The article proposes an organizational and management mechanism for ensuring scientific, technical and innovative development of Ukraine through the principles of innovative management. In the proposed mechanism, the following structural elements are distinguished: the subject of management, the control object, management objectives, management criteria, elements of the control object, management resources, and management methods. With the help of the proposed mechanism, the goal of government management is defined, which is the formation of a strategy of scientific, technical and innovative development of Ukraine adapted to the national conditions, taking into account the problems of scientific and technological development at the levels of economy, the implementation of an effective management system, planning, forecasting and correction in its preparation and implementation. According to the established goal, the main tasks of the mechanism are distinguished. Determined, that the effectiveness of management can be assessed by examining the extent to which the government achieves the goal setting through a specific management mechanism. When the management objectives change, the management effectiveness criteria will change accordingly. If difficulties and contradictions arise during the formation of strategies within the framework of the described management mechanism, it is necessary to return to the adjustment of strategic goals and priorities of scientific, technical and innovative development of the country. A feature of the proposed mechanism is: decentralization of government powers to the places during the working out and implementation of strategic programs of scientific, technical and innovative development through the following actions: transfer relevant financial resources to the local management; to improve the processes of organization, management, planning, coordination and control of strategic scientific, technical and innovation activities, and realization of tasks at all levels; to introduce an effective mechanism for coordinating the actions of central and local government and executive authorities; to carry out constant updating of directions of strategic scientific, technical and innovative activity of the country depending on actually received results of action on indicators of scientific, technical and innovative development of the country.

The subject of the research is the current state of the fuel and energy complex (FEC) that ensures generation of a significant part of the budget and the innovative development of the economy.The purpose of the research was to establish priority directions for the development of the FEC sectors based on a comprehensive analysis of their innovative and investment activities. The dynamics of investment in the fuel and energy sector are considered. It is noted that large-scale modernization of the fuel and energy complex requires substantial investment and support from the government. The results of the government programs of corporate innovative development are analyzed. The results of the research identified innovative development priorities in the power, oil, gas and coal sectors of the fuel and energy complex. The most promising areas of innovative development in the oil and gas sector are the technologies of enhanced oil recovery; the development of hard-to-recover oil reserves; the production of liquefied natural gas and its transportation. In the power sector, the prospective areas are activities aimed at improving the performance reliability of the national energy systems and the introduction of digital technologies. Based on the research findings, it is concluded that the innovation activities in the fuel and energy complex primarily include the development of new technologies, modernization of the FEC technical base; adoption of state-of-the-art methods of coal mining and oil recovery; creating favorable economic conditions for industrial extraction of hard-to-recover reserves; transition to carbon-free fuel sources and energy carriers that can reduce energy consumption and cost as well as reducing the negative FEC impact on the environment.

The scientific and technological development of Russia is aimed at food security and food independence of the country. The problem is solved by using local raw materials, as well. Of high priority is the creation of food products with the pre-set functional properties. The government provides grant support for the projects and scientific programs of innovation activities. The challenge consists in rapid transition from the research results to their implementation. The task is effectively solved within the frames of R&D innovative projects in the system: “science and education – production –- market”. The specific features of growing and harvesting plant raw materials lie in their season character and a small scale. It actualizes its processing with the purpose of obtaining new food products in the small enterprise setting. The research on the technology of integrated processing of high cranberry was done. It involved whole berries pre-drying, cutting and further use of powder-like mixture in the syrup preparation. Modes and parameters for high cranberry drying are brought out: temperature 80ºC, time period – 72 hours with purification intensity of 30% of air volume an hour; kibbling of dry berries to powdery condition with the particle size of 0.001 mm. Rational technological modes and parameters for ready-made syrup are established: mass fraction of sugar syrup dry substances – 55%; the proportion “sugar syrup: high cranberry powder” in the recipe is 10:1.15; syrup cooking time – 30 minutes. Comparative analysis of nutritional value of fresh and dried high cranberry was carried out. The research has shown a high content of polyunsaturated fatty acids in the latter, that proves the practicability of high cranberry integrated processing.

