Environmental Security

This chapter assesses the connections between the environment and security by reviewing two waves of scholarship, the first mostly qualitative literature from the 1990s on the general links between environmental problems and conflict and the second generation of scholarship from the 2000s, much of it quantitative, on climate change and security. In the process, the chapter interrogates the meaning of the terms “the environment” and “security,” including efforts to broaden the meaning of security to include concepts such as human security. Where the earlier literature provided important insights on the causal mechanisms linking environmental change and conflict, it was limited in its generalizability and specification of scope conditions. The second generation of climate security research has more generalizability but has yet to tease out the causal pathways between climate change-related processes and security outcomes.

The paper mainly analyses the environmental threats focusing on climate change to human security in Nepal. Major aspects of human security are interlinked and interconnected in our context. Among them, human security offers much to the vibrant field of environmental security in Nepal. Environmental threats are linked to the overall impact on human survival, well-being, and productivity. A great deal of human security is tied to peoples’ access to natural resources and vulnerabilities to environmental change. The major environmental threats in our context is the climate change which have widespread implications for Nepal, causing impacts to water availability, agricultural production, forestry, among many other detrimental effects. The critical threat of environmental security needs to be taken into serious consideration to save our succeeding generation. This article primarily interpreted the government action towards emerging environmental threat based on realist approach. For the study of theme of this article, descriptive and analytical research has been used to draw present major environmental threats in Nepal. With consideration to factors, this article attempted to identify the major environmentally vulnerable areas that are likely to hamper the overall status of human security in Nepal. This paper also tried to suggest the measures to enhance the environmental security considering prospects and policy focusing on Nepalese diverse aspects.

The limited access to land in most African states has engendered a fierce competition, especially among various agricultural user groups. The two major groups of agricultural land users are transhumant pastoralists and sedentary peasant farmers. The internecine conflict between these agro-user groups has grave implications for human security in Nigeria and beyond. Explanation of the conflict has centred on climate change and environmental security, population growth and urbanisation, and insecurity. However, the transnational character of this conflict, often made possible by relevant regional protocols, has not received adequate scholarly attention. This paper argues that networking of regional bodies and other stakeholders is the panacea for tackling the tension-soaked relationship between these land users.

Environmental security focuses on the ecological conditions necessary for sustainable development. It encompasses discussions of the relationships between environmental change and conflict as well as the larger global policy issues linking resources and international relations to the necessity for doing both development and security differently. Climate change has become an increasingly important part of the discussion as its consequences have become increasingly clear. What is not at all clear is in what circumstances climate change may turn out to be threat multiplier leading to conflict. Earth system science findings and the recognition of the scale of human transformations of nature in what is understood in the 21st century to be a new geological epoch, the Anthropocene, now require environmental security to be thought of in terms of preventing the worst dangers of fragile states being unable to cope with the stresses caused by rapid environmental change or perhaps the economic disruptions caused by necessary transitions to a post fossil fueled economic system. But so far, at least, this focus on avoiding the worst consequences of future climate change has not displaced traditional policies of energy security that primarily ensure supplies of fossil fuels to power economic growth. Failure to make this transition will lead to further rapid disruptions of climate and add impetus to proposals to artificially intervene in the earth system using geoengineering techniques, which might in turn generate further conflicts from states with different interests in how the earth system is shaped in future. While the Paris Agreement on Climate Change recognized the urgency of tackling climate change, the topic has not become security policy priority for most states, nor yet for the United Nations, despite numerous policy efforts to securitize climate change and instigate emergency responses to deal with the issue. More optimistic interpretations of the future suggest possibilities of using environmental actions to facilitate peace building and a more constructive approach to shaping earth’s future.

