Environmental Context. Tens of millions of people in developing countries are being exposed to excessive levels of arsenic in their drinking water, and this contamination is widely regarded as the largest current calamity of chemical poisoning in the world. However, arsenic can exist in many chemical forms, and these vary widely in solubility, toxicity, and in bioavailability. Therefore, it is critical to be able to measure arsenic speciation accurately and reliably in order to understand its toxicity and design effective measures of remedial action. Abstract. Inorganic arsenic compounds are known carcinogens. The human epidemiologic evidence of arsenic-induced skin, lung, and bladder cancers is strong. However, the evidence of arsenic carcinogenicity in animals is very limited. Lack of a suitable animal model until recent years has inhibited studies of the mechanism of arsenic carcinogenesis. The toxicity and bioavailability of arsenic depend on its solubility and chemical forms. Therefore, it is critical to be able to measure arsenic speciation accurately and reliably. However, speciation of arsenic in more complex matrices remains a real challenge. There are tens of millions of people who are being exposed to excessive levels of arsenic in the drinking water alone. The source of contamination is mainly of natural origin and the mass poisoning is occurring worldwide, particularly in developing countries. Chronic arsenicosis resulting in cancer and non-cancer diseases will impact significantly on the public health systems in their respective countries. Effective watershed management and remediation technologies in addition to medical treatment are urgently needed in order to avoid what has been regarded as the largest calamity of chemical poisoning in the world.

Richard W. Butler publishes in 1980 a model of evolution of tourist destinations known as TALC -Tourism Area Life Cycle- which stipulates that a site exploited for tourism and leisure knows 6 phases in its evolution: exploration, involvement, development, consolidation, stagnation, decline or rejuvenation. Several experiments of the model will be carried out around the world, however the tourist destinations located in the developing countries constitute a residual category of these applications. This article proposes an exploration of the TALC at the first station developed by the public authorities in West Africa, Saly located on the small coast in Senegal. For this purpose, we used a qualitative research method based on semi-directive interviews with actors at the level of the student site completed by official statistics. Our results show that Saly is in a so-called stagnation phase and that it is important to re-qualify the typology of tourist space in this city, which is experiencing a significant change in relation to its location.

The challenges facing the world, especially developing countries like Swaziland, are many and varied. The United Nations Development Programme (UNDP) estimates that over two billion people, out of a global population of six billion, do not have access to education. The majority of these people are found in developing countries. As many as 113 million children do not attend school. More than one billion people still live on less than US$1 a day and lack access to safe drinking water. More than two billion people in the world in developing countries in particular, lack sanitation. Every year, nearly 11 million young children die before their fifth birthday, mainly from preventable illnesses. The risk of dying in childbirth in developing countries is one in 48 (UNDP, 2003). In most developing countries, especially in remote areas, the situation is exacerbated by lack of electricity.

The COVID-19 pandemic has disrupted personal, social, and economic lives of millions of people around the world. It has taken the familiar world away from everyone. The pandemic is in large part an epistemic problem caused by the invisible contagious virus. Its invisibility can make people ignorant of the threat and spread of the virus. Government and public need scientists to identify and understand the problem of COVID-19. While the latter do not have complete knowledge to cure the disease, they are more knowledgeable to inform the government how to prevent the pandemic from getting worse. Appropriate government intervention requires a thorough investigation involving frequent and massive data collection, which is too expensive for developing countries. Without sufficient data, any government claim and intervention are questionable. The government can compensate the insufficiency of data by acquiring data and information from other sources, such as civil society organization and the public.

This article seeks to discuss whether and how the judicial system has been assuming a new institutional role in the design of public policies aimed at promoting of Economical Social and Cultural Rights (ESCR) in developing countries. Considering that these rights are crucial for human and social development, the article discusses the ways in which the judicial system might interfere with the process of development.Alongside a theoretical debate, the article presents a functionalist comparative study of the public interest litigation in Brazil, India and South Africa. It focuses on how judges seek to promote ESCR as well as on the benefits and problems of their intervention in public policies created by democratic governments and legislatures.The diagnosis that judicial systems around the world play different roles from the ones recommended by the economic neoliberal mainstream shows that several different institutional arrangements are possible and that some of them might be more adequate to the reality of the developing world. Therefore, the article hopes to provide insights to rethink global governance and the current knowledge on law and political economy from a new paradigm.

