Virtue Ethics and International Relations

Virtue Ethics (VE) is a way of thinking about how to behave well which focuses on the character of moral agents and the nature of the good life. This contrasts with dominant approaches to international ethics which prioritize the identification or development of moral rules or duties (deontological approaches) or the consequences of actions (consequentialist approaches). The relevance of virtue ethics to international affairs is established by setting out the critique of the dominant law-based approaches offered by VE and then exploring the positive contribution VE can make. Virtue ethicists argue that character and a concrete conception of the human good are central to ethics—that the right question to ask when working out what it means to be ethical is not “what should I do” but “what sort of person should I be?” The three central concepts in VE—virtue, practical wisdom, and flourishing—have not been applied systematically qua VE in international political theory or international relations, but their appearance in various guises in recent scholarship suggests avenues for future research. Four such avenues are identified, ranging from the moderate to the radical, which offer innovative ways to confront key ethical dilemmas faced in international affairs.

In this paper I am going to argue a familiar but still controversial thesis about the relation between international ethics and international law, which I would sum up in the following list of propositions:First, international law is a source as well as an object of ethical judgements. The idea of legality or the rule of law is an ethical one, and international law has ethical significance because it gives institutional expression to the rule of law in international relations.Secondly, international law—or, more precisely, the idea of the rule of law in international relations—reflects a rule-oriented rather than outcome-oriented ethic of international affairs. By insisting on the priority of rules over outcomes, this ethic rejects consequentialism in all its forms.

This article is about contested norms in inter-national encounters in global fisheries governance. It illustrates how norms work by reconstructing the trajectory of the 1995 ‘Turbot War’ as a series of inter-national encounters among diverse sets of Canadian and European stakeholders. By unpacking the contestations and identifying the norms at stake, it is suggested that what began as action at cross-purposes (i.e. each party referring to a different fundamental norm), ultimately holds the potential for fairer fisheries governance. This finding is shown by linking source and settlement of the dispute and identifying the shared concern for the balance between the right to fish and the responsibility for sustainable fisheries. The article develops a framework to elaborate on procedural details including especially the right for stakeholder access to regular contestation. It is organised in four sections: section 1 summarises the argument, section 2 presents the framework of critical norms research, section 3 reconstructs contestations of fisheries norms over the duration of the dispute, and section 4 elaborates on the dispute as a prelude to fairer fisheries governance. The latter is based on a novel conceptual focus on stakeholder access to contestation at the meso-layer of fisheries governance where organising principles are negotiated close to policy and political processes, respectively. The conclusion suggests for future research to pay more attention to the link between the ‘is’ and the ‘ought’ of norms in critical norms research in International Relations theories (IR).

AbstractA principal theme of international relations scholarship following the Cold War was the apparent erosion of state sovereignty caused by globalization's integrative effects and the proliferation of international institutions and networks. In recent years, however, scholars have noted a reverse trend: the reassertion of traditional, or Westphalian, state sovereignty. By contrast, I highlight another recent trend that has gone largely overlooked: the reaffirmation of older “extralegal” and “organic” versions of sovereignty by three of the world's most powerful states—Russia, China, and the United States. After tracing the genealogy of these older concepts, I consider how and why they have gained prominence in the official discourse of all three countries. I also explore the implications of this shift, which not only illustrates the importance of “norm retrieval” in international affairs, but also raises questions about the foundations of international order. Contrary to Westphalian sovereignty, which emphasizes the legal equality of states and the principle of noninterference in domestic affairs, the extralegal and organic versions offer few constraints on state action. If anything, they appear to license powerful states to dominate others.

