bantul who have under five children. Activities undertaken include training on the basic principles of MP-ASI, training on making and assisting various processed MP-ASI using quality local food. And held a mini gallery of processed products of various variations of ASI MP using quality local food to promote MP ASI products to the public.

Contrary to the standard view that health is a private good, health should be viewed as a public good: its benefits are nonexcludable and nonrivalrous. Health should, in fact, be understood as a global public good, in light of globalization. Chapter 6 illustrates this analysis with reference to the global eradication of smallpox. Understanding health as a global public good, rather than as a private good, has implications for a nation’s moral obligations to newcomers and the health policy that its government crafts: one person’s health can adversely affect another’s health, and good health can benefit many. Given the public good dimensions of health, failure to help newcomers in need of care may not only be counterproductive because it puts the health of all at risk, it may also violate basic principles of fairness, reciprocity and justice.

Abstract Introduction The coronavirus outbreak has set off alarms around the world, leading to border closures, trade controls, travel bans and other measures. The Wuhan coronavirus epidemic continues to spread globally to the new European hotspot in Italy. New information about the epidemic and the virus is changing rapidly as the virus spreads and appears in parts of the world. Although official announcements by the Croatian Government and Crisis Staff calmed the public with pictures and data on the disease, it showed something else that heightened public concern and caused two conflicting phenomena among citizens - on the one hand, the majority showed understandable doubt about the information that could have raised the concern for their own health while the rest of the population ignored the facts. The market showed complete unwillingness to cope with this epidemic and a chronic shortage of protective equipment (masks, disinfectants...) emerged. Most of the citizens' queries and concerns were moving in the direction of personal protection, child protection and justification for holding large gatherings. Results By March 8, 2020, twelve COVID-19 patients were recorded in Croatia, of which 5 were patients in Rijeka, 3 in Zagreb and 4 in Varaždin. The first sick person is a Croatian citizen from Zagreb who became infected during his stay in Italy (Milan, Lombardy province). Conclusions In this crisis, several basic principles of crisis communication with the public have been forgotten: The first source of communication often becomes the source against which everyone else is measured.Accuracy is crucial to credibility.Emotion cannot be countered by facts. People must first know that the government cares.The public should regain a sense of control over circumstances beyond control.A lack of public respect in a crisis undermines trust.Honesty is fundamental to maintaining trust. AbstractTransparency is fundamental to environmental governance. It promotes public trust, goodwill, and credibility in environmental decision making. It also ensures that monitoring and enforcement of emissions reduction targets are efficient and effective. As the impacts of climate change increase, it is urgent that scholars and policy makers develop and test criteria for transparency in both the calculation of emissions reductions and the public reporting of emissions. This article highlights basic principles of transparency that should inform such criteria and that may be applied on a transnational basis. We also examine China’s recently implemented pilot emissions trading schemes and find that the approach in China does not yet comply with our suggested principles. Nevertheless, the positive direction of environmental governance in this region is encouraging.

Cognitive enhancement is becoming progressively popular as a subject of scientific investigation and by the public, although possible adverse effects are not sufficiently understood. We call for cognitive enhancement to build on more specific, mechanistic theories given that a-theoretical approaches to cognitive enhancement are both a cause and a consequence of a strong, if not exclusive focus on the benefits of procedures suited to enhance human cognition. We focus on downsides of cognitive enhancement and suggest that every attempt to enhance human cognition needs to deal with two basic principles: the neuro-competition principle and the nonlinearity principle. We discuss the possibility of both principles in light of recent attempts to improve human cognition by means of transcranial direct current stimulation, a well-established brain stimulation method, and clinically relevant nootropic drugs. We propose that much stronger emphasis on mechanistic theorizing is necessary in guiding future research on both the upsides and the downsides of cognitive enhancement.

We analyze the legislation and practice of public control implementation of the work of institutions and authorities that conduct sentences. We consider the basic principles and directions of the Public Monitoring Commissions (PMC) activities, we list the problem aspects of the administrations interaction of corrections facilities (CF), mass media and public members. In addition, we study the conceptual foundations of the penal system (PS), measures of legal, organizational, informational, social and economic nature aimed at transparency and improving the conditions of serving a sentence. We ascertain that in practice there are cases in which misunderstanding and ignorance of the criminal, criminal procedural and correctional law legis-lation by members of the PMC, their inability to give an objective legal as-sessment of the behavior and actions of a particular subject (remand prisoner, convicted) and officials of administrations of the Federal Penitentiary Service (FPS of Russia) often creates prerequisites for destabilizing the work of institutions of forced detention (FD) and violating the order of serving sentences. In addition, we note that there are other unresolved tasks with the procedure for protecting the rights of convicted prisoners. Thus, we points out that to date, the issues of modernization and optimization of the security system of the CF, strengthening the material base, the formation of modern information and telecommunication infrastructures, ensuring the necessary level of social protection of the PMC employees, introducing modern technologies and technical means into practice of conduct of sentences and many others have remained unresolved.