Topicality. One of the main tasks balanced development industrial enterprises and acceleration of innovative development Ukraine is the transition to an economy based on the productive use of new knowledge. Knowledge itself is a factor in post-industrial development and is an inexhaustible public good, which increases in the process of its use. In such conditions, the creation of proper general economic and institutional factors for the free movement of knowledge, the introduction of information and communication technologies, the effective transformation of new knowledge into new technologies, products and services are very important. Aim and tasks. The aim of the article is to study and assess economic and institutional factors in the context of balanced and innovative development Ukrainian industrial enterprises. Research results. The article deals with the main economic and institutional factors of the environment of industrial enterprises in Ukraine. The complex socio-economic situation in the country is revealed, which causes a shortage of financial resources at the disposal of the Government of Ukraine and regional authorities, and which significantly complicates the process of financial support for innovation development by the state. The possibilities of the country for the formation of a "knowledge economy" are revealed. The main directions of improvement of the general economic and institutional environment for the purpose of balanced and innovative development industrial enterprises. Conclusions. The results of the analysis and assessment of the general economic and institutional prerequisites of balanced and innovative development of industrial enterprises indicate the proper level of all two components of the general economic environment - "freedom of trade" and "fiscal freedom". But unlike them, low-value components such as "state expenditures", "freedom of investment", "financial freedom". Ukraine has extremely low rates of freedom from corruption. As to security and property rights, at the moment, the worst situation is with regard to intellectual property protection and the independence of the judiciary. From the above it can be concluded that the financial system of our country is weak, and its banking and financial sector are not functioning effectively, which in turn does not contribute to the formation of such a general economic environment and institutional, which would financially and lawfully stimulate a balanced and, in particular, innovative technological development entrepreneurship.

Subject. This article discusses the development of a differentiated strategy of innovative development taking into account the distinguishing features of Russia's regions. Objectives. The article aims to improve the effectiveness of innovative development strategies for Russian regions, which vary in the level of science, technology, and innovation capacities. Methods. For the study, we used statistical, and economic and mathematical methods, normalization principle, the methods of comparative, and expert and sociological analyses, foresight techniques, and original region assessment techniques. Results. The article presents certain criteria for differentiation of Russia's regions, taking into account the level of development of scientific and technical activities, and it proposes three modifications of the regional innovation strategy, corresponding to the main types of Russian regions by scientific and technological development. Conclusions. A differentiated approach to a regional innovation strategy development can improve the efficiency and targeting of government innovation policies by making better use of available resources.

In recent years, companies are challenged not only to develop market competencies but also to deal with environmental issues. Unlike larger companies equipped with abundant resources and sustainable capabilities, small- and medium-sized enterprises (SMEs) are under relatively constrained conditions to effectively deal with environmental concerns as well as market demands. This study attempts to examine a set of potential factors by which SMEs can overcome such limited conditions and bring novel and environmentally beneficial products to market through their innovative activities. Organization theories, such as organizational learning, social network theory, and new-institutional theory, provide a theoretical framework for this study that SMEs may utilize their resources and capabilities from internal, external, and institutional domains. The hypotheses are tested using the Korea Innovation Survey 2010. The analyses show that the likelihood of the market introduction of new and environmentally innovative products is increased not only when an SME makes more monetary investments on internal innovative activities and experiences more success in general innovation activities, but also when an SME inputs more monetary investments into the search for technological knowledge from the outside and utilizes more diverse external information sources. Interestingly, the findings demonstrate that monetary support from the government do not have significant impacts on an SME’s environmental innovation, while a non-monetary technological support system operated by government raises the likelihood of the market introduction of new and environmentally innovative products. Theoretical contributions and managerial implications are discussed.

