Abstract The problem of ensuring the reliability of heterogeneous transport systems is extremely multifaceted and covers all stages of development - from design to operation. To increase efficiency, there is a need to harmonize the processes taking place in heterogeneous systems within the framework of single transport communication. The lack of appropriate theoretical justification leads in practice to the emergence of insufficiently substantiated decisions, because of which subsequent efforts made to eliminate the discovered shortcomings are, as a rule, costly and ineffective. Assessment of the system of integrated regulation of the transport system, from the point of view of its sustainability, is an indispensable condition for its operational efficiency and reliability. The efficiency of transport processes assumes that the effective functioning of local transport systems is ensured by the level of interaction between participants in the transport process, modes of transport that create positive dynamics of transit freight turnover. The paper substantiates the need for complex interaction in the management of the regional transport system, considering the interaction of adjacent modes of transport in a single information space. The method describes in detail the solution of forecasting and coordination problems in maritime transport systems, harmonization of the interests of heterogeneous transport in solving forecasting and control problems.

In the article, there is presented the description of the algorithm of the operating process of the simulation model characteristics’ determination realized in the transport system. The simulation model of the means of transport’s operating process has been developed based on the that process’s mathematical model (semi-Markov model). Due of the assumed principles, the constructed model can be applied for the purposes of assessment and control of the operating process because of criterion of different types. Analysis of performance’s assessment of the operating means of transport is one of the ways of the possibilities of correct realization of the assigned transportation tasks in the transport systems. The simulation model of the operating process presented in the work, makes it possible to assess performance of the transport system’s operation from the point of view of the selected assessment criteria: availability of the means of transport and the unit income generated in the process’s modelling conditions. Based on the results of the tests conducted in the real system of the means of transport operating system, the model’s input data have been developed and simulation experiments have been conducted. As an effect, there have been determined the exemplary values of the analyzed characteristics of the transport system’s operation performance analyses.

In Bangladesh, transport sectors are developing rapidly to meet the increasing demand for transporting passengers and freight inside and outside the country. But there is not such development in railway transport system. The Bangladesh Railway transport system is still using an old technology to monitor and control signalling, scheduling, operations etc. This paper describes various problems in the existing systems and also solutions have been provided considering the existing railway transport systems of Bangladesh. A new system has been developed to control and monitor the total railway transport system from remote locations. While designing the system, various sensors and actuators have been introduced and also Information and Communication Technologies (ICTs) have been applied in the field of railway transport. So a Machatronics aspect of system has been designed to ensure a collision free, safe and efficient operation and management of railway transport system. This system is not only for monitoring and controlling of railway transport but also ensures efficient asset management. As a result face-to-face accidents, cross-road accidents and accidents due to railway line displacements or breakage can be avoided and there will be no loss of assets and valuable human lives.

Abstract Models of multimodal cyclic processes, i.e. processes realized with synergic utilization of various local and cyclic acting processes, play a determining role in an evaluation of functioning efficiency inter alia in public transport systems, passengers movement, cargo transport, data and energy transmission etc. We assume that the structure of a system determines repertoire of its behaviors. The paper presents a constraints satisfaction problem, which solving enables an evaluation of potential behaviors of the system of concurrently interacting local cyclic processes. Consequently, it is possible to plan and schedule the multimodal processes realized in that system. The constraints satisfaction problem, enabling the search for the structure of inter-position transport system and guaranteeing realization of assumed schedule of multi-assortment production was formulated for a declarative model of the multimodal transportation processes system. The attached calculation example illustrates the computational efficiency of the proposed approach.

The article deals with the field of knowledge about the transport behavior of passengers in complex transport systems of megacities, large cities and their agglomerations, in which there is a great variety of transport systems. These systems form hierarchies, where each level is described by mathematical models of homogeneous transport systems and serves as a decision-making area for implementing collective transport behavior. A review of the works of foreign and domestic authors dealing with the definition of the concept of “transport behavior”, its semantic content, a new approach to the definition of transport behavior is presented. The functional description of the “transport system of individual behavior” is presented as a collective result of the decisions made on trips that occur at certain time intervals in the transport system of the agglomeration. The mathematical description of the transport system based on the theory of macrosystems is given as a multicomponent heterogeneous open system, in which there are many decisions about the trip and the corresponding set of transport processes that ensure the achievement of the efficiency criterion.

