Abstract The condition of northern coast of Java is in a high risk due to human activities (fishing, agriculture, industry, settlement, tourism, and transportation). Mangrove ecosystem has an ability to protect the coastal area and it can be used also as a mangrove-based tourism area. The development of ecotourism must be able to truly keep up its principles in maintaining environmental sustainability, providing benefits to community and containing education for the visitors and maintaining local wisdom. However, the development of ecotourism itself still encounters various obstacles in its implementation. The objectives of this study are to analyze the condition and management between 5 different mangrove-based tourism ecotourism locations namely Jembatan Pelangi (Banten), Karangsong and Sumber Mas (Indramayu), Pandansari (Brebes) and Tunggulsari (Pati). Descriptive analysis was conducted based on in-depth interviews with managers, communities and local governments. Several recommendations as a result of this study given to improve some infrastructure and waste management to be more environmentally friendly, a working group supported by local governments should be taken into account for facilitating coordination both local governments and central government so that the ecotourism area can be properly promoted.

Independence of Regional Development in regional autonomy is the ability of local governments to self-finance government activities, development, services to the community and manage regional finances, especially Regional Original Income (PAD) and Economic Growth Levels without relying mostly on assistance from the central government. This study aims to determine the effect of local taxes, levies and the level of economic growth on the independence of regional development in CIAYUMAJAKUNING regencies / cities for the 2011-2018 period, either partially or simultaneously. The variables used in this study are Local Taxes, Retribution, Economic Growth Rate and Regional Development Independent Ratio obtained from the website of the Directorate General of Financial Balance (DJPK) and the website of the Regency / City Central Statistics Agency (BPS) in West Java. The analytical method used is descriptive analysis method and verification. The sample selection in this study used the saturated sample method, and the samples from this study were 5 districts / cities, namely Cirebon City, Cirebon Regency, Majalengka Regency, Indramayu Regency and Kuningan Regency in the 2011-2018 period so that 40 sample data were obtained. The analytical tool used in this research is simple linear regression analysis. The results of this study indicate that Retribution has a significant effect on the Independence of Regional Development.

Mangrove area is an area overgrown mangrove in a natural or artificial, to maintain the environmental sustainability of coastal areas. In addition to maintaining the ecosystem of biodiversity, the mangrove area also has a role to social-economic, and socio-cultural. Rembang regency is one of the districts on the north coast of Java which has a large mangrove area. However, due to the high economic activity in the region of Rembang Regency, the mangrove area becomes less and damaged. This research to describe how environmental policy to manage mangrove area in Rembang regency with qualitative descriptive approach. The result is the role of government and society gradually able to restore mangrove ecosystem. Moreover the district government through Environmental Agency has made a masterplan for the development of mangrove ecotourism in Pasarbanggi Village. The existence of sustainable mangrove conservation has a positive impact on the environment and society.

Natuna regency is a rich area of natural resource products, but still includes underdeveloped areas in Riau Islands Province. Local governments have to make fundamental changes in building the infrastructure aspects, economic, and human resources to eliminate underdevelopment and reduce dependency on central government. The aims of this research are: (1). to evaluate the effectiveness and stakeholders’ perception of the CD program, in terms of participation and partnership; and (2) to formulate a strategy for synergizing the CD Program of Star Energy with the local government’s development program. The analytical methods that are used in this research are descriptive analysis and SWOT analysis. This research was undertaken in Palmatak Sub District and Siantan Sub District of Natuna District of Kepulauan Riau Province, from June until October, 2008. The results indicated that the government stakeholders perceived that the participation of the CD program’s beneficiaries was adequate, and that the partnership between Star Energy and the local government was inadequate. The result of SWOT analysis suggested that Star Energy needs to focus its CD program on sustainable activities, such as economic development and education programs. The strategy for increasing synergy with the local development programs is to intensify communication between the company and the local government through the formation of community development partnership forum.Keywords: Community Development (CD), Effectiveness, Policy Strategy

