A New Adulthood

This chapter takes a critical lens to the field of youth transitions. The authors argue that the concept of youth as a period of transition has tended to ossify around school-to-work trajectories, obscuring the significance of other life spheres, such as leisure, friendship, and culture. Although youth transitions scholars can, and indeed are, beginning to account for a wider variety of transitions and do attempt to interrogate the impact of class, gender, and race on transition outcomes, the concept of transitions to adulthood underestimates the historically specific nature of youth, and adulthood, and is ill-suited to identifying the life course effects of youth experience. The authors draw on examples from their longitudinal research on two generations of young Australians to introduce a social generational framework that highlights the changing nature of youth and adulthood, as the stalwarts of transition patterns (education into work) are disrupted by trends toward lifelong learning and precarious work. The current generation of young Australians, like their counterparts in many other countries, have to navigate new transition regimes that involve a considerable investment of time and money in education. Yet globally competitive labor markets mean that the pay-off for education is often difficult to attain. These conditions, the authors argue, create a “new adulthood,” which is an outcome of a generational accommodation to the changing rules of the game of transition from education to work. They use this concept to move debate beyond claims that youth is simply an extended transition before adult status is reached.

Abstract Longitudinal research revealed a number of micro-level drivers of loneliness, such as widowhood, exclusion from the wider society, ill health and migrant status, but a number of questions are still unanswered. For example, the prevalence of loneliness varies substantially across countries, but we do not know precisely what causes these differences. It may be due to differences in the composition of the populations, it may also be caused by macro-level drivers, or by variations in the impact of risk factors between countries. For example, losing a spouse may be loneliness provoking in countries where living with a partner is the norm, but less so in countries where living alone is more valued. Also how early childhood and events over the life course affect the level of loneliness in later life is still under-researched. The aim of our symposium is to address this gap by presenting different perspectives on loneliness and social isolation. The first presenter interprets five-year follow-up information from qualitative interviews with a life course perspective. The second investigates the role of trust as factor producing social integration, which leads to variations in loneliness. The third compares and discusses loneliness in three different continents, based on an ecological model of contexts. The forth presenter critically discusses ways to measure loneliness in societies that are culturally distinct from western cultures. The last presenter discusses the dynamics between loneliness and material deprivation in Europe. The findings provide a new lens through which we can understand loneliness and inform about effective prevention.

This chapter adopts a critical perspective on policymaking in European labor markets before, during, and after the Great Recession. Using extensive analysis of recent policies at the flexibility–security interface, the chapter identifies four key weaknesses in relation to young people: There was an over-reliance on supply-side policies and quantitative targets, reforms were driven by macroeconomic stability goals rather than by a coherent vision for the labor market, reforms focused on a downward pressure on job security and employability despite slack labor demand, and there was limited consideration of the impact of precariousness and career insecurity on young people and their life courses. It is argued that European and national employment policy need to focus on durable and resilient labor markets for young women and men transitioning from school to work in the postcrisis period.

South Africa is experiencing a youth bulge, with much public debate about whether this spells success or disaster for the country’s future. Some of the critical debates highlighted in the literature on youth, centre on youth transitions to adulthood, socio-economic and spatial mobility linked to issues of identity, inclusion and citizenship as well as agency and negotiation of alternative transition pathways. This article explores some of these issues by tapping into the literature on youth transition pathways, and linking them to Castel’s notion of disaffiliation. The article argues that these sources of data allowed me to describe and make sense of the different dimensions of “stuckness” experienced by the youth, and of the impact that being stuck has on their sense of belonging, inclusion and notions of citizenship. I conducted interviews with 10 out-of-school, unemployed young people who reside in Tafelsig, Mitchells Plain, Cape Town. Participants were asked about their histories in the city, where they had lived, how they had ended up where they currently resided as well as their aspirations for their future, their neighbourhoods, the city and their country. The study’s findings were that short-term interventions might facilitate a slight shift in Castel’s continuum from disaffiliation to integration for at least some of the youth. However, in the long run, significant improvements in the education system, a restructuring of the economy to address unemployment, and a spatial reconfiguration of South African cities to reduce poverty and inequality will have a meaningful impact on the lives of young people in South Africa. These improvements must be accompanied by a broad range of social and cultural programmes, engaging youths from across different communities, in order to foster integration and social cohesion.

The study draws upon adult learning theory to analyze survey instrument data, interviews, and case studies to discern the impact of the program on college students and to contribute to the body of longitudinal research on U.S. study abroad programs.

