The article clarifies the essence and structure of the innovative potential of the enterprise. Modern approaches to the definition of the category "innovation potential" are analyzed. It is established that the innovation potential as a set of innovative resources, the implementation of which leads to the improvement and optimization of production, makes it possible to create and implement innovations in order to achieve strategic competitive advantages of the enterprise. It was found that the innovation potential organically connects the main potential of the enterprise for innovative development. It is determined that under the conditions of effective realization of all main components of innovation potential the enterprise strengthens its position on the market and achieves sustainable development. The levels of innovation potential of the enterprise are considered, which allow to determine the ability of the enterprise to introduce new technologies into the economic turnover while providing for the financial needs of the current production and economic activity. It is proved that the analysis of innovation potential by components provides an opportunity to develop procedures for assessing its sufficiency for the development, production and promotion of specific innovations.

Our trends, formed in the conditions of active development of the post-industrial economy, dictate the need to apply an innovative approach not only to the development of the manufacturing sector, but also to form the innovative potential of service enterprises, which include trade enterprises. This is due to growing competition, increasing the frequency of new technologies for consuming services, increasing consumer demand. Innovative trade enterprises gain competitive advantages for the ability to expand the geography of service, optimize the speed of order fulfillment, provide a new level of comfort in receiving services, increase the reliability of services provided, and therefore increase customer confidence. The result of the previous review was the production of the most common features of the innovative potential, which are the result of systematization and a previous determination of the criteria for evaluating the potential of innovation. In conclusion, we can say that the innovative potential of the enterprise - is primarily the ability of the enterprise to create, develop and implement innovations. Innovation potential consists of a set of individual elements, each of which affects the resulting trait. Innovative potential is a separate object of management in the structure of strategic management of the enterprise. When assessing the innovation potential, it is advisable to use the necessary and sufficient number of indicators, which recorded the cause of the investigative relationship between the indicator and the result of the enterprise, are differentiated into groups. Obviously, based on the logic of the concept of "innovative potential of a commercial enterprise", the introduction of innovations and updates in the process of economic activity at all stages (from purchase to sale of goods) is evidence of staff knowledge, commercialization of creative ideas and actual potential. Only under these conditions it is possible to form and realize the innovative potential of a commercial enterprise, as well as to satisfy the interests of the consumer.

Purpose. The aim of the article is to substantiate the feasibility of using theoretical and methodological tools to ensure the innovative development of enterprises and to further forming the practical basis for their effective functioning. Methodology of research. General and special methods are used in the course of research, in particular: dialectical, monographic and system analysis – to substantiate the essence of innovations, innovative development, to determine the possibilities of further use of the “TAMO” model; graphic, abstract and logical – when forming conceptual bases of innovative development of enterprises. Findings. It is determined that the innovative development of an enterprise should be defined as a process of directed regular change of its state, which depends on purposeful, consistent movement to a balanced innovation state under the influence of synergistic action of innovative potential, periodic regrouping of forces caused by the logic of STP, the source of which are innovations that create innovations that create new opportunities through the ability to find strategic priorities and purposeful search for ideas, new solutions, ways to commercialize them and implement them as stimulants ensure victory in the competition. It is proved that the formation of the conceptual foundations for ensuring the innovative development of the enterprise is directly influenced by the features that determine the theoretical foundations, the methodological basis, the main components of management and its further improvement. The scheme of conceptual bases for the management of innovative development of enterprises is formed, which contains the concept of object and subject of research, mission and goals, methodological basis and levels by which they study the need for innovations, the potential of innovative development is evaluated, the directions of realization are determined: theoretical, methodological, instrumental, organizational and practical, commercialization of research results, international and public-private partnership on financing of innovative activity and efficiency in innovative business. Originality. The definition of the essence of innovative development of the enterprise has been further developed; the scheme of conceptual and practical bases of providing of such development of the enterprises with definition of directions of realization has been formed. Practical value. The obtained results of the study can be used to extend the use of the “TAMO” model in the process of creating and commercializing innovations through the formation of an innovative trajectory using the conceptual framework scheme to manage the innovation development of enterprises. Currently, competitiveness is a priority indicator for any country and in order to secure achieving its high level, some measures were developed aimed at formation of favorable conditions for the creation and implementation of innovations. It is the implemented innovative projects that have a positive impact on the economic status of the state. Innovati v e potential is considered the “foundation” for innovation, since its structure includes all the fundamen- tal components, facilitating the passage through all the stages of the innovation cycle. The country’s indicators are formed from a set of economic indicators of the regions, so the policy of local self-government bodies of the subjects of the Russian Federation should be aimed at innovative development and, in partic- ular, at building up the innovative potential of the region. The article analyzes various interpretations of the definition of “innovative potential of the region” and considers its structure and main components . Also based on the difference in approaches to the definition, a terminological classification is compiled from the point of view of Russian and foreign scientists who are engaged in research in the field of innovation. It is known that high practical results can be obtained when there is a necessary theoretical basis for that, in which the essence of all terms is revealed.

