Stylized Facts and Comparative Statics in (Social) Science Inquiry

Abstract In a recent article, David Blagden (2019) critiques our research published in the International Studies Quarterly (LeVeck and Narang 2017a), in which we draw on the well-known “wisdom of crowds” phenomenon to argue that, because democracies typically include a larger number of decision makers in the foreign policy process, they may produce fewer decision-making errors in situations of crisis bargaining. As a result, bargaining may fail less often. Blagden's critique focuses on two supposed flaws: first, that “[d]emocracies may have a larger number of more diverse policymakers, of course, but this relationship is not necessary,” and second, that “weighing against the superior ability of large groups to average towards accurate answers, meanwhile, is a substantial drawback of larger groups: the diminishing ability to take and implement decisions” due to additional veto players. In this article, we demonstrate the ways in which we believe Blagden's critique to be misguided in its approach to social science inquiry. In particular, we argue that much of his critique requires that we reject two hallmarks of scientific inquiry: the use of stylized facts in theory building; and the use of comparative statics to generate testable hypotheses.

In many ways, everything once known about energy resources and technologies has been impacted by the long-standing scientific consensus on climate change and related support for renewable energy, the affordability of extraction of unconventional fuels, increasing demand for energy resources by middle- and low-income nations, new regional and global stakeholders, fossil fuel discoveries and emerging renewable technologies, awareness of (trans)local politics, and rising interest in corporate social responsibility and the need for energy justice. Research on these and related topics now appears frequently in social science academic journals, in broad-based journals, such as International Organization, International Studies Quarterly, and Review of International Political Economy, as well as those focused specifically on energy (e.g., Energy Research & Social Science and Energy Policy), the environment (Global Environmental Politics), natural resources (Resources Policy), and extractive industries (Extractive Industries and Society). The Oxford Handbook of Energy Politics synthesizes and aggregates this substantively diverse literature to provide insights into, and a foundation for teaching and research on, critical energy issues primarily in the areas of international relations and comparative politics. Its primary goals are to further develop the energy politics scholarship and community and generate sophisticated new work that will benefit a variety of scholars working on energy issues.

Comparative Area Studies (CAS) offers a template to bring the Global South back into the foreground of social science inquiry. CAS urges researchers to grapple directly with empirical variations derived from across the seemingly different global regions. CAS offers three comparative modes: intra-regional, cross-regional, and trans-regional. A number of scholars have used CAS’s comparative rubrics, even without knowing about the wider CAS agenda and program. CAS unsettles assumptions about discrete, fixed “regional” or civilizational blocks as well as about nomothetic theory-building aimed at universal or general laws. At the same time, CAS engages in the idea of medium-range theory-building, focusing empirical rigor and induction in order to create concepts and analyses that are portable yet contextualized. These macro-historical theories must be attentive to spatial and temporal variation in the social world. Claims of universalism are suspect. For the study of the Global South, in particular, CAS provides a path for aggregating and leveraging the wide range of observations and interpretations area specialists have to offer on regions as diverse as South Asia, the Middle East, Latin America, and sub-Saharan Africa. CAS thus changes the division of labor within social science to allow greater input for scholarship derived from and originating in the developing world.

This article is a response to a speech addressed to the Economic and Social Research Council which was made, in February this year, by the UK Secretary of State for Education and Employment, David Blunkett. The speech was entitled ‘Influence or Irrelevance: can social science improve government?’ . Blunkett's programme for engaging social science in the policy process is far from unique and many of the arguments have been heard before. However, the curiosity of the speech lies in the fact that the conception of social science which Blunkett advocates mirrors the approach New Labour itself has to politics and government. This raises some rather interesting difficulties for social scientists. How do we engage in a debate about the role of social scientific research in the policy process when our own conception of the discipline may be radically at odds with that of the government? Furthermore, New Labour's particular conception of the relationship between social and policy-making means that we not only have to contest their notion of what it is we do, but also challenge their conception of the policy process. We cannot ignore this engagement, even if we wanted to. The challenge is to address it and to do so, moreover, in terms which Blunkett might understand. This article is an attempt to start this process.

