Cabinets, Ministers, and Gender explores why men have been more likely than women to be appointed to cabinet, why gendered patterns of appointment vary cross-nationally, and why, over time, women’s inclusion in cabinets has grown significantly. The book is innovative in conceiving of cabinet formation as a gendered process governed by rules that empower and constrain presidents and prime ministers as selectors of cabinet ministers, and rules that prescribe, prohibit, and permit a range of criteria (experiential, affiliational, and representational) that qualify individuals for inclusion in cabinet. Focusing on seven country cases (Australia, Canada, Chile, Germany, Spain, the United Kingdom, and the United States) using three data sets—elite interviews, media data, and autobiographies—the book reveals the complex sets of rules governing cabinet formation in each country and demonstrates their gendered effects. The book shows how different types of rules empower and constrain selectors, and how these rules interact to create different opportunities and obstacles for women’s cabinet inclusion. The findings demonstrate how institutional change emerges from a complex iterative process through which political actors interpret and exploit ambiguity in rules to deviate from past practices of appointing mostly male cabinets. These selectors help to develop new rules about women’s inclusion, which constrain future leaders in assembling their cabinet. The authors coin the term “concrete floor” to capture the process by which minimum levels for women’s cabinet inclusion are established and become locked in over time, explaining how competing rules for cabinet appointments, changing norms, and women’s mobilization in political parties shape outcomes.

In this paper, I undertake a novel approach to uncover the forecasting interconnections in the international housing markets. Using a dynamic model averaging framework that allows both the coefficients and the entire forecasting model to dynamically change over time, I uncover the intertwined forecasting relationships in 23 leading international housing markets. The evidence suggests significant forecasting interconnections in these markets. However, no country holds a constant forecasting advantage, including the United States and the United Kingdom, although the U.S. housing market's predictive power has increased over time. Evidence also suggests that allowing the forecasting model to change is more important than allowing the coefficients to change over time.

This volume highlights the central role of the human factor in cybercrime and the need to develop a more interdisciplinary research agenda to understand better the constant evolution of online harms and craft more effective responses. The term “human factor” is understood very broadly and encompasses individual, institutional, and societal dimensions. It covers individual human behaviors and the social structures that enable collective action by groups and communities of various sizes, as well as the different types of institutional assemblages that shape societal responses. This volume is organized around three general themes whose complementary perspectives allow us to map the complex interplay between offenders, machines, and victims, moving beyond static typologies to offer a more dynamic analysis of the cybercrime ecology and its underlying behaviors. The contributions use quantitative and qualitative methodologies and bring together researchers from the United States, the United Kingdom, the Netherlands, Denmark, Australia, and Canada.

Two studies examined the relationship between explicit stereotyping and prejudice by investigating how stereotyping of minority men and women may be differentially related to prejudice. Based on research and theory related to the intersectional invisibility hypothesis (Purdie-Vaughns & Eibach, 2008), we hypothesized that stereotyping of minority men would be more strongly related to prejudice than stereotyping of minority women. Supporting our hypothesis, in both the United Kingdom (Study 1) and the United States (Study 2), when stereotyping of Black men and women were entered into the same regression model, only stereotyping of Black men predicted prejudice. Results were inconsistent in regard to South Asians and East Asians. Results are discussed in terms of the intersectional invisibility hypothesis (Purdie-Vaughns & Eibach, 2008) and the gendered nature of the relationship between stereotyping and attitudes.

This article presents an analysis of occupational homicides of sex workers in the United Kingdom, 1990-2016. Characteristics of 110 people murdered between 1990 and 2016 are explored including the location of their murder, ethnicity, migration status, and gender. Key changes over time are noted including an increase in the number of sex workers murdered indoors as well as an increase in murdered migrant sex workers. By developing the concept of “occupational homicide,” we argue that sex worker homicide should be viewed as an occupational issue and that the distinction between work-related homicide and nonwork-related homicide should be accounted for in future studies and is essential to inform prostitution policy.

This chapter considers what nonstandard, mismatched, and precarious employment can entail and details the changing nature of the broader economy. There is a growing emphasis on the institutional arrangements and changes that have resulted in economic strain and anxiety for many workers in the United States. The chapter delves into the ways that these nonstandard, mismatched, and precarious employment experiences are evaluated by employers during the hiring process. It also provides basic definitions and background information about these types of employment experiences and how they overlap with race and gender divisions in the labor market. Finally, the chapter examines the existing scholarship on changes over time in these positions and how they impact the lives of workers, their families, and the organizations where they labor.