The study is aimed at determining the oscillators of crisis manifestations when the Russian economy tries to make transition to the path for accelerating technological development and forming an innovative economy. Short-term cycles were determined in the development of the Russian economy from 1995 to the first half of 2020 through the Fourier spectral analysis. Using the Granger test, causal relationships between the leading indicators of the economic crisis and the real GDP index in Russia were identified and substantiated. They reflect the influence of the key rate dynamics on the volume of lending, savings, investments, the yield on securities and the exchange rate; volumes of bank loans per the share of non-performing and bad loans and innovative development of the economy. Based on the constructed neural models of the oscillator influence on the level of real GDP in Russia, it was determined that the rapid growth of bank and mortgage lending, the devaluation of the ruble, a decreased volume of gross foreign investment and the level of innovative development predetermine crisis manifestations in the national economy. The lags of the influence of changes in the leading indicators of the economic crisis on the development of the economy were calculated. The results obtained can contribute to the effectiveness of the anti-crisis regulation strategy in Russia. They can serve as a basis for increasing the efficiency of long-term innovative development and creating appropriate conditions for increasing the scientific and technological potential of the country.

The purpose of this paper is the development of a methodical approach to management of the parameters of the life cycle of innovations. This approach ensures the increase of the efficiency of economic activity by intensifying the processes of innovative development of industrial enterprises. As a result of the research, the features of the processes for implementing the life cycle of innovations were determined; the system of criteria for assessing the efficiency of management of the parameters of the life cycle of innovations was developed; a management model for the parameters of the life cycle of innovations was formed; and a management mechanism for the life cycle of innovations in a saturated market was developed.

Today, each country has interest in digital economy and has established and implemented policies aimed at digital technology development and digital transformation for the transition to the digital economy. In particular, interest in digital technologies such as big data, 5G, and artificial intelligence, which are recognized as important factors in the digital economy, has been increasing recently, and it is a time when the role of the government for technological development and international cooperation becomes important. In addition to the overall digital economic policy, the Russian and Korean governments are also trying to improve their international competitiveness and take a leading position in the new economic order by establishing related technical and industrial policies. Moreover, Republic of Korea often refers to data, network and artificial intelligence as D∙N∙A, and has established policies in each of these areas in 2019. Russia is also establishing and implementing policies in the same field in 2019. Therefore, it is timely to find ways to expand cooperation between Russia and Republic of Korea. In particular, the years of 2020and 2021marks the 30th anniversary of diplomatic relations between the two countries, and not only large-scale events and exchange programs have prepared, but the relationship is deepening as part of the continued foreign policy of both countries – Russia’s Eastern Policy and New Northern Policy of Republic of Korea. Therefore, this paper compares and analyzes the policies of the two countries in big data, 5G, and artificial intelligence to seek long-term sustainable cooperation in the digital economy.

Introduction: The imbalance between technological development and ideological strengthening has resulted in the fading of the Pancasila ideological values of millennials. Technology that accompanies everyday life seems to be the main character in human life. Yet if humans themselves do not use technology wisely, technology can be a threat to both individuals and the life of the nation and state. If technology is increasingly out of control, threats to the Pancasila ideology are very likely to occur, such as in the G 30S PKI incident. Therefore, it is necessary to take action both from the government and the community as individuals to safeguard the development of technology to be used wisely. That way, we can prevent the threat to the Pancasila ideology together. Writing this article aims to analyze how the role and influence of the Pancasila ideology on the millennial generation in the 4.0 industrial revolution and to find solutions so that the values of Pancasila remain attached to the next generation of the Indonesian nation. Method: Writing This article uses a qualitative method by using literature reviews from the results of related research journals that have been published online through websites and other online media. Results: Thirteen journals and one book have met the criteria for the inclusion of a predetermined review. Research is based on the stigma of society regarding technological developments in the Industrial revolution 4.0. Therefore, the government is expected to be more severe in implementing human capital management. Conclusion: By procuring human capital management, it will be possible that Human Resources (HR) in Indonesia will be able to carry out the ideals of a golden Indonesian generation with Pancasila values inherent in the hearts of the people and the nation's future generations.
