Hiring decisions are typically made by committees members of which have different capacity to estimate the quality of candidates. Organizational structure and voting rules in the committees determine the incentives and strategies of applicants; thus, construction of a modern university requires a political structure that provides committee members and applicants with optimal incentives. The existing political-economic model of informative voting typically lacks any degree of variance in the organizational structure, while political-economic models of organization typically assume a parsimonious information structure. In this paper, we propose a simple framework to analyze trade-offs in optimal subdivision of universities into departments and subdepartments, and allocation of political power.

One of the ways to achieve safety and comfort is to improve on-board air conditioning systems.The use of air cooling machine determines the air pressure high level at the point of selection from the aircraft engine compressor. Because of the aircraft operation in different modes and especially in the modes of small gas engines, deliberately high stages of selection have to be used for ensuring proper operation of the refrigeration machine in the modes of the aircraft small gas engines. Into force of this, most modes of aircraft operation have to throttle the pressure of the selected stage of selection, which, together with the low efficiency of the air cycle cooling system, makes the currently used air conditioning systems energy inefficient.A key feature of the architecture without air extraction from the main engines compressors is the use of electric drive compressors as a source of compressed air.A comparative analysis of competing variants of on-board air conditioning system without air extraction from engines for longrange aircraft projects was performed at the Moscow Aviation Institute (National Research University).The article deals with the main approaches to the decision-making process on the appearance of a promising aircraft on-board air conditioning system at the stage of its conceptual design and formulated the basic requirements for the structure of a complex criterion at different life cycle stages.The level of technical and technological risk, together with a larger installation weight, will require significant costs for development, testing, debugging and subsequent implementation, but at the same time on-board air conditioning system scheme without air extraction from the engines will achieve a significant increase in fuel efficiency at the level of the entire aircraft.

An objective to develop a labor protection engineering stand was set forth as part of the research and development work "Carrying out theoretical and experimental investigations and development of stands for demonstrating the danger of electric shock at a training ground" for visually demonstrating the danger of injuring a person by touch and step voltages in 3…35 kV medium voltage electric networks. The technical solutions for practically implementing the stand were adopted based on an analysis of regulatory documents, conditions under which dangerous touch and step voltages occur, the most typical human injury cases, and calculation results. Specialists of the National Research University Moscow Power Engineering Institute Department of High Voltage Engineering and Electrophysics, working jointly with specialists of PJSC Rosseti Moscow Region have developed, manufactured, tested, and put into operation a stand for demonstrating human injury by the touch and step voltages when a 10 kV wire falls on the ground, on a car, and when a fault of a live wire on the overhead line support occurs. With the stand having been put in use at the PJSC Rosseti Moscow Region Training Center Ground, this will allow the staff to form a clear understanding of the electric shock danger, to focus on the effects caused by voltage and current, and thereby significantly reduce electrical injuries.

The objective of this paper is to document the experience of developing and implementing a second-year course in an engineering professional spine that was developed in a first-tier research university and relies on project-based core courses. The main objective of this spine is to develop the students’ cognitive and employability skills that will allow them to stand out from the crowd of other engineering graduates.The spine was developed and delivered for the first time in the academic year 2010-2011 for first-year general engineering students. In the year 2011-2012, those students joined different programs, and accordingly the second-year course was tailored to align with the different programs’ learning outcomes. This paper discusses the development and implementation of the course in the Electrical and Computer Engineering (ECE) department.

The issues of organizing an expert survey and carrying out statistical processing and analysis of the results are considered. The experts are the fifth-year students undergoing training at the Department of Management and Informatics «Moscow Power Engineering Institute» of the National Research University. The goal of the survey is revealing the disciplines that are most useful for employment in their specialty. We discuss the special features of the survey and a concept of «work in the specialty», with due regard for statistical reliability of the results. Data of written questionnaire gained in 2018 were processed and analyzed using cluster analysis (construction of dendrograms and application of the K-means method) and non-parametric statistical criteria (Friedman and Mann – Whitney – Wilcoxon). Data processing is implemented in the program STATISTICA. The analysis is carried out to reveal significant differences between the educational courses and assess the degree of consistency of the respondents to divide them into clusters that unite the students with similar judgments. Data analysis revealed that experts’ estimates in 2018 are in fairly good agreement with the estimates of previous studies; among the respondents there are three coalitions corresponding to the training modules «Software», «Management Theory», «Data Analysis»; the overall consistency of students in the two groups is very low (and, on the contrary, high in the identified clusters); grades are homogeneous and do not depend on training groups (and employment – unemployment of the respondents). The obtained results allow us to address a number of important questions regarding the ways of improving the educational process, e.g., to optimize yearly course hours for different educational modules.

El momento que viven las universidades ecuatorianas, se caracteriza por la búsqueda de una mejora significativa en el campo académico, investigativo y de vinculación con la comunidad. La intervención de algunas universidades por parte del CES, ha sido una medida que se constituye en oportunidad para lograr cubrir las expectativas de la sociedad y de las instancias superiores encargadas de velar por el desarrollo de la Academia. Las deficiencias encontradas develaron las causas principales que aquejan a estas comunidades: el pobre desarrollo de la investigación. En este marco, el presente trabajo se constituye en un tema pertinente, al proyectar una propuesta que se sustenta en la necesidad de formación de la docencia universitaria en el ámbito de la investigación. El análisis que se realiza a la propuesta, tiene un enfoque social pensado en función del servicio que presta la Universidad a la colectividad en aras de responder a la sociedad que concomitante al progreso mundial, apuntala su economía en el desarrollo del conocimiento. Considerar una estrategia para el desarrollo de las competencias investigativas en los docentes universitarios, ayudará a fortalecer la función investigativa, consecuentemente, se generará y crearán condiciones que permitan transferir tecnologías tendientes a mejorar las condiciones de vida del sector.  Palabras claves: Docencia universitaria, competencia investigativa, investigación, universidad, estrategia  Social view of the strategy for the formation of the research competence in the university professor    Abstract  The Ecuadorian universities are changing today and that is characterized by the search for a significant improvement in the academic and research fields and the link with the community. The intervention of some universities by the CES has been a measure which constitutes an opportunity to meet the society’s expectations and those of the higher level authorities to ensure the development of the university. The deficiencies found uncovered the main causes affecting these communities: the poor development of research. In this context, the present work constitutes a relevant topic, to project a proposal that is based on the need for training in the field of researching the university teachers. The analysis of the proposal has a social approach, which functions through the service provided by the University to the community in order to respond to the global society concomitant progress that seeks the development of knowledge while developing the world economy. To consider a strategy for the researching competence development in university teachers will help strengthening the researching function. This longitudinal study predicted retention from academic integration, social integration, and commitment to remain in college in a sample of first-year students at a residential, private research university. When assessed separately, first-semester reports of commitment mediated the effects of both academic and social integration on retention six semesters later.
