In this research, it takes a trace log data with real testing using the Polystar and TrafficNews to know the comparison operator Telkomsel network calls with and without the SCA, as well as performance data call in roaming of Roamware SCA tools to know the Key Performance Indicator (KPI) from the parameters of the Call Setup Success Rate (CSSR) and Call Drop Rate (CDR) then be processed and analyzed to find out the quality of service the influence of SCA implementation calls the overall international operators in the three countries with the highest incoming data so that it could become the next parameter in the repair services provided. Results of the study to the difference between the signals operators are implemented with the SCA system of the inbound roaming customers. CSSR percentage in average in 3 countries, Australia, China, Singapore prior to SCA system in May of 81.48%, while after system restored by SCA of 90.98%, where after the repaired system SCA standard KPIS PT. Telkomsel i.e. normal state – good, whereas the percentage KPI failure calls (CDR) in 3 countries, Australia, China, Singapore prior to SCA system in May of 18.52%, while after the repaired system SCA amounted to 9.02%, where after improved system SCA standard KPI applied PT. Telkomsel into normal state.

The number of population is increasing, and the competition is getting tougher. It requires companies to remain able to survive and be able to compete with other companies, especially with companies that have the same line of business. The increasing use of the internet today has caused many changes in various fields. Many efforts are made by the company to survive, including by providing the best service to its customers. The use of existing technology for developing information systems for handling customer complaints is expected to help companies improve the quality of their products or services. In company management, it is important to provide good quality service in order to increase customer satisfaction. By determining the priority for handling customer complaints, it is expected to improve the Key Performance Indicator (KPI) of engineers. The decision-making process using the simple additive weighting method is carried out by weighting each criterion. This research is expected to determine the priority of handling customer complaints so that it can help engineers in determining the priorities for handling existing complaints.

Regional Technical Implementation Units (UPTD) Work Training Centers (BLK) and Regional Revenue Bodies (Bapenda) Disnakertrans Tulungagung Regency is a newly established public organization. As a new public sector, an institution should have maturity in the fields of management and organization that are reflected in measurable work plans, regulations, clear governance, standard operation procedures, and guarantees of quality quality of institutions and graduates who must always be evaluated with appropriate instruments. This program takes one of the above BCS perspectives, namely the internal business perspective; from the perspective of a strategy based on Human Resources (HR). The making of the BSC will be based on the details of the governance that has been determined by the laws and regulations related to the two UPTDs which are then determined by the indicators of the implementation of the work program based on the capacity of the HR they have. The making of the work program indicator is based on the key performance indicator (KPI) theory. The aim of the program and the benefits of this program is to become one of the proofs of good cooperation between the institutions of STKIP PGRI Tulungagung and the Regency Government of Tulungagung Regency especially at the UPTD BLK and Bapenda Disnakertrans; to donate lecturers' knowledge to the public; and to improve the quality of management of government / public sector management in the Tulungagung Regency area. While the benefits generated from this program are the creation of good cooperation between higher education institutions and the government; the creation of management management that refers to relevant scientific theory; the creation of high management management standards in government institutions, especially the BLK UPTD and the Bapenda Disnakertrans Tulungagung district.

High-quality tourism destinations nowadays become the expectations of tourism stakeholders. However, these quality tourism destinations do not have a definition and key performance indicator that can be used as a measurement indicator, so this research is necessary. This study tries to measure the quality of tourism destinations based on the perspective of Bali tourism respondents. In this survey, the attitude of the respondents was measured using a choice of 5 Likert scales that directly asked their attitude towards various indicators on two elements, namely the tourist quality variable and the destination quality measurement variable. The results of a survey of 200 informants illustrate that the respondents' views on all indicators that are considered as indicators of measuring the quality of tourists and indicators of tourism destinations. They can be used as indicators to measure other destinations with adjustments according to their conditions. The novelty in this studies is three factors that have been formed key factors of tourism destination quality. The first is named the quality beautiful destination and unique attraction. The second factor is named quality tourist spending and respect local culture minded. The third factor is named the quality climate and weather condition and infrastructure.

Pada dasarnya unjuk kerja atau performansi sistem seluler baik berbasis<br />sistem CDMA maupun GSM dapat diukur dengan melihat beberapa parameter Quality of<br />Service (QoS) jaringan, Masing – masing operator mempunyai standart sendiri didalam<br />unjuk kerja jaringannya, atau yang biasa disebut dengan Key Performance Indicator (KPI).<br />Dalam analisa ini Disini kita dapat mengetahui penurunan layanan jaringan GSM, maka<br />dilakukan survey lapangan dan menerima keluhan dari pelanggan. Dari keluhan pelanggan<br />tersebut kemudian dilakukan drive test. Drive test adalah salah satu langkah awal dalam<br />proses optimasi jaringan yang bertujuan untuk mengumpulkan data-data pengukuran pada<br />suatu area kurang optimal. Dari hasil penelitian salah satu penyebab menurunnya level<br />sinyal dan kualitas sinyal pada suatu area adalah rundukan (tilting) maka dilakukan<br />pengukuran dimana Tilting memberikan pengaruh yang sinifikan terhadap cakupan dari<br />suatu BTS. Dari hasil yang di peroleh Tilting secara electrical 2° didapatkan hasil sebesar -<br />76 dBm, sedangkan Tilting secara Mechanical 2° didapatkan hasil sebesar -90 dBm, tilting<br />secara electrical memberikan perolehan sinyal yang lebih baik di bandingkan tilting secara<br />mechanical. Pada tilting secara electrical didapatkan rata-rata perolehan sinyal yang lebih<br />baik daripada mechanical tilting.