The national innovation system is one of the main mechanisms for restructuring the Russian economy. The implementation of innovations, the active development of the science and technology industry creates the necessary conditions and prerequisites for the transition of the economy to its new technological structure, providing an innovative type of economic growth. In recent years, the literature has developed many approaches to the definition of the concept of “innovative potential”. Some authors consider this category as a set of resources and capabilities of the system to create and implement innovations. Others define innovative potential as a measure of the region’s readiness to create and promote innovations. The third group of authors treats innovation potential as a result of innovation activity, identifying in some way the concept of “innovation potential” and “innovation process”. This article discusses approaches to the definition of a comprehensive indicator of innovative potential. The assessment methods considered in this article allow to determine the level of innovative potential of an organizational system, to perform a comparative analysis of systems according to a generalized indicator of innovative potential and its components, and also to develop programs for the development of organizational systems taking into account the effective use of innovative system capabilities.

Theoretical aspects of innovation theory and its categorical apparatus are considered in the article. Development of ideas about the place and importance of innovation in the spread of innovative theories and approaches to the categories of "innovation" and "innovative development" are analyzed. Own reasoning is presented and own definition of investigated terms that based on the analysis is given. Knowing of theoretical essentials of innovations will enable to create an effective system of management of innovation processes at the enterprise. From this point of view it is expedient to consider the definitions of innovations and their classification. In given article, an author reveals the notions of innovation and innovation process that exist in economic literature by now, considers existing classifications of innovations. An author also gives his own classification of innovations, reveals his understanding of notion of innovation. Currently, the term "innovation" is found everywhere. It has become especially widespread in the sphere of production, although it is not limited to it and applies to almost all areas of human activity. The world and domestic economy form a new paradigm of development, which is based on the growing relationship between socio-economic development of society and new technologies, the global nature of the creation and use of research and development. The creation and implementation of innovations becomes the main internal factor and the key to uture economic growth. As world experience shows, the successful use of scientific and technological progress can significantly affect the course of economic processes and significantly accelerate them. The term "innovative development" consists of two categories – "innovation" and "development". As they are widely used in almost all fields of knowledge and areas of activity, they do not have an unambiguous definition and are the subject of research by domestic and foreign scientists of various profiles.

The article summarizes approaches and defines the concept of «financing the innovation potential of the enterprise’s staff». The methodological approaches most often used to analyze the efficiency of financing objects are reviewed. On the basis of the review, the authors proposed their own methodical approach to evaluating the efficiency of financing the innovation potential of the enterprise’s staff, which includes: formation of structural-logical scheme, definition of stages, instrumentarium, development of the appropriate system of general and partial indicators, as well as criteria for such evaluation. The peculiarity of the improved methodical approach to evaluating the efficiency of financing the innovation potential of the enterprise’s staff is the association into the overall system of the following: indicators of sufficiency and timeliness of financing; the degree of use of financial resources, their profitability, worth, achievement of goals in the process of attracting financial resources to finance the innovative abilities and capabilities of the enterprise’s employees; criteria for conformity of financing to the threshold value, optimization of financing; criteria for comparability of «profitability – worth», «use of financial capabilities – achievement of goals of using the innovative potential of staff». Implementation of all stages of evaluation of the efficiency of financing the innovative potential of the enterprise’s staff allows to set the level of this efficiency in accordance with the set goals and objectives, as well as is the basis for substantiation of managerial decisions.

