Abstract From June 17 to 20, 2021, July 22-23, 2021 October 1-2, 2021 in Russia, Moscow Oblast, Bol’shie Vyazemy, the All-Russian conference with international participation “Economic and Phytosanitary Rationale for the Introduction of Feed Plants” was held. The choice of the city of Moscow and the Moscow region is due to its significant contribution to the food security of the country, as well as the distribution of unique fodder crops and conditions for them. In addition, Moscow Region is home to the country’s leading institutions in the field of fodder production and phytosanitary safety. Conference Objective to unite efforts of domestic and foreign scientists in solving urgent issues of economy and photosanitary safety of fodder plants introduction. Over the past few years, positive trends have been observed in the agricultural economy. First of all it is connected with the import substitution program, as well as with the new Doctrine of Food Security of the Russian Federation adopted by the President. In this regard, scientific institutions should play a special role in the chain of ensuring presidential decrees. List of Organization Committee, Program Committee are available in this pdf.

Fresh and processed vegetables are included in our diet every day. It is due to vegetables that the human body receives the bulk of the vitamins and minerals necessary for life. Given the special role of the vegetable growing industry in providing the population with the necessary fortified products, topical issues of increasing the efficiency and investment attractiveness of the industry are of strategic importance for the country's food security and solving the problem of import substitution of fresh vegetable products.

The use of clover-grasses in the structure of fodder crops grown on arable soil, especially those with intergeneric hybrids as the main component part, could avert the negative current trend, i.e. further decreasing the area of perennial fodder plants or fodder crops as a whole on arable soil. They have an irreplaceable role in crop sequences and in preserving the cultural character of the countryside, above all due to the fact that they improve soil fertility and microbial life in the soil and that they have an excellent pre-produce value, and, at the same time, they are applied in various farming systems (both conventional and ecological) and in various climatic conditions, and agricultural businesses are well equipped for growing, harvesting and storing them. In the Czech Republic, the area of fodder crops grown on arable soil was decreased from 1,019.9 thousand hectares to mere 396.7 thousand hectares between 1980 and 2009, which is 15.6 % of the total area of arable soil whereas perennial fodder plants only take up 8.5 %. Fodder from clover crops and clover-grass growths on arable soil are one of the main resources of voluminous fodder for dairy cows. Most of this fodder is preserved through a fermentation process (silages, hay storage); a smaller part is fed as fresh fodder, or serves for production of hay. Silages made with perennial fodder plants are the most important source of both proteins and other nutrients for ruminants, especially for high-yielding milch cows. The basis of fodder production systems are the conservative elements of the landscape area (geomorphology) in combination with the progressive elements (weather conditions, plants and human labour) and relict ones, the representative of which is the soil. The fodder production systems in Europe are divided into five main fodder production zones. From this point of view, the areas where short-term clover-grass mixtures are grown on arable soil could be classed with Zone 4, i.e. intensive fodder production and cattle breeding. This characterisation corresponds with the Vysočina Region (the Czech Republic), which is the focus of our work even though extensive breeding can be found in this area on a smaller scale as well. Therefore, our aim was to verify the production and qualitative parameters of the fodder crops and mixtures included in the test in chosen agricultural businesses in the Vysočina Region and to recommend the most suitable variant for the given area. A statistically significant correlative relationship (P < 0.05) was proved between the net energy for lactation contents and the percentage of organic matter digestibility. The evaluation of the production parameters evidently shows the favourable influence of the grass component part or of intergeneric hybrids on the stability of dry matter yield per hectare as well as on the stability of individual nutrients.

The results of many years of research on the comparative study of single-species and mixed crops of non-traditional forage crops, including festulolium used to create a sustainable forage base balanced in energy, protein and carbohydrates, are presented. The scientific basis for the cultivation of herbs in single and mixed sowing has been determined. It was established that the yield of green mass of festulolium is high-er than that of traditional cereal grasses and on control for an average of three years amounted to 19.8 t/ha, against the background of mineral nutrition — 29.9 t/ha. In mixed sowings, grass mixtures consisting of clover and festulolium and alfalfa and festulolium were distinguished in terms of productivi-ty and fodder value. They provided the harvest of fodder units of 7.95 and 8.65 thousand/ha, with the provision of the fodder unit with digestible protein at the level of the norm or much higher than it — 101–134 g, with an optimal (0.8–1.0) sugar-protein ratio on both backgrounds. The positive effect of grasses on soil fertility, expressed in the accumulation of a significant amount of crop-root residues and nitrogen, is shown. Single-species crops of clover and alfalfa have accumulated 9.83 and 14.8 t/ha of crop-root re-sidues at the control and 10.8 and 19.5 t/ha against the background of mineral nutrition, with which 154, 328 and 253, 431 kg, respectively, were supplied with nitrogen ha, of which symbiotic – 65, 140 and 85, 183 kg/ha.

