The effect of Omani-Iranian relations on the security of the Gulf Cooperation Council countries after the Arab Spring

This research paper focuses on Gulf–Iran relations within the framework of the bilateral relationship between Oman and Iran. This relationship is unique as well as distinct from Oman’s relations with the other nations of the Gulf Cooperation Council (GCC) and has a direct influence on Gulf regional security. Oman’s relationship with Iran has grown stronger and firmer after the events of the Arab Spring. This comes at a time when the Gulf countries are suffering worsening internal security, political and economic conditions and disagree amongst themselves about how to deal with Iran. Hence, the Omani-Iranian rapprochement is intensifying the security anxieties of the GCC countries. This paper examines the conceptual frameworks for security and cooperation within the GCC. Oman’s view on security and cooperation is seen in its foreign policy which adheres to non-intervention and neutrality in foreign affairs. Omani-Iranian relations are analyzed in how they affect Gulf integration and the role played by Oman in the Iranian nuclear deal. The paper concludes by discussing Oman’s position on the current conflict in Yemen and its effect on Gulf security as well as Oman’s role in mediation between the parties in the conflict.

The importance of our research is that it examines the causes and sources of the security challenges in the internal security environment of the GCC countries, and aims to address the most important issues that are of great interest, namely, the issue of inter-GCC differences and addressing the issues of regional security for the Gulf region, After it is one of the most dynamic and more polarized areas for the emergence of threats and challenges because of the multiplicity of sources of threat and their complexity due to the specificity of the strategic environment and the negative repercussions it can have on the Gulf region, especially the issue of regional security of the Gulf Cooperation Council Which has become a magnet for competing international and regional powers to preserve their interests and ensure the achievement of their objectives. This has further complicated the internal security environment in the Gulf, especially the recent events represented by a package of measures taken by Saudi Arabia, the UAE and Bahrain. As well as Egypt against Qatar, have begun to reveal to us the depth and root of differences, the size of internal challenges and the weakness of the ability of the GCC countries to meet their obligations in laying the foundations of a joint securitydefense system with the capacity to face these challenges collectively, Security challenges are therefore not only external regional or international, but internal with inter-GCC interface.

The Gulf Cooperation Council (GCC) countries are located in the driest part of the world with an annual per capita water availability of 500 m3 compared to the world average of 6000 m3. Agricultural water demand, which is more than 80% of the total water consumption, is primarily met through the massive exploitation of groundwater. The enormous imbalance between groundwater discharge (27.8 billion m3) and recharge (5.3 billion m3) is causing the excessive lowering of groundwater levels. Therefore, GCC countries are investing heavily in the production of nonconventional water resources such as desalination of seawater and treated wastewater. Currently, 439 desalination plants are annually producing 5.75 billion m3 of desalinated water in the GCC countries. The annual wastewater collection is about 4.0 billion m3, of which 73% is treated with the help of 300 wastewater treatment plants. Despite extreme water poverty, only 39% of the treated wastewater is reused, and the remaining is discharged into the sea. The treated wastewater (TWW) is used for the landscape, forestry, and construction industries. However, its reuse to irrigate food and forage crops is restricted due to health, social, religious, and environmental concerns. Substantial research evidence exists that treated wastewater can safely be used to grow food and forage crops under the agroclimatic conditions of the GCC countries by adopting appropriate management measures. Therefore, GCC countries should work on increasing the use of TWW in the agriculture sector. Increased use of TWW in agriculture can significantly reduce the pressure on freshwater resources. For this purpose, a comprehensive awareness campaign needs to be initiated to address the social and religious concerns of farming communities and consumers. Several internal and external risks can jeopardize the sustainable use of treated wastewater in the GCC countries. These include climate change, increasing costs, technological and market-driven changes, and regional security issues. Therefore, effective response mechanisms should be developed to mitigate future risks and threats. For this purpose, an integrated approach involving all concerned local and regional stakeholders needs to be adopted.

This study articulates that most of the critical theorists are still strikingly neglecting the study of the Arab Uprising(s) adequately. After almost a decade of the eruption of the so-called Arab Uprisings, the study claims that the volume of scholarly engaging of dominate Western International Relations (IR) theories with such unprecedented events is still substantially unpretentious. Likewise, and most importantly, the study also indicates that most of these theories, including the critical theory of IR (both Frankfurt and Habermasian versions), have discussed, engaged, analysed, and interpreted the Arab Spring (a term usually perceived to be orientalist, troubling, totally inappropriate and passive phenomenon) indicate a strong and durable egoistic Western perspective that emphasis on the preservation of the status quo and ensure the interests of Western and neoliberal elites, and the robustness of counter-revolutionary regimes. On the other hand, the writings and scholarships that reflexively engaged and represent the authentic Arab views, interests, and prospects were clearly demonstrating a strong and durable scarce, if not entirely missing. The article examines the struggle of the Qatari- Turkish alliance for regional leadership in the Federal Republic of Somalia. The analysis revealed that the foreign policy activity of Turkey and Qatar in Somalia began during the events of the Arab Spring. Ankara and Doha used diplomatic, military and fi nancial instruments to strengthen their infl uence in the country. Moreover, Qatari money played an important role in promoting pro-qatari candidates to power during the 2012 and 2017 presidential elections. However, the eff orts of the Turkish- Qatari alliance to strengthen its position in Somalia have clashed with the interests of the Saudi- Emirati bloc seeking regional dominance. On the other hand, the inability to close the main cooperation with the central government in Somalia forced the UAE to support such autonomous regions as Somaliland, thereby intensifying the destabilization processes in the country.

