The national innovation system is one of the main mechanisms for restructuring the Russian economy. The implementation of innovations, the active development of the science and technology industry creates the necessary conditions and prerequisites for the transition of the economy to its new technological structure, providing an innovative type of economic growth. In recent years, the literature has developed many approaches to the definition of the concept of “innovative potential”. Some authors consider this category as a set of resources and capabilities of the system to create and implement innovations. Others define innovative potential as a measure of the region’s readiness to create and promote innovations. The third group of authors treats innovation potential as a result of innovation activity, identifying in some way the concept of “innovation potential” and “innovation process”. This article discusses approaches to the definition of a comprehensive indicator of innovative potential. The assessment methods considered in this article allow to determine the level of innovative potential of an organizational system, to perform a comparative analysis of systems according to a generalized indicator of innovative potential and its components, and also to develop programs for the development of organizational systems taking into account the effective use of innovative system capabilities.

The article aims to identify priority areas for the enterprises’ innovative potential development. The results of the study are the determination of factors of enterprises’ innovative potential development. The main factors are related to the globalization of economic processes, including the digitalization of the economy, the high rate of dissemination of progressive knowledge, the business ecosystems’ development. The main directions of improving the efficiency of innovation potential management are investing in a fuller use of digitalization by enterprises, intensification of consolidation processes, paying more attention to benchmarking. The urgency of leadership initiative in intensifying innovation, the spread of program-targeted organizational management structures for the enterprises’ intellectual potential synergy, the development of export potential for effective scaling of innovations are stated. The general relevance of the development of intrapreneurship by stimulating the development and use of innovation potential is grounded. The definition of innovation potential has been clarified. The multilevel orientation of enterprises’ innovative potential: external – on increase of customers’ satisfaction level, formation of external image, internal – on improvement of all components of enterprise’s potential, formation of internal image are substantiated. The role of the components of the enterprise potential in relation to the innovation potential, namely, its resource provision, production and supply of the innovative product on the market, the cyclical nature of innovation, work motivation is defined. The relationship between innovation potential and innovation activity is substantiated. A system of criteria and indicators for evaluating innovative ideas is proposed. The basic criteria are: consumers, market, intellectual property, the status of the idea, the effectiveness of innovation. Customer-centric approach as the basis of innovation activity coupled with earning capacity for the enterprise provides its strategic competitive advantages and investment attractiveness.

The article substantiates the theoretical foundations of information support of the public administration system in terms of the introduction of innovations to ensure sustainable development of territories. The definition of "innovative potential of a separate territory" is given. The components of the innovation system are defined - innovation potential, innovation infrastructure, innovation process. The content of the innovative development of territorial communities is revealed by ensuring the implementation of strategic priorities for the development of the territory using the information potential of the region. The characteristic features of the development and competitiveness of a territorial community are given, which help to identify a territorial community with an innovative type of development. The article deals with the management of sustainable development of the region in the context of information society. The necessity of information support of public administration is proved with the help of data of continuous monitoring of parameters of sustainable development.

The paper clarifies the category of innovation potential with innovative and economic activities. The innovation potential is the ability of a system to derive from the research field innovations suitable for the practice. It is determined by the accumulated intellectual products, database, research infrastructure and other resources used to create, implement and offer innovations. The use of company and national innovation potential for the creation of modern technique, technology and organization of production are orienting production and farms to the specifics of the new economy. The innovation activity reports the dynamics and capabilities of the innovation system to power production with ready-to-use innovations. Business activity in the field of innovation characterizes the capabilities and flexibility of the production system with the resources available to perceive and assimilate innovations and offer them as products in the form of goods, services and technologies.The report justifies the selection of an innovation strategy based on an analysis of the company's innovation capabilities. They represent a set of distinct features of the company that facilitate and support its innovation activity. The purpose of such an analysis is to determine which are these key characteristics and to what extent the firm as a whole and its core business units possess them. The report also explores the basic criteria for assessing the company's innovation capability, the structure of the innovation process and the methodology of analysis of its product and process innovations.

AbstractMany studies raise doubts about the effectiveness of the institutions, programmes and instruments that shape the Chinese national innovation system. This article scrutinizes central–local interactions in the national Torch Programme that has governed a large group of high-technology zones since 1988. The Torch Programme's procedural practices challenge widely shared assumptions about the dirigiste character of Chinese innovation policy. It combines centralized definition of programme objectives with extensive local implementation experiments. As three case studies demonstrate, bottom-up policy innovations are effectively fed back into national programme adjustments and into horizontal policy diffusion. The array of organizational patterns and promotional instruments that emerges from competitive “experimentation under the shadow of hierarchy” (ESH) goes way beyond what could have been initiated from top down. We hypothesize that the procedural strengths displayed in the Torch Programme may provide better indicators of future innovative potential in China's high-technology zones than retrospective statistical indices and benchmarks that are derived from OECD experience.