Research about ecosystem services (ES) often aims to generate knowledge that influences policies and institutions for conservation and human development. However, we have limited understanding of how decision-makers use ES knowledge or what factors facilitate use. Here we address this gap and report on, to our knowledge, the first quantitative analysis of the factors and conditions that explain the policy impact of ES knowledge. We analyze a global sample of cases where similar ES knowledge was generated and applied to decision-making. We first test whether attributes of ES knowledge themselves predict different measures of impact on decisions. We find that legitimacy of knowledge is more often associated with impact than either the credibility or salience of the knowledge. We also examine whether predictor variables related to the science-to-policy process and the contextual conditions of a case are significant in predicting impact. Our findings indicate that, although many factors are important, attributes of the knowledge and aspects of the science-to-policy process that enhance legitimacy best explain the impact of ES science on decision-making. Our results are consistent with both theory and previous qualitative assessments in suggesting that the attributes and perceptions of scientific knowledge and process within which knowledge is coproduced are important determinants of whether that knowledge leads to action.

Land degradation, a reduction in the productive capacity of land, is a process of increasing concern in the challenge to maintain and enhance global food production. It is an especially critical problem in developing countries faced with the need to increase food availability for growing populations. Billions of dollars are invested in agricultural research and development aimed at increasing the food supply. At the same time, land degradation threatens to reduce production in large areas of agricultural land. While estimates of the magnitude of the problem vary widely (see WCED 1987; WRI/IIED 1988; and Lal and Stewart 1990 for recent reviews), there is a growing consensus that land degradation is a serious and complex problem that merits increased attention from both natural and social scientists. A recent review of this topic by Blaikie and Brookfield (1987) highlights the role of the social sciences in studying land degradation problems. According to these authors, the term “land degradation” refers to a reduction in the actual or potential uses of land due to human activities (1987: 1). The costs of land degradation (“the product of work on degraded lands is less than that on the same land without degradation”) make it a serious social problem for millions of farmers around the world and thus a priority for social science inquiry. A central actor for understanding the causes and consequences of land degradation is the land manager—most often the farmer—who makes the landuse decisions for particular plots of land. Social science has a key role in understanding this process of decision making, including the social and ecological contexts in which decisions are carried out. Anthropology’s emphasis on working with peasants, small farmers, and indigenous people holds out the promise for important empirical and theoretical contributions in understanding land degradation. A human ecology approach that focuses on the adaptive strategies of individuals and groups and the environmental consequences of these behaviors seems particularly well placed to contribute to this topic.

This book shows how we can look at the intersections among cultural settings, local choices, and development outcomes. A success story from Nepal serves as a prototype. Data, examples of success, and frameworks for analysis were developed locally and internationally and then shared in ways that elicited local creativity and respected cultural differences. This story serves as a springboard for reconsidering how to generate and apply cultural knowledge. The guiding metaphor might be “soil science” rather than “social science.” The culture and development manifesto calls for more science and more listening, for boldness and humility. It recommends a new paradigm for policy analysis and evaluation, as well as for the application of anthropological wisdom, where the goal is not to provide a set of answers that decision-makers or citizens should adopt and bureaucrats should implement, but to share data, examples, and frameworks in ways that helps locals enrich their creativity and expand their sovereignty.

South Africa's emergence from years of political and regulatory trade barriers has focussed attention on South African exporters. In a replication of Elliot Krasnostein's study of 54 Singaporean exporters, the perceptions, attitudes and characteristics of a representative sample of 321 experienced South African exporters and their decision makers were investigated. Consistent with other international studies, the results suggest that managerial, organizational and environmental forces and perceptions motivate export behaviour. However, South African firms clearly are responding to unique situational factors and national export resources as well. The findings indicate that managerial leadership, supportive attitudes and extensive exporting experience are widely available in South Africa. Secondary information sources could be improved and freight costs reduced to improve South African export effectiveness.
