In 2003 the European Commission introduced the EC Directive on the energy performance of buildings in recognition of the importance of energy savings in the urban housing stock. The Directive gives the member states freedom to design the different elements in practice. The energy certificate for existing buildings demanded by the EC Directive can be used as a communicative instrument, or combined with economic or regulatory principles. The authors discuss the anticipated efficiency and effectiveness of different policy approaches in the application of the EC energy certificate for the urban housing stock. They argue that, although energy certificates as a communication instrument for household appliances have appeared to be relatively successful, the different nature of the building sector may mean that their effectiveness here will be rather limited. The combination of energy certificates with tax schemes seems promising, but will have to be coupled with general income taxes or in housing-related taxes in order to prevent regressive social effects. Combination of the energy certificate with subsidies should be limited, because of the ‘free-rider effect’, and subsidies should only cover innovative products at the beginning of their ‘learning curve’. Effective results can probably be expected from the introduction of regulations combined with energy-certificate standards, but this requires a rather drastic approach and needs time to receive sufficient commitment, as has been the case for new buildings where there has been a gradual development of energy regulations over the last thirty years. However, an introduction of energy standards for the existing urban housing stock through the EC energy certificate offers great potential in the realisation of CO2 reductions. The introduction of an energy standard, by means of the energy certificate in combination with progressive taxes or other economic measures to reward better and punish worse energy-performance levels, seems an interesting approach that needs further research.

The energy saving potential of the building stock is large and considered to be the most cost efficient to contribute to the CO2 reduction ambitions. Severe governmental policies steering on reducing the energy use seem essential to stimulate and enforce the improvement of the energy performance of buildings with a focus on reducing the heating and cooling energy demand. In Europe the Energy Performance of Buildings Directive is a driving force for member states to develop and strengthen energy performance regulations for new buildings and energy certificates for the building stock. The goals are to build net zero energy new buildings in 2020 and to reach a neutral energy situation in the whole stock by 2050. More and more research projects deliver insight that the expected impact of stricter regulations for newly built houses is limited and the actual effects of energy savings through housing renovations stay behind the expectations. Theoretical energy use calculated on base of the design standard for new houses and assessment standards for Energy Performance Certificates of existing dwellings differ largely from the measured actual energy use. The paper uses the findings of some Post Occupancy Evaluation research projects. Is the energy saving potential of the housing stock smaller than expected and should we therefore change the policies?

The Energy Performance of Buildings Directive 2010 calls for the Nearly Zero Energy Standard for new buildings from 2021 onwards: Buildings using “almost no energy” are powered by renewable sources or energy produced by the building itself. For residential buildings, this ambitious new standard has already been reached. But for other building types this goal is still far away. The potential of these buildings to meet a Nearly Zero Energy Standard was investigated by analyzing ten case studies representing non-residential buildings with different uses. The analysis shows that the primary characteristics common to critical building types are a dense building context with a very high degree of technical installation (such as hospital, research and laboratory buildings). The large primary energy demand of these types of buildings cannot be compensated by building and property-related energy generation including off-site renewables. If the future Nearly Zero Energy Standard were to be defined with lower requirements because of this, the state related properties of Bavaria suggest that the real potential energy savings available in at least 85% of all new buildings would be insufficiently exploited. Therefore, it would be useful to instead individualize the legal energy verification process for new buildings to distinguish critical building types such as laboratories and hospitals.

Thermal renovations are considered to be an effective measure to reduce residential energy consumption. However, they often result in lower-than-expected energy savings. In this paper, we investigate some parameters that influence the probability on lower-than-expected energy savings. We do this by comparing actual pre- and post-renovation energy consumption of 90,000 houses in the Netherlands. The results of this study confirm that the effect of the parameters differ per renovation measure. For every renovation measure, the energy performance gap post renovation plays a significant role. This implies that the use of actual energy consumption data to determine the potential energy savings could therefore help to reduce the number of renovations resulting in lower-than-expected energy savings. Also, the energy efficiency state of the building pre-renovation plays an important role. One should take into account that renovations of energy inefficient buildings more frequently result in lower-than-expected energy savings than renovations of relatively energy efficient buildings. For the type of house we found that multifamily houses more often result in lower than expected savings when building installations are improved, while single-family houses renovations more frequently result in lower energy savings than expected when the building envelope insulation is improved. These insights can contribute to the decision making process whether or not to take a certain renovation measures, they can also help to manage expectations on housing stock level and individual building level.

