Abstract The development and implementation of innovations are becoming integral functions of a modern industrial enterprise. The author has developed an author’s approach to assessing the innovation potential of forest enterprises through the analysis of financial sustainability and the ability to cover their own liabilities to achieve competitive advantages. The methodological research toolkit uses the competitiveness rating of economic entities of the timber industry complex of the Ural region, formed according to several economic indicators of the market segment occupied by the enterprise, the quality of its products, innovation activity and its efficiency, the degree of financial support, innovative research projects and the availability and effectiveness of facilities, as the resulting indicator. The economic profit indicator used to assess the effectiveness of enterprises is positive if the enterprise has managed to earn more than the profitability of similar enterprises, i.e. the enterprise implements innovative projects, which in turn bring additional competitive advantages. The developed approach makes it possible to identify and evaluate the most significant elements of the innovative potential of the enterprise on the basis of the rating assessment, thus allowing to take into account the specific features of the enterprise and its operating conditions.

The national innovation system is one of the main mechanisms for restructuring the Russian economy. The implementation of innovations, the active development of the science and technology industry creates the necessary conditions and prerequisites for the transition of the economy to its new technological structure, providing an innovative type of economic growth. In recent years, the literature has developed many approaches to the definition of the concept of “innovative potential”. Some authors consider this category as a set of resources and capabilities of the system to create and implement innovations. Others define innovative potential as a measure of the region’s readiness to create and promote innovations. The third group of authors treats innovation potential as a result of innovation activity, identifying in some way the concept of “innovation potential” and “innovation process”. This article discusses approaches to the definition of a comprehensive indicator of innovative potential. The assessment methods considered in this article allow to determine the level of innovative potential of an organizational system, to perform a comparative analysis of systems according to a generalized indicator of innovative potential and its components, and also to develop programs for the development of organizational systems taking into account the effective use of innovative system capabilities.

The article considers the terms “innovation potential”, “regional innovation potential”, and the state of innovation potential. The purpose of this article is to determine the current state and prospects for the development of the innovative potential of the Akmola region. The research methodology consists in systematization of innovative indicators of the region by comparison and economic and statistical groupings. The analysis of the formation of the innovative potential of the region on the example of the Northern regions of the Republic of Kazakhstan is carried out. In particular, the dynamics of the gross regional product and innovation activity in the Akmola region is presented.

Purpose. The purpose of the article is to summarize theoretical approaches to determining the nature, structure and sources of innovative potential of a region. Methodology of research. The following methods are used during the study: systemic and dialectical – to study the dominant characteristics of the region's innovation potential; comparison and synthesis – to study approaches to interpreting the term "innovation potential"; graphic – for a visual representation of the results of the study. Findings. The approaches to the interpretation of the above category are summarized based on the study of scientific literature devoted to the problem of innovation potential, as well as three main approaches to the interpretation of innovative potential: resource (most common), target and approach by which innovative potential is considered as a measure of ability / result oriented). It is suggested that the innovative potential of a region means first and foremost the opportunities, and second, the resources and organizational capabilities that enable the creation and implementation of innovations to achieve sustainable development of the region and the country as a whole. At the same time, an important aspect of increasing the innovation potential of the region is, among other things, the institutional capacity of the state to stimulate and support the development of innovation processes. It is proposed to consider financial and investment, material and technical (industrial), research, market, information, intellectual-personnel and marketing potentials as components of the region's innovation potential. Originality. The paradigm of innovation potential of the region has been developed, which, unlike the existing ones, provides for: 1) systematization of preconditions for formation and factors of influence on development and enhancement of innovation potential; 2) establishment of functions and sources of innovative potential; 3) determination of components of innovative potential with indication of their quantitative measuring instruments and methods of measurement. Practical value. The obtained results of the research will be the basis for the development of the author's methodology for complex evaluation of innovative potential of Ukrainian regions. The article aims to identify priority areas for the enterprises’ innovative potential development. The results of the study are the determination of factors of enterprises’ innovative potential development. The main factors are related to the globalization of economic processes, including the digitalization of the economy, the high rate of dissemination of progressive knowledge, the business ecosystems’ development. The main directions of improving the efficiency of innovation potential management are investing in a fuller use of digitalization by enterprises, intensification of consolidation processes, paying more attention to benchmarking. The urgency of leadership initiative in intensifying innovation, the spread of program-targeted organizational management structures for the enterprises’ intellectual potential synergy, the development of export potential for effective scaling of innovations are stated. The general relevance of the development of intrapreneurship by stimulating the development and use of innovation potential is grounded. The definition of innovation potential has been clarified. The multilevel orientation of enterprises’ innovative potential: external – on increase of customers’ satisfaction level, formation of external image, internal – on improvement of all components of enterprise’s potential, formation of internal image are substantiated. The role of the components of the enterprise potential in relation to the innovation potential, namely, its resource provision, production and supply of the innovative product on the market, the cyclical nature of innovation, work motivation is defined. The relationship between innovation potential and innovation activity is substantiated. A system of criteria and indicators for evaluating innovative ideas is proposed. The basic criteria are: consumers, market, intellectual property, the status of the idea, the effectiveness of innovation. Customer-centric approach as the basis of innovation activity coupled with earning capacity for the enterprise provides its strategic competitive advantages and investment attractiveness.

