Abstract Krasnodar Krai is an intensively economically developing region. In terms of the activity in the construction of residential and industrial facilities, it ranks among the leaders in Russia. At the same time, the region is experiencing a serious shortage of energy produced on its territory. The power system of the Krasnodar Krai is characterized by a high specific consumption of electric energy per capita, comparable in size to the largest cities of the Russian Federation. Also, the territory of the Krasnodar Krai is a recreational area, a valuable ecological object, where the construction of carbon-burning power plants is undesirable due to the high degree of environmental pollution. The construction of a nuclear power plant is also unacceptable due to the seismic activity of the territory. Based on the above, it is necessary to analyze the possible use of alternative energy sources, in particular, wind energy, since the wind potential of the territory of the region is large. In the paper, the wind potential of the coast of the Krasnodar Krai was studied - water space, estuaries and reservoirs that are not used or are poorly used for recreational and economic purposes, which have indicators of wind speed and constancy more than on land, and which are not considered by most researchers due to unusual location.

While many states are moving away from nuclear power and decommissioning their reactors for cheaper and safer alternative energy sources, recent years have seen a spark in interest for nuclear power within the Middle East under the pretext of ‘energy independence’. This trend poses a potential threat for the safety of the region considering that nuclear power plants are prone to human errors, deliberate attacks, and natural environmental convulsions which could trigger potential transboundary fallout. Given the region’s small and compacted geography along with the increasingly volatile geopolitical instability, a regional incident would likely have much direr consequences compared to other previous nuclear incidents. As a non-nuclear power state, Qatar is not currently party to any of the nuclear civil liability conventions which could guarantee some level of compensation for the victims in case of transboundary nuclear harm. In due course, Qatar will be surrounded by nuclear reactors from the north (the Iranian Bushehr plant), the east (the UAE Barakah plant) and the west (the planned Saudi plants). As exemplified by the COVID-19 pandemic, theoretical transboundary calamities can unexpectedly become a sudden reality and there is a solemn need to work proactively when dealing with such consequential hypotheticals. Therefore, this article qualitatively assesses the relevant international conventions with an aim of being policy relevant and navigate Qatari decision-makers through the vexing web of the nuclear civil liability regimes.


Pollution and far-away location of generation are the main disadvantages regarding bulk power generation from conventional power plants like gas plants, thermal and nuclear power plants. These constraints give scope to look for alternative energy sources reducing pollution and distance of location. Distributed generation (DG) is a viable option to generate power at distribution level without pollution and further reducing transmission line losses due to distance. Sending power from renewable energy sources needs an inverter to be integrated with grid. Inverter also performs the task of harmonic filtering in source components acting as active power filter. This paper presents integration of distributed generation from PV array to grid via an inverter controlled with DG controlled PQ theory. When power is fed from distributed generation, the source power from main grid to load will decrease and this variation is shown in results. MATLAB/Simulink software was used to develop the proposed model and the results are discussed for different cases. Results are presented for two cases where the source current is affected by the load without APF and variable active power to grid with the integration of DG along with APF.

The diversity of the energy matrix in the world is one of the challenges demanding fornew researches with alternative energy sources to bring exibility and sustainability in their use.According with this panorama, the generation of electric energy with solar photovoltaic systemsemerges as an important goal, and its technology is constantly advancing as an immediatesolution for this quest of diversity. This paper presents a predictive control for a solar trackingalgorithm to be used in single or double axis photovoltaic systems. The main characteristicand contribution of this algorithm represents a functional technological innovation because itdoes not use any sensors to determine the position of the Sun with respect to the panel. Suchalgorithm avoids unnecessary movements in cases of shadows on the panels caused by clouds,or some animal that could interfere on systems using the conventional sensors. The proposedsolar time algorithm was tested and compared with eld values, predicting the correct Sunposition with accuracy of less than 1o. The qualitative and quantitative results presented hereevidenced the real gain of the proposed algorithm-based system without any sensors to increasethe generation gain of photovoltaic power plants.

В статье рассмотрено современное состояние энергоснабжения и перспективы развития альтернативных источников энергии на территории Крайнего Севера. Отмечено, что несмотря на острую потребность во внедрении возобновляемых источников энергии, установленные мощности всех ветряных и солнечных электростанций в регионе не превышают 7-8 МВт. Также в работе рассчитаны технический и экономический потенциал ветровой энергии региона, на основании которых подобрана наиболее эффективная установка. The article discusses the current state of energy supply and the prospects for the development of alternative energy sources in the Far North. It is noted that despite the urgent need for the introduction of renewable energy sources, the installed capacities of all wind and solar power plants in the region do not exceed 7-8 MW. Also, the technical and economic potential of the region’s wind energy was calculated based on which the most efficient installation was selected.