Abstract. Innovations play great role in the economic growth and development. And question of explanation enterprises’ ability to generate and implement them are topical as from scientific, as from applied points of view. The article is dedicated to the issues of innovative potential and its development. Authors explain its essence on the basic of resource theory and propose to determine its main components such as innovative resources, innovative capabilities, innovative competencies and innovative project. Based on this it is proposed to define innovative potential as set of integrated characteristics, which let use innovative resources with help of innovative competencies on the basic of innovative organizational capabilities. Innovation resources include both traditional and intellectual resources. Innovative competencies are sets of personnel features to generate innovative ideas and provide their implementation. Innovative organizational capabilities characterize ability of enterprise use innovative resources by development of modern business-models, processes and procedures. Innovative projects are main tool of innovative potential realization. Research shows expediency for evaluation and monitoring of innovative potential development to use four-component matrix. These components are resources, competencies, capabilities and projects. First three are components of innovative potential, fourth — embodiment of the realization of innovation potential. These components are evaluated on the basic of binary logic of economic processes analysis.  Dynamic model of innovative potential development is proposed. This model consists of such stages: analysis of innovative potential components; selection of target innovative projects; identification of correspondence between components of innovative potential and target projects; creation of innovation potential development program. The article considers the issues of further development of the conceptual apparatus of such a direction as recreation and tourism and the question of determining the various directions and components of recreation and tourism economy. The purpose of this work is to identify the main components of recreational and tourist activity as an integral part of the inter-sectoral complex. It is stressed that tourism activity can be viewed from the standpoint of the economy, because it has all the features of the economy, although this approach is not widespread. It is also possible to study the recreation and tourism sector as a type of economic activity. Recreational and tourist activity is considered as a service market, both as a social system and as an economic system. It was emphasized that in geography and regional economy, recreational and tourist activity is considered as an inter-sectoral complex. A pivotal problem is the definition of objects and entities in systemic relations, where, depending on the nature of the system, tourists can act as objects and subjects. It was established that the formation of the subject area of recreational and tourist activity is based on geographical concepts, including the concept of «touristdestination», the concept of territorial organization of the population and economy, the concept of territorial recreational systems. The position of geographers in the development of the subject area of tourism enhances resource orientation of tourism activity; we note that the resource is both population and tourist destinations. In the article we considered the Ukrainian taxonomy of types of economic activities, which are directly involved in tourism and recreation. It is determined that tourism and recreation sector occupy a special place in the sphere of services. In essence, tourist services are multi–component, and the tourist product itself combines the result of the activities of enterprises that carry out completely different activities. The schematically structured recreation and tourism complex by types of activities indicates the formation of areas of economic activity and industry directly related to recreation and tourism, such as mass recreation of the population – unorganized and organized, and tourism, the sphere of recreation. Thus, the representation ofrecreation and tourism activity as an inter-branch complex offers new possibilities for forecasting its development and formation of new directions of use of recreational and tourist resources.

The priority direction of tax policy is the formation of tax potential, which includes the creation of conditions for the intensification of entrepreneurial activity, the formation of active development actors, the expansion of sources of tax revenue, the stimulation of innovation and investment activity. At the same time, in Ukraine, the lack of systemic directions of tax incentives for innovation in the legislation and practice of tax instruments significantly hinders the development of innovation potential of the economy and reduces its competitiveness. The basis for improving tax policy in the context of innovative development is the institutional component. The purpose of the study is to identify promising institutional aspects of the formation of tax potential in industry. The methodological basis of the study were analytical reviews, regulations, modern scientific and applied research in the field of innovation. The research uses methods of dialectics, methods and principles of scientific knowledge, tools of economic analysis to substantiate proposals for the formation of institutional foundations for the formation of tax potential. The main hypothesis of the study was the assumption that tax policy, which is aimed at developing innovation, largely determines the economic interest of industrial enterprises in the introduction of new technologies, as financial resources released from the tax potential of the enterprise can be directed to its innovation and investment activity. Presenting main material. The strategic task of tax potential management is to increase and strengthen the tax base by stimulating investment and innovation activity; support of enterprises in order to develop production and increase production. The tax potential is considered in the context of institutional innovation projects and smart specialization. An assessment of the prospects for the use of various tax instruments in accordance with the current situation and the need for the transition to adaptive management of tax potential of industry. The originality and practical significance is confirmed by the proposed scientific and methodological approaches to the management of tax potential in the context of innovative development. Conclusions and prospects for further research. Measures to increase the tax potential should include expanding the tax base not only through existing reserves, but also creating a new base through the development of innovation potential. The implementation of the relevant institutional strategy should be aimed not at simple maximization of tax revenues, but at the development of investment and innovation potential with the establishment of favorable conditions for the development of priority projects. Further research will focus on the analysis of the peculiarities of the use of tax tools in the framework of specific institutional and innovative projects of economic development.

The paper highlights important and leading conceptual definitions and inherent features of the concept of "innovation". Categorization takes into account the importance of using the concept in social and economic sciences. Innovation is a collective concept in terms of reflecting the peculiarities of production and technological change. Innovation is often interpreted either as an activity or only as a final result Peter Drucker assumes that innovation is an integral part of the entrepreneurial process.I n this sense, the entrepreneur has to do something new or it does not make sense to enter the market. Innovation is a new way to do something, or it is the process by which "resources are given new abilities to make wealth." The narrow interpretation of innovation views it as a process of turning the invention into a commercially realized product. The broad interpretation assumes that innovation can take various forms - improving and improving existing technologies; the deployment of new products based on new technologies; new methods, markets, structures, organization, management, etc. The development of innovation is linked to the definition of generations of innovation. Several models of generations of innovations are presented, covering a different number of stages in the development and assessment of innovation. Innovation is a major driver, a major source of competitiveness and competitive advantages, a detailed literature-based fact that has not only a positive impact on business performance but is also essential to their survival. In practice, the value of any innovation hiding on its economic value.