To implement innovations, organizations need to form and develop innovative potential. The innovation potential of an organization includes the potential of material resources and intellectual potential. Taking into account the peculiarities of the influence of laws and principles of the organization on the innovation potential, it is possible to choose the directions of its development. The aim is to study formation principles of organization’s innovative potential, taking into account the influence of laws and principles of the organization, and to determine possible directions for its development. The objects of research are organizations engaged in the implementation of innovations. The subject of the study is the principles and directions of the development of innovative potential. In the course of the research, a number of theoretical methods were used: analysis and synthesis, observation, comparison, and abstraction. The peculiarities of the influence of the law and the principles of development on the innovation potential indicate that personnel, information, organizational and managerial potentials, play the main role. The development of the innovative potential of organizations using the scientific and technical component can be achieved by conducting research in the field of creating new materials, developing and modernizing production processes, solving resource-saving problems. Innovation potential contributes to the development of the organization's strategy. In this study, the theories of innovation potential and the objective laws of the organization were jointly considered.

Our trends, formed in the conditions of active development of the post-industrial economy, dictate the need to apply an innovative approach not only to the development of the manufacturing sector, but also to form the innovative potential of service enterprises, which include trade enterprises. This is due to growing competition, increasing the frequency of new technologies for consuming services, increasing consumer demand. Innovative trade enterprises gain competitive advantages for the ability to expand the geography of service, optimize the speed of order fulfillment, provide a new level of comfort in receiving services, increase the reliability of services provided, and therefore increase customer confidence. The result of the previous review was the production of the most common features of the innovative potential, which are the result of systematization and a previous determination of the criteria for evaluating the potential of innovation. In conclusion, we can say that the innovative potential of the enterprise - is primarily the ability of the enterprise to create, develop and implement innovations. Innovation potential consists of a set of individual elements, each of which affects the resulting trait. Innovative potential is a separate object of management in the structure of strategic management of the enterprise. When assessing the innovation potential, it is advisable to use the necessary and sufficient number of indicators, which recorded the cause of the investigative relationship between the indicator and the result of the enterprise, are differentiated into groups. Obviously, based on the logic of the concept of "innovative potential of a commercial enterprise", the introduction of innovations and updates in the process of economic activity at all stages (from purchase to sale of goods) is evidence of staff knowledge, commercialization of creative ideas and actual potential. Only under these conditions it is possible to form and realize the innovative potential of a commercial enterprise, as well as to satisfy the interests of the consumer.

The essence of the concept of «innovation potential» as an economic category highlights the essence of the concept of innovation potential and scientific approaches to its interpretation. The concept of «innovation potential» has become «a conceptual reflection of the phenomenon of innovation activity». An enterprise can develop innovation activities only if it has sufficient innovation potential. Innovative development depends on the size and structure of the innovation potential. That is, if an enterprise has the necessary resources, it can develop and implement various innovations in its economic activities. If innovation opportunities are limited, then it is necessary to increase them and choose a follower strategy, that is, to implement improving technologies. Innovation potential as a set of resources, the use of which will lead to the achievement of advantages and strategic goals, needs to be increased and developed. The views of various foreign and domestic scientists on the concept of innovative potential are systematized. Various scientific views of domestic and foreign scientists on the essence of the concept of innovative potential are studied. Interpretation of the concept of innovation potential can be carried out from different approaches, namely: structural-functional, integral, behavioral and process approaches. Each approach has its own understanding of the essence of innovation potential. Scientists have not yet given a general definition of the concept of innovation potential, so depending on the scope of application, innovation potential can be considered as a set of material and non-material resources, as a process of using innovations in economic activities, as the ability of an enterprise to adapt the internal environment to change environmental factors with the use of available resources and opportunities. The components of innovation potential are characterized in accordance with various scientific approaches. It is proposed to define the innovative potential of the enterprise as a set of integrated characteristics, existing and hidden opportunities that allow efficient use of innovative resources (raw materials, labor, information, technology) through innovative competencies and innovative organizational skills to achieve innovative development goals.

Innovation is currently an important source of economic growth. They are an integral part of modern economies. They contribute not only to the growth of the country’s competitiveness but also the creation of new jobs, the improvement of the quality of life, or the protection of the environment and sustainable development. Therefore, the aim of the paper is through selected indicators, e.g. the share of expenditures on development and research in GDP, expenditures on research and development per capita in the regions, the share of enterprises with innovation activity, the structure of expenditures on innovations, etc. to evaluate the current innovation activity of SMEs in individual regions of the Slovak Republic. Based on the results of the analysis, will also outline further possibilities for increasing and especially support from the state of this innovative potential of SMEs at the national but especially regional level. And because the Slovak Republic has long been one of the below-average countries in the field of innovation within the EU, possible barriers to the development of innovative activities of small and medium-sized enterprises in the Slovak Republic will also be identified.

The article clarifies the essence and structure of the innovative potential of the enterprise. Modern approaches to the definition of the category "innovation potential" are analyzed. It is established that the innovation potential as a set of innovative resources, the implementation of which leads to the improvement and optimization of production, makes it possible to create and implement innovations in order to achieve strategic competitive advantages of the enterprise. It was found that the innovation potential organically connects the main potential of the enterprise for innovative development. It is determined that under the conditions of effective realization of all main components of innovation potential the enterprise strengthens its position on the market and achieves sustainable development. The levels of innovation potential of the enterprise are considered, which allow to determine the ability of the enterprise to introduce new technologies into the economic turnover while providing for the financial needs of the current production and economic activity. It is proved that the analysis of innovation potential by components provides an opportunity to develop procedures for assessing its sufficiency for the development, production and promotion of specific innovations.
