Background to the Village of Kala

The village setting is described, patterns of settlement, the presence of different ethnic groups, and village and lineage structures. Bambara peasant society and household organisation are presented, and the role of individual and collective activity, assets and incomes. The impacts of French colonisation and Independence, on government administration, taxation, health and education are described, before discussion of recent economic and political developments in Mali.

The purpose of this study was to find out the role of leader  in fostering government administration in the Hila Village, Leihitu Subdistrict, Central Maluku Regency. This has an important connection with public service where he role according to Katz and Kahn, Role is a dynamic aspect of status. If someone carries out their rights and obligations according to their position, he / she carries out a role. The method used in this research is descriptive qualitative. Data collection techniques in this study were observation and interview techniques. The informants in this study were 8 people consisting of sub-district office staff and village officials. This research data was analyzed by using the stages of data collection, data reduction, data presentation, and conclusions drawing or data verification. The results of this study indicated that the role of Leader in fostering village government administration in the Hila village, Leihitu District, Central Maluku Regency had not been yet maximal based on Government Regulations No. 17 of 2018 concerning the Subdistrict, namely: Through Guidance, Supervision, Consultation and Facilitation. The conclusion, the Leader was less aware of his responsibilities in fostering village government administration. For this reason, it is expected that the Leader of Leihitu must carry out his functions and roles to the maximum extent possible in fostering Village Government Administration in the village Hila village, Leihitu District, Central Maluku Regency.

The Village Archives Program (Arsip Masuk Desa/AMD) is a program launched by ANRI since 2009. The objective of AMD Program is to increase the role of archives in administering village government administration in order to improve services to the village community. AMD Program targets are the increasing quality of archival management in village government in accordance with archival rules and legislation.Archival courses presented in the AMD Program includes the Making of Official Scripts, Letters Management, Arrangement and Use of Archives, and Disposal of Archives. The scope that became the object of AMD is the archive created in the Village Government, Village Consultative Board (Badan Permusyawaratan Desa/BPD), and Kelurahan. The obstacles faced in the implementation of the AMD Program stem from the inequalities of potential, conditions, and resources, including village-to-village gaps in the areas of budget and human resources, and socio-cultural differences. Alternative solutions that can be implemented in the implementation of the AMD Program include the formulation of a clear concept, mapping the condition and resources of the village, as well as the preparation of human resources and budget.

This study aims to analyse the role of rituals and ceremonies of the Bidayuh tribes in Sarawak Borneo as a way of life of the Bidayuh people. Therefore, the cultural history of the Bidayuh people as well as the function and influence to the entire community which becomes the pride and identity is analysed. The data were taken from the Bajo asal (traditional songs), girite Bidayuh damba (stories and legendary), and the exploration and preview of the authenticity of the role in the manifestation of the Bidayuh culture and tradition in the numerous villagers through dynamic modernization. The content analysis was used to identify the rituals and ceremonies of the ethnic group. With this regard, emic perspective approach was applied to the study of the description of Bidayuh ritual, focussing on the internal elements and their functions in the Bidayuh society area in Bau, Padawan, and Serian division of Sarawak. Among the findings of this community is how important it is to preserve their beliefs to make sure the management of paddy fields are always cared for and preserve abundant harvests, apart from the ‘guardians’ to safe keep the peace of the village. The function and preservation through the ritual and ceremonies as their weltanschauung, influences the peasant society in that area. The study is highlighted to ensure people that the existence of the ritual and ceremonies is still implemented in the modern era as a part of the ancient heritage in Borneo Island- Sarawak.

One of the results of the educational reform of the 1860s was the formation of the regular personnel of village teachers. In Vilna educational district the goal was not to invite teachers from central Russia, but to train them on the spot by establishing special seminaries. Trained teachers were supposed to perform the role of «cultural brokers» – the intermediaries between local peasants and the outside world, between the culture of Russian intelligentsia and the culture of the Belarusian people. The article examines how officials and teachers of Vilna educational district saw the role of rural teachers as «cultural brokers» in the context of the linguistic and cultural diversity of the North-Western Provinces. According to them, the graduates of the pedagogical seminaries had to remain within the peasant estate and to keep in touch with their folk «roots». The special «mission» of the village teachers was in promoting the ideas of «Russian elements» and historical proximity to Russia among Belarusian peasants.

Timorese culture is patriarchal in that men are more dominant than women. As if women were not considered in traditional rituals so that an understanding was built that valued women lower than men. However, in contrast to the article to be studied, this would like to see the priority of women’s roles in traditional marriages in Belle village, South Central Timor. The role of women wiil be seen from giving awards to their parents called puah mnasi manu mnasi. This paper aims to look at the meaning of the rituals of puah mnasi maun mnasi and the role and strengths that women have in traditional marriage rituals in the village of Belle, South Central Timor. The method used for this research is a qualitative research method using interview techniques with a number of people in the Belle Villa community and literature study to strengthen this writing. Based on the data obtained this paper shows that the adat rituals of puah mnasi manu mnasi provide a value that can be learned, namely respect for women, togetherness between the two families, and brotherhood that is intertwined due to customary marital affrairs.
