The article presents the main problems of the introduction of digital technologies in agroindustrial complex. It is revealed that at present there is no single integrated solution for agricultural enterprises, which would integrate solutions for various branches of agriculture. It is substantiated that the task of creating a digital platform, with the help of which various digital solutions of specific business processes will be integrated, is a top priority. The tools for managing the digital transformation and innovation activities of the dairy industry enterprises and the platform solutions being created are considered on the example of Europe’s largest robotic animal husbandry complex in the dairy sector.

The article analyzes the trends in R&D expenditures as an important condition affecting the increase in innovative activity. It is indicated that one of the factors that contributes to the growth of funding for research and development is the creation of regional funds for support of scientific, scientific, technical and innovative activities, the budget of which is formed from deductions from the proceeds of companies. It is noted that their creation contributes to the centralization of monetary resources. The purpose of the study is to identify areas for the use of funds from regional funds to support scientific, scientific, technical and innovation activities. Based on the analysis carried out, the main areas were identified to which the financial resources of the funds could be directed and the volume of their use was determined.

Abstract The aim of the study is to develop a methodology for assessing the effectiveness of the regional infrastructure facilities to support scientific, technical and innovation activities, taking into account the synergy effect. The article analyses methods existing in Russia and other countries and identifies their benefits and drawbacks. Based on the analysis conducted, the authors have determined a list of indicators characterising this area, developed a system for calculating the integral indicator, identified a list of regions that provided for the most objective assessment and testing of the developed methodology, and drew conclusions based on the calculations results. As a result, the effectiveness and perspectiveness of the developed methodology have been indicated. Even though the composite index is in the stability zone, its individual components may be in the zone of catastrophic risk and contain potential threats to further innovative development of a region. At the same time, it has been determined that regulatory support, as well as closed nature of the innovation cycle (synergy effect) play an important role in the efficient functioning of the infrastructure for supporting scientific, technical, and innovation activities.

The article considers, including clinical medicine, the situation with innovative activities as one of leading mechanisms determining national scientific technical potential, efficiency and stability in economy and its competitiveness. The data related to inadequate level of innovative activities and necessity of its enhancement are reflected. The leading factors related to innovative activities are established. The emphasis is made on factors negatively impacting innovative activities. The significant role is played by imperfection of legal base and lacking of corresponding attitude to this problem of administrative structures on all levels of state administrations, first of all administrators of medical institutions. They also are insufficiently aware of expediency and necessity of implementation of theoretical and practical developed designs into clinical medicine. The approaches are proposed to elimination of similar shortcomings and ways of stimulation of innovative activities and also criteria product is to conform. The necessity is emphasized to provide possibility of advancement of scientific technical ideas to contingent involved into invention and innovation activities.

The article proposes an organizational and management mechanism for ensuring scientific, technical and innovative development of Ukraine through the principles of innovative management. In the proposed mechanism, the following structural elements are distinguished: the subject of management, the control object, management objectives, management criteria, elements of the control object, management resources, and management methods. With the help of the proposed mechanism, the goal of government management is defined, which is the formation of a strategy of scientific, technical and innovative development of Ukraine adapted to the national conditions, taking into account the problems of scientific and technological development at the levels of economy, the implementation of an effective management system, planning, forecasting and correction in its preparation and implementation. According to the established goal, the main tasks of the mechanism are distinguished. Determined, that the effectiveness of management can be assessed by examining the extent to which the government achieves the goal setting through a specific management mechanism. When the management objectives change, the management effectiveness criteria will change accordingly. If difficulties and contradictions arise during the formation of strategies within the framework of the described management mechanism, it is necessary to return to the adjustment of strategic goals and priorities of scientific, technical and innovative development of the country. A feature of the proposed mechanism is: decentralization of government powers to the places during the working out and implementation of strategic programs of scientific, technical and innovative development through the following actions: transfer relevant financial resources to the local management; to improve the processes of organization, management, planning, coordination and control of strategic scientific, technical and innovation activities, and realization of tasks at all levels; to introduce an effective mechanism for coordinating the actions of central and local government and executive authorities; to carry out constant updating of directions of strategic scientific, technical and innovative activity of the country depending on actually received results of action on indicators of scientific, technical and innovative development of the country.

The article analyzes the features of the “new” postgraduate course programs that have been implemented in the system of higher education in Russia since 2013. The article also identifies and describes the most vulnerable areas of the “new” postgraduate course and looks at solutions to the identified issues. The analysis of the features and the classification of the problems related to the implementation of doctoral studies as the third level of higher education are based on the results of analytical and sociological researches conducted in Lomonosov Moscow State University, Moscow Pedagogical State University, Association of the Classical Universities in Russia in 2017–2018. When formulating their recommendations on overcoming the challenges facing “new” doctoral education, the authors took into consideration the draft law “About scientific, technical, and innovation activities”, the key priorities of the National project “Science”, and the approaches to the creation of a new qualification system of scientific, research and pedagogical personnel.