Interest in the environmental dimensions of peacebuilding has emerged from the early 2000s onward due to two developments. First, with an increasing number of peacebuilding interventions by the international community and nongovernmental organizations (NGOs), addressing environmental issues in post-conflict contexts has become a major concern. This is especially so as water and land are crucial for (re-)building livelihoods while modern wars produce considerable environmental damage. Second, an increasing number of scholars and policymakers are expressing concerns about the security implications of global environmental change, with the impact of climate change on violent conflict being a particularly salient topic. A focus on environmental cooperation and its potential peace-enhancing effects provides a complementary analytical perspective that can counter determinist and securitizing environmental conflict narratives. Environmental peacebuilding can be broadly defined as efforts to build more peaceful relations through conflict prevention, resolution, and recovery processes that integrate the management of environmental issues. In this context, peace refers to negative peace (the absence of physical violence) as well as positive peace (the absence of structural violence and the inconceivability of physical violence). Environmental peacebuilding can take place at the macro level (e.g., between states) as well as on the meso level and the micro level (e.g., between or within local communities). Environmental peacebuilding includes four sets of practices (which are not mutually exclusive): First, with resources like water or land becoming increasingly scarce in some regions and oil or mining projects often being heavily contested, preventing conflicts over natural resources is increasingly important. Second, in post-conflict contexts, natural resources must be managed well, for instance to reduce land-related grievances or prevent conflict financing through resource revenues. Third, climate change mitigation, adaptation to environmental change, and disaster risk reduction (DRR) can reduce grievances and promote community coherence. Finally, joint and severe environmental problems can act as entry points for cooperation across political divides, hence supporting processes of trust building and deepening interdependence (the respective set of practices is often termed environmental peacemaking). These practices can also fail, however, implying that they have no impact on environmental problems or peace processes. In the worst case, environmental peacebuilding practices can even facilitate new forms of exclusion, conflict, and environmental degradation. Over the past two decades, interest in environmental peacebuilding has grown remarkably, not at least due to the intensification of environmental problems and recent trends toward a less peaceful world. As a result of these developments, the literature on environmental peacebuilding has grown dramatically.

The paper argues that an important aspect of security is environmental security. Without environmental security every other form of security is impeded. There need to be effective environmental governance if there is to be stable environmental security. The paper equally argues that environmental governance should be based on non-anthropocentric environmental ethics. Environmental governance is here understood to imply bringing human and governmental policies and legal frameworks to bear on the management of environmental resources. All over Africa there are a lot of environmental problems such as resource conflicts, climate change, desertification, deforestation, gas flaring, etc. These problems have to be eradicated for the good of the biotic community. This is why the paper is advocating for non-anthropocentric environmental ethics. The paper uses critical hermeneutic/analytic methods to examine the issues. The paper concludes that environmental governance informed by non-anthropocentric environmental ethics is a quintessential for security of lives/ properties in Africa. Increasing evidence suggests that coral reefs exposed to elevated turbidity may be more resilient to climate change impacts and serve as an important conservation hotspot. However, logistical difficulties in studying turbid environments have led to poor representation of these reef types within the scientific literature, with studies using different methods and definitions to characterize turbid reefs. Here we review the geological origins and growth histories of turbid reefs from the Holocene (past), their current ecological and environmental states (present), and their potential responses and resilience to increasing local and global pressures (future). We classify turbid reefs using new descriptors based on their turbidity regime (persistent, fluctuating, transitional) and sources of sediment input (natural versus anthropogenic). Further, by comparing the composition, function and resilience of two of the most studied turbid reefs, Paluma Shoals Reef Complex, Australia (natural turbidity) and Singapore reefs (anthropogenic turbidity), we found them to be two distinct types of turbid reefs with different conservation status. As the geographic range of turbid reefs is expected to increase due to local and global stressors, improving our understanding of their responses to environmental change will be central to global coral reef conservation efforts.

This article examines the implications of human-caused climate change for security in Canada. The first section outlines the current state of climate change, the second discusses climate change impacts on human security in Canada, and the third outlines four other areas of Canada’s national interests threatened by climate change: economic threats; Arctic threats; humanitarian crises at home and abroad; and the threat of domestic conflict. In the conclusion, I argue that climate change has clearly not been successfully “securitized” in Canada, despite the material threats it poses to human and national security, and outline directions for future research.
