Development of economic and social indicators for the management of Mediterranean fisheries

The paper reviews recent attempts to select economic and social indicators for the management of fisheries under the aegis of the General Fisheries Commission for the Mediterranean. It outlines some general conditions for the selection and describes aspects of the reference framework specific to the Mediterranean, in a context of poorly defined management objectives. Some of the difficulties in adopting performance indicators at a sub-regional level, particularly in relation to determining the appropriate scale of fleet segmentation, are discussed. With a view to establishing a database on economic and social indicators for Mediterranean fisheries, the need to standardize statistical approaches is emphasized.

A modern enterprise must be ready for any changes that may arise under the influence of both internal and external influences, including uncertain ones. It must be able to get out of this unfavorable situation as quickly as possible. The proposed study is to confirm the hypothesis of the relationship between the level of uncertainty and the performance of an enterprise based on the use of the preventive preparedness regime. The work solves the following tasks: assessment of the level of uncertainty of the external environment, selected as an indicator of entropy; a methodology for choosing the financial and economic indicators of an enterprise for the formation of a preventive readiness mode is proposed; the existence of a relationship between the level of uncertainty and indicators of the preventive readiness regime has been empirically confirmed. The authors propose a variant of the enterprise’s transition to a state of so-called “maximum readiness”, in which it will feel “comfortable”. The concept of enterprise management in a situation of external uncertainty is presented. In accordance with this approach, the results of the analysis of financial, economic and social indicators of economically significant automobile enterprises located in various regions of Russia, included in the list of backbone and influencing the development of the region, have been investigated. The selected indicators were considered from the point of view of the possibility of applying to them the state of the maximum readiness mode in conditions of uncertainty, which provides an adaptive state of the enterprise and, accordingly, will allow maintaining and even increasing its position in the market in the presence of uncertainties. The proposed concept can be recommended to all firms and enterprises with an innovative focus since they are more susceptible to the adverse effects of uncertainties.

In order to explore the effect of macroeconomic policies on mine safety, selecting data of 36 economic and social indicators and occupational safety indicators in mining industry in recent 15 years. Then, based on the analysis of the traditional growth rate, processing dimensionless and benchmark correlation of data, the Average weights rank of economic and social indicators relative to the mining safety could finally be got. The advantage of gradient analysis is dropping the dimension interference of data, and using three progressive connective gradients to get the relationship between occupational safety indexes and economic and social indicators. Results of the analysis were also provided some references for the improvement of macroeconomic policy.

The paper presents the assessment of the degree of sustainability of agricultural production using the ecological, economic and social indicators included in the RISE model in selected four dairy farms. The research was conducted in the Lubelskie and Podlaskie provinces. The analysis shows that none of the analyzed farms can be considered sustainable under the adopted methodology because they did not have positive values for all 12 indicators characterizing the different aspects of sustainability. Farms in the Lubelskie province and one farm in the Podlaskie province was engaged in intensive agricultural production, using high fertilization fertilizers, which caused problems with the fertilizer economy, and the “N and P” emission potential was high. At the same time, these farms showed little respect for biodiversity but achieved good economic results. Farms in Lubelskie voivodeship, in spite of problems have better managed the fertilizer economy than farms in Podlaskie voivodeship. In the selected farms, the biggest problem was the achievement of a positive biodiversity value, which resulted from the use of intensive production technologies.

The seamless flow of goods, people and investments across the Mediterranean necessitates a well-functioning port and transport system. More efficient port operations enhance seamless logistics and promote safety, efficiency, interoperability and interconnectivity of transport networks in the Mediterranean area.To promote the exchange of knowledge and expertise relevant to port and customs procedures and simplification of clearance for vessels and cargoes in the Mediterranean, the MEDNET project was launched. As part of the project a common evaluation framework for the performance of ports in the form of a set of Key Performance Indicators (KPIs) together with a list of the best practices in terms of operations and customs procedures was developed.In total, 50 ports were analyzed and given a KPI regarding traffic, financial, operational and human resources, sustainability and customs procedures. The values were latter crossed with the current good practices on operation in terms of customs procedures. And a small correlation between KPIs performance and implantation degree of good practices in customs procedures was found. Авторами рассмотрена система правового обеспечения организации земельного надзора на региональном уровне, приведены результаты анализа деятельности государственных инспекторов по использованию и охране земель в Пензенской области, представлены нарушения земельного законодательства, определены основные направления повышения эффективности земельного надзора. Проведенный анализ правовых источников по исследуемой проблеме показал, что при осуществлении государственного земельного надзора применяются нормативно-правовые акты разного уровня. Согласно существующему законодательству государственный земельный надзор осуществляется специально уполномоченными федеральными органами исполнительной власти. Среди ведомств наибольшими полномочиями в области земельного надзора обладает Федеральная служба государственной регистрации, кадастра и картографии (далее Росреестр). На основе проведенного анализа основных показателей государственного надзора по Пензенской области определена эффективность деятельности Управления Росреестра. Рассмотрены показатели, характеризующие деятельность государственных инспекторов Росреестра по охране и использованию земель за 2015-2018 годы. Приводятся конкретные примеры нарушений земельного законодательства в регионе. Выявлено, что спорные ситуации, возникающие в ходе проведения проверок, связаны с самовольным занятием земельного участка или его использованием без соответствующих документов. Результаты анализа показателей результативности деятельности государственных инспекторов Росреестра по охране и использованию земель в регионе свидетельствуют, что исполнение государственной функции по государственному земельному надзору по Пензенской области находится в пределах нормы. Предлагаемые авторами контрольно-надзорные мероприятия позволят повысить эффективность земельного надзора в Пензенской области.The article presents the system of legal support for the organization of land supervision at the regional level, the results of the analysis of the activities of state inspectors on the use and protection of land in the Penza region are presented, violations of land legislation are presented, the main directions for improving the effectiveness of land supervision are identified. The analysis of legal sources on the studied problem showed that in the implementation of state land supervision regulatory and legal acts of different levels are applied. According to existing legislation, state land supervision is carried out by specially authorized federal executive bodies. Among departments, the Federal State Registration, Cadastre and Cartography Service (hereinafter referred to as the Rosreestr) has the largest powers in the field of land supervision. Based on the analysis of the main indicators of state supervision in the Penza region, the effectiveness of the Rosreestr Directorate is determined. The indicators characterizing the activities of state inspectors of the Rosreestr on the protection and land use for 2015-2018 are considered. Concrete examples of violations of land legislation in the region are given. It was revealed that controversial situations arising in the course of inspections are related to unauthorized occupation of a land plot or its use without appropriate documents. The results of the analysis of the performance indicators of the state inspectors of Rosreestr on the protection and land use in the region indicate that the performance of the state function of state land supervision in the Penza region is within the normal range. The control and supervision measures proposed by the authors allow to improve the effectiveness of land supervision in the Penza region.
