A modern enterprise must be ready for any changes that may arise under the influence of both internal and external influences, including uncertain ones. It must be able to get out of this unfavorable situation as quickly as possible. The proposed study is to confirm the hypothesis of the relationship between the level of uncertainty and the performance of an enterprise based on the use of the preventive preparedness regime. The work solves the following tasks: assessment of the level of uncertainty of the external environment, selected as an indicator of entropy; a methodology for choosing the financial and economic indicators of an enterprise for the formation of a preventive readiness mode is proposed; the existence of a relationship between the level of uncertainty and indicators of the preventive readiness regime has been empirically confirmed. The authors propose a variant of the enterprise’s transition to a state of so-called “maximum readiness”, in which it will feel “comfortable”. The concept of enterprise management in a situation of external uncertainty is presented. In accordance with this approach, the results of the analysis of financial, economic and social indicators of economically significant automobile enterprises located in various regions of Russia, included in the list of backbone and influencing the development of the region, have been investigated. The selected indicators were considered from the point of view of the possibility of applying to them the state of the maximum readiness mode in conditions of uncertainty, which provides an adaptive state of the enterprise and, accordingly, will allow maintaining and even increasing its position in the market in the presence of uncertainties. The proposed concept can be recommended to all firms and enterprises with an innovative focus since they are more susceptible to the adverse effects of uncertainties.

In order to explore the effect of macroeconomic policies on mine safety, selecting data of 36 economic and social indicators and occupational safety indicators in mining industry in recent 15 years. Then, based on the analysis of the traditional growth rate, processing dimensionless and benchmark correlation of data, the Average weights rank of economic and social indicators relative to the mining safety could finally be got. The advantage of gradient analysis is dropping the dimension interference of data, and using three progressive connective gradients to get the relationship between occupational safety indexes and economic and social indicators. Results of the analysis were also provided some references for the improvement of macroeconomic policy.

The research is aimed at theoretical and practical aspects of financial planning of enterprises in conditions of volatility and instability of the external environment. Based on the generalization of approaches to the essence and the meaning of financial planning, its semantic characteristics are determined in terms of methodology in both broad and narrow context. The process of evolution of financial planning is considered from the point of view of formation of systems of financial economic activity management of enterprises, three stages of its genesis with specification of advantages and disadvantages are distinguished. The principles, types and methods of planning are systematized. The stages of financial planning at enterprises are distinguished and their role in balancing financial stability in the process of formation, accumulation, distribution and use of financial resources is determined. Based on the stages of financial planning, three main subsystems of activity planning (strategic forecasting, ongoing financial planning and operational planning of financial activities) are described. On the basis of the analysis of existing problems in financial management in case of instability and recurrence of crisis phenomena, a mechanism for organizing financial planning at enterprises is proposed. The need to improve the effective generation of cash flows in the long term is distinguished, taking into account strategic and long-term financial plans based on the scenario financial planning method.

AbstractThe statistical relationships of total COVID-19 Cases and Deaths per million populations in 45 countries, where 85.8% of the world’s population lives with 10 demographic, economic and social indicators were studied. Data for 28 May 2020 were used in the main calculations. The relationship of Deaths per million population and total Cases per million population is very close and reaches correlation coefficient R = 0.926. It is interesting that the close correlations were found of Cases and Deaths per 1 million with a purely economic index like GDP PPP per capita, where R = 0.687 and R = 0.660, respectively. Even more close correlations were found of Cases and Deaths per 1 million with a composite index HDI, where the correlation coefficients reach 0.724 and 0.680, respectively. The main reason for these paradoxical results is the underestimation of pandemic restrictions in the form of masks, social distance and disinfection in most of these countries. Other indicators (excluding Gini index and Population Density) also show statistically significant correlations with Cases and Deaths per 1 million with correlation coefficients from 0.432 to 0.634. The statistical significance of the found correlations determined using Student’s t-test was p <0.0001. Surprisingly, there was no statistically significant correlation between Cases and Deaths with Population Density. To check whether there is a change in the correlations with the development of the pandemic, a statistical analysis was made for four different dates – 9 April, 28 May, 7 August and 30 November 2020. It was found that the correlation coefficients of COVID-19 cases and Deaths with the rest indicators decrease during the pandemic.

A modern enterprise management system cannot do without resource management. At the same time, the implementation of digital transformation is impossible without providing necessary digital resources. The analysis of modern economic scientific literature shows that there is no unified approach to the management of digital resources from the point of view of the digital economy, the need for the formation of digital management. We used methods of comparison, induction, and deduction, modeling and conceptualization. The study identified the differences in the methodological approach of various authors to cognitive management and concluded that the concept of knowledge management, transformed literally in one decade, has reached a new level of conceptualization. Without having reached its full potential, cognitive management is being transformed into digital management, using the best practices as a basis. The comparative characteristics of cognitive and digital management allow us to talk about the development of a conceptual platform based on the resource approach. The study identified the components of the conceptual model of digital management: methodological base, factors, subjects, objects, subject and methodological tools. We recommend to use digital resources as a subject of digital management, which broadens the field for future research and improvement of the conceptual platform.

The article analyses the industry in the northern regions of Russia from the point of view of assessing the practical results of the traditional theory of competition. The purpose of the study is to develop the theoretical and methodological foundations of the transformation of economics from the ideas of rivalry to unity and harmony in social relations. The relevance of the topic is determined by an active public discussion about the possibilities of Russia's transition from a market-capitalist to a social, human-oriented economy. It is shown that the main existing model is aimed either at the individual benefit of organizations, or at the attractiveness of industries for corporate or state interests, but not at the needs of the common person. The idea of the increasing attention to “people of labor” by bringing all the analyzed indicators to a single denominator — one employed — is defended. The following empirical research methods were used: observation, comparison and visualization. On the example of industry of the northern regions of Russia, ultra-hight intersectoral and interregional imbalances were revealed, arising, according to the author, due to the lopsided orientation of enterprises to maximize profits and the export and resource structure of the economy. The ratio of value added elements by region is demonstrated, the classification of territories is carried out depending on the combination of these components. The low-suitability of the classical understanding of competition to solve issues of capital overflow and equalization of profitability is indicated. The thesis is put forward about the possibility of overcoming the existing problems by the internal spiritual and moral transformation of managers and workers themselves, the transition from competition to cooperation. The prospects of the study are associated with the expansion of the toolkit due to social indicators, as well as in the study of the micro-level — municipalities, sub-sectors, and the primary reporting of organizations.

The paper reviews recent attempts to select economic and social indicators for the management of fisheries under the aegis of the General Fisheries Commission for the Mediterranean. It outlines some general conditions for the selection and describes aspects of the reference framework specific to the Mediterranean, in a context of poorly defined management objectives. Some of the difficulties in adopting performance indicators at a sub-regional level, particularly in relation to determining the appropriate scale of fleet segmentation, are discussed. With a view to establishing a database on economic and social indicators for Mediterranean fisheries, the need to standardize statistical approaches is emphasized.