Taxes are one source of state revenue. Local tax is a tax which is entrusted by the central government to be levied and managed by local governments. Local tax is one sector in incereasing local revenue. Hotel taxes included in the tax area. Hotel tax is a potential sector in raising revenue. The purpose this study to know the recording and reporting of hotel tax (study on Dispenda Bitung and Dispenda Manado). The method used is descriptive analysis, the research conducted by collecting data, analyzing the data collected, as well as giving particular faced, and draw conclusions. The data used in this research is secondary data, using all the data obtained from the source. The result show Dispenda Bitung and Dispenda Manado has yet to make its accounting records or journal transaction taxes when receiving payments of hotel taxes, and based on data from the Budget Realization Statement of hotel tax, hotel tax revenue of Manado city is greater than the hote tax revenue of Bitung city.  Keywords : analysis, recording and reporting, hotel tax

The Tenaga Kerja act has been passed. One of the sectors associated with the Tenaga Kerja act is marine and fisheries sector. Therefore, it is important to understand the potential impact of the act on the maritime and fisheries sector. The purpose of this paper was to analyze the potential effect of the Tenaga Kerja act on the marine and fisheries sector. In addition, this paper also offers a new paradigm in optimal and environmentally friendly marine and fisheries resource management based on Islam. We used descriptive analysis method by comparing the Tenaga Kerja act with acts relating to the maritime and fisheries sector. In addition, to understand how Islam manages existing natural resources, the Koran and the Sunnah of the Prophet Muhammad Shallallahu ‘Alaihi Wa Sallam were used. The results showed that the Tenaga Kerja act opens opportunities for foreigners to exploit marine and fishery resources in Indonesia waters. As a consequence, the interests of the national fishing industry are threatened. In addition, the act created a very strong centralization of authority to the Central Government and weakened the roles of the Technical Ministers and local governments. On the other hand, Islam provides solutions in optimal management of marine and fisheries resources while maintaining their sustainability. Therefore, it is very important to consider Islam in environmental management such as in the marine and fisheries sector.

This study examines, analyzes dna discusses Simultaneous elections Politics and Law: controversy Central Government Policies Related Legal Decisions Election District, North Sumatra Simalungun Where the Year 2015. On December 9, 2015 ago in elections Simalungun which is one of five areas was postponed due Regent Amran deputy candidate Sinaga experienced legal permaslahan. This study uses the theory of Elections, the concept of democracy and the electoral law. This study used qualitative methods with qualitative descriptive analysis techniques. The results of this study are Chronologically elections Simalungun, Inconsistency Regulations, Budget Swelling elections, Process Inaugural JR Saragih. Where the conclusions of this research local elections December 9, 2015 simultaneously experiencing the same problem as well as a substantial permasalahn. Registration problems associated pair of candidates is the responsibility of political parties to avoid any single candidate. On the issue of the availability of budget, the government and local governments need to give a strong political will to urgently solve the problem.

Purpose The purpose of this study is to examine the implications of inter-governmental relations on procurement compliance in local government. Design/methodology/approach A total of 68 in-depth interviews with local government officials and councillors in four different local government authorities, members of parliament in the local authorities accounts committee and a committee clerk were carried out in addition to documentary review. Findings Evidences from in-depth interviews and documentary analysis point to central government as one of key reasons for procurement non-compliance. The nature of inter-governmental relations enables the central government to issue encroaching directives on local government procurement plans or take handicapping actions on the financial ability of the local governments to execute procurement plans. Practical implications The study adds inter-governmental relations on strategies for improving procurement compliance in African local government systems. Originality/value Despite increasing research on procurement compliance, the complexity of regulatory non-compliance in local government procurement has not been adequately analysed. The current study uses an inter-governmental relations perspective to contribute knowledge on procurement compliance in local government systems of the Third World, sub-Saharan Africa in particular.