This paper analyze techniques to implement QoS/QoE on multi-tenant 5G networks. Describes the ar- chitecture of the next generation mobile network based on cloud-enabled small cell deployments and also proposes an hybrid-cloud solution coexisting with centralized cloud RAN(C-RAN), in order to achieve a gradual implementation of the technology. In this context, the work here presented deals with the challenges of preserving the quality of ex- perience in a multi-tenant cloud enable RAN bearing in mind the Key Performance Indicator(KPI) agreed in the SLA. To achieve this goal, QoS should be managed at different levels of the architecture. Feedback should be given between learning modules in order to analyze the results and infer enhanced decision rules which may conclude in an architecture replacement.

The Americans with Disabilities Act of 1990 prohibits discrimination against people with disabilities. U.S. transit agencies are therefore required to offer eligible customers services that complement the mobility opportunities provided to the general public on fixed-route public transit. Although these paratransit services are necessary and just, they represent a proportionally large cost to agencies: approximately eight times the cost per boarding compared with fixed-route bus service. To be able to identify opportunities for cost efficiencies and to further improve the quality of paratransit services offered, the 20 agencies of the American Bus Benchmarking Group decided to benchmark their relative performance in paratransit management and operations. A key performance indicator system was developed, and associated data items were defined in detail to ensure comparability of agencies’ performance and hence ensure the usefulness of the benchmarking program. The scope of this system went beyond the data already provided to the National Transit Database, both in amount and in granularity of data collected as well as the detail of definitions. The challenges, respective solutions, and other lessons identified during 4 years of paratransit benchmarking development led by Imperial College London, the American Bus Benchmarking Group facilitators, are described. The paper provides transit agencies and authorities as well as benchmarking practitioners and academics an opportunity to apply these lessons for the further benefit of paratransit services and their customers around the United States.

The study aims to analyze about the low graduation and certification exam training participants of the procurement of goods / services of the government and its contributing factors, and formulate a strategy of education and training and skills certification exams procurement of goods / services of the government. Collecting data using the method of study documentation, interviews, and questionnaires. Is the official source of information on the structural and functional Regional Employment Board, as well as the participants of the training and skills certification exams procurement of goods / services of the government in Magelang regency government environment. Analysis using 4 quadrant SWOT analysis, to determine the issue or strategic factors in improving the quality of education and training and skills certification exams procurement of government goods / services within the Government of Magelang regency. The results show organizer position is in quadrant I, which is supporting the growth strategy, with 3 alternative formulation strategies that improve the quality of education and training and skills certification exams procurement of government goods / services, and conducts certification examination of the procurement of government goods / services with computer assisted test system (CAT). Based on the research recommendations formulated advice to the organizing committee, namely: of prospective participants of the training and skills certification exams procurement of goods / services the government should consider the motivation of civil servants, is examinees who have attended training in the same period of the year, the need for simulation procurement of goods / services significantly, an additional allocation of training time, giving sanction to civil servants who have not passed the exam, the provision of adequate classroom space with the number of participants of each class are proportional, as well as explore the evaluation of education and training and skills certification exams procurement of goods / services for Government of participants.

AbstractThe purpose of this paper is to reveal how the quality of education in this Islamic boarding school is, particularly related to education facilities, curriculum and strategies of education quality improve­ments. This study used the qualitative method. Findings of this study are: first, education infrastructure and facilities are relatively complete and adequate, which are supported by the atmosphere of the Islamic boarding school that is full of simplicity and modesty by habituation in implementing clean and healthy lifestyle. Second, the tafaqquh fi-al din (understanding of religion)-based curriculum compiled by the Islamic boarding school occupies the same degree (equal) to the curriculum prepared by the Ministry of Religious Affairs, so that both tafaqquh fi-al din (understanding of religion) studies and general studi­es have high electability, which is able to increase the quality of education and also generates interest and motivation of the people (parents) to put their children to the Islamic boarding school. Third, education in the Islamic boarding school has a strong independency because it is supported by substantial financial resources.AbstrakTujuan tulisan ini untuk mengungkapkan bagaimana mutu pendidikan di pondok pesantren ini, khususnya berkaitan dengan sarana pendidikan, kurikulum dan sterategi peningkatan mutu pendidik­an. Penelitian ini menggunakan metode kualitatif. Hasil temuan studi ini adalah: Pertama, sarana dan fasilitas pendidikan relatif lengkap dan memadai, ini didukung oleh suasana kehidupan pondok pesan­tren yang penuh kesederhanaan dan kebersahajaan dengan pembiasaan menerapkan pola hidup bersih dan sehat. Kedua, kurikulum yang berbasis tafaqquh fi-al din yang disusun oleh pondok pesantren ini menempati derajat yang sama (equal) dengan kurikulum yang disusun Kementerian Agama, sehinga baik kajian tafaqquh fi al-din maupun pelajaran umum memiliki electabilitas yang tinggi, hal ini mampu meningkatkan mutu pendidikan dan sekaligus membangkitkan animo dan motivasi masyarakat (orangtua) untuk memasukkan anaknya ke pesantren ini. Ketiga, penyelenggaraan pendidikan di pon­dok pesantren ini memiliki kemandirian yang kuat, karena didukung oleh sumber dana yang besar.