PurposeThis paper explores trends over time in library staffing and staffing expenditures among two- and four-year colleges and universities in the United States.Design/methodology/approachResearchers merged and analyzed data from 1996 to 2016 from the National Center for Education Statistics for over 3,500 libraries at postsecondary institutions. This study is primarily descriptive in nature and addresses the research questions: How do staffing trends in academic libraries over this period of time relate to Carnegie classification and institution size? How do trends in library staffing expenditures over this period of time correspond to these same variables?FindingsAcross all institutions, on average, total library staff decreased from 1998 to 2012. Numbers of librarians declined at master’s and doctoral institutions between 1998 and 2016. Numbers of students per librarian increased over time in each Carnegie and size category. Average inflation-adjusted staffing expenditures have remained steady for master's, baccalaureate and associate's institutions. Salaries as a percent of library budget decreased only among doctoral institutions and institutions with 20,000 or more students.Originality/valueThis is a valuable study of trends over time, which has been difficult without downloading and merging separate data sets from multiple government sources. As a result, few studies have taken such an approach to this data. Consequently, institutions and libraries are making decisions about resource allocation based on only a fraction of the available data. Academic libraries can use this study and the resulting data set to benchmark key staffing characteristics.

Studies examining the effects of gender on honesty, deceptive behavior, pro-sociality, and risk aversion, often find significant differences between men and women. The present study contributes to the debate by exploiting one of the largest tax compliance experiments to date in a highly controlled environment conducted in the United States, the United Kingdom, Sweden, and Italy. Our expectation was that the differences between men’s and women’s behavior would correlate broadly with the degree of gender equality in each country. Where social, political and cultural gender equality is greater we expected behavioral differences between men and women to be smaller. In contrast, our evidence reveals that women are significantly more compliant than men in all countries. Furthermore, these patterns are quite consistent across countries in our study. In other words, the difference between men’s and women’s behavior is not significantly different in more gender neutral countries than in more traditional societies.

Efforts to understand the dramatic declines in mortality over the past century have focused on life expectancy. However, understanding changes in disparity in age of death is important to understanding mechanisms of mortality improvement and devising policy to promote health equity. We derive a novel decomposition of variance in age of death, a measure of inequality, and apply it to cause-specific contributions to the change in variance among the G7 countries (Canada, France, Germany, Italy, Japan, the United Kingdom, and the United States) from 1950 to 2010. We find that the causes of death that contributed most to declines in the variance are different from those that contributed most to increase in life expectancy; in particular, they affect mortality at younger ages. We also find that, for two leading causes of death [cancers and cardiovascular disease (CVD)], there are no consistent relationships between changes in life expectancy and variance either within countries over time or between countries. These results show that promoting health at younger ages is critical for health equity and that policies to control cancer and CVD may have differing implications for equity.

In 1855, the first ‘coloured’ minstrel troupe, the Mocking Bird Minstrels, appeared on a Philadelphia stage. While this company did not stay together long, it heralded a change in the ‘face’ of minstrelsy in the United States. Many other black minstrel troupes would quickly follow, drawing attention away from the white minstrels who had until then dominated the scene. However, the white minstrel show had already iconized a particular representation of the ‘Negro’, which ultimately paved the way for black anti-minstrel attitudes at the end of the nineteenth century. The minstrel show existed in two guises: the white-in-blackface, and the black-in-blackface. The form and content of the minstrel shows changed over time, as well as audience perception of the two different types of performance. The black minstrel show has come to be regarded as a ‘reclaiming’ of slave dance and performance. It differs from white minstrelsy in that it gave theatrical form to ‘signifyin” on white minstrelsy in the manner in which slaves practised ‘signifyin” on whites in real life.

It examines Presbyterianism in a global context, focusing primarily on its European background and development in the United Kingdom, the United States, and Canada. It also analyzes, however, the planting of Presbyterian congregations and ministries in several African nations, the four main regions of Latin America—Mexico, Central America, the Caribbean Islands, and South America—various parts of Asia, including Pakistan, India, Bangladesh, Sri Lanka, Myanmar, Thailand, Malaysia, Singapore, Indonesia, the Philippines, China, Taiwan, and Korea, and the Middle East. The handbook highlights key differences over doctrine, polity, liturgy, and social issues, as well as ethnic, racial, class, and gender, regional factors, and personal conflicts, that have produced controversy and sometimes schism among Presbyterians. Nevertheless, Presbyterianism’s theological foundation, impressive heritage, organizational structure, educational institutions, social activism, and commitment to proclaiming the gospel have enabled it to have a substantial influence during the past four hundred and fifty years.
