Problem setting. The study of the potential of cultural diplomacy has been growing rapidly in recent times. This is due to the realization of the failures of traditional and «force» diplomacy, which often demonstrate the inability to ensure the successful solution of important international problems. Researchers note the need to use cultural diplomacy to intensify and increase the effectiveness of international cooperation. Target of research. Understanding the actualization of cultural diplomacy of Ukraine in the modern world, an attempt to analyze its legal basis. Analysis of resent researches and publications. The concep «cultural diplomacy» is more common in scientific discourse. Scientists such as D. Vedeneev, V. Kostrov, T. Peresunko, N. Musienko, V. Tsyvaty, M. Kulinich, O. Rozumna, and others have contributed to the development of the role of cultural diplomacy in the foreign policy vector of the Ukraine. Political science works predominate among the researches. Few works analyze the legal aspects of cultural diplomacy. Article’s main body. In the context of globalization there is a loss of national origins. Therefore, states must use all their potential to preserve and enhance their own and the world’s cultural heritage, mutual understanding and support of interethnic harmony. International legal thought defines the concept of «diplomacy» in different ways, sometimes identifying it with international law or foreign policy. However, diplomacy is one of the most important tools of foreign policy, along with its components such as the armed forces, intelligence, economic ties, and so on. Cultural diplomacy is a type of diplomacy that uses the country’s cultural heritage as a means to an end. The role of cultural potential in international relations is highly valued. It is cultural diplomacy, not the use of force to impose political, ideological ideas, which aims to unite countries. Ukraine is returning to the active use of cultural diplomacy tools in the XXI century, when there was an urgent need for broad international support for the implementation of ambitious European integration plans. The system of coordination, stimulation and organization of cultural activities at the international level allows identifying the tasks of cultural diplomacy of Ukraine. Ukrainian cultural diplomacy based on international legal instruments ratified by Ukraine and acts of national legislation. The analysis of the problem allows determining the urgent task of creating a favorable legislative framework for the maximum effectiveness of cultural diplomacy. Conclusions and prospects for the development. The filling of legal gaps in cultural diplomacy should take place in the vector of recognition of culture as a subject of foreign policy, awareness of its reputational and social potential. Ukraine faces the task of updating old and finding new cultural images and symbols to create a decent image of the country, as well as to create an appropriate legal framework for the effective implementation of the tasks of cultural diplomacy.

The analysis of numerous scientific publications demonstrates the great relevance of gender studies at the current stage of Ukrainian social development, in almost all spheres of social relations. As for ensuring equal participation of men and women in the functioning of the military organisation of the state, the implementation of such a gender balance contributes to improving civilian control over it through the possibility of developing the capacity of regulatory bodies in gender issues, promoting dialogue between the community and control bodies, and drawing public attention to the problems of accountability of institutions of this organisation. The main purpose of this study is to highlight the state of gender equality in the military organisation of the state through the lens of civilian democratic control. The study determined the state of legislative regulation of the concept of military organisation of the state and civil democratic control. The study analysed the introduction of a gender perspective in Ukraine in the subject matter and the dynamics of establishing a gender balance in the military organisation of the state; the impact on existing trends of legislative initiatives. It is stated that the modern Ukrainian army is mostly “male”. Despite the fact that women are allowed to serve in the military, they do not take part in making socially important decisions, they do not hold high military positions, and career growth is challenging for them. The study identified the main problems of implementing gender equality in the Armed Forces of Ukraine and other structures of the Defence Forces of Ukraine, which are more based on social stereotypes of pre-defined roles for men and women. Civil control over the Armed Forces is described as a socio-political process in this area

The aim of the article is to disclose the most common challenges faced by women during military service based on the results of the gender equality state’s analysis in the armed forces of various states, and to develop suggestions for their solution. The use of the comparative method allowed to compare the existing doctrinal approaches to the women’s gender equality concept in the modern states’ armed forces, to determine the quantitative rates of women’s service in the armed forces of various states and to analyze the most common challenges faced by women servicemen in the time of service. In order to solve gender inequalities in the armed forces, their Ministries of Defense should introduce measures promoting women’s rights in the armed forces. Successful implementation of this goal requires the solution of a number of tasks, including the eradication of the following cases: unprofessional behavior; bullying; morally outdated double and inconsistent standards’ application; sexual harassment and assaults on women; the application of any stereotypes based on the violation of women’s equal rights to serve in the armed forces on par with men, etc.