Local government will gain prestige if the examination accounting performance of local government gets an unqualified opinion (WTP) from BPK. The opinion shows that the performance of the local government is in accordance with the principle of accountability. However, not all of local governments be able to achieve the predicate of WTP, because indeed to get it is not easy. Therefore, it is necessary for agencies to be the leading sector to assist all OPDs in preparing the accounting performance reports of each agency before the BPK enters, and the agency is the Inspectorate. This research aims to describe the role of Inspectorate in Samarinda City in defending the WTP predicate.Using a qualitative approach and descriptive analysis, in-depth interviews were conducted to officials from the Inspectorate and Regional Financial Management Agency (BPKAD) to validate the data. The conclusions obtained were that the Inspectorate had several roles in maintaining the WTP predicates in Samarinda City, namely: the role of facilitation, guidance, and verification for the OPD, the coordination role for the DPRD, the role of coordination and facilitation for the BPK, and the role of reporting and input to regional heads to take further policy steps. Keywords: Inspectorate’s Role, Supervision, Local Government Performance, Unqualified Opinion Abstrak Mendapatkan hasil pemeriksaan kinerja pemerintah daerah dengan predikat opini Wajar Tanpa Pengecualian (WTP) dari BPK merupakan suatu prestise tersendiri bagi daerah. Predikat inilah yang menunjukkan bahwa laporan kinerja keuangan pemerintah daerah sudah sesuai dengan prinsip akuntabilitas. Namun demikian belum semua daerah mampu mencapai derajat WTP, karena memang untuk mendapatkannya tidak mudah. Oleh karenanya perlu instansi yang menjadi leading sector untuk mendampingi seluruh OPD dalam menyusun laporan kinerja keuangan masing-masing instansi sebelum BPK masuk, dan instansi tersebut adalah Inspektorat. Penelitian ini mencoba memberikan gambaran bagaimana peran Inspektorat Daerah Kota Samarinda dalam mendukung predikat WTP yang dalam beberapa tahun ini telah diraih oleh Kota Samarinda. Menggunakan pendekatan kualitatif dan analisis deskriptif, dilakukan in-depth interview kepada para pejabat dan stakeholder dari Inspektorat serta Badan Pengelola Keuangan Daerah (BPKAD) agar dapat dilakukan kroscek terhadap data yang ada. Kesimpulan yang diperoleh adalah Inspektorat memiliki beberapa peran dalam mempertahankan predikat WTP di Kota Samarinda, antara lain peran fasilitasi, pembinaan, serta verfikasi bagi OPD, peran koordinasi bagi DPRD, peran koordinasi dan fasilitasi bagi BPK, dan peran pemberi bahan laporan dan masukan bagi kepala daerah untuk mengambil langkah kebijakan lebih lanjut. This research is based on Regulation of the Minister of Home Affairs Number 76 of 2012 concerning on Guidelines for Boundary Confirmation and Regulation of the Minister of Home Affairs Number 141 of 2017 concerning on Regional Boundaries. This research method was a descriptive analysis with a triangulation method and a triangulation of sources for testing the data of this research. The data of this research were analyzed by using a SWOT analysis. The results of this research revealed that S-O Strategy (1) Clarifying the boundaries between the two Local Governments in realizing a clear government administration; (2) Optimizing the role of the Community in Realizing the Development with the clear territorial boundaries; W-O Strategy (1) Coordinating with related parties to realize the good government administration services; (2) There is guidance and supervision to the Regional Government through the Provincial Government and the Central Government; S-T Strategy (1) Building the government cooperation by taking an agreement through the Provincial Government; (2) Building the good communication with the community at every deliberation; W-T Strategy (1) Strengthening the regulations by disseminating every decision from the Ministry of Home Affairs; (2) Mediating every meeting through the conflicting parties.

The research objectives are: (a) adopting local government financial accounting into village government financial accounting, (b) reconstructing the understanding of human resources on implementation of local government financial accounting into the implementation of village government financial accounting, and (c) understanding the capacity of village resources to implement village government accounting. This research uses a qualitative approach. The analytical tool adapted from Freud through (a) observation, effort to build perceptions based on observed observations in the field, (b) interviews, in-depth interviews with informants (to villages and village secretaries), and (c) documentation, declaring and documenting the past events. The findings show that the positive attitude shown by Rappoa's government apparatus is followed by positive behavior. It indicates that attitudes and behaviors demonstrated by village government and its apparatus are responsive. All government regulations, both from central government, provincial and local governments and even sub-district government must be followed by below government. The positive attitude of the village as the lowest government level should implement all the laws and regulations.