Arsenic toxicity has become a burgeoning concern as several millions of people are exposed to this chemical through drinking water contamination by arsenic remains a major public health problem. Acute and chronic arsenic exposure through drinking water has been reported in many countries of the world, where a large proportion of drinking water is contaminated with high concentrations of arsenic. As contamination in groundwater has been found in more than 105 countries around the world, it has become the worldwide health problem as several millions of people are exposed to this toxicant. Arsenic contamination of different countries includes Bangladesh, India, Vietnam, Nepal, Thailand, and Chili is the major affected countries where inorganic arsenic in the groundwater with high concentration is seen. Arsenic is one of the most toxic metals which is originated from the natural environment. The catastrophe is that the majority of human arsenic toxicity is from polluted drinking water rather than agricultural sources (fertilizers or pesticides). The different areas across the Gangetic plains in Nepal and India also recently reported being affected by the arsenic. The hippocampus is a part of the limbic system that is crucial to memory function and spatial navigation. Hippocampus lesions in humans produce devastating impairments in declarative memory, and similar results have been seen in non-human primates with hippocampus neurobehavioral disorders.

The occurrence of pesticides in drinking water is a matter of growing concern in several parts of the world, mainly in developing countries, due the possible adverse effects on human health. Pesticides applied in the agriculture are an important source of contamination and are rarely monitored in surface water in developing countries, either by water supply operators or health authorities, often not accomplishing the legal issues regarding the quality control of raw waters. The paper discusses a method for prioritization of surveillance actions of pesticides in surface waters, through multicriteria analysis. Five criteria were defined and a range of weight was established for each criterion. For validation of the method, it was applied in five sub-basins of Grande River Basin—MG. This application allowed ordering priority sub-basins for pesticides surveillance, suggesting two sub-basins as priorities. The validation performed enabled the evaluation and adjustment of the method, mainly regarding the availability of information. The method showed a practical alternative for the environmental surveillance, targeting priority areas. Moreover, its structure allows the application in other different areas and for other pollutants.

An attempt has been made to know its negative effects and pure drinking water treatment. Internet access in developing countries is growing rapidly. Developing countries accounted for one-third of Internet users worldwide by the end of 2003, and the catch up rate is getting faster. Between 2000 and 2003, developing countries increased their share of the Internet population of the world by nearly 50%. This has led some commentators, such as World Bank to claim that initiatives to close the digital divide are no longer relevant (Atkins, 2005). However, most residents of these countries still have no access to the Internet. For example, Internet access in Africa is less than two percent in a population of more than 900 million; the lowest rate of access in the world (Dunphy, 2000, UNCTAD 2004). E-commerce, e-government, and mobile commerce provide significant opportunities for developing countries, but their adoption will be slowed by technological, cultural, economic, political, and legal problems (Davis, 1999; Enns & Huff, 1999). Differences in e-readiness and related barriers to e-commerce will sustain substantial differences between regions of the world, between countries within regions, between urban and rural areas within countries, and between the genders and age groups. Different opinions exist as to what benefits the use of information and communication technologies (ICTs) can offer developing countries. Do they provide developing countries with the opportunity to “leapfrog” ahead, skipping over certain stages of infrastructure development? Or do ICTs simply widen the gulf between the developed and the developing world even further (Economist, 2005)? The World Summit on the Information Society (WSIS) views ICTs as enabling technologies that can improve the quality of life for citizens of developing countries. Whereas Bill Gates view is that ICTs can provide little benefit to developing countries until more basic needs like clean water, health, and education have been met. In spite of this lack of agreement the reality is that if a basic communications infrastructure is available, options do exist to utilize e-commerce in developing countries. This article explores the potential opportunities that these technologies offer, and considers the barriers to uptake. E-commerce involves buying and selling goods and services within an electronic marketplace, and also servicing customers, collaborating with business partners, and conducting electronic transactions within an organization (Turban, McLean, & Wetherbe, 2004). E-commerce can take place between one business and another (Business-to-business), and between a business and its customers (business-to-consumer). E-government is the application of e-commerce technologies to the public sector. Developments in e-government have opened up the potential for governments worldwide to improve the services they offer to their citizens. A move towards e-government offers particular advantages to developing countries that may have difficulties interacting with their citizens through more traditional communication channels. E-government consists of two separate areas. First, it is concerned with changing internal government operations, inasmuch as information technology is used to support cooperation among government agencies (government-to-government). Second, it is used to support external government operations, in particular the interactions between citizens and companies, and the public sector, on a self-service basis (government-to-citizen) (Howle, 2003). Mobile commerce offers the potential to bypass inadequate landline telecommunications infrastructure. Growth in the number of mobile telephone users worldwide has expanded from 50 million in 1998 to over 1.3 billion by 2004 (Turban et al., 2004). Wireless technologies have taken off even in relatively low-income areas of the world, where prepaid cards allow access without having to pass a creditworthiness check. At the end of 2003, Africa had more than 50 million mobile device users, whilst the number of fixed line telephone subscribers stood at only 25.1 million (ITU, 2004). Similar trends have been observed in Latin America and Asia, where handheld devices enable users to overcome the difficulties caused by low fixed line penetrations.