The central aim of this paper is to critically analyze the role of the media during public protests that occurred in the GCC countries during 2011. These protests were part of what came to be called the “Arab Spring”, which started in late 2010. Particular focus will be on how the Arab Spring resulted in fundamental changes and how various institutions played roles in this. The study draws on Gulf region literature about the Arab Spring in order to offer a critical and informed overview on the topic under discussion. The paper’s main question is: what are the main roles played by the GCC media (old/new) during the public protests of 2011? The paper argues that the role of the media in the 2011 protests, while important, was rather limited and affected by the unique contextual characteristics of the media environment in the GCC countries.

Following the Arab Spring in 2011, Yemen’s devastating conflicts have deepened even further, leading the country to be the world’s worst humanitarian crisis. Despite the international community's multiple attempts to resolve this conflict, the conflict seems to have reached a stalemate. To make matters worse, resolving the conflict is made difficult by the large number of parties involved, internally and externally, and by the complex, dual and fluid nature of the relationships they share. Although the media and international community's focus is directed towards the binary conflict between the Hadi government and Saudi Arabia on one side and Iran and the Houthis on the other, the conflict is greatly multifaceted and far from being binary. This paper critically analyzes and explores other participating actors to comprehend the root causes of the conflict entirely. Although this conflict has been advertised as a proxy war, while others trace back the motivation to sectarianism, this paper argues how this analysis can be misleading and hindering the peace process.

Coup-proofing—that is, measures aimed at preventing military coups and ensuring military loyalty—has been a key feature of civil–military relations in Middle Eastern and North African (MENA) states. Just as the MENA region has been one of the most coup-prone regions in the world, coup-proofing has been an essential instrument of regime survival in Arab countries. The most commonly found coup-proofing strategies in the region include (a) so-called “communal coup-proofing,” involving the appointment of individuals to key positions within the military based on family, ethnic, or religious ties; (b) providing the military with corporate and/or private benefits in order to ensure its loyalty; (c) creating parallel military forces in addition to the regular military, so as to “counter-balance” the latter; (d) monitoring of the military through a vast internal security and intelligence apparatus; and (e) promoting professionalism, and thus political neutrality, within the military. The experiences of the “Arab Spring,” however, have shown that not all of these strategies are equally effective in ensuring military loyalty during times of popular upheavals and regime crises. A common finding in this context has been that communal coup-proofing (or militaries based on “patrimonialism”) creates the strongest bonds been the armed forces and their regimes, as evidenced by the forceful suppression of the popular uprising by the military in countries such as Syria, or by parts of the military in Libya and Yemen. By contrast, where coup-proofing has been based on the provision of material benefits to the military or on counterbalancing, as in Tunisia or Egypt, the armed forces have refrained from suppressing the popular uprising, ultimately leading to the downfall of these countries’ long-standing leaders. A further lesson that can be drawn from the Arab Spring in terms of coup-proofing is that students of both military coups and coup-proofing should dedicate (much) more attention to the increasingly important role played by the internal security apparatus in MENA countries.

The revolutionary wave of demonstrations and protests across the Arab world – known collectively as the Arab Spring – have ushered in a period of unprecedented change to the region. To what extent are non-Arab regional players relevant to this process? This essay considers two dimensions of the potential significance of Turkey to the events underway in the Arab world. Turkey has at times been invoked as a regionally appropriate example on which to model Arab democratization in a post-authoritarian context. This essay critically examines such claims, pointing out both the democratic deficits of the Turkish model and the intrinsic challenges of applying external models to indigenous democratization efforts. On the other hand, there is a second sense in which Turkey may have a role in the Arab Spring – namely, as an actor in its own right. With respect to this second dimension, this essay considers evolving Turkish policy towards the Arab world and examines the potential for Turkey to play a constructive role as a pro-democratic force in the region.

This paper investigates the role played by the Gulf Cooperation Council (GCC) in mediating disputes since its creation in 1981 to 2011, the year of the outbreak of the ‘Arab Spring’. It analyzes the contributions of the GCC as a conflict mediator by cross-checking this sub-regional group's institutional structure and policy approach, and presents two major findings. Firstly, the GCC was hardly designed as a conflict mediator, given that the Gulf Arab states created it as a vehicle to respond to intra-Gulf and external security threats and challenges. Secondly, in order to promote its foreign policy independence and boost its regional and global diplomatic profile to ensure its security and survival in the dangerous environment of the Gulf region, it is Qatar that has extensively attempted to mediate conflicts in Lebanon, Yemen and Sudan, with varying degrees of success, under the banners of the GCC and the Arab League. Finally, the paper presents a series of policy recommendations, based on critical insights from Qatari mediation experiences, to enable the GCC to be a proactive dispute mediator.