As society continues advancing into the future, more energy is required to supply the increasing population and energy demands. Unfortunately, traditional forms of energy production through the burning of carbon-based fuels are dumping harmful pollutants into the environment, resulting in detrimental, and possibly irreversible, effects on our planet. The burning of coal and fossil fuels provides energy at the least monetary cost for countries like the US, but the price being paid through their negative impact of our atmosphere is difficult to quantify. A rapid shift to clean, alternative energy sources is critical in order to reduce the amount of greenhouse gas emissions. For alternative energy sources to replace traditional energy sources that produce greenhouse gases, they must be capable of providing energy at equal or greater rates and efficiencies, while still functioning at competitive prices. The main factors hindering the pursuit of alternative sources are their high initial costs and, for some, intermittency. The creation of electrical energy from natural sources like wind, water, and solar is very desirable since it produces no greenhouse gases and makes use of renewable sources—unlike fossil fuels. However, the planning and technology required to tap into these sources and transfer energy at the rate and consistency needed to supply our society comes at a higher price than traditional methods. These high costs are a result of the large-scale implementation of the state-of-the-art technologies behind the devices required for energy cultivation and delivery from these unorthodox sources. On the other hand, as fossil fuel sources become scarcer, the rising fuel costs drive overall costs up and make traditional methods less cost effective. The growing scarcity of fossil fuels and resulting pollutants stimulate the necessity to transition away from traditional energy production methods. Currently, the most common alternative energy technologies are solar photovoltaics (PVs), concentrated solar power (CSP), wind, hydroelectric, geothermal, tidal, wave, and nuclear. Because of government intervention in countries like the US and the absence of the need to restructure the electricity transmission system (due to the similarity in geographical requirements and consistency in power outputs for nuclear and traditional plants), nuclear energy is the most cost competitive energy technology that does not produce greenhouse gases. Through the proper use of nuclear fission electricity at high efficiencies could be produced without polluting our atmosphere. However, the initial capital required to erect nuclear plants dictates a higher cost over traditional methods. Therefore, the government is providing help with the high initial costs through loan guarantees, in order to stimulate the growth of low-emission energy production. This paper analyzes the proposal for the use of nuclear power as an intermediate step before an eventual transition to greater dependence on energy from wind, water, and solar (WWS) sources. Complete dependence on WWS cannot be achieved in the near future, within 20 years, because of the unavoidable variability of these sources and the required overhaul of the electricity transmission system. Therefore, we look to nuclear power in the time being to help provide predictable power as a means to reduce carbon emissions, while the other technologies are refined and gradually implemented in order to meet energy demand on a consistent basis.

Energy security and independence is one of the key points in sustainable development. In modern conditions of rapid growth and development of technologies, more and more attention is paid to finding practical solutions for environmentally friendly and inexpensive energy production. For a long time, scientists from various fields of scientific activity around the world have been engaged in the development and use of alternative energy sources. The share of renewable energy sources in the generation of electricity around the world is growing steadily, which indicates an increase in the use of energy obtained from alternative sources, such as, for example, wind and sun. These trends testify to the desire of consumers to abandon the use of fossil energy sources and nuclear power plants as much as possible in order to ensure further sister development. Under the current conditions of the COVID-19 pandemic, the demand for electricity worldwide has decreased, however, as the study shows, this pandemic has not affected the development of renewable energy. The article analyzes modern trends in the development of renewable energy, taking into account the experience of the EU countries and leading countries of the world in this area. As a result, it was concluded that in modern conditions, to achieve sustainable development, transformation processes are needed in such an important area as energy. Various processes in the global economy, which contributed to the intensive development of alternative energy sources, served as a powerful impetus for such changes. Many countries have made significant progress in the development of renewable energy.

The ripples of the tsunami crisis in Japan triggered introspections of nuclear plant safety issues in the worldwide. Many countries have claimed the suspension of nuclear power plants. However, some countries such as Taiwan, under nearly 99% energy is exported, the disasters force government and citizen to face the importance of nuclear safety, especially the neighborhoods nearby the nuclear power plants. We have to face the nuclear safety since there is no other alternative energy presently. The 3rd nuclear power plant located in the south of Taiwan, which has the same geographic features with Fukushima, Japan. Presently, there is no precedent in Taiwan of precaution and rescue team and civil supervised mechanic on nuclear security issue. This paper will review according to transparent information, public participation and cross-organization cooperation to propose the execution and work division principles, including information monitor, educational propagation, hide and evacuation, emergence aid and care, rear and refuge service. The ultimate target is to establish self-governance inside nearby neighborhood to confront nuclear disaster at the critical moment.

The DESERTEC project, a European Union (EU) initiative to harness solar energy by means of Concentrated Solar Power (CSP) from Africa for use in Europe, shows the enormous potential that exists in alternative energy sources for the sub-region once there is political will. The Trans-Mediterranean Renewable Energy Corporation (TREC), a network of scientists and politicians who have taken it upon themselves to solve Europe’s energy problem using sun from Africa, conducted three studies which evaluated the potential of renewable energy resources in the Middle East and North Africa (MENA), the expected needs for water and power in EU-MENA between now and 2050 and issues relating to the construction of an electricity transmission grid connecting the EU and MENA (EU-MENA-Connection), with a formula to turn the North African desert sun into electricity and transport same to Europe. This paper harnesses the TREC fact-finding studies in order to estimate how much the same ideas can be applied in many other parts of the world, Nigeria in particular. Investigation reveals that this association exists with huge potentials for an energy-starved country like Nigeria in harnessing her abundant hot sun in the north, which could go a long way in meeting the energy needs in that part of the country and beyond. Other benefits include unlimited supplies of clean electricity, agricultural gains, and creation of new industries, new jobs and new sources of income.

Safe operation and industrial improvements are coming from the technology development and operational experience (OE) feedback. A long life span for many industrial facilities makes OE very important. Proper assessment and understanding of OE remains a challenge because of organization system relations, complexity, and number of OE events acquired. One way to improve OE events understanding is to focus their investigation and analyze in detail the most important. The OE ranking method is developed to select the most important events based on the basic event parameters and the analytical hierarchy process applied at the level of event groups. This paper investigates further how uncertainty in the model affects ranking results. An analysis was performed on the set of the two databases from the 20 years of nuclear power plants in France and Germany. From all uncertainties the presented analysis selected ranking indexes as the most relevant for consideration. Here the presented analysis of uncertainty clearly shows that considering uncertainty is important for all results, especially for event groups ranked closely and next to the most important one. Together with the previously performed sensitivity analysis, uncertainty assessment provides additional insights and a better judgment of the event groups’ importance in further detailed investigation.