Academic discussion on the fundamentals of foreign policy often draws a debatable argument in International Relations research. Yet, the effort to unravel the core definition of foreign policy is limited and largely unobserved. Regardless of any foreign policy beliefs, understanding the fundamentals is crucial to make informed decisions related to international affairs. Therefore, this paper seeks to explore the fundamentals of foreign policy in twofold namely; (1) Working on outlining the definition of foreign policy and (2) Factors that influence foreign policy decisions. By employing secondary data, the systematic review was conducted based on past literature with respect to foreign policy studies and premiership; extracted from reputable databases. The literature search was limited to English sources, published in Scopus, ScienceDirect, and indexed in Google Scholar from 1960 to 2020. Accordingly, five factors emerged from the review which revealed the significant influence of individual, position, government, society, and system in formulating foreign policy decisions. These factors are considered as drivers in the foreign policy landscape and evidently shaped the Malaysian principles in collaborating with international cooperation. Finally, this paper provides insights into the existing literature with a detailed definition of foreign policy and narrates the way foreign policy decisions have effects on Malaysian political affairs. A set of recommendations were proposed as a brief agenda for future research.

AbstractThe year 2020 has been a very trying one for many people, and universities have not been exempted from the challenges it has posed. There are real concerns that the effects of COVID-19 could lead to a lost generation of academic researchers. At the same time, this has been an unusually fecund period for the field of ethics and international affairs. New ideas regarding the relationship between politics and ethics have come to light, with implications for how we think about what ethics actually comprises. This essay seeks to take stock of this moment by considering the contributions to the field made by four recently published books. It concludes that we are observing a trend toward a more expansive way of thinking about ethics, one that has significant implications for how we approach the task of international relations scholarship.

Realism casts a long shadow over International Political Theory. For many scholars, especially those working on global justice, it is a pernicious foe that needs vanquishing to secure political and theoretical progress. For its advocates, especially in International Relations, it serves as a blunt reminder of the limits of morality in international affairs. However, realism is a shape-shifting body of thought compatible with assorted ethical and political orientations. This chapter discusses some challenges that realism poses, but also challenges that realism itself faces. It opens with a discussion of how realists can contribute to debates over feasibility constraints, before challenging three common myths about realism—that it is amoral, state-centric, and conservative—and concludes with a discussion of liberal realism, understood as an international variant of the liberalism of fear.

A country needs to make contact with each other based on the national interests of each country related to each other, including among others economic, social, cultural, legal, political, and so on. With constant and continuous association between the nations of the world, it is one of the conditions for the existence of the international community. One form of cooperation between countries in the world is in the form of international relations by placing diplomatic representation in various countries. These representatives have diplomatic immunity and diplomatic immunity privileges that are in accordance with the jurisdiction of the recipient country and civil and criminal immunity for witnesses. The writing of the article entitled "The Application of the Principle of Non-Grata Persona to the Ambassador Judging from the Perspective of International Law" describes how the law on the abuse of diplomatic immunity, how a country's actions against abuse of diplomatic immunity and how to analyze a case of abuse of diplomatic immunity. To answer the problem used normative juridical methods through the use of secondary data, such as books, laws, and research results related to this research topic. Based on the results of the study explained that cases of violations of diplomatic relations related to the personal immunity of diplomatic officials such as cases such as cases of persecution by the Ambassador of Saudi Arabia to Indonesian Workers in Germany are of serious concern. The existence of diplomatic immunity is considered as protection so that perpetrators are not punished. Actions against the abuse of recipient countries of diplomatic immunity may expel or non-grata persona to diplomatic officials, which is stipulated in the Vienna Convention in 1961, because of the right of immunity attached to each diplomatic representative.

There must be awareness and rationality in any activity or behavior because it includes choosing the best alternative and making the right decision and selecting the information accurately and mental processing Through a mental system based on objectivity, methodology, and accumulated experience away from idealism and imagination, where irrationality and anarchy are a reflection of the fragility of the decision-maker, his lack of awareness of the subject matter, his irresponsibility, and recklessness that inevitably leads to failure by wasting time and Effort and potential. The topic acquires its importance from a search in the strategies of the frivolous state and its characteristics with the ability to influence the regional, and what it revealed is a turning point in how to adapt from the variables and employ them to their advantage and try to prove their existence. Thus, the problem comes in the form of a question about the possibility of the frivolous state in light of the context of various regional and international events and trends. The answer to this question stems from the main hypothesis that (the aim which the frustrating state seeks to prove is that it finds itself compelled to choose several strategies that start from the nature of its characteristics and the goals that aim at it, which are centered in the circle of its interests in the field of its struggle for the sake of its survival and area of influence).