The article focuses on the importance of digitization of agriculture for rising the competitiveness of the domestic agro-industrial complex (AIC). In order to obtain an objective picture of APC nowadays, there have been analyzed the supplies of the staples in the Russian Federation and revealed the problems with producing milk, beef, fruit and vegetables of sheltered ground. It is stated that today Russia is actively implementing import substitution strategies in the sectors of the national economy including the agricultural sector. The main purpose of functioning of the national AIC has been determined as ensuring the parameters of food security for the population of Russia. There are considered the burning issues on achieving food self-sufficiency, the solution of which lies in increasing the competitiveness of the national AIC. The emphasis is placed on the need to transfer agricultural production to the ecological and economic principles of management and the rational distribution of using all types of resources. It has been recommended to assess the soil-climatic and economic potential of the territory in order to identify the priorities of food self-sufficiency for basic types of food in all regions of the country. Formation of the organizational and economic mechanism for creating competitive advantages of AIC helps to develop agricultural production on the innovative basis and to ensure the long-lasting food security at the federal level. The factors increasing AIC competitiveness are: economic soil fertility, usable agricultural areas, optimization of the structure of sown areas, system development of fodder production and animal husbandry, digitization of agriculture, etc. There have been analyzed the problems of insufficient digital prevalence in agriculture; the role of digitalization in achieving the parameters of food security is substantiated. The study results can be used to improve the mechanism of ensuring food security for the population of Russia.

“Food security” is a term that came into use in the second half of the 20th century as government leaders and nongovernmental organizations began to apply systemic thought to global issues of availability of food, the safety and nutritional sufficiency of available food, and the stability of individuals’ access to it. Hunger and starvation as global problems began to be studied at the end of World War II. Concerns about global food supply management prompted the establishment of the United Nations’ Food and Agriculture Organization (FAO) and increasing levels of policymaking and intervention, enacted through a series of conferences and culminating in a World Food Summit in 1996. Although world food production increased by 50% in the decades following WWII and the 1990s were believed to be a “golden age” of food security, the United Nations believes that before the 2020 world health crisis some 815 million people experienced chronic hunger. Spikes in unemployment such as those associated with the 2008 world financial crisis and the 2020 coronavirus pandemic cause accompanying increases in food insecurity. Global climate change continually challenges efforts to address food-related crises, and at the same time rising numbers of refugees add to the numbers of people who would be food insecure even if all other conditions were optimal. Awareness of the special role of gender within this field has only begun to develop since the first decade of the 21st century. Although the field of food studies is older, most academic studies of food focus on histories of specific commodities, regional folkways, and/or food and literature. Systemic studies of food policy outcomes have not examined gender as a vector of knowledge until about 2010. Consequently, this more specialized field of knowledge remains in an early stage of development, with activists at the forefront more often than academics. Considerable pushback has emerged against the idea that experts should educate locals about food, and many food activists now argue that education should arise from those in production rather than those who create policy. Women represent 60% of all people living with hunger and food insecurity. They also make up at least 60% of agricultural workers. Most of these women growing food are feeding families and regions rather than aspiring to be participants in global economies. As women they experience food insecurity because of cultural gender biases, and as farmers they are twice disadvantaged because neither agriculture nor women’s production within families tends to garner widespread respect or wealth. Gender-blindness has plagued efforts to resolve these issues even when the UN and others have placed women’s progress at the forefront of millennium goals. Organizations charged with analysis of poverty and hunger still operate using out-of-date analytical tools that themselves perpetuate sexist discrimination. “Global” does not necessarily mean more progressive or inclusive. Despite the discourse of goodwill, in practice the unquestioned dominance of WWII-era paradigms of large-scale agricultural production and food supply chains has limited rather than supported collective ability to effect change. In the final years of the 20th century, a growing number of alternative voices such as the anti-globalist scholar Vandana Shiva and fair trade and sustainability groups like Café Campesino began to introduce dissenting ideas about food security using the terminology of food sovereignty and biodiversity, tying these concepts to the empowerment of women, local communities, and “eaters.”