Affirmation of gender equality is one of the aspects of the mankind development process which can be compared by value and closely connected to the global democratization tendency. At the post-industrial stage, the development of men and women equality becomes one of the main aspects of social modernization. The essence of democracy is providing people with rights, the organization of the governmental state on the principle of social contract between equal individuals, who must have the same opportunities for making independent and responsible decisions. Therefore, gender equality is a rather sensitive indicator of the development level of a country. In the system of world renewal and reform, Ukraine tends to integrate into the Euro-Atlantic security model and create a civil society on a modern basis. Such an approach implies the obligation to define clear state gender strategies and the development of an appropriate state gender policy. One of the important aspects of ensuring equal and stable social development with the application of the most effective methods of state intervention is the introduction of the gender approach in the security and defense sector of Ukraine, which becomes a purposeful, systemic and multidirectional governmental activity. It should be noticed that gender policy in this area should be understood as the progress of militaryservice regardless of gender: equality in the perspectives of such service, rights and responsibilities. A new stage of active public assistance in the development of gender policy in the field of security and defense began in 2018 and is still ongoing. Many significant steps have been taken in gender equality in the army and in the fight against gender discrimination. But at the same time, it should be mentioned that today there are some problems in providing gender policy in the military spher; and solving and overcoming of such problems will contribute to increasing the efficiency of the functioning and development of the Armed Forces of Ukraine, as well as the positive implementation of the state gender policy in the context of European choice of Ukraine in the context of its world and European integration.

The article analyzes organizational and legal (theoretical and legal, organizational and technical), comparative and applied and terminological and conceptual aspects of codification of legislation in the field of defense of Ukraine, which has important theoretical, legal, practical and applied significance for the effective operation of national defense forces. Security and defense in a special period of conducting a joint operation and on the way to the Euro-Atlantic integration of our country, interoperability with the armed forces of NATO member states are also within the focus of the paper. In order to determine the system-scientific approach to the implementation of this national-strategic task, the subject of which is the regulation of military-legal social relations in the field of defense forces of the security and defense sector of Ukraine, an attempt was made to explore organizational and legal, defense-institutional national features and capabilities, quality and degree of readiness of separate acts (legal norms) of the current legislation in the field of defense to their codification. The legal nature of codification of legislation is established and substantiated; its general and special concept is clarified taking into account existing problems and features of modern process of defense normative-legal regulation, military law enforcement, improvement of nationaldefense and military-legal relations; proposals for process algorithms codification of legislation in the field of defense of Ukraine are formulated.

The article focuses on the main legal aspects of the land registry system in Ukraine. Research allowed to identify theshortcomings of the existent, inefficient land registry system, which significantly increase the conflict potential of land matters.The article also covers the preconditions needed for the establishment of an ef ficient land registry system based on the lessonslearned from land surveying activities of the Ministry of Defense. Moreover, it provides a comprehensive description of thecurrent state of the national land registry system of Ukraine. The paper highlights factors enabling the development of a cohesivesystem of measures, that would allow to significantly improve management of the land registry system of Ukraine. A list ofreasons has been provided, justifying a lack of an all-encompassing registration of the military land parcels of the Ministry ofDefense of Ukraine. Besides, many other topical issues related to the military land were identified, including systematicshortcomings that intervene with the comprehensive and legal usage of real estate assets of the Armed Forces of Ukraine. Inorder to ensure that the real estate and land parcel management system conforms to the law, preconditions for the establishmentof a computerized military land and real estate registration system were identified. Research findings included suggestionsrelated to the establishment of land management, registry and land registration center in the structure of MOD, which would dealwith issues related land management, registry and land registration. To ensure direct control and timely response such centerwould have subordinated detachments. The article provides a list of suggestions for the establishment of an efficient controlover the land fund of the Armed Forces of Ukraine, which will not only simplify the process of stock taking, but also will speed upthe process of land parcel transfer to the Ministry of Defense of Ukraine.

In the modern civilized world, the ideas of gender equality are actively developed and implemented in all spheres of public life. Ukraine does not stand aside from these processes. Although, unfortunately, there are still some spheres of public life in our country, which are traditionally considered "purely masculine". Until recently, military service remained one of these areas. However, in the last decade (especially after the beginning of the aggression by the Russian Federation), the processes of implementing gender equality policy in the field of public administration, including in the Armed Forces of Ukraine, have intensified. In particular, there have been significant changes in the legal regulation of relevant issues, there is an active process of formation of state institutions designed to monitor the observance of gender equality and non-discrimination on the grounds of sex. There are a number of different international legal acts in the world that determine the equality of women and men, and Ukrainian legislation is based on this international experience. However, the situation with the creation of real conditions for service in the Armed Forces for women servicemen on an equal footing with male servicemen is far from ideal and therefore requires changes in current legislation and improvement of the mechanism for gender equality in the service of women in the Armed Forces. contradictory aspects in this area. there are different approaches to the definition of the terms "gender", "gender equality", etc. The Ukrainian national legal system, ie the system of its normative legal acts, operates with the concept of "gender equality". Active research on gender equality in various fields of research began in the second half of the twentieth century, but movements for equal rights for men and women began much earlier. In Ukraine, there is a historical tradition when a woman held a fairly high status in the family, society, they played an active role in the economy and so on.

Abstract The report points the need of studying the gender equality topic as an element of leadership formation of the future officers in the European Armed Forces. The analysis of the approaches to the inclusion of the subject in different disciplines will help to increase the sensitivity and the understanding of the military personnel to the questions related to the implementation of the gender equality in a military environment. The equal treatment of the both sexes and the opportunities for successful realization, based on their professionalism, would contribute to the harmonization of the working environment as a part of modern European policies.
