It is indeed a fact that the digital transformation has been changed rapidly in the last few years, and the appearance of the COVID-19 pandemic played a significant role in accelerating the wheel toward intelligent and digital transformation in all sectors; some countries have been recovered quickly from the pandemic and managed to eliminate most of the obstacles while others still struggling. The public transport sector PT during COVID-19 pandemic was affected directly, which is an inevitable result that disrupted the system. This paper will investigate through an online questionnaire survey the effect of the COVID-19 pandemic and the digital transformation on transportation modes and activities by evaluating the current situation and assessing future transportation sustainability and whether it will continue to recover appropriately. The research will identify user's awareness, attitude, and behavior toward PT before and during COVID-19, as the trend has been in favor of private vehicles and avoidance of PT, therefore increasing confidence in PT requires decisive action from governments, policymakers, and planners to keep pace with the intelligent transformation. The digital transformation of business models is a process which helps traditional business solutions reach new functionalities through innovative technologies. Digital transformation is now crucial to the development of the rail transport sector. The main rail market entities are railway undertakings, infrastructure managers, entities in charge of maintenance, or certification bodies. Digitalization creates new opportunities to shape the business ecosystem in the rail transport sector. The aim of the research is to identify and indicate key social perspectives related to the development of digital business models functioning in railway enterprises. Technological aspects and relational determinants related to the strong mutual cooperation required between railway undertakings and infrastructure managers have particular significance in this context. In this approach, the digitalization of processes is important. The approach also reveals a significant process of business model socialization, which is conceptualized and operationalized through the evolution of social factors based on digital transformation.

The review of existing approaches to determining the systems that describe both the processes of economic sectors digitalisation and the ITS introduction in transport sector has underpinned the development and presentation of this approach to determining the digital transformation indicators in transport sector. Current stage of digital technology development is calling for defining and grouping the blocks, systems, subsystems filling them with appropriate indicators. The approach proposed defines the functional architecture of the digital transformations comprised of 3 blocks, 5 key systems of indicators and 18 subsystems representing both modern and envisaged transformation processes for digitalisation in transport with the view of ensuring their success in the future. This Article establishes and selects transport sector digital transformation indicators enabling the monitoring of transformation developments, holding assessments of digital transformations in progress that would constitute a basis for decision-making on ensuring the success for digital transformations in the transport industry.

The article analyzes the current state and level of development of publicprivate partnership (PPP) projects in the subjects of the Russian Federation. The authors conclude that a significant proportion of projects is implemented on a concession basis at the municipal level in the communal sphere. A detailed analysis of the project data showed that the structure of the projects is deformed in favor of the central regions of the Russian Federation, and a significant share in the total amount of financing falls on the transport sector. At the stage of assessing the level of development by the subjects of the Russian Federation, criteria were proposed, and index and integral indicators were used, which ensured comparability of the estimates obtained. At the end of the analysis, the regions were ranked and clustered according to the level of PPP development, which allowed to reveal the number and structure of leaders and outsiders.

Digital transformation has led to changes in business models of traditional players in the existing markets. What is more, new entrants and new markets appeared, in particular platforms and multisided markets. The emergence and rapid development of platforms are caused primarily by the existence of so called indirect network externalities. Regarding to this, a question arises of whether the existing instruments of competition law enforcement and market analysis are still relevant when analyzing markets with digital platforms? This paper aims at discussing advantages and disadvantages of using various tools to define markets with platforms. In particular, we define the features of the SSNIP test when being applyed to markets with platforms. Furthermore, we analyze adjustment in tests for platform market definition in terms of possible type I and type II errors. All in all, it turns out that to reduce the likelihood of type I and type II errors while applying market definition technique to markets with platforms one should consider the type of platform analyzed: transaction platforms without pass-through and non-transaction matching platforms should be tackled as players in a multisided market, whereas non-transaction platforms should be analyzed as players in several interrelated markets. However, if the platform is allowed to adjust prices, there emerges additional challenge that the regulator and companies may manipulate the results of SSNIP test by applying different models of competition.