The article considers the terms “innovation potential”, “regional innovation potential”, and the state of innovation potential. The purpose of this article is to determine the current state and prospects for the development of the innovative potential of the Akmola region. The research methodology consists in systematization of innovative indicators of the region by comparison and economic and statistical groupings. The analysis of the formation of the innovative potential of the region on the example of the Northern regions of the Republic of Kazakhstan is carried out. In particular, the dynamics of the gross regional product and innovation activity in the Akmola region is presented.

Introduction. The subject of the research is public-private partnership (PPP), which contributes, through funding and incentives, to the spatial development of innovation in the United States. As an economic phenomenon, PPP is seen as an effective mechanism for integrating investors, business (primarily venture capital) and the state aimed at implementing the innovation process at the meso-spatial level – states and regions (subregions) of the United States – within the framework of regional innovation systems (RIS), contributing to territorial differentiation. Theoretical analysis reveals the factors and mechanisms of public-private interaction in the space of the corresponding RIS states and sub-regions of the country, characterized by the institutional and functional role of American forms of PPP in the implementation of innovative projects at the regional level. A hypothesis is formulated about the heterogeneity and unevenness of the united innovation space in the United States, one of the foundations of which is the differential nature of state financing of innovation activities at the regional level. Empirical analysis. A correlation is shown between indicative indicators reflecting the level of innovative potential and characterizing the innovative activity of the RIS of the states and subregions of the United States as a whole, on the one hand, and the degree of development of the innovative potential of PPP within the RIS of the corresponding territory, on the other hand. The carried out typological grouping of RIS states based on the lognormal distribution reflects the statistical commonality of the analyzed indicators. Results. Based on the available values of the indices characterizing the innovation activity of the RIS of specific states and subregions of the United States, as well as the calculation of integral indicators that make it possible to assess the interaction of PPP subjects, which are at the same time the institutional and functional elements of the corresponding RIS, a hypothetical statement about the unevenness of the US innovative development has been confirmed. In this case, the territorial differentiation of innovation in the United States and its impact on the spatial aspect of the development of an innovative economy, and, consequently, on economic growth, is determined by the intensity of the use of innovative potential by forms of PPP, which involves proactive financing and stimulation of innovative business projects at the expense of budgetary funds in the RIS of specific groups of states and sub-regions of the United States.

It is established to what extent an innovative system, limited by the framework of a region - a subject of the Russian Federation, is capable of expanded reproduction. The spatial contours of the local innovation system are justified by the boundaries of the macroregion. The classification of domestic innovation systems on a spatial basis is carried out. The problems that do not contribute to the implementation of the entire chain of the innovation process in the local innovation system are formulated: from the generation of knowledge to the production of finished innovative products.

<em>The main aim of the paper is analysis of the innovation and knowledge in creation of European Union global competitiveness and social security from regional perspective. To the particular goals of the research belong the presentation of the knowledge-based-growth (KBG) theory, the concept of innovation system, the innovation system and innovation process, constructed advantage, the Triple Helix model, Europe 2020 strategy and Innovation Union and Horizon 2020 as the financial instrument implementing the Innovation Union. The important results of the research is the conclusion that in the innovation process also in the European Union very important are the connection between science (universities), market (industry) and government at the regional level. There is positive dependence between innovation activity and effectiveness of the innovation process. The more interaction and cooperation also the creation of enterpreunership it can observe on the regional level than on the state. The new programme of the scientific and innovation research Europe 2020 and Innovation Union are very important factors of the economic growth, social security and global competitiveness of the European Union. The new economic narrative of the European Union is built around three main strands–boosting investments, pursuing structural reforms and fiscal responsibility. </em>

The main aim of the research was to develop cognitive instruments that allow justification of decisions in national innovation policy. In the theoretical part of research fundamentals of national innovation policies of EU-members and Ukraine were compared to reveal factors that can accelerate innovation development. In the empirical part of research the analysis of innovation capability of Ukrainian enterprises was conducted based on financial, statistic and management reports and it confirmed that companies systematically conducted innovation activities, reached higher levels of innovation potential, innovative business opportunities and margin of economic security and, consequently, have more innovative capacities for innovation of all types. The formation of cognitive analytical base allowed the application of scenario modelling at the level of public management of innovation activity. Cognitive modelling approach was justified firstly by increased volatility in economic conditions of modern realities of crisis in the national economy, and secondly high-cost and risky innovations, fast diffusion of information resources during the introduction of innovation processes, and thirdly, the presence of the mutual influence of objects of national innovation system.

The author of the article clarifies theoretical aspects of institutions and institutional support for innovative systems. The author proposed a definition of the Institute category. The classification of institutional support for innovative activities of enterprises was developed. The life cycle of the innovation process was supplemented with a subsystem for personnel preparation to absorb generated knowledge, which allows unlocking the internal innovation potential of the organization.