Abstract Between the months of February and April of 2020, average weekly market hours in the U.S. dropped by 6.25, meanwhile 36% of workers reported switching to remote work arrangements. In this paper, we examine implications of these changes for the time allocation of different households, and on aggregate. We estimate that home production activity increased by 2.65 h a week, or 42.4% of lost market hours, due to the drop in market work and rise in remote work. The monthly value of home production increased by $39.65 billion – that is 13.55% of the concurrent $292.61 billion drop in monthly GDP. Although market hours declined the most for single, less educated individuals, the lost market hours were absorbed into home production the most by married individuals with children. Adding on the impact of school closures, our estimate of weekly home production hours increases by as much as 4.92 h. The increase in the value of monthly home production between February and April updates to $73.57 billion. We also report the estimated impact of labor markets and telecommuting on home production for each month in 2020.

Abstract Background Mental disorders are related to high individual suffering and significant socio-economic burdens. However, it remains unclear to what extent self-reported mental distress is related to individuals’ days of incapacity to work and their medical costs. This study aims to investigate the impact of self-reported mental distress for specific and non-specific days of incapacity to work and specific and non-specific medical costs over a two-year span. Method Within a longitudinal research design, 2287 study participants’ mental distress was assessed using the Hospital Anxiety and Depression Scale (HADS). HADS scores were included as predictors in generalized linear models with a Tweedie distribution with log link function to predict participants’ days of incapacity to work and medical costs retrieved from their health insurance routine data during the following two-year period. Results Current mental distress was found to be significantly related to the number of specific days absent from work and medical costs. Compared to participants classified as no cases by the HADS (2.6 days), severe case participants showed 27.3-times as many specific days of incapacity to work in the first year (72 days) and 10.3-times as many days in the second year (44 days), and resulted in 11.4-times more medical costs in the first year (2272 EUR) and 6.2-times more in the second year (1319 EUR). The relationship of mental distress to non-specific days of incapacity to work and non-specific medical costs was also significant, but mainly driven from specific absent days and specific medical costs. Our results also indicate that the prevalence of presenteeism is considerably high: 42% of individuals continued to go to work despite severe mental distress. Conclusions Our results show that self-reported mental distress, assessed by the HADS, is highly related to the days of incapacity to work and medical costs in the two-year period. Reducing mental distress by improving preventive structures for at-risk populations and increasing access to evidence-based treatments for individuals with mental disorders might, therefore, pay for itself and could help to reduce public costs.

Abstract Purpose Capability wellbeing measures, such as the ICECAP measures, have been proposed for use in economic evaluations to capture broader outcomes of health and care interventions. The ICECAP measures have been developed to reflect capabilities at different stages of life. Some patient groups include patients of different ages and at different stages of life, so it is not always apparent which ICECAP measure is most relevant. This study explores the impact of age and life stage on completion, where both ICECAP-A and ICECAP-O were completed by the same patient. Methods A think-aloud study, and an associated semi-structured interview were conducted with people receiving kidney care as a renal outpatient, kidney transplant outpatient, or through receiving facility-based haemodialysis. Qualitative analysis focused on (1) differences in responses across measures by individuals, where attributes had conceptual overlap, (2) key factors in self-reported capability levels, and (3) measure preference. Results Thirty participants were included in the study, with a mix of older and younger adults. Attributes with similar wording across measures produced similar responses compared to attributes where wording differed. Age and health were key factors for self-reported capability levels. ICECAP-A was slightly preferred overall, including by older adults. Conclusion This study suggests use of ICECAP-A in patients with certain chronic health conditions that include a mix of adults across the life course. This study highlights the importance of considering the stage of life when using capability measures and in economic evaluations of health and care interventions more generally.

Purpose The purpose of this paper is to evaluate the impact of an employability module, the College of Policing Certificate in Knowledge of Policing (CKP), on students’ career aspirations, their confidence and wish to join the police along with the appropriateness of the module. This will inform the implementation of employability as part of the College of Policing-managed Police Education Qualifications Framework (PEQF). Design/methodology/approach A three-year longitudinal research study used mixed methods across four points in time to evaluate the impact on students studying the employability module. Findings The research suggests that the employability-focussed CKP was useful as an introduction to policing, it developed interest in the police and enhanced the confidence of learners applying to join. Lessons learnt from the CKP should be considered during the implementation of the PEQF. Research limitations/implications The ability to generalise findings across different groups is limited as other influences may impact on a learner’s confidence and employability. However, the implications for the PEQF curriculum are worthy of consideration. Practical implications As the police service moves towards standardised higher educational provision and evolution of policing as a profession, lessons can be learnt from the CKP with regards to the future employability of graduates. Originality/value Enhancing the employability evidence base, focussing on policing, the research identified aspects which may impact on graduates completing a degree mapped to the PEQF. The research is therefore of value to higher education and the professional body for policing.