The article identifies and analyzes the list of settlements in the Russian European Arctic regions that are not provided with year-round ground transport accessibility with another territory, that is, are not included in regional and federal land transport networks. The year-round ground transport accessibility concept is introduced as the availability of a year-round transport connection with the core federal highways network on hard-surface roads providing year-round operation along the entire length, or by rail, with possible transfers (congestion) between roads and by rail. A database and GIS of this settlements category are compiled; a quantitative assessment of the resident population living number in them is given. Quantitative estimates indicate an extreme unevenness between the settlements number in the existing Russian European Arctic settlement network and the distribution of their population. The features of the internal Arctic regions transport systems are identified and analyzed from their optimization point of view taking into account the isolated settlements presence. Based on the study, recommendations on specific problems of the island and other isolated territories development, including the use of “local” transport modes, transport and pedestrian infrastructure are formulated.

The unrestrained growth in urbanization and motorization generally contributes to an urban land use and transport system that is socially, economically, and environmentally unsustainable. Urban mobility systems are much diversified in developing countries taking into account their components in terms of transport modes and the development path linked to the urban growth. This paper uses Cotonou as a case study, which is the largest urban and economic city of Benin. The paper first reviews literatures on sustainable transport systems to comprehend the concept of sustainable development and transport. Based on the municipal development plan (MDP) adopted by the local authorities, the paper then evaluates the existing transport policies, projects and infrastructure system, to determine if the current paradigm is moving toward or away from sustainable transport. Furthermore, the principles for sustainable urban transport are developed to see what significance municipal transport policies have given to urban transport from a sustainable transport point of view. Finally some strategies are suggested, adoption of which may lead to a sustainable urban development and transport system in the city of Cotonou.Key words: Sustainable development; urbanization; Bus Rapid Transit; socio-economic; land use and urban transport system.

Abstract Integrated passenger transport system consists of many factors with various impacts on the entire system quality. In passenger transport, there are mostly individual passengers therefore it is difficult to determine all transport requirements. In the passenger transport system, there are several modes of transport, but passengers mostly use road and rail transport. Passenger transport system is influenced by many qualitative factors with various impacts. The paper is focused on analysis of the role of railways in integrated passenger transport systems. The analysis is from passenger point of view because the key element in railway passenger transport is the passenger (customer), who requires the transport from one place to another. A basic precondition for accomplishing the main requirement (transport), is making the complete offer which provides not only transport, but also other complementary services. There are several types of passenger trains, which jointly create a part of integrated transport system. Quality of this transport system depends on train route topology, timetable of trains, number and location of all stations and stops. Primary function of the transport system is providing transport for passengers on regional, national-interregional and international level; therefore, the analysis involves these levels.

The paper deals with the comparative assessment of competence level of transport system experts. The high level of competence of the experts is the premise to ensure the quality of the expertise of the systems insufficiently formalized from a mathematical point of view and characterized with a high degree of uncertainty. Six factors for assessing the competence of transport system experts were summarized. The values of the priority vector of the competence factors were established with the application of the Saaty algorithm and scale in nine points by the method of comparisons in pairs. The value of the concordance ratio of the experts' opinion for the prioritization matrix was calculated. The comparative competence coefficient of the experts in transport systems was calculated and the hierarchy of experts was established according to the value of the nominal coefficient.

The article presents the importance of integration processes in the functioning of the inland waterway transport market. The structure of port services was characterized and their individual segments were distinguished. The meaning and differences of intra-and inter-branch integration of inland waterway transport are presented. In addition, two examples of solutions are discussed that are used in the organization and management of transport processes and having a significant impact on the integration of all participants of the inland waterway transport market. These examples are the River Information Services RIS and Single Window. The aim of the article is to analysis the impact of integration processes on the development and changes in the inland waterway transport functioning as an element of integrated transport systems. The features and benefits for the transport system resulting from integration within the inland waterway transport system, but also with other systems and the environment, have been indicated.

The article starts with looking into a treatment of the objects of city transport systems planning: administrative (determined) and systematic approach, that are of importance for the principles of planning and its quality. The major shortages of the traditional planning are the following: its determination, narrow functional attitude towards the processes of transportation, lack of evaluation of the interrelations between a city structure and its transport system. There are several obstacles to shift to the planning of higher quality, namely poorly arranged information supply, shortage of mathematical models for transport processes and relevant soft ware. Considering the gained experience of transport system planning and professional knowledge on transport systems, a new methodology of planning is presented. A major stress here is put on the complex of transport system functioning, the consequences and the price.