The mandatory energy performance certification of new buildings or buildings for sale has been introduced in all Member States in order to achieve European Union’s energy efficiency goals. The certification of buildings sets mandatory requirements for higher energy efficiency buildings’ level of airtightness. However, a bigger problem lies in existing older residential buildings, which are energy inefficient and do not require certification. The unused potential for energy savings observed here is related to the airtightness of single and double apartment residential buildings and energy efficiency related to airtightness of them. Therefore, this work analyses the airtightness of energy class D and lower buildings based on actual airtightness measurements and evaluates the possible energy saving potential associated with the application of airtightness measures based on the example of one inefficient single apartment building. The results show that increase of the airtightness in such buildings to 3 h–1 enables to reduce the energy costs related to the airtightness in Lithuania over a period of 10 years by 0.17 TWh per year.

In this work, we present results from the largest study of measured, whole-building energy performance for commercial LEED-certified buildings, using 2016 energy use data that were obtained for 4417 commercial office buildings (114 million m2) from municipal energy benchmarking disclosures for 10 major U.S. cities. The properties included 551 buildings (31 million m2) that we identified as LEED-certified. Annual energy use and greenhouse gas (GHG) emission were compared between LEED and non-LEED offices on a city-by-city basis and in aggregate. In aggregate, LEED offices demonstrated 11% site energy savings but only 7% savings in source energy and GHG emission. LEED offices saved 26% in non-electric energy but demonstrated no significant savings in electric energy. LEED savings in GHG and source energy increased to 10% when compared with newer, non-LEED offices. We also compared the measured energy savings for individual buildings with their projected savings, as determined by LEED points awarded for energy optimization. This analysis uncovered minimal correlation, i.e., an R2 < 1% for New Construction (NC) and Core and Shell (CS), and 8% for Existing Euildings (EB). The total measured site energy savings for LEED-NC and LEED-CS was 11% lower than projected while the total measured source energy savings for LEED-EB was 81% lower than projected. Only LEED offices certified at the gold level demonstrated statistically significant savings in source energy and greenhouse gas emissions as compared with non-LEED offices.

This study quantified the improvement in energy efficiency following passive renovation of the thermal envelope in highly inefficient residential complexes on the outskirts of the city of Madrid. A case study was conducted of a single-family terrace housing, representative of the smallest size subsidized dwellings built in Spain for workers in the nineteen fifties and sixties. Two units of similar characteristics, one in its original state and the other renovated, were analyzed in detail against their urban setting with an experimental method proposed hereunder for simplified, minimal monitoring. The dwellings were compared on the grounds of indoor environment quality parameters recorded over a period covering both winter and summer months. That information was supplemented with an analysis of the energy consumption metered. The result was a low-cost, reasonably accurate measure of the improvements gained in the renovated unit. The monitoring output data were entered in a theoretical energy efficiency model for the entire neighborhood to obtain an estimate of the potential for energy savings if the entire urban complex were renovated.

Prefabricated solutions incorporating thermal insulation are increasingly adopted as an energy conservation measure for building renovation. The InnoWEE European project developed three technologies from Construction and Demolition Waste (CDW) materials through a manufacturing process that supports the circular economy strategy of the European Union. Two of them consisted of geopolymer panels incorporated into an External Thermal Insulation Composite System (ETICS) and a ventilated façade. This study evaluates their thermal performance by means of monitoring data from three pilot case studies in Greece, Italy, and Romania, and calibrated building simulation models enabling the reliable prediction of energy savings in different climates and use scenarios. Results showed a reduction in energy demand for all demo buildings, with annual energy savings up to 25% after placing the novel insulation solutions. However, savings are highly dependent on weather conditions since the panels affect cooling and heating loads differently. Finally, a parametric assessment is performed to assess the impact of insulation thickness through an energy performance prediction and a cash flow analysis.

Improving the energy efficiency of existing and new buildings is an important step towards achieving more sustainable environments. There are various methods for grading buildings that are required according to regulations in different places for green building certification. However, in new buildings, these rating systems are usually implemented at late design stages due to their complexity and lack of integration in the architectural design process, thus limiting the available options for improving their performance. In this paper, the model ENERGYui used for design and rating buildings in Israel is presented. One of its main advantages is that it can be used at any design stage, including the early ones. It requires information that is available at each stage only, as the additional necessary information is supplemented by the model. In this way, architects can design buildings in a way where they are aware of each design decision and its impact on their energy performance, while testing different design directions. ENERGYui rates the energy performance of each basic unit, as well as the entire building. The use of the model is demonstrated in two different scenarios: an office building in which basic architectural features such as form and orientation are tested from the very beginning, and a residential building in which the intervention focuses on its envelope, highlighting the possibilities of improving their design during the whole design process.
