The development of transport infrastructure and attitudes of the local population: a case study from the Republic of Serbia

The article uses the method of case study and draws on documents discovered by the authors in the fonds of the Central State Archive of the Republic of Kazakhstan (TsSA RK) to reconstruct the captivity in Semirechye of a party of prisoners of war from German and Austro-Hungarian armies. The purpose of this work is to study microhistory and history of the everyday life of the European prisoners of World War I in Kazakhstan: their welfare and economic conditions, social and ethno-confessional relations in their world, their interactions with local population, material evidence of their activity, which is still partially preserved in present-day Almaty. The authors have drawn on the following types of sources: archival documents and photographs from the fonds of the TsSA RK (some of them are introduced into scientific use for the first time); materials of periodicals of the studied period; statistical data, etc. Analysis of these sources allows to reconstruct the full picture of captivity of a group of European POWs in the Semirechye Oblast of the Turkestan General Governorship. The POWs participated in road laying and road repair in Verny and in the Pishpek uezd. Their living conditions, although comfortless, little differed from those of the local population. When at work, the POWs were provided with hot meals, which were even modified according to their national tastes. Medical services were elementary and fell almost completely to the POWs themselves. Their treatment by locals was ambiguous, but not hostile. There seemed to be no ideological tinting to their interactions with building authorities or locals. In the authors’ opinion, to reconstruct a more complete and detailed picture of interactions and mutual influences of different races, every one which had their own influence on the course of the Kazakhstan history, further research is necessary.

The purpose of this paper is to present an overview of current regional development and the forecast of the economic impact of transport (roads). Investment in Infrastructure (especially Roads) has for sure a very positive impact on regional development. The most common classification economic indicator of a country is Gross National Product per Capita. In fact income is an important criterion with the respect of the regional development. Investment in transport lead to general changes, which should be easily determine as direct and indirect benefit like reducing travel time, operating cost, increasing transport safety, but the contribution to regional development as a whole is subject of certain debates. There are some basically opinions about relation which exist between transport infrastructure and regional development. The first one states that infrastructure hardly influence the regional economic development. The second opinion is maybe the most acceptable one, that interaction between infrastructure and economic development is not a “linear” relationship. The third one is that regional development could be influenced easily by infrastructure investment. When analyzing recent development strategies, it can be accepted that the Republic of Albania is supporting the thesis that building infrastructure network is a prerequisite of regional development. In that context, Government investments in the regional and rural program are elaborated with expected positive effects on reduction of poverty and regional development. In this paper the case study of the “ Kukes- Morine ” road that will improve transport connections is selected in order to determine whether or not there is a justification for such belief.

The territorial image is formed both purposefully by the subjects of image-making, and spontaneously-based on the influence of information content published in various media. The purpose of the research is to analyze the image of the Republic of Mordovia in the information space of the Volga Federal district. The image of the territory formed by external target audiences by means of news materials is studied using the method of case study and content analysis of publications: “Volga news”, “Federal Press” news of the PFD, “Pravda PFD”. The authors conclude that modern reality is perceived through the prism of the information field created by mass media. The media creates images filled with certain data, facts, colored by emotions, on the basis of which representations, opinions, judgments, and assessments are subsequently formed. The media play a significant role in shaping the territorial image, especially for external target audiences who are not familiar with the region and do not have their own assessment knowledge and experience. Most of the information content about the Republic in the studied media is related to the main thematic blocks: politics, economy, social sphere, culture (art, sports). Moreover, if in the publications “Volga news” and “Pravda PFD” mention of the region prevails in the economic block, then in the publications “Federal Press” and “Nezavisimaya Gazeta” - in the political one. The Volga news publication significantly dominates the rest in terms of the number of publications about Mordovia. The content of publications is mostly positive and neutral related to the issues of economic development of the territory and the preparation and holding of the world football championship. Pravda PFD mentions the Republic in the context of news from neighboring territories, most of the publications date back to 2018, but here the context is related to the Republic's positions among the regions of the PFD in various ratings. The publication “Federal-Press” forms a generally reflective image of the territory, focusing on the negative aspects of regional life. “Nezavisimaya Gazeta”, giving priority to political news, maintains a neutral and reflective context of publications, paying attention to the key problems of the territory. Thus, the desired image of the region is counter-dictated to the image broadcast by the media through various information channels, so it is necessary to constantly monitor the information space and timely correction of the broadcast materials.

This study aims to obtain a description of the supporting and inhibiting factors in the process of organizational change of education based on management perspective that occurs in the scope of higher health education of the Ministry of Health of the Republic of Indonesia. This study used a qualitative approach by conducting case study at Palangka Raya Health Polytechnic. The research results are as follows: (a) Supporting factor that must be there is the existence of a manual or technical guidance in organizing the organization; (b) Whereas the inhibiting factor is the old habits, the mindset, the mental model is still inhibiting from the organizers and members of the organization; (c) The inhibiting factor is the existence of selfishness of each highly visible party; (d) Inhibitors may also occur if there are still "little kings" and selfishness from each of the former institutions; (e) Other issues that support in this process of change are in terms of facilities and infrastructure, namely the availability of buildings and land; (f) Another inhibiting factor is that in terms of educational qualifications, there are departments that do not meet, for example in the midwifery department there are still many average teachers with Diploma IV education background and non-linear education; (g) Inhibiting factors may also occur if the reason of seniority is always carried around; (h) The inhibiting factor is lack of human resources in using modern health equipment, including the use of teaching aids in accordance with the progress of science and teaching and learning technology.   Penelitian ini bertujuan untuk memperolah gambaran mengenai faktor pendukung dan penghambat dalam proses perubahan organisasi pendidikan yang ditinjau dari perspektif manajemen yang terjadi di lingkup organisasi pendidikan tinggi kesehatan Kementerian Kesehatan Republik Indonesia. Penelitian ini menggunakan pendekatan kualitatif dengan melakukan studi kasus pada institusi Politeknik Kesehatan Kemenkes Palangka Raya. Hasil penelitian adalah sebagai berikut: (a) Faktor pendukung yang harus ada yaitu adanya buku pedoman atau petunjuk teknis dalam penyelenggaraan organisasi; (b) Sedangkan yang menjadi faktor penghambat itu adalah kebiasaan lama, mindset-nya, mental model-nya masih bersifat menghambat dari para pengelola dan anggota organisasi; (c) Faktor penghambat yaitu adanya keegoisan masing-masing pihak yang sangat tampak; (d) Penghambat juga dapat terjadi apabila masih ada “raja-raja kecil” dan keegoisan dari masing-masing institusi yang dulu; (e) Perihal lain yang mendukung dalam proses perubahan ini adalah dari sisi sarana dan prasarana, yaitu tersedianya gedung dan tanah; (f) Faktor penghambat lain yaitu dari sisi kualifikasi pendidikan ternyata ada jurusan yang tidak memenuhi, misalnya di jurusan kebidanan masih banyak rata-rata tenaga pengajar dengan latar pendidikan Diploma IV dan pendidikannya tidak linear; (g) Faktor penghambat juga dapat terjadi apabila alasan senioritas selalu dibawa-bawa; (h) Faktor penghambat yaitu masih kurang kesiapan sumber daya manusia dalam menggunakan alat-alat kesehatan modern termasuk penggunaan alat bantu belajar mengajar yang sesuai dengan kemajuan ilmu pengetahuan dan teknologi pengajaran dan pembelajaran.

Abstract The studied problem significanceis caused by theneed of complex study of the groups which are in an nonnative environment environment. The purpose of the article is study of the of the Gipsy population that live in Zelenodolsk district of the Republic of Tatarstan to the systems and education healthcare. The leading approach to a research of this problem is a polyparadigmal methodology. The educational process is understood as an instrument of socialization of Roma children and health problems of representatives of their population. Special attention is paid to the circumstance that the questions of education of children is far from being priority one for the Gipsy population of the explored area. The understanding of health protection haw essential differences in comparison with local population. The conclusion is drawn that integration of Roma into local community depends on support of initiatives of locals and administration by most of representatives of a camp. Materials of the article can be useful to ethnologists, social and cultural anthropologists, political scientists and also representatives of the bodies/ committees and institutions supervising questions of interethnic and inter-religious interaction.

Research objective: studies of economic and transport infrastructure development in the Arctic and Northern Territories of Russia. Research methodology: analysis of transport infrastructure in the Republic of Sakha (Yakutia) and the types of railways used in Russia. Results: economic development of any region is proportional to the development of the road transport infrastructure and logistics. When a conventional railway is operated in the Arctic conditions, it is not always possible to maintain a cargo turnover that would ensure its efficient use, and transshipment from one mode of transport to another is very problematic. A new type of railway is proposed, i.e. a light railway. Conclusions: the proposed new type of transport offers all the main advantages of narrow gauge railroads (high speed of construction, efficiency, etc.) and helps to eliminate their main disadvantage, i.e. the need for transloading when moving from a narrow gauge to the conventional one with the width of 1520 mm, along with a significant reduction in capital costs.

Using the Republic of North Macedonia as a case study, this article analyzes the processes through which national sports teams’ losing performance acquires a broad social and political significance. I explore claims to sporting victory as a direct product of political forces in countries located at the bottom of the global hierarchy that participate in a wider system of coercive rule, frequently referred to as empire. I also analyze how public celebrations of claimed sporting victories are intertwined with nation-building efforts, especially toward the global legitimization of a particular version of national history and heritage. The North Macedonia case provides a fruitful lens through which we can better understand unfolding sociopolitical developments, whereby imaginings of the global interlock with local interests and needs, in the Balkans and beyond.
